A methodological approach to evaluating the effectiveness of regional industrial policy

Subject. The article addresses the industrial policy in the face of the need to modernize and digitize industries; the role of regional industrial policy as a link between the Federal industrial policy and individual enterprise’s development strategy. Objectives. We focus on developing a methodology for assessing the effectiveness of the State industrial policy implementation in the regions of the Russian Federation, and the practical recommendations for its improvement. Methods. We employ general scientific methods of abstraction, the formal and dialectical logic, deduction and induction, analysis and synthesis, empirical analysis of data, comparative and structural methods of analysis, economic and statistical analysis of data, logical and systems approaches. Results. The paper provides the theoretical justification of industrial policy, considers its distinctive features. We devised a methodology to assess the effectiveness of regional industrial policy, which rests on the multicriteria approach and takes into account the current realities of competitive industrial development. The said methodology enables to compare the industrial development of territories both among themselves and in a dynamic perspective. The analysis of effectiveness of industrial policy implementation in the subjects of the Ural Federal District established that a growing number of federal entities are enhancing their positions in comparison with the average Russian level. Conclusions. The instruments of the Ural’s industrial policy implementation shall be targeted at structural changes in the economy, the increase in the innovative component of production, the introduction of advanced production technologies.

The article considers the problems of industrial policy and, accordingly, the industrial development strategy from the standpoint of the challenges facing the industry, the conditions for the adoption of strategic decisions and possible answers - the key directions of state activities. The main principles and directions are analyzed: investment, foreign trade, technological policies, certain aspects of territorial planning, state corporate and social policies. Proposals on the prospective goal-setting and possible results of industrial policy have been formulated.

The development of an entrepreneurial environment and entrepreneurial initiative is a priority task for the socio-economic development of the country as a whole and its individual regions. Its implementation is possible, among other things, by supporting and developing entrepreneurial initiatives from the state. At the same time, the sustainability of economic growth in individual regions is largely determined by the effectiveness of the implementation of the economic development strategy adopted at the regional level and the practice of activities of economic entities operating on their territory. The article presents the materials of theoretical studies of areas of activity and empirical studies of the results of the activities of federal institutions created to activate innovative processes and implement investment projects in the regions. The presented results of the analysis of the activities of such institutions, expressed in the types and volumes of state support for economic entities, made it possible to identify and formulate the following conclusions: 1) enterprises of the Volga Federal District actively interact with such organizations and institutions as the autonomous non-profit organization Agency for Strategic Initiatives to Promote New Projects, State Corporation Bank for Development and Foreign Economic Affairs (Vnesheconombank), “AO Russian Export Center”, “AO Russian Venture Company”, Industrial Development Fund, Fund for Assistance to Small Innovative Enterprises in Science and Technology, RUSNANO Group; 2) due to active participation in the programs and projects of these organizations, the Volga Federal District is in the group of leaders in terms of the main economic indicators. The practical significance of the obtained research results lies in the formation of an idea of the mechanisms and instruments for the implementation of state support for entrepreneurial initiative, based on the interaction of economic entities with federal development institutions.

This chapter examines industrial policy implemented in European countries across time, especially after the Second World War and in recent years. It briefly shows that industrialization never occurs without strong supporting industrial policy to provide the enabling conditions for the deep structural changes involved, such as infrastructure and capabilities, especially human capital. Industrialization in the eighteenth and nineteenth centuries is associated with the creation and consolidation of nation states, leading to national perspectives on industrial development and industrial policy, at the expense of regional imbalances. After the Second World War, three phases of industrial policy take place: strong and selective intervention in the first three decades of the period, market-led approaches in the 1980s and 1990s, and a more pragmatic approach at the turn of the century, where deep structural changes require industrial and institutional adjustments. With globalization and the emerging new technological paradigm of Industry 4.0, innovation and skills, as well as the territorial roots of industrial development, seem to be important aspects of industrial policy today. The chapter also argues that the multilevel governance policy framework has to adapt to current disruptions, particularly in Europe.

