The eruption of Mount Sinabung had a pretty heavy impact on Karo District, in terms of the tourism economy sector, which has been the signature economy motor of this region. For almost 1 (one) decade, the eruption disaster shook, the recovery effort is still stagnant despite various government efforts. Therefore, this study aims to carry out an inventory of economic recovery, particularly in the tourism sector in Karo District by including the pentahelix synergy model as a surefire strategy to encourage community independence and achieve faster and more sustainable recovery goals. This study uses qualitative research methods with the main data collection techniques through a Focus Group Discussion. The results achieved indicate several strategies can be carried out to restore tourism in Karo District, including: rehabilitation of the image of Karo district as a safe tourist destination, strengthening the disaster awareness movement, infrastructure recovery, to the creation of signature tourism products based on disaster tourism, health tourism and agro tourism. This study also illustrates what roles can be taken by the government, academia, industry, society and the media in each strategy and proposed program.

<div class="WordSection1"><p><strong><em>Abstract.</em></strong><em> The eastern region of Balikpapan is dominated by fishing communities in Manggar. In this region, there are attractions Manggar Beach. The government and the surrounding community have used both elements in their daily activities. However, the utilization is still not maximal. Although the government has improved the coastal infrastructure, it is still necessary to develop human resources in order for the economy through tourism to materialize. Through strategic stages, namely (1) data collection; (2) analyzing data; (3) presentation of the result of data analysis, expected to get data to become picture and consideration of government and society around in improving economy area especially tourism with community profession partly as a fisherman. The findings in the tourism sector have yet to show results for the economy in Manggar. This is because the creativity and innovation of human resources have not been optimized by the community and local government. The potential of the community actually exists to be developed in the tourism sector. This can be done through training the management of fishery products by following the global development so as to attract domestic and foreign tourists, making the coastal area as a tourist destination of choice.</em><em></em></p><pre><strong><em>Keywords:</em></strong><em> </em><strong><em>Development Of Tourism, Economy, Society </em></strong><em></em></pre><p> </p><p><strong> </strong></p><p><strong>Abstrak.</strong> Wilayah timur Balikpapan didominasi oleh masyarakat nelayan di Manggar. Di wilayah ini terdapat objek wisata Pantai Manggar. Pemerintah maupun masyarakat sekitar telah memanfaatkan kedua unsur tersebut dalam aktivitas keseharian. Namun, pemanfaatan tersebut masih belum maksimal. Walaupun pemerintah telah memperbaiki infrastruktur di pantai tersebut, masih perlu pengembangan SDM agar perekonomian melalui pariwisata dapat terwujud. Melalui tahapan strategis, yaitu (1) pengumpulan data; (2) penganalisisan data; (3) penyajian hasil analisis data, diharapkan diperoleh data-data untuk menjadi gambaran dan pertimbangan pemerintah serta masyarakat sekitar dalam meningkatkan perekonomian daerah khususnya pariwisata dengan profesi masyarakat sebagian sebagai nelayan. Hasil temuan di sektor pariwisata belum menampakkan hasil bagi perekonomian di Manggar. Hal tersebut dikarenakan kreatifitas dan inovasi SDM belum dioptimalkan oleh masyarakat dan pemerintah setempat. Potensi yang dimiliki masyarakat sebenarnya telah ada untuk dikembangkan di sektor pariwisata. Free visit visa is a visa granted to foreigners upon arrival in Indonesia without paying a visa for a period of 30 days and cannot be extended. Visit visa free can be given at several Immigration Examination Sites (TPI) spread throughout Indonesia. The Ngurah Rai Special Class I Immigration Office personally supervises an Immigration Checkpoint, namely I Gusti Ngurah Rai International Airport. Regarding the implementation of a visit visa-free policy, the efforts made by the immigration ranks include: increasing the number of personnel, increasing supervision of landings and entry permits for foreigners, monitoring the use of residence permits by foreigners in various places, especially in the tourism sector and in various entertainment venues, there is cooperation between agencies in preventing prevention of visa-free use to minimize potential abuse of rules. The purpose of this study was to determine the application of visa-free policies at the Ngurah Rai Special Class I Immigration Office and to find out the legal consequences of the visa-free policy at the Ngurah Rai Special Class I Immigration Office. The research method uses empirical descriptive. The results of the study indicate that the application of a visa-free policy at the Ngurah Rai Special Class I Immigration Office is in accordance with the latest regulations, namely the Republic of Indonesia Presidential Regulation Number 21 of 2016 concerning Visit Visa Free. There are 169 countries around the world whose citizens can visit Indonesia without using a visa. It aims to improve bilateral relations, especially in terms of the tourism economy where the number of foreign tourists to Indonesia is targeted by the government of 20 million tourists by 2019. Legal Consequences Caused From Visa-Free Policies At the Ngurah Rai Special Class I Immigration Office, where according to one of the immigration functions is to select every intention of arriving foreigners, there are several cases of violations of law which can be easier to enter Indonesia such as foreign workers who work without complete permission in Indonesia.

