The affordability of food at the regional level: Evidence from the Krasnoyarsk Krai

Subject. The article investigates the impact of trends in food prices and real public income on the affordability of food. Objectives. We determine the current situation in the affordability of food and make a short-term forecast of the demand and consumption of food products in the Krasnoyarsk Krai. Methods. The methodology was based on the comparative analysis and matching of the price for certain combinations of food products as per the actually existing consumption model and rational food consumption rates. Furthermore, we examined what made up the price for the combination of food products by product group. The article also traces the dynamics for 2017–2020. The study refers to evidence from the Krasnoyarsk Krai. Results. The average price for food products was found to exceed the actual consumption price by 12 percent in 2020. For the analyzable period, households' spending on food products and a combination of food products grew by 10.4 percent on average and 5.6 percent as per rational rates respectively. The actual consumption of bread and flour products, potato and meat products exceed the rate by 19 kg, 10.3 kg and 7 kg per annum respectively. The consumption of vegetable and fruits, dairy products are obviously lower than the rate. The actual consumption is dominated by dairy products (27.09%), meat products (23.37%) and chicken eggs (16.63%). According to studies, considering the current level of income, the acquisition of food products is significantly difficult for about 26 percent of people, while 43 percent of people simply cannot afford to buy food products by rational rates. Conclusions and Relevance. For the analyzable period, food products became less affordable for a significant number of people, which can get critical in the mid run. Considering the continuing growth in prices and a decline in income, the situation triggers threats to the social sustainability and economic security of the Krasnoyarsk Krai.

The aim of the considerations and analyzes presented in the publication is to approximate the importance of gender in shaping the behavior of buyers in the decision-making process. The main research goal was to assess the impact of promotional activities on the consumer purchasing process on the market for selected food products. The research part was based on the results of surveys that were conducted in 2016 on a group of 486 food consumers using the targeted selection method. The research has shown that the importance of particular promotional activities in the purchasing process of the surveyed consumers was different depending on the gender. Statistical analyzes show that these differences were not large. Based on the respondents’ answers, it can be noticed that men were much more sensitive to promotional activities in their decisions related to product selection. The respondents in the group of purchasers of fruit and vegetables and dairy products were the most diversified in the assessment of the impact of advertising on the basis of gender, and the least diversified were the purchaser of meat products.

AbstractObjective:To assess availability, variety, price and quality of different food products in a convenience sample of supermarkets in Germany and the USA.Design:Cross-sectional study using an adapted version of the Bridging the Gap Food Store Observation Form.Setting:Information on availability, quality, price and variety of selected food products in eight German and seven US supermarkets (discount and full service) was obtained and compared by country.Results:A general tendency for lower prices of fruits and vegetables in Germany was observed, while produce quality and variety did not seem to differ between countries, with the exception of the variety of some vegetables such as tomatoes. Chips and cereals did not differ significantly in variety nor price. In both countries, high energy-dense foods were lower in energy costs than lower energy-dense foods.Conclusions:The influence of food prices and availability on consumption should be further explored, including the impact of country differences.

There has been a change in the social environment, economic security of family and social security of pupils. The result is the change of behavior and socialization in school, leading to undesirable practices in primary schools, such as bullying, truancy, drugs, rebellion, violence, emotional abuse and so forth. Social pedagogues are the experts in schools that can help in these areas and can help to harmonize the school environment. PurposeThe purpose of this paper is to empirically study the impact of the coronavirus disease 2019 (COVID-19) on food prices in China and provides policy implications for crisis management for other countries who are still under the crisis of COVID-19 and for the future in China and beyond as well.Design/methodology/approachThis paper first designed a theoretical model of market equilibrium, which shows that the impact of COVID-19 on food prices is linked to the impact difference on demand and supply in response to the COVID-19 crisis. Then we collected the representative prices data for four major food products (rice, wheat flour, pork and Chinese cabbages) from three provinces (Shandong as a producing base, Beijing as a consumption base and Hubei as the epicenter), and set up an iGARCH model.Findings(1) No significant impact on rice and wheat flour prices, (2) significantly positive impact on cabbages prices and (3) various impact on pork prices. Note that the outbreak and the severity of COVID-19 have different impacts. The outbreak itself may have a relatively large impact on pork and cabbage prices, which may result from social panic, while the magnitude of the impact of severity is relatively small, and some are negative, perhaps due to more reduced demand during the quarantine.Practical implicationsChina always puts food security in its prior position of policy agenda and has been preparing for the worst scenario of the food security crisis. In the anti-COVID-19 campaign, China's local governments developed many measures to ensure food provision for each consumer. Hence, the impact of COVID-19 on food prices is minor. However, the outbreak of COVID-19 crisis could cause social panic in some scenarios where consumers may hoard food. Eventually, it may form a vicious cycle to push up food prices. This will be a challenging policy issue in crisis management for almost all governments.Originality/valueThis paper provides empirical evidence on the impact of COVID-19 on food prices in China. China has basically contained the COVID-19 in the whole country, and no major food crisis occurred during this process. The results will provide information on crisis management for other countries that are still under the COVID-19 crisis, and for future China and beyond.