Efficient implementation of the Spatial Development Strategy is necessary to solve the accumulated problems, and this requires defining a new methodological approach. Relying on the review of modern anthropocentric development theories, the author suggests the types of management models in terms of several elements. They include the goal setting with the focus on the human development, the goal adjustment among the stakeholders, the application of human capital characteristics as the key development factor, and the formation of management mechanisms based on the differential approach. This study explains the decision making to achieve strategic goals of the spatial development with the methodical complex within the human-oriented (human-driven) approach, comprising the method of assessing the human-oriented development, regression models of the human capital growth due to migration and reproduction processes, and the method of the regional typologization in terms of objective and subjective characteristics of the territory attractiveness for population. The method tested in this work focuses on achieving one of the most important goals of the spatial development of the 1st level on the example of the subjects of the Ural Federal District (UFD). During the test, this method allowed assessing not only the level of the human-oriented development, but also the degree of its balance in terms of the standard deviation of the structural indicators of the development components, including the economic, socio-natural and inclusive components. The results obtained allowed defining the positions of regions in the matrix “human-oriented development level — balance of components”. Combination of the matrix analysis of subjects of the UFD with the results of the typologization of these regions showed the dependence of the degree of the migrants’ reaction on the changes in the quality of life and the human-oriented development. The performed study provides the evidence towards the need to increase the level and improve the balance of components of the human-oriented development of regions from the viewpoint of the management efficiency of the human capital accommodation. This is essential for creating new centres of economic growth and ensuring the demographic security of Russia.

Industry of Ukraine requires cardinal changes both for overcoming of the current crisis phenomena and for providing of favourable conditions for dynamic and effective increase in a long-term prospect. Actuality of problem grows under impact of scale transformations in geopolitical and geoeconomical landscapes. The key trends of industrial development in the world are determined by the processes of introduction of innovative technologies of fourth industrial revolution (4IR). However, at present starting positions of national economy and industry in particular are unfavorable for realization of such projects. The problem of disparity of necessity and possibilities transition of industrial production to the new technological level must be settled by continuous adjustment of industry development strategy and state tactics to the specific national aims and conditions (macroeconomic, institutional, foreign-policy) The aim of this article is to accent attention on actual directions, mechanisms, and instruments, which are most accessible, acceptable (economical and institutional measuring) and effective for realization of industrial development strategy under existing conditions in Ukraine. In the article the "road map" of becoming modern industrial production in Ukraine is offered. It covers five purposeful directions (blocks): science and innovation, finance and investment, institutional, structural changes, and market demand. Within each of them tendencies are analysed and priorities for public industrial policy are formulated. The significance and arguments for the urgent formation of national scientific and innovative potential as a factor in reducing the dependence of production and reproduction processes in industry on external influences are presented. The institutional block covers the issue of uncertainty of strategic prospects of industrial development in Ukraine as a deterrent factor to the necessary transformations. The importance of realization of the strategic role of the state at the present stage of industrial transformations is argued. The objective need to involve big business in the intensification of innovation processes based on various forms of partnership with the state is revealed. Emphasis is placed on the priority tasks of structural and sectoral development in the context of accelerating the implementation of modern technological solutions and product innovations. In particular, the importance of the manufacturing sectors of defence and ICT is accented. The importance of expansion and diversification of domestic and foreign markets for the development of high-tech sectors of in national industry is considered.

The purpose of the article is to study the priority areas of stimulating the development of industry in cities in post-conflict areas. Today, the processes of implementing measures to rebuild cities in post-conflict territories are carried out on the basis of the old industrial policy, which negatively affects the industrial and economic potential of the country as a whole. The issues of structural changes in industry remain unresolved and controversial, which determines the need for the formation of new tools, mechanisms, stabilization measures for the implementation of transformational development processes. Therefore, the priority today is the issue of developing directions for harmonization, restructuring, stimulating the strategic development of the industrial sector of the economy of cities in post-conflict territories. The article presents the interpretation of the term "post-conflict territories". The analysis of the industrial sector of Donetsk and Lugansk regions was carried out, on the basis of which the reasons for the fall in the volume of sales of industrial products were identified. The leading enterprises of the industrial sector of the Donetsk and Lugansk regions, which are located on the territory controlled by the Ukrainian government, are presented. The analysis of directions for stimulating the industrial sector of the Ukrainian economy is carried out. The priority directions of stimulating the development of industry in cities located in post-conflict territories have been determined. As a result of the study of priority areas for stimulating the development of industry in cities located in the post-conflict territories of Donetsk and Lugansk regions, it can be concluded that the development strategy should be implemented through the modernization of production, innovative developments, reorientation of the economic and economic activities of industrial enterprises, increasing the investment attractiveness of the region, at the level states - improving legislative and tax management mechanisms, developing general strategies for the development of territories and industrial facilities.

The article proposes a methodological approach for assessing the conditions of interregional interaction of Russian regions in terms of energy conditions. To this end, we substantiate and analyze the spatial distribution of Russian regions’ energy potential. An integral index of energy potential is constructed, which characterizes the main energy and economic factors of regional development in Russia. To calculate the index, we used the statistical data from the Russian Federal Statistics Service (Rosstat) and departmental organizations for 84 regions. The energy potential is calculated by using the principal component method. Interregional relationships based on this index are investigated with the help of the spatial autocorrelation method (Moran method). We focus on the relationships between the regions of the Ural Federal District and identify priority areas of energy and economic development of these territories. In particular, we analyze the spatial development of energy and economy and identify the centers where energy resources are concentrated and their spheres. Our findings can be used by state authorities and energy companies to design plans for the development of energy systems and regional economies within the framework of the Spatial Development Strategy of the Russian Federation for the Period until 2025.