Tourism is an important source of foreign exchange earnings for the government and contributes to the livelihood of millions in developing countries. The purpose of this paper is to explore and illuminate the preliminary impacts of COVID-19 in tourism sector in Nepal and further the paper puts forward policy recommendations for government to avert the worst effects and facilitate recovery. In Nepal, the travel and tourism sector contributes to 8 percent of GDP, 6.7 percent of total employment, and it generates 6 percent of the total foreign exchange earnings. Nepal Tourism Board estimates that loss of 85.2 billion USD monthly from tourism sector only and three in five employees lost their jobs due to COVID-19 in Nepal. The “Visit Nepal 2020” campaign had cancelled which aimed to attract 2 million tourists in the country this year. Tourism sector has already suffered a huge loss, and it is going to take quite to restore. The government should form special task force to create economic response package that will support Nepalese, their job, their businesses from the global impact of COVID-19, and to ready the economy to recover.Keywords: Covid-19, Tourism, Economy, Nepal.

This research aims at creating a concept of cooperation between stakeholders in developing eco-tourism in Batu City. Eco-tourism and the role of stakeholders are related to one another. It is due to the urge of stakeholders to work together in managing the potential of eco-tourism to achieve a development goal. This study applies the Penta-helix model and triple-bottom-line theories to investigate the contribution of stakeholders to sustainable development. The Penta-helix model is used to identify relevant stakeholders and conduct effective collaboration. At the same time, the triple-bottom-line is applied to observe the environmental and socio-economic aspects of the eco-tourism sector. This study employs a qualitative method with an interactive approach from Miles, Huberman, and Saldana by deepening literary understanding; and field interviews. The results of this study show that cooperation and interaction between stakeholders in developing eco-tourism are inferior. Thus, the researchers develop a stakeholder collaboration model through the Penta-helix model covering the government, private eco-tourism enterprises, communities, academics, and the media. They collaborate in determining the sustainability agendas covering environmental, economic, and social as a reflection of the triple bottom line element. Those designed agendas are to encourage the realization of eco-tourism development in Batu City, Indonesia. The research recommends further research to evaluate whether this eco-tourism development model can be effective if implemented. Penelitian ini bertujuan untuk menciptakan konsep kerjasama antar stakeholder dalam pengembangan ekowisata di Kota Batu. Karena ekowisata dan peran pemangku kepentingan berkaitan satu sama lain. Hal ini dikarenakan adanya dorongan dari para pemangku kepentingan untuk bekerja sama dalam mengelola potensi ekowisata untuk mencapai tujuan pembangunan. Studi ini menerapkan model penta helix dan teori triple bottom line untuk menyelidiki kontribusi pemangku kepentingan terhadap pembangunan berkelanjutan. Model Penta helix digunakan untuk mengidentifikasi pemangku kepentingan yang relevan dan untuk melakukan kolaborasi yang efektif, sedangkan triple bottom line diterapkan untuk mengamati aspek lingkungan dan sosial ekonomi dari sektor ekowisata. Penelitian ini menggunakan metode kualitatif dengan pendekatan interaktif dari Miles, Huberman, dan Saldana dengan pendalaman pemahaman literatur; dan wawancara lapangan. Hasil penelitian ini menunjukkan bahwa kerjasama dan interaksi antar pemangku kepentingan dalam pengembangan ekowisata masih rendah. Oleh karena itu, peneliti mengembangkan model kolaborasi pemangku kepentingan melalui model Penta helix yang mencakup pemerintah, swasta, komunitas, akademisi, dan media. Mereka berkolaborasi dalam menentukan agenda keberlanjutan yang meliputi lingkungan, ekonomi, dan sosial sebagai cerminan dari elemen triple bottom line. Agenda yang dirancang tersebut adalah untuk mendorong terwujudnya pembangunan ekowisata di Kota Batu, Indonesia. Peneliti merekomendasi pada penelitian selanjutnya untuk mengevaluasi apakah model pembangunan ekowisata ini dapat efektif jika diimplemetasikan.

The tourism sector is a sector that has a role in improving the country's economy. In supporting the sector, the government will provide support for the facilities and infrastructure needed so that the tourism sector has an attractiveness for tourists. Each region has its own characteristics as well as its own historical story, through the landscape of the region both architecture, old buildings, government offices, infrastructure and culinary in an area that has its unique origins. If all these relics are well managed and preserved, they can become an attraction for tourists to come to visit, not only to see history but also to commemorate its existence, understand the journey and the value behind events in the course of time. The Malang city government is currently preparing the Kayutangan area as a tourist destination that carries the concept of heritage. The mayor is targeting that by the end of 2020, tourists can enjoy various supporting facilities and unique heritage ornaments. Brand equity in tourism is defined as a valuable asset and a symbol of authentic destinations to be able to provide value to tourists. Destination equity is more than just an asset. This study explains the factors that influence the value perceived by tourists at Malang Heritage Kayutangan.

The concept of strategy is the composition of the mission in an organization or company in planning activities in order to achieve a goal and be on target by considering many aspects, namely the aspect of competition and the influence of the strength of the factors from the environment. The role of the government is very important in formulating strategies to support the development of tourism destinations, especially new destinations.There are several factors that are fulfilled in developing an area to become a tourist destination, including objects, facilities, infrastructure, transportation. In addition, in this era of all-around social media, there are so many tourist objects that are viral to the public via social media such as Instagram, TikTok, Facebook and others. Tourist attractions managers must be able to take advantage of this social media phenomenon because it will greatly impact a very significant increase in visits.In the midst of the current corona virus pandemic, it has resulted in a significant decline in the tourism sector. Therefore, the right strategy to prepare for the new normal era really needs to be prepared.

All the factors in service process are important parts of both service quality and of branding process.
