AbstractThe problem of adaptation of educational space of technical university to modern market requirements is considered. There are described the results of studying the requests of higher education applicants and their vision of the success of the study. The aim of the article is to build an architecture of an information system similar to that used by modern enterprises, which will provide a combination of scientific, design and educational activities of the academic community, taking into account market needs. The main scientific research methods are bibliographic analysis, comparative analysis, methods of analogies. The conceptual architecture of the Information Support of Design Innovation Activity of the Technical University system based on the construction of a unified scientific and educational information space is described. The main task of the university’s information space is to prepare students for activities of the real market. There are determined the necessity and limits of application of the modern access control system at the universities of Ukraine, in particular for the organization of independent work of students. There is offered the way to reach the 4th level of technological readiness of students ‘and teachers’ development. The construction of an ontological description of the subject area of a technical university, the development of the application of a grid model for the description of scientific and technical information, and the determination of the current technical status are defined as the basis of the system of setting tasks for project groups in the transition to project-oriented learning. The question of the appropriateness of using adaptive case management system as a basic concept of building electronic document management system is resolved. The use of the competence approach as a mechanism of stimulating technical creativity within the educational process and in the work of researchers from the University staff is considered.

Abstract Issues of education quality have acquired special relevance since the beginning of the 20th century. Implementation of the idea of quality in the educational organisation is promoted by use of the international ISO standards regulating quality of the management system. Certification of a quality management system in an organisation ensures its sustainable development. Experience of such work exemplified by additional medical education organisation is presented in the article. The present paper addresses approaches to implementation of the following quality management principles: customer focus; leadership; involvement of people; process approach; continuous improvement; evidence-based decision making; relationship management; system approach to management. The structure of processes in the medical education institution is presented including the major process “Professional training and retraining in the field of health care”, main (core) processes: “Educational activities” and “Scientific activities”; management processes: “Strategic planning”, “Documentation management”, “Records management”, “Internal audits”, “Nonconformity management”, “Corrective and preventive actions”, “Monitoring and measurement of processes and educational services”, “Quality management system analysis by senior management”; supporting processes: “Personnel management”, “Work environment management and information support”, “Financial and economic support”, “Library services”, “Methodical support of the educational process and training for teachers”, “Publishing activities”. All processes are designated in a consistent model with special codes, which helps to streamline the document management system in the organisation.

The purposeof the study is to develop an approach to improve information support for the development of the contents of higher education programs and teaching methodological materials. The system of higher education faces the challenges of supporting the development of the digital economy through training and research. Creating the appropriate content of education becomes a difficult task with the high rate of development of digital technologies and methods to use them. Now, in smart learning, the technical aspects of the organization of the educational process often overshadow aspects, related to the methodology or content of smart learning. However, the issues of the content of education become most relevant. Research in the field of knowledge management remain relevant because, the more perfect the technologies become, that notice the algorithmized work of specialists, the higher the value of creativity for society and the economy.Materials and methodsof research include discourse analysis of domestic and foreign scientific sources devoted to the issues of smart education and knowledge management, the systematization of the material. Methodological basis for developing an approach to improve information support is the methods and technologies of the theory of knowledge management.The resultsof the research show that the need for the development of the digital economy places high demands not only for technologies, but also primarily on the competencies for their use. The logic of IT development in education indicates that there is a gradual change in the stages of informatization: from distance education technologies to e-learning and then to smart learning. Each stage of the informatization of education allows solving the problems that are important for the economy and society. There are the factors, influencing the formation of requirements for the content of educational programs: technological, economic, social and geopolitical. The following requirements of smart training for the content of educational programs are revealed: actual information and tasks in the training course; opportunities for independent cognitive, research and project activities of students; distributed information system of smart learning; integration of the educational environment with professional communities; individualization of the content of training.The conclusion.Technologies and methods of knowledge management can provide the necessary level of speed and quality of development of educational materials. The article describes the knowledge management system, which through the knowledge base, communities and co-creation tools, ensures the relevance of the developed content and fills the smart learning with the necessary content.