This paper deals with knowledge in the field of increasing the level of the state economic security in view of the development of foreign trade in food products. The obtained results make it possible to determine the relationship between food and economic security, as well as the place of foreign trade in achieving sustainable development. The assessment of the volume of food production and the level of food security has allowed the authors of the paper to identify promising food groups for export. They include meat and meat products, as well as vegetables and gourds. These groups were determined on the basis of an assessment of the level of production, the volumes of which correspond to the threshold values of food security and have growth prospects. Calculations of the balance of food products, taking into account the needs of the domestic and foreign markets, are presented in the paper. The calculations are based on the condition of maintaining the target level of food security and increasing economic security. The main results of stimulating exports of food products will be: diversification of exports, an increase in the country’s share in world trade, an increase in foreign exchange earnings, expansion of agricultural production and a cumulative growth in gross domestic product. The instruments of state regulation of foreign trade in food products will be export quantitative quotas for goods the production level of which exceeds the threshold of self-sufficiency, as well as increased export duties on food, the production of which does not cover the domestic needs of the country. As part of the study a potential effect of the proposed measures implementation to improve economic security was presented. The potential for increasing exports is more than 1.5 million tons for meat and meat products and 162 thousand tons for vegetables and gourds.

The paper summarizes the arguments for a scientific discussion on solving the problem of improving the efficiency of the enterprise in the context of social and economic security of the state. The main purpose of the study is to evaluate the effectiveness of the enterprise and on its basis to identify innovative measures and methods, effective marketing tools to improve it. The systematization of literary sources and scientific approaches showed that, based on a comprehensive assessment of the activity of the enterprise, there remained several unsolved problems regarding the improvement of the social and economic security of the state. The urgency of solving this scientific problem lies in ensuring social and economic security that is an extremely important problem in the current conditions of the country’s development. Methodical tools of the study are such methods as a logical generalization, systematic, comparison, mathematical calculations, graphical, method of expert assessments. The study period is 2014-2018. The object of the study is the sanatorium and resort enterprise since the social and economic security of the state on the micro-level is formed based on the activity of such enterprises. The research of the identified problem in the paper is carried out in the following logical sequence. The significance of the activity of enterprises as an integral part in shaping the country's economy in market conditions is outlined. The important role of domestic enterprises in ensuring the employment of the country's population, the formation of social relations and support of social stability, the social and economic security of the state at the micro-level is noted. The problems of provision of enterprises economic development as a component of socioeconomic security of the state in need of research are highlighted. The list of risks, which domestic enterprises are subjected to in daily activity, is described. It is noted that the economic development of enterprises is one of the components of securing social and economic security of the country at the micro-level. In this context, the theoretical basis for the formation of economic security of enterprises is investigated based on the evaluation of the efficiency of the activity on the example of sanatorium and resort institutions. An evaluation of the efficiency of activity of sanatorium-resort enterprises from the standpoint of the economic entity efficiency based on the calculation of integral index and directly by consumers with the help of an expert method is conducted. Based on the estimation of the integral coefficient of efficiency of the sanatorium and resort services provision on the example of the past five years, the unevenness of the fluctuations of the main economic indicators of activity, reduction of the coefficient of financial and economic activity efficiency has been proved. Based on surveys of consumers, the average mark of the effectiveness for the provided sanatorium services was set at 3.7 points, which at the five-point scale proves the need for improving the activity of sanatorium and resort facilities under present conditions and developing special events using effective instruments stimulating the development of such enterprises. To significantly improve the efficiency of sanatorium and resort enterprises and the impact on the improvement of social and economic security in the country, a set of actions and marketing tools based on the innovative technologies at the enterprise, regional and state level. The results of the conducted research can be used by sanatorium and resort establishments in practical activity and public authorities, local self-government bodies at the level of regions and territorial communities in developing projects of development of territories and taking measures to ensure social and economic security in the country. The aim of the study is to determine the impact of foreign economic security of agricultural producers on the integration and stability of the EAEU. The positive and negative impact of exports and imports on economic growth in the industry and economy, which can pose threats to foreign economic security, is highlighted. Indices of gross added value of agricultural goods, structure of export and import of goods by purpose in dynamics for 2015-2019, changes of share of export and import of agricultural raw materials and food products were analyzed. A conclusion was made about similar trends in the EAEU member states in the dynamics of agricultural production, the growth of food exports, a decrease in imports, the impact of the export and import of agricultural raw materials and food products of the EAEU member states on the economic growth of the agricultural industry.

