Abstract Global financial and economic recession had negatively influenced the dynamic of the international trade in 2008-2012. The post-crisis period of global market development can be described by the tendency of growing international trade flows. However, according to many experts, to ensure this tendency, the international trade policy within the frame of the WTO should be changed. The paper includes the analysis of current market of the EU-CIS trade, describes the main tendencies of its post-crisis development and major approaches and tools to ensure sustainability of such development. The analysis involved main exporting and importing countries for each analyzed product group. Sub-goals include an overview of the WTO threats and opportunities for Russian agriculture and trade with agricultural products globally, as well as comparison of main consequences of the WTO accession for the CIS countries, such as Kazakhstan, Ukraine, Kyrgyzstan, Georgia and Moldova. This is also related to the state support of agricultural production in Russia and CIS and its influence on volumes, directions, structure and effectiveness of international trade with agricultural products.

The goal of this article is to develop practical, scientific and methodological recommendations to improve the market development of Ukraine and reduce the divergence of its economy in relation to the EU economy. Research methodology includes: system-structural and comparative studies (to understand the logic of the functioning of modern market institutions in Ukraine and Europe); monographic analysis (in the study of approaches to improve the market development of the Ukrainian economy); statistical and economic analysis (when carrying out a rating assessment in relation to economic freedoms and competitiveness of the Ukrainian economy). Scientific novelty: it was revealed that the state of market development of the Ukrainian economy is significantly lower not only in comparison with the EU countries, many CIS countries, but also lags behind the overwhelming major- ity of countries in the world. The reason for this is the low efficiency of the ju- dicial and law enforcement system; weakness and archaism of state regulation of the business environment; monopolization and oligarchization of the economy, non-transparent approaches to the privatization of assets in Ukraine; “Black” and “gray” land market; violation of customs procedures and registrations, which sig- nificantly saturate the markets of Ukraine with counterfeit and smuggled goods. In contrast, EU countries are pursuing policies that promote asset and property rights protection, stimulate job creation and economic growth by creating a busi- ness-friendly climate, as well as focusing on innovation and related infrastructure aid funds. Conclusions: a proactive state policy is needed in the formation of ef- fective regulatory institutions in Ukraine, in anti-corruption and economic reforms, in reducing the level of monopolization and oligarchization of markets; also priva- tization stimulating investment and innovation; transition from extensive to in- tensive management methods; embedding of domestic products into external value chains; increasing investment in domestic infrastructure; priority in the develop- ment of small and medium-sized businesses; systemic focus on increasing the productivity of the economy; the emergence of new businesses in a low-carbon and environmentally friendly economy. Key words: economies of the EU and Ukraine, market development, European economic integration, world economy.

- The Cotonou Partnership Agreement, signed on 2000, marks the beginning of a new cooperation phase between acp countries and the eu. The iv pillar of the Agreement, aimed at the creation of a free trade area, concerns the economic and trade cooperation and is targeted to make trade in line with the wto rules and to allow the acp countries a full participation to international trade understood as strategic condition for supporting growth and development. In this context, the trade relationships between the eu and Africa are of specific importance when referred to agricultural products. The liberalization process might have a significant impact for the eu as leading world exporter and importer of agricultural goods and the wider destination and origin market of the African food and agricultural products. On the African side, agricultural export are often the primary source of foreign exchange for food imports required for domestic food security. Furthermore, the new Partnership Agreement creates an additional market access only for the agricultural products that, however, might results strongly constrained by the limited supply potential and high eu sps standards. Thus, the analysis of the costs and benefits connected to the liberalization process in both the eu and Africa is relevant for a better understanding of the forthcoming competitive scenario for the agricultural products. This is the topic of the paper that, with reference to the time period from 1995- 2006, provides a preliminary analysis of the main features of the agricultural trade flows between the eu-25 and Africa; the competitive potential of the sector; the explanatory variables of the African export flows trends to the eu-25. Despite the eu is negotiating an Agreement with the African countries as a whole, the analysis also distinguishes among geographic areas in order to estimate the likely different impact of agricultural trade liberalization. To the same aim food and agricultural product are considered separately.JEL Codes: Q17 - Agriculture in International TradeKey words: agricultural trade, trade and development, agricultural competitiveness

The global dairy sector is currently going through a period of turbulence. Global human population growth is substantially increasing the demand for dairy products. Our study stresses the importance of the dairy industry in the agriculture of the Ukraine and its national economy. It aims at identifying and describing the latest trends in the Ukrainian dairy industry. While the Ukrainian dairy sector is currently dealing with a number of challenges, we are looking for a number of opportunities for Ukrainian dairy producers to strengthen their competitiveness in the EU and global market, as well as maintain and expand their position on the domestic market. The dairy industry is one of the major industries in the Ukraine and, before the crisis, this segment demonstrated a trend towards its active development, but the situation in the dairy sector has become more complicated since 2014. The biggest problem for the dairy sector was the loss of the Russian market, which accounted for about 80% of exports of dairy products. However, the growth of cow productivity became a significant achievement of the dairy sector. Today, the main challenge for the dairy industry is finding new export markets and developing existing markets.

