Subject. The article focuses on the innovative import substitution as a requirement for the socio-economic security of the Russian Federation. Objectives. We address theoretical and methodological issues of the innovation-driven import substitution in order to update, command and use brand-new technologies for purposes of the production and economy. Methods. The study is based on statistical and economic-mathematical methods and methods of comparative analysis. We also apply our own techniques for evaluating the innovative and technological potential of regions. Results. We analyzed key approaches to understanding the concept of import substitution. The article provides our own interpretation of socio-economic security threats as issues caused due to the underdeveloped domestic production of food and technologies, which are strategic for the appropriate technological independence. We analyzed the foreign practice of import substitution and discovered the specifics, issues and weaknesses of the import substitution policy that Russia currently promotes. The article unveils the substance and specifics of innovation within the import substitution course as a sub-system of public administration of local socio-economic processes. Illustrating the Ural Federal District, we determined capabilities of old industrial regions as promising points of innovative import substitution. Conclusions and Relevance. Innovative import substitution is extremely important as a requirement for the socio-economic security of the Russian Federation so as to technologically advance the Russian economy and make it more competitive and sustainable. The article formulates priorities and key tasks of the innovative import substitution strategy in the Russian Federation. The article is intended for experts in innovation processes at the regional and federal levels.

Subject. I devise a system approach to identifying and evaluating threats in ensuring the economic security of regions. Objectives. The study focuses on threats to the socio-economic development of regions in difficult geopolitical situations and determines how they can be eliminated. IT is important to determine key threats to the socio-economic development and the way they can be eliminated regionally. Methods. The article employs the multilevel and integrated approaches, a set of methods, such as systems, comparative and structural analyses, road mapping. Results. The article sets forth a road map for eliminating threats to the socio-economic development of regions, metrics to monitor the current situation and identify threats. I analyzed the socio-economic development of regions in the Ural Federal District and pinpointed the main threats. I conducted the comparative analysis of indicators to monitor the socio-economic development of regions, illustrative the cases of the Russian Federation, Ural Federal District, Sverdlovsk Oblast for 2018 year-on-year. The Ural Federal District and Sverdlovsk Oblast were found to exceed Russia’s average indicators in terms of directions of eliminating threats. It is indicative of opportunities to effectively employ the high production capacity of the old industrial region. Conclusions and Relevance. To settle directions of the socio-economic development of regions, economic agents should consider the elimination of threats, such as the new industrialization, comprehensive integration of innovation throughout economic sectors, import substitution, integration of production and social sector. The findings can be used by constituent entities of the Russian Federation to comprehensively assess the socio-economic development of regions, discover the main threats, and choose what should be done to eliminate them.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

Improving competitiveness in the scientifi c and technological sphere is one of the strategic directions for development of the national economy of the Russian Federation. In this regard, the scientifi c and technological potential and the degree of alignment of scientifi c, public and production resources come to the fore as the main components of the national power of the Russian Federation. This article addresses questions of selecting the criteria for assessing economic security in scientifi c and technological sphere amidst the formation of national innovative system in the Russian Federation using the triple helix model. The authors reviewed the existing systems of criteria and indicators, proposed matrix indicators to assess economic security in a scientifi c and technological fi eld according to the triple helix principle, calculated values of indicators according to the data from forty-three countries, made comparative analysis of the normalized partial indicators. The authors also formulated conclusion showing the strengths and weaknesses of scientifi c and technological sphere in the Russian Federation.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. This article is devoted to a comparative analysis of the financial stability of the development of regional budgets of certain constituent entities of the Russian Federation – Rostov Region, Republic of Kalmykia and Orel Region in comparison with the dynamic fluctuations of Russia’s economic development over the period 2010–2019. The relevance of the research topic is due to the need to create a methodology for assessing the financial stability of regional budgets of the constituent entities of the Russian Federation. The purpose of this scientific article is to study and test the methodology suggested by the authors for the analysis of financial stability of regional budgets of Russia in the process of cyclical changes in the financial and economic environment of the national economy, as well as to demonstrate its practical application. The regional budgets of such constituent entities of the Russian Federation such as Rostov Region, Republic of Kalmykia, which are part of the Southern Federal District, and Orel Region, which is a constituent entity in the Central Federal District, were selected as the objects of the study. The authors define the subject of research as a system of financial and economic indicators that characterize the implementation of regional budgets of territorial units under analysis in the period 2010–2019. The obtained statistical data for the regions under analysis will be used in the subsequent material for the tests of the suggested methodology. When choosing the criteria for the assessment of the independence of the regional budget, the authors rely on the fundamental budget parameters, including its effectiveness, financial stability and balance of the revenue and expenditure parts of the budget. When analyzing the dynamics of the level of stability of the regional budgets of Rostov region, Republic of Kalmykia and Orel region, it was found that the region with a more developed social and economic infrastructure is more comfortable with cyclical shifts in the national economy (with the least losses, both for further development prospects of the region and for the population living in this territory). For regions where the social and economic situation is deteriorating, economic crises in the country have a multiplier effect, increasing both the gap in comparison with the developed regions of the Russian Federation, and the degree of imbalance of the regional economy and finance.

The study is devoted to the assessment of the interim results of the implementation of import substitution programs in key sectors of Russian industry, as well as their relationship with the level of economic sovereignty of the country. Goal. To conduct a comprehensive analysis of the interim results of import substitution programs in key industries, to determine and characterize their impact on ensuring the economic sovereignty of the country. Research methodology. The study used a comparative and retrospective analysis of import substitution processes in Russia, as well as theories and concepts of ensuring the economic sovereignty of the state, the use of which allowed us to identify the importance of import substitution in the conditions of sectoral sanctions against Russian industrial enterprises. Results. The results of the scientific research allowed us to reveal the existing theoretical approaches to determining the place and role of import substitution in the system of state measures to ensure its economic sovereignty. The results of the assessment of the interim results of the implementation of import substitution programs in key industries are presented separately, the analysis of the factors preventing the achievement of key indicators in reducing import dependence and ensuring the required level of economic sovereignty of the Russian Federation is carried out. Conclusions/significance. In the course of the scientific research, the importance of applying the results of the implementation of import substitution programs in key industries in increasing the level of economic sovereignty of the country is proved. The results of the study allow us to assert that the sectoral economic sanctions imposed against Russia, in addition to the negative, had a positive effect, which consisted in updating the technological base of industrial and agricultural enterprises, in mastering the production of new types of products, in the structural reorganization of key branches of Russian industry that had begun. The correctness of the thesis that to ensure the economic sovereignty of the country, not full, but selective import substitution is required is confirmed. Otherwise, Russian enterprises will be deprived of access to new technologies and will not be able to implement their own diversification programs.

The approaches to understanding the concept of ‘economic security of a region’ have been systemized in the article; the terms have been extended due to the introduction of the concept of ‘economic security of a digital infrastructure of a region’, and the modern innovative mechanisms for ensuring the economic security of a region in the context of digital transformation have also been summarized. The most typical threats to economic security for the regions of the Volga Federal District of the Russian Federation in the context of digitalization have been highlighted in the article. The conclusion has been made about the economic security goals of the region, which directly depend on the regional characteristics of the use of digital technologies and the long-term needs of society.
