Achieving the spatial development goals using the human-driven approach

Efficient implementation of the Spatial Development Strategy is necessary to solve the accumulated problems, and this requires defining a new methodological approach. Relying on the review of modern anthropocentric development theories, the author suggests the types of management models in terms of several elements. They include the goal setting with the focus on the human development, the goal adjustment among the stakeholders, the application of human capital characteristics as the key development factor, and the formation of management mechanisms based on the differential approach. This study explains the decision making to achieve strategic goals of the spatial development with the methodical complex within the human-oriented (human-driven) approach, comprising the method of assessing the human-oriented development, regression models of the human capital growth due to migration and reproduction processes, and the method of the regional typologization in terms of objective and subjective characteristics of the territory attractiveness for population. The method tested in this work focuses on achieving one of the most important goals of the spatial development of the 1st level on the example of the subjects of the Ural Federal District (UFD). During the test, this method allowed assessing not only the level of the human-oriented development, but also the degree of its balance in terms of the standard deviation of the structural indicators of the development components, including the economic, socio-natural and inclusive components. The results obtained allowed defining the positions of regions in the matrix “human-oriented development level — balance of components”. Combination of the matrix analysis of subjects of the UFD with the results of the typologization of these regions showed the dependence of the degree of the migrants’ reaction on the changes in the quality of life and the human-oriented development. The performed study provides the evidence towards the need to increase the level and improve the balance of components of the human-oriented development of regions from the viewpoint of the management efficiency of the human capital accommodation. This is essential for creating new centres of economic growth and ensuring the demographic security of Russia.

The article proposes a methodological approach for assessing the conditions of interregional interaction of Russian regions in terms of energy conditions. To this end, we substantiate and analyze the spatial distribution of Russian regions’ energy potential. An integral index of energy potential is constructed, which characterizes the main energy and economic factors of regional development in Russia. To calculate the index, we used the statistical data from the Russian Federal Statistics Service (Rosstat) and departmental organizations for 84 regions. The energy potential is calculated by using the principal component method. Interregional relationships based on this index are investigated with the help of the spatial autocorrelation method (Moran method). We focus on the relationships between the regions of the Ural Federal District and identify priority areas of energy and economic development of these territories. In particular, we analyze the spatial development of energy and economy and identify the centers where energy resources are concentrated and their spheres. Our findings can be used by state authorities and energy companies to design plans for the development of energy systems and regional economies within the framework of the Spatial Development Strategy of the Russian Federation for the Period until 2025.

The purpose of the article is to provide a comprehensive theoretical analysis of the implementation of the Spatial Development Strategy of the Russian Federation for the period up to 2025 (hereinafter referred to as the Strategy), on the basis of which it is envisaged to compare such concepts as «federal district», «macroregion» and «aspect of regional studies - zoning», since in theoretical terms, the overlap and confusion of the boundaries of the application of these concepts is seen. This approach is dictated by the need to identify the balanced development of the regions of the Russian Federation and the observed transformation of the spatial organization of the economy and social sphere. Questions remain: will the implementation of the Strategy entail an increase in the number of officials, increased bureaucratization and an increase in additional ineffective budget spending in the country, which is, therefore, extremely high. The article also examines practical issues related to assessing the feasibility of implementing the results of the Strategy contained in such innovations as the formation of agglomerations, the identification of promising industries for each region for future economic specialization and the creation of macroregions. They touch upon a number of problems of a legal, financial, managerial nature and coordination support of this government document, which await their solution in the future. In the course of the study, the conclusions were obtained that the Strategy is a strategic planning document. It provides for large-scale reform and innovative development of the production sector, social economy, management, environmental and a number of other equally significant tasks of the country's territorial modernization.