The essence of electronic document management of the enterprise is investigated and the main components of this process organization are revealed in this paper. The place of the electronic document in the enterprise management system is investigated. The peculiarities of transition to the application of electronic documentation are revealed and this process is defined as the main direction of development and improvement of the accounting and financial service of the enterprise. It is proved that digital documents are becoming indispensable for everyone who appreciates comfort, efficiency and high level of security. From practice, it is evident that those companies where digital transformation is started, have gained competitive advantages and are able to process large amount of information. Therefore, working with documents in digital form can, among the other things, save time and space. It is defined that the information support of the management system depends on the quality of documentation, storage and use of previously created information, creates the foundation of the process. All types of documents can be converted to digital form: from simple accounting records, to personal files of various types and formats or multi-page commercial contracts. The most common of these are invoices and bank statements. Specialized equipment, which is available today in this process, makes it possible to scan 250 documents simultaneously in less than 5 minutes. The main barriers for remote operation under pandemic conditions, with the need of continuous computer use, are identified. This process is complicated by paperwork, which requires transportation to employees' homes and the introduction of additional procedures related to information security. This problem provokes a significant increase in interest in digitization among businesses, particularly regarding payroll documentation, due to the large share of paper documents in this process and restrictive measures related to the protection of personal data.

This review of the main publications about the problems of Japanese archaeology (from Paleolithic epoch up to the period of Kofun culture) represents teaching materials for students with specialty in archaeology (within the course «Archaeology of overseas Asia») and with specialty in oriental studies (within the course «History and culture of Japan»). Taking into account the main task of this publication – namely, support for educational process – authors of this review, first of all, engaged most authoritative summarizing editions, because their conceptions and conclusions passed through necessary approbation and were maintained by the greater part of academic community. The main problems under discussion in Japanese archaeology are as follows: chronology of the first inhabitation of Archipelago; classification of the stone implements according technologies of production and ways of usage; early ceramics in the context of Northeast Asian archaeology; the origin of Ainu and their predecessors; beginning of agriculture and development of bronze and iron metallurgy; semantics of dogu and haniva figurines; characteristics of megalithic monuments; attribution of «horse-rider culture»; correlation between ethno-linguistic and archaeological data; using of historical records for interpretation of excavated relics; the routes of ancient migrations etc. As a result, this review of ancient past of Japan obviously demonstrates that so called isolation of insular population had quiet relative character. During thousands and thousands years, islanders came into contacts with bearers of different cultures of Eurasian mainland and island part of it, as well. The result of these permanent cultural exchanges served as foundation for creation of Japanese ethnos. In certain periods the contacts were more intensive along Northern, or Southern routes; the most significant way went through Korean Peninsula. For Siberian archaeologists the matter of special interest is represented by the finds of early ceramics on Honshu and in East Amur area; by analogies between cultures of Archipelago and Maritime regions of Russia (including Sakhalin and Kuril Islands) in Early Iron Age; by similarities between «Old-kurgans’ culture» at Japan and those in Central Asia. In selection of published materials for this review the preference was given to those available for teachers and students in the universities’ libraries or through free Internet access (published mostly in Russian and English as working languages).

The paper deals with general issues of organizing access to electronic documents in the framework of scientific and educational activities. Large volumes of already existing information, its continuous growth, the heterogeneous nature of storage and distribution, the lack of a unified way of working with it create many difficulties when using it. Awareness of these difficulties, qualitative changes in the field of information technology and telecommunications have led to the need to solve the problem of finding new approaches to the creation of repositories of information resources, their structure, and the development of tools necessary for users. Currently, such approaches are called “digital” or “electronic” libraries. According to the preliminary concept, an intelligent scientific and educational Internet resource will be an information system accessible via the Internet, providing systematization and integration of scientific knowledge, data, and information resources into a single information space, meaningful and effective access to them, as well as support for their use in solving various scientific and educational tasks. Another problem of the organization of effective information support for scientific and educational activities is that, due to its diversity and multidimensional nature, scientific and educational information resources are dispersed on remote pages of many sites and in distributed electronic libraries and archives. To solve this problem, it is necessary to solve the problem of bringing such resources related to one area of knowledge into a single information space, and also, no less important, to support their logical integrity. Without solving these two related tasks, it is impossible to solve the main task – to provide all participants of scientific and educational activities with meaningful access to integrated information resources and means of their analysis. The support of information systems in the field of scientific and educational activities is relevant, since the need for information always exists. In order to satisfy this need, it is necessary to organize access to various resources.