Relevance. The development of modern mechanisms for state regulation of regional processes, including those related to investment support for certain industries (e.g. the Spatial Development Strategy in Russia), requires a research-informed choice of ‘priority’ specializations. At the same time, such choice should meet the requirement of resilient economic development of these regions if the development of these specializations is supported on the national level. Research objective.The goal of this study is to assess the current structure of the Russian regions’ economy. We aim to identify the regions that have a specialization and thus can ensure resilient development and transition to smart specialization. Data and methods. The study proposes a methodological approach to identify the region’s smart specialization. The approach is based on the calculation of indicators that characterize the regions’ industries according to Russia’s national classifier of types of economic activity (OKVED2). Regions with pronounced industrial specialization are thus identified. The methodological approach has been tested by using statistical data for 84 regions. Results.43 regionswith industrial, export-oriented and extractive specialization were identified. We revealed nineregions that had sufficient prerequisites for the transition tosmart specialization and 11 regions that need to strengthen their knowledge-intensive component. Conclusion.The resulting list of Russian regions that can act as pioneer territories for the introduction of structural changes into the practice of state regulation can be of interest to policy-makers.

Relevance of the research topic is due to the need of developed and developing states of the world in renaissance and improvement of industrial policy as a key instrument of economic development strategy in a globalizing world. Formulation of the problem. The efficiency of industrial policy in countries with different level of development depends on the fact how principles the policy is based on take into consideration the starting national conditions and requirements and trends of global market. For the countries with the same levels of income it is possible to determine the common directions of industrial development strategies and efficient tools of industrial policy. Under similar starting conditions differences in approaches to industrial policy may also determine the differences in results of its implementation; under different starting conditions they can entail the smoothing out of economic performance and a rapid convergence of economies.Analysis of recent research and publications. Some issues on industrial policy implementation in the countries of the world were investigated by both domestic and foreign scholars: A. I. Amosha, A. Andreoni, K. Warwick, V. P. Vyshnevsky, V. M. Heyets, G. Cresti, J. Lin., V. I. Liashenko, A. Noman, I. Nubler, K. Ohno, H. alazar-Xirinachs, E. Starikov, J. Stiglitz, V. Treichel, K. Shwab. Selection of unexplored parts of the general problem. In spite of the multiple attempts to generalize the approaches and instruments of industrial policy for groups of countries the search of optimal design of industrial policy is still going on, what makes the adoption of important industrial development regulations complicated and is the reason of bitter discussions between the branches of authorities in the course of formation of Strategy of Ukrainian industrial complex development, legislative regulation of «industrial visa-free» and export duties on some types of feedstock. Setting the task, the purpose of the study. The purpose of the study is generalization of the experience of industrial policies in countries with different levels of economic development and justification of the need to use it in setting the basic principles of domestic industrial policies. Method or methodology for conducting research. In the research we used general and specific scientific methods of analysis, synthesis, induction and deduction, historical, comparison, dialectical method of knowledge; also methods of statistical analysis, monographic research for countries’ experience, expert assessment method for elaboration the recommendations on industrial policy implementation in transformation economies. Presentation of the main material (results of work). The industrial policy of three groups of countries – with high, middle and low income – are studied due to their historical development. Socioeconomic and institutional conditions of countries, where the implementation of a certain type of industrial policy had positive or negative results, were determined. The analysis of the Ukrainian industrial performance and industrial policy showed that the policy should be revised according to the relevance of instruments and measures to the challenges of internal and global environment. The priority directions of industrial development are determined and the key principles of industrial policy in Ukraine are justified based on foreign experience. The field of application of results. The results of this research can be applied in the process of industrial regulatory framework formation, in the Concept of state industrial policy and the Strategy of industrial development elaboration by central executive authorities, and in the preparation of relevant sections of programs of regions’ socioeconomic and cultural development. Conclusions according to the article. In the study it is determined that these are the protectionism measures and innovation activity stimulation which are the base of the modern industrial policies in the countries with a high level of development; the middle-income countries should prioritize innovation and technology policies; the low-income states including Ukraine should focus on industrial modernization, import substitution, and the integration into global value chains in order to accelerate their socioeconomic development and strengthen the competitiveness over the world markets.