This study aims to analyze the internal and external conditions as well as compose and recommend the business development strategy of agro-industries of Civet coffee at Satria agro- tourism in the Gianyar Regency. The methods used in this research is a method of observation field and in-depth interviews using questionnaire. Data field observations and interviews are then analyzed to obtain formulation strategies using the SWOT analysis. The assessment weighting and rating conducted by 5 experts. Results of the study show that there are 5 strengths, 5 weaknesses, 4 opportunities, and 3 threats. Results weighting and rating values for the matrix that the weighted Internal Factor Evaluation (IFE) was 3.72 and matrix External Factor Evaluation (EFE) is 3.75. This value indicates a strong position on the matrix Internal external (IE) and the strategy to do is intensive and integrative strategies. Based on SWOT Matrix Analysis, priority alternative strategy is maintaining of price and quality to expand marketing. Keywords : strategy, SWOT, agro tourism, civet coffee, QSPM

The article is aimed at applying the Franchon and Romane matrix at the food industry enterprise within the terms of a comprehensive analysis of the enterprise’s financial sustainability and equilibrium. Analyzing and systematizing the scientific works of many scholars, the evolution of approaches to the financial strategy of enterprise was considered and it was specified that the construction of the matrix of strategies according to Franchon and Romane makes it possible to respond timely to the need to change the financial strategy depending on the change in the conditions of its activities. To achieve the goal, the research had to solve the following tasks: determining the algorithm for calculating the financial indicators of the matrix; their calculation for the last five years of activities of the researched enterprise; determining on their basis the type of financial strategy; determination of factors influencing financial strategies; development of measures to improve the financial condition by changing the financial strategy. The object of research is PrJSC «Vinnytsia confectionery factory» («Roshen»). The matrix analysis of the company’s activities for 2015-2019 allowed to determine the further trajectory of the enterprise’s development. The indicators of economic activity of the enterprise led to an increase in financial potential, but at the same time there is an obvious limitation of the current development strategy. The obtained results as to determining the financial strategy are justified by a preliminary analysis of the financial condition. The application of the strategy matrix enables the enterprise to make the right decisions on the complex use of all financial resources aimed at achieving both the current and the strategic goals in a timely manner. Prospects for further research are to determine the impact of the quality of the company’s cash flow management on its liquidity and solvency.

The article discusses the main existing methodological approaches to assessing the state of human capital in the regions, and provides a critical analysis by comparing the positive and negative sides. The article substantiates that in modern realities for the assessment of regional human capital should be used available indicators recorded by the Federal State Statistics Service of the Russian Federation in all regions, which will ensure the comparability of calculations between different subjects and give a certain universality to the methods of assessing the state of human capital in the region. Justifies the author’s position of assessing the state of human capital in the region based on the socalled representative approach of interregional comparison, the undoubted advantage of which is the comparability of the assessment indicators, which excludes the influence of the area and population of the region on the calculation of specific indicators. It is shown, in addition, that this approach is based on regional statistics available and universal for all regions. In the article, based on the methodology for assessing the human capital of the region justified by the authors, an assessment of the state of the human capital of the regions of the North Caucasus Federal District for 2019 is carried out, according to the results of which the corresponding conclusions are made, indicating a fairly strong differentiation of the regions of the North Caucasus Federal District by individual components of human capital. In this connection, it is proposed to consider the integral index of the human capital of the region in the context of the influence of indicators of the elements of regional human capital on it in order to obtain more weighty guidelines for the development strategies of regional human capital. The methodological approach proposed in the article and the results obtained can be useful for the regions of the North Caucasus Federal District to develop development strategies and adjust existing programs for the development of human capital.

At present, in Russia, the development of urban agglomerations is designated as one of the priorities of the country’s spatial development. At the same time, there is still no common understanding of how many agglomerations there are in Russia, what is their composition; unified approaches to organizing a management system for the development of agglomerations have not been formed either. The main idea of this article is that not only the largest and largest agglomerations (with a population of more than 500 thousand people – they are indicated in the Spatial Development Strategy of the Russian Federation for the period up to 2025), but also agglomerations with a population of less than 500 thousand people. people play an important role in the development of regions and the country as a whole, and therefore require state support and the formation of a management system for their development, which will increase the positive agglomeration effects. The article presents a methodological approach to the analysis and assessment of the main parameters of the development of urban agglomerations (a formula for calculating the indicator of the economic power of an agglomeration and a methodology for assessing the level of socio-economic development of agglomerations). On the basis of this approach, the identification of 10 agglomerations in the European North of Russia has been substantiated. The calculation of the agglomeration development coefficient showed that 9 agglomerations (Apatitskaya, Arkhangelskaya, Vologodskaya, Vorkutinskaya, Kotlasskaya, Petrozavodskaya, Syktyvkarskaya, Ukhtinskaya, Cherepovetskaya) belong to the least developed (emerging or promising), and Murmanskaya – to the category of underdeveloped. Taking into account the analysis of successful foreign and domestic experience, the key elements of the mechanism for managing the development of urban agglomeration are substantiated. The results obtained will be interesting and useful to the state authorities of the constituent entities of the Russian Federation and local governments in the development of management decisions in the implementation of regional and local socio-economic policies, as well as serve as a basis for further research on this topic.