In the context of the sanctions regime, the development of the national economy of Russia should be viewed from the angle of national economic security. The modern sanctions regime has begun and is still based on financial restrictions and prohibitions, which affects the need for a specific monetary policy of the country. In this regard, an important aspect of achieving the goals of national economic security are financial factors. As a methodological approach, the paper uses a descriptive approach to assess the relationship between the impact of the different channels of the transmission mechanism (welfare channel, exchange rate pass-through) and economic variables such as consumer demand. The contribution to the consumer price index of each of the three components is estimated: index of food products, index of non-food products and index of paid services. The significance of the contribution of the index of food products is revealed, which is confirmed by the results of regression analysis of the dependence of consumer prices on the exchange rate. The paper proposes a combination of inflation targeting and industrial production targeting to achieve a more significant effect of monetary policy implementation in the conditions of the sanctions regime and for the purposes of national economic security. Also, taking into account the significant contribution of changes in the exchange rate to the consumer price index, it is proposed to pay more attention to the impact of the Bank of Russia on the exchange rate.

The attention is focused on issues of social capital enterprises as part of the post-Soviet space required to improve management and innovation, sustainable development and economic security. Reveals that social capital reduces turbulence, risk and uncertainty within the company and partially in the environment.Found that at the present stage of social investment of domestic enterprises their investments are more aimed at implementing internal programs that aim to develop their own human capital, resource and needs of employees. The lion's share of them occupy the program "baseline" level of social investment, covering the payment of contributions for compulsory social programs and private health insurance spending to ensure proper working conditions, training and educational programs for employees. However, in post-Soviet countries are still lacking professional business associations with social responsibility.The necessity of strengthening social investment modern enterprises to build social capital, and outlined challenges for the development of the social investment in Ukraine such as the lack of a common awareness of social investments, unsystematic approach to social investment, lack of generally accepted standards of public social reporting companies.In terms of permanent changes in the economy post-Soviet countries there is a need to develop effective methods of evaluating the impact of social investment on the development of social capital in domestic enterprises and finding ways to optimize the management of all components of social capital.

The United Arab Emirates (UAE) has some of the highest electricity and water consumption rates in the world. A driving factor is the presence of electricity and water subsidies and their impact on the investment in efficiency, technology adoption, and implementation of best practices. Decades of subsidization have made Gulf Cooperation Council businesses some of the world’s most inefficient energy and water consumers, and there is a growing consensus in the UAE that a comprehensive conservation plan is needed. However, for any comprehensive conservation plan to be successful, it must include tariff reform as a cornerstone. The social and political issues associated with tariff reform are not trivial. A comprehensive approach needs to be developed and implemented while energy prices are low and the initial impact on customers can be minimized.