The paper analyses the current position of the Russian Federation in the global market of agricultural products and foodstuffs with the accent on the comparative advantage of Russian agricultural exports in relation to specific regions and states. The key purpose of the research is to classify the most significant changes in the structure of Russian agricultural exports. The results show that the structure of Russian trade is changing continuously and evolving along with the process of economic transformation and trade liberalization. Exports become less diversified and are concentrated in a few segments. From the perspective of comparative advantage, cereals, fish and vegetable oils are the segments of Russian exports which become more significant. The comparative advantages of Russian exports are strengthening mostly in the case of African, Asian and CIS countries.

Economic instability, a decline in investment activity, an acceleration in the rate of inflation, and in part the inability of domestic producers to resist competitors from abroad, predetermined the need for fundamental qualitative changes in the economic policy of the country. In business, there is a golden rule of success: use any problem as a chance to improve something and reach a new level of development. Thus, the import substitution method was proposed, which also affected agriculture. The rapidly changing macroeconomic conditions (the necessity for import substitution of agricultural products in a short time in conditions of limited trade with individual countries, the change in the support system in the EU since 2015, the continuing weakening of the national currency) have set new tasks for agriculture. The article presents an analysis of the results of agriculture functioning under conditions of import substitution.

Today, Ukraine is at the center of the world community, politics and the European market, in light of changes in the political, economic and military spheres. Undoubtedly, all this influenced the development of the country’s economy and policy towards the countries of the near and far abroad, including the development of the tourism industry. To characterize the current state of development of domestic and international tourism in Ukraine and served as the main purpose of writing an article. The research of the current state of tourism development in Ukraine was based on the application of a systematic approach using comparative, statistical, analytical methods, etc. The relevance of this study is determined by the clarification of the further direction of tourism development in connection with the deprivation of tourism industry as a priority in 2019, although it is one of the significant sources of filling the state treasury, as well as the impact on the tourist image of Ukraine, an aggressor country during the period of change of power and incomplete reforms. It is established that the tourist image of Ukraine is restored from 2016 due to the victorious participation of Ukrainians in international events, in particular, Eurovision-2017, but it should be noted that the main donor countries are the countries of close foreign countries. Visa tourism has been intensified with Ukraine through visa-free travel and pricing policies for tourist services. For example, when comparing prices with the tourist complex «Bukovel» or «Shayan» cheaper to rest in Poland or Hungary. One of the reasons was revealed: the population’s low awareness of the tourist potential of the country; unreliability of domestic subjects of tourism activity; the lack of security in the places of rest, as well as the war in the east of Ukraine and the annexation of the Crimean peninsula. It was found that the length of stay of Ukrainians abroad depended on the location of the country. The farther the longer, which is associated with the cost of time and money. Also, you should not neglect tourist logistics. After all, almost all flights from Ukraine abroad are sent in the morning. Arriving in the evening, a tourist-Ukrainian is forced to seek a lodging for himself. While in Ukraine, on the contrary, tourists mostly come in the morning or in the afternoon. It should also be noted that the marked decrease in trips abroad is due to the poverty of the Ukrainian population. The main purpose of travel – rest on the warm seas of the seas for the best price and high quality of service for tourists. It is statistically reported that the geography of recipient countries is predominantly close to a foreign country, mainly the CIS countries, while, for example, most of Belarus comes to the EU. The development of domestic tourism, which tends to grow, is estimated. The main factors of its development are the desire of Ukrainians to travel even with a minimal budget. However, it should be noted the predominance of self-organized tourism. The main tourist areas with the predominance of a certain type of tourism were identified, for example Lviv – cultural-cognitive, IvanoFrankivsk and Transcarpathian - active and eventful, Odessa – recreational types of tourism. The tendency of the steady development of tourism in Ukraine due to the development of transport infrastructure, information and communication environment, the election of the European development vector is revealed. In the near future it is expedient: to adjust the Law «On Tourism» in accordance with the EU directives in the tourism sector, as well as to direct the direction for the development of domestic and inbound tourism in Ukraine.

In the article we analyze the state of development of the domestic agrarian sector of the economy and the tendency of the formation of export batches of products. The current pace of development of the agrarian sector shows that the production of agricultural products is growing faster than the growth of domestic demand, which necessitates the search for new trading partners. This provides an opportunity for expanding foreign markets, receiving currency revenues into the country's economy. We analyzed the commodity structure of the export and import of agricultural and food products. The top 10 agro-food export and import products for 2018 are identified. We have investigated the specifics of trade in agrarian products with the countries of the European Union. We found that the main products of Ukrainian agroexport, which were put on the EU market are cereals and oilseeds. Growth of exports to the EU countries also occurred due to an increase in the supply of niche, processed and prepared food products. As a result of our research, we analyzed the current state of agricultural markets and found that global trends in food consumption (population growth) and non-food use of oilseeds (feed and biodiesel), causes the problem of internal satisfaction of individual needs in many countries of the world, causes significant investments in this branch in Ukraine.
