Subject. This article studies the processes of clustering of the agro-industrial complex of the Orel Oblast. Objectives. The article aims to develop an improved methodology for identifying regional agro-industrial clusters. Methods. For the study, we used the methods of generalization, localization, formal characterization, and the point-rating and cartographic methods. Results. The article defines modern trends in the clustering of the agricultural economy in foreign countries and Russia, and offers an original method to identify regional agro-industrial clusters. Conclusions. The developed comprehensive approach to the identification of agro-industrial clusters can help systematically arrange organizational work to create them.

The creation and development of industrial clusters is one of the tools for the development of industry, both regions and Russia as a whole. Industrial clusters create conditions for the advanced development of Russian industry. The formation of regional industry clusters is the most important stage in the creation of an innovative economy. The modernization of the industrial complex, the creation of new industrial regional clusters and clusters on an interregional basis will allow the region's economy to develop. This will ensure the growth of the share of high-tech industrial products of the Voronezh region in the overall structure of production in the national market. The effectiveness of the cluster approach is that it allows you to form a comprehensive view of the state policy of development of the region by supporting not just groups of enterprises and individual industries, and effective long-term relationships between them. In this regard, this paper describes the experience of the cluster approach to the development of industry in the region (on the example of the Voronezh region).

By using on-orbit replacement and assembly technology, some fresh ideas and methods for the design, produce and application of spacecraft were put forward. Universal structure is one of the most basic requirements of On-Orbit replacement, assembly. Module structure must obey the rules of the Operationally Responsive Space (ORS). According to the degree of spacecraft module division, two module structures were proposed, and the complex structure was analyzed to verify the correctness of it.

The paper substantiates the theoretical foundations of the formation of agricultural territorial-industrial cluster associations, the mechanism of their effective functioning and ensuring the competitiveness of integrated business entities. The structural model of the regional association of agro-industrial clusters and cooperatives is justified. The proposed model of regional cluster integration includes industry-specific product clusters. It is proposed to create an agricultural service cooperative at the village level, and a multifunctional service cooperative at the district level.

The financial centre - a cluster? A multiscalar approach and evidence from a case study of Frankfurt/Main: The cluster approach has recently been applied in various studies of financial centres, for example of London or Frankfurt. Its current use in financial geography, however, seems to be more metaphorical than analytical. This paper firstly discusses specific sectoral characteristics which make it difficult to simply apply a concept which was developed for the industrial sector to the financial economy. Secondly, value networks in the production processes of financial products indicate that only certain parts of the production process, i.e. knowledge-based, non-repetitive transactions in the network, require local proximities. Following Gordon/McCann in their reasoning on industrial clusters, it is argued that the cluster approach to financial centres calls for a multi-scalar perspective combining the juridical national territory, the advantages of a large urban agglomeration, and, finally, the network externalities of a district within the urban agglomeration, i.e. the “financial district”. This is demonstrated using the example of the financial centre of Frankfurt/RhineMain, a term which stands for the larger urban agglomeration.

The photonic crystal fiber (PCF) sensor based on surface plasmon resonance (SPR) technology has flexibility in birefringence, negative dispersion, effective area and nonlinearity and has become a widely studied new fiber. However, there are many problems in the practical application of the sensor, such as complex structure design, not easy to prepare, the low sensitivity of sensing detection, narrow range of refractive index detection of analytes, which greatly limits the application range and functions of PCF sensors. To solve the above problems, this paper adopts a structure with a longer vertical distance between the D-shaped large air hole channel and the core. The energy of the core conduction mode is better limited by the cladding to transmit in the core, and the plasma mode is enhanced, which can effectively increase the wavelength sensitivity. In this paper, the hexagonal double-clad air hole structure and the D-type structure are combined to ensure a simple structure and facilitate manufacturing and production, while the wavelength sensitivity is also greatly improved. The wavelength sensitivity of the dual sample channel can reach up to 16200 nm/RIU and 15800 nm/RIU, which has broad application prospects in the field of high-sensitivity detection.

In a broad sense, the utilization of agricultural machinery is a set of technical, organizational, economic, legal, financial and environmental measures to ensure the effective utilization of agricultural machinery, its aggregates (compo-nents of the technical base) at the final stage of the life cycle in order to maximize involvement in economic turnover. (Research purpose) The research purpose is in analyzing the work of foreign and domestic authors related to the formation of a resource-saving, environmentally-oriented system for recycling equipment. (Materials and methods) The article presents diverse studies in various areas, in which various materials and methods were used. Authors used a large amount of data characterizing the possibilities of creating a system for recycling agricultural ma-chinery in the agro-industrial complex of Russia, based on the state of the agricul-tural machine-tractor fleet, its age characteristics and the ability of engineering enterprises to carry out this type of activity. The obtained information was processed using statistical analysis methods. (Results and condemnation) The developed con-cept determines the necessity of creating a specific (industry-specific) system for the disposal of agricultural machinery in the agro-industrial complex of Russia as a component of a unified system for the disposal of machinery. (Conclusions) The conducted research showed that Russia is significantly lagging behind foreign countries in solving the problem of recycling equipment, so the best option can be considered to be working out the recycling mechanism in the process of building a local (industry) recycling system at the regional level. This will allow us to work out the elements of the national system for the disposal of decommissioned equip-ment in a relatively short time with minimal expenditure of various kinds of resources. The article presents the amount of subsidies for the creation of a specific system for the disposal of agricultural machinery in Russia.

This article analyzes the reasons of temporary disability of laborers in Agro Industrial Complex, dealing with microbial content in industrial premises. Development and implementation of equipment for correction of microbial content level results in reduction of general morbidity rate and duration of temporary disability among laborers in Agro Industrial Complex. It will help to increase labor efficiency and decrease labor intensity of production. Biofilm resistance against antibacterial agents is a vital problem during disinfection treatments. Increase in bacteria survival potential and reduction in sensitivity to the substances eliminating them, results in need for increased dosing of the latter decreased efficiency of sanitation. This is a stimulus to develop alternative antibacterial compositions and methods of disinfection treatment. The basic difference of the suggested photodynamic treatment from the disinfection methods with application of antimicrobial preparations is the lack of resistibility to destabilizing oxidant – singlet oxygen. Before disinfection treatment, we determined total microbial air contamination according to the original method, providing a possibility to use air medium sampling of the total volume of indoor area. Experimental results have shown a decrease in total microbial contamination by a factor of 5.5 on average.