Subject. The article addresses the industrial policy in the face of the need to modernize and digitize industries; the role of regional industrial policy as a link between the Federal industrial policy and individual enterprise’s development strategy. Objectives. We focus on developing a methodology for assessing the effectiveness of the State industrial policy implementation in the regions of the Russian Federation, and the practical recommendations for its improvement. Methods. We employ general scientific methods of abstraction, the formal and dialectical logic, deduction and induction, analysis and synthesis, empirical analysis of data, comparative and structural methods of analysis, economic and statistical analysis of data, logical and systems approaches. Results. The paper provides the theoretical justification of industrial policy, considers its distinctive features. We devised a methodology to assess the effectiveness of regional industrial policy, which rests on the multicriteria approach and takes into account the current realities of competitive industrial development. The said methodology enables to compare the industrial development of territories both among themselves and in a dynamic perspective. The analysis of effectiveness of industrial policy implementation in the subjects of the Ural Federal District established that a growing number of federal entities are enhancing their positions in comparison with the average Russian level. Conclusions. The instruments of the Ural’s industrial policy implementation shall be targeted at structural changes in the economy, the increase in the innovative component of production, the introduction of advanced production technologies.

This study aims to: 1) analysing internal factor (strengths and weakness) and external factor (opportunity and threats) in the marketing of body scrub product by PT. Arjuna Yoga Sakti; 2) formulating alternative strategy which can be used on body scrub by PT. Arjuna Yoga Sakti; 3) establish a priority strategy for increasing the marketing for body scrub product by PT. Arjuna Yoga Sakti. Business development strategy is determind by using SWOT (Strenght, Weakness, Opportunities and Threats) matrix analysis, supported by quantitative analysis was using matrix EFE, IFE, IE and QSPM. The result showed that the weight value for matrix Internal Factor Evaluation (IFE) was 3,23 (strong position) and External Factor Evaluation (EFE) was 2,53 (relatively moderate). In the Matrix Internal External (IE) strategy that must be done was to grow and establish strategies (growth and build), which consist of an intensive strategy (market penetration, market development and product development) or integrative strategies (backward integration, forward integration and integration horizontal). The priority strategy that can be applied for body scrub by PT. The purpose of this study is determining significant factors to overcome slum areas using IFAS and EFAS matrix. IFAS (Internal Factor Analysis Summary) matrix was used to analyze internal factors, including strengths and weaknesses, and EFAS (External Factor Analysis Summary) matrix was used to analyze external factors in the research area. The methodological approach in this study was qualitative which is descriptive redundant. The research was conducted at slum area of RW III and RW V, Polehan Village, Blimbing District, Malang City. The data were collected by field observations, in-depth interviews, documentation and data triangulation. The results of the analysis showed that there was a reduction in the strength and weakness values which are -1.883 (negative) and the opportunity and threat values are 0.333 (positive). These values are in quadrant II of room D in the form of selective maintenance strategy. The formulated strategy is to improve the quality of human resources (HR) in handcrafting sector by increasing the intensity of training and adding home industries, joint fund management, savings and loans as capital for households to develop Small and Medium Enterprises and increase community participation in supporting planning activities as well as institutional activities.

The assessment of the state of the innovation sphere of Poland in relation to the world level shows that Poland has educational and scientific potential allowing to produce scientific ideas and developments but the level of their commercialization remains low. As a result, Poland lags in terms of such criteria for the development of innovation sphere as labor productivity and financial support for innovation activities. The methodological basis of the study is the theory of fuzzy sets and the matrix approach — in modeling the selection of strategies to stimulate innovative development of industrial enterprises. The construction of a matrix of strategies is based on the diagnosis of the total potential of industrial enterprises and the level of its implementation in the innovation sphere. Modeling of the selection of innovation development strategy for industrial entities based on the use of fuzzy set theory in assessing the level of investment attractiveness and innovation potential of enterprises is carried out. Based on the proposed methodological approach, the strategic directions of innovative development of three Polish industrial enterprises are substantiated.