The article considers the issues of organization and formation of inventory accounting policy, substantiates its role in the system of information support of inventory management processes and highlights the impact on the effectiveness of inventory management in the process of innovation activity. Based on the study of trends in the share of inventories of industrial enterprises and indicators of innovation development, it is established that inventories are not currently considered as a resource that has a significant impact on the innovation potential of the enterprise, and in combination with financial performance indicates inefficient investment in inventories and inefficient inventory management. It is proved that it is possible to increase the efficiency of inventory management due to the optimal organization of the inventory accounting system, the foundations of which are laid during the formation of accounting policies. The author's approach to understanding the accounting policy in the sphere of inventory accounting, which is considered as a set of principles, methods and procedures used by the company to generate quality, timely, relevant, clear, complete and reliable information about the availability, movement, storage and use of inventories, sufficient to make management decisions aimed at improving the efficiency of inventory management and disclosure of inventory information in the financial statements. Coverage of approaches to the formation of accounting policy is based on a combination of organizational, technological and methodological components of accounting policy. The first (organizational and technological) component includes such elements as: inventory principles, laws and regulations concerning accounting of inventories, forms of primary documents and internal management reporting used for inventory accounting, document management rules and accounting information processing technology, control procedures on the movement of inventories and the responsibility of officials, the procedure and frequency of revaluation of inventories and inventory count, the order of analytical inventory, the unit of natural measurement of inventories for each unit of accounting, the interaction of accounting with other services during the transfer and exchange of inventory. The second component (methodological) reveals the principles and rules of receipt, processing, recording and transmission of inventory information, inventory valuation rules, inventory accounting (development of a working plan of accounts), disclosure of inventory information in the financial statements. It has been considered such main elements of organizational, technological and methodological components: features of the work plan of inventory accounts, the issue of documentation of inventory transactions, the recognition of inventories and their evaluation, document management rules, accounting for transport and procurement costs. Variable elements of inventory accounting policy are identified.

The paper considers the model "Learning & Development" (L&D), which during 2017-2020 was used and tested at the Energy Faculty of the Kherson Branch of the Admiral Makarov National University of Shipbuilding (KB NUS). An appropriate information environment has been created, in which six components of information support have been implemented. The practical tasks to be solved using the L&D model are considered, the scheme of subjective access to information environment resources at different levels is developed and implemented in practice. In the educational process, the use of the traditional model of learning using PowerPoint, tutorials and handouts has been significantly reduced. Instead, there was a predominant use of internal (university) and general Internet systems, podcasts, interactive web-conferences, etc. Thanks to the introduction of the L&D model, the problem of improving and optimizing information and analytical support for all specialties of the energy engineering faculty of KB NUS has been solved. The results of the application of the L&D model in the educational process were studied in two areas: by expert assessment of the effectiveness of its impact on students' learning activities and by the results of employment of graduates. Based on the results of the expert evaluation, a comparison of learning outcomes in the experimental (EG) and control (CG) groups was performed on seven indicators. According to these indicators, the criterion score of the L&D model was defined as "good" and "excellent". Comparative data on the success of training in the experimental and control groups show that the indicators of learning outcomes in the EG level of compliance with professional competencies is higher than in the CG. It was found that EG graduates are more in demand by employers than CG. The obtained positive result of the application of the L&D model in the educational environment of the Technical University in Ukraine fully corresponds to the data of the application of such a model in vocational and business programs in Europe, America, Australia and others. Its use allows to improve the general level of computer and information support of all disciplines, to expand the computer and information competence of students, to increase the economic demand for graduates and to improve their employment.

The article defines the place and components of IT solutions in the knowledge management system. The author substantiates that the use of modern IT solutions in the knowledge management system is an essential component of creation, search, transfer, exchange, development and effective use of knowledge. A large number of different technologies are used to integrate into a single complex of knowledge management system, including traditional automation systems and information retrieval systems, e-mail, corporate networks and Internet services, databases and data warehouses, electronic document management systems, specialized data processing programs, expert systems and databases knowledge In this case, a computer remains as a main tool of information management knowledge management in Ukraine. The scholar analysed the dynamics of the major indicators of computer devices’ use of by enterprises. The paper determined that not all enterprises in Ukraine use computers in their business activities. The proportion of enterprises, which used computers in 2017, amounted for 95.4%, which is by 0.2% more in comparison with 2015. The best situation in this aspect is in such types of economic activities as professional, scientific and technical activities; information and telecommunications; water supply; sewage, waste management. However, on average only every third employee in Ukraine used a computer to perform his/her professional duties. The author examined the main Internet-based jobs, where traditional activities are the most popular ones, namely: sending or receiving various e-mails, receiving information about goods and services. At the same time, videoconferencing is less popular, which is a negative factor in creating effective communication in the transmission, dissemination and exchange of knowledge. The paper explored the degree of using the possibilities of a corporate website for personnel training. The author determined that only every tenth enterprise in Ukraine uses its own website for the professional development of the employees. The scholar substantiated the features of social media, which promote the efficiency of their use as a tool for knowledge management. Exchanging views, opinions or knowledge within the enterprise and engaging customers in the development or innovation of goods and services remain the least popular objectives of social media work.
