The article is devoted to the study of problems in the field of economic security of the enterprise. The essences of the concepts «danger» and «threat» are analyzed, their main properties are determined. The main types of danger are identified, according to the magnitude of the possible consequences. The main types of hazards include «warning», which has the following characteristics. They are: set of circumstances that have developed in the enterprise, to which it is necessary to react. The peculiarities of the evolution of threats have been studied. The actuall scheme of evolution of threats has been built, considering the concepts of «risk», «danger» and «threat». The classification of economic threats and risks according to the main features (by area of distribution and objects of influence) as components of economic security of the enterprise are formed. The main causes of economic threats have been identified. They are: insufficient adaptation of individual business entities to dynamic and constantly changing market conditions; general insolvency of business entities; growing crime; low level of labor discipline and responsibility of employees of enterprises, insufficient legal regulation of some activities; as well as low professional level of a significant part of the management and employees of the enterprise. It is determined that the causes of physical threats are: inefficient personnel policy of business entities, low professional training, insufficient level of security of enterprises, banks, low control over the work process of employees. The causes of intellectual threats are studied. They are first of all inefficient personnel policy of the enterprise, secondly, violation of non-disclosure agreements and the principle of publicity of results, then, intensification of competition in the markets along with low level of information security or its absence. It is proposed that in order to effectively ensure the economic security of the enterprise, first of all, it is necessary to focus on the presence of various threats, risks and dangers and try to minimize their impact in time.

The article considers the existing views on the definition, elements of economic security of an enterprise, as well as typification features used in solving problems of classification of factors threatening it. The author systematizes traditional approaches to the definition of the term "economic security of an enterprise" and proposes a dualistic model of its description, in which it is presented not only as a desired state of protection of an entity engaged in entrepreneurial activity from the negative impact of external and internal factors, but also as a complex of controlled and continuous adaptation processes occurring within the enterprise in order to ensure its adaptation to changing conditions. It is also concluded here that threats to economic security that cannot be neutralized in most cases can be detected in a timely manner, which is especially important given the need to minimize negative consequences for the enterprise arising as a result of their action. As the main direction of further research in the field of classification of threats to the economic security of the enterprise, the search for correspondences between each of the types of threats to economic security and the methods by which the enterprise can effectively adapt to such threats is proposed.

Internal and external threats of economic activity by separate functional components are distinguished. Topicaltity. Based on the consideration of individual relationships between natural, environmental and technical risks, threats to economic security of the Ukrainian Black Sea Coast are determined, and theories and strategies for the development of the economic complex of this economic region are determined. The concept of environmental debt is used to determine the conditions for the growth of the gross domestic product and the intensity of the environmental situation. Aim and tasks. To improve approaches to instrumental support for the development of an effective sustainable development strategy for the Ukrainian region, based on the results of an analysis of existing mechanisms for regulating the development of the region. Research results. It is determined that the methodology for studying the conditions for the transition of the regional economy to a model of sustainable development should have a clear quantitative certainty - an ecological component. There is a certain attention to the approach to streamlining relations between society and nature by analogy with monetary relations between business entities. The concept of ecological debt (EB) is justified in the article: it is the change in the environment accumulated as a result of industrial viability. If, as a result of environmental activities, the state of the environment improves, this circumstance should be interpreted as payment of a part of the environmental debt. It is determined that the strategies for sustainable development of the regions of the Ukrainian Black Sea Region should be based on the predicted model of the socio-economic and environmental development of the state, and thus, in accordance with world standards, should enter the path of sustainable development. To start a practical transition to sustainable development, the regions will be able to ensure the stabilization of the overall macroeconomic situation and the achievement of a certain level of competitiveness of the national economy in the global economic space. Conclusion. Solving the main problems in the sustainable development of the regions will contribute to the improvement of the mechanism for the development of regional policies, especially to involve the scientific community in joint responsibility with the authorities for structural transformations.

The paper is devoted to the fundamental aspects of clustering the economy of Ukraine. This topic is important because modern economy of the developed countries, which was previously based on traditional forms, is now impossible without innovation clusters development. Therefore, the investigation of the transformation of innovation systems based on clusters under the influence of crises in the world economy and the consequences of the COVID-19 pandemic is very important scientific and practical task. The theoretical experience and essence of the organizational mechanism of cluster structures are considered in this paper. It is determined that the concept of cluster economy offers new types of interaction between business entities, government and other institutions that are interested in increasing competitiveness. Therefore, the study of the cluster approach should be based on theories investigating the relationship between competition and cluster models. It is established that economy clustering strengthens the relationships between economic entities and contributes to the regions competitiveness increase. It is the strengthening of ties between cluster members that promotes the implementation of innovations. Conceptual approaches to cluster structure management are considered. It is determined that the network form of management is based on the use as the subject of cluster management of an independent business unit, which replaces the functional management structures of independent association members. This form of management is based on the high level of trust between the cluster members, as well as on the development of relations between economic entities. The cluster formation requires appropriate changes in the field of management, and this, in turn, affects its main information carrier – the accounting system. The author emphasizes the need to create accounting and analytical support for the cluster management system. The accounting information system should reflect the facts of financial and economic activities of the integrated structure and provide management with the ability to make tactical and strategic decisions. That is why the development of accounting will contribute to obtain more complete and reliable information about the results of the cluster as a group of legally independent, but interconnected in economic and financial terms of organizations.

The article considers the ecological and economic component as a prerequisite for the sustainable development of regions and the country as a whole, which is one of the most resonant issues of the programs of international environmental forums, an integral part of the economic policy of regional entities. Due to the increase in the population of the planet, the aggravation of the food crisis, the achievement of the goals of natural and economic development is a prerequisite for maintaining stability in the global space. The growth of the tendencies of regionalization of economic relations requires an expansion of the spectrum of state governance instruments that would lay the institutional preconditions for the transformation of regional economies towards the achievement of identified indicators of sustainable development of regions. The ecological and economic situation in Ukraine has its territorial differences both in terms of the nature and severity of the problems, and the possibilities of their practical solution. This implies the objective need for regional differentiation of government management decisions and practical actions aimed at stabilizing and improving the environmental and economic situation. Significant difficulties arise in ensuring the balanced development of transboundary regions, which, in conditions of strengthening integration processes, are most vulnerable to excessive expansion of transnational business entities and unwarranted import of market economy institutions. The basic provisions of the theory of the ecological and economic component in the state management of the natural and economic potential of the regions are formulated. The methodical approaches to determining the level of ecological and economic security of the regions, directions of development of the mechanism of state management of environmental activity at the regional level are determined. Applied tools for the implementation of state management of ecological and economic development of regions have been developed.
