CCTV surveillance is a cultural practice and collective effort. CCTV not only involves a technical assemblage that is used to discipline the surveilled, it is also a social assemblage in which the informal practices of operators play a major role in the multiple interpretations of images. This paper provides insights into the daily work practices and discourses of CCTV operators and their supervisors through observations of and interviews in the control room of public CCTV surveillance in Rotterdam. By providing a better understanding of the role of people in socio-technical assemblages, this paper contributes to the discussion on human mediation in computerized networks. The paper contributes to the expanding literature on surveillance as a cultural practice by combining insights on social sorting with insights on collective evaluation of unfolding situations—i.e., how group dynamics within the control room influence how people are “judged.” Building on Goffman’s frame analysis, the paper reveals the crucial role of talk and humor in re-performing what happens on the streets as well as evaluating situations and the people watched. Moreover, it discusses how these collective re-performances of what is being watched both reproduce and reshape “othering” practices within the control room. The paper shows how humorous utterances play an important part in overcoming hierarchy and collectively managing emotions, and explores how this humor influences profiling on the basis of bodily appearance.

This research raises the problem of the Citarum River which is increasingly being neglected even though the Provincial and Regional Governments have conducted various solutions at a significant cost. This should be a concern for us together and the community around the Citarum River Region in particular in general the people of West Java. In addition to the program that was launched, Dinas Lingkungan Hidup Kabupaten bandung Barat (DLH KBB) created an ecovillage program as a facilitator to the community directly with the aim of changing the mindset so as to maintain a clean and healthy environment. At this time civic responsibility is needed so that the programs organized by the government are successful and efficient. The problem to be examined is how the DLH program and the role of ecovillage in building the Citarum River civic responsibility are in line with the expectations and targets of DLH KBB program. The research method uses a qualitative approach by conducting observations, interviews with related sources both in the office, village head and community who are moving as ecovillage cadres. The results of community research still do not have full participation even to the awareness of civic responsibility due to various factors ranging from mindset, education, even daily work that hinders the success of the program.

Hitherto, limited empirical research has focussed on the micro-level dynamics and social interactions forming a typical CCTV control room's everyday operational culture. As such, the 'human element' behind the monitoring of the cameras has been largely ignored in much CCTV analysis to date. Drawing upon ethnographic observation conducted within a privately funded CCTV control room, this paper questions the accuracy of a central assumption made in much of the general literature on CCTV, namely that surveillance cameras are not only controlled and monitored constantly, but also operated effectively and efficiently. A consideration of the types of person monitored, and why certain individuals attracted attention from the operatives, is also given. More specifically, and drawing on knowledge gleaned from studies of workplace culture, the article also identifies subtle forms of workplace resistance occurring in the observed control room's informal organisation. This involved strategies such as time wasting and game playing being adopted by the operators, largely in response to the effects of tiredness, boredom, derision and the difficulty of effectively monitoring up to fifteen television screens simultaneously. Indeed, the findings from the research suggested that the operatives felt alienated from their job, due to the imprisoning confines of the CCTV control room, the long hours worked, the high expectation levels placed upon them and the low pay and lack of acclamation received from their employers. Reflecting on these findings, it is concluded that, taken together, the above factors seriously undermine the effectiveness of CCTV surveillance per se.

This article unpacks informal practices related to modernity’s quintessential mobility machine: the car. Based on ethnographic fieldwork among low-wage Romanian immigrants in Spain who maintain transnational connections with their regions of origin in Romania, this paper addresses the role of the automobile system and of informal practices in migrants’ daily work and life mobilities. I contend that informal automobilities are a set of livelihood strategies and infrapolitical activities that use cars to confront the constraints of geographical and social mobility regimes. The result is a heavily controlled car system that also provides the flexibility to move informally between formal rules in order to make a living. The transnational approach allows us to go beyond earlier accounts of informality that focus on the local and/or national scale by treating the car as a translocal object embedded socially and economically in transnational relationships. These conclusions contribute to increasing our knowledge of post-structural informality and mobility, but they are also relevant to understanding how a future carless or post-car world would impact on the populations that need, or exploit, the automobile system to survive and would oppose unequal mobility regimes.

A small but growing area of public administration scholarship appreciates the influence of religious values on various aspects of government. This appreciation parallels a growing interest in comparative public administration and indigenized forms of government which recognizes the role of culture in different approaches to government. This article is at the crossroads of these two trends while also considering a very salient region, the Islamic world. The Islamic world is uniquely religious, which makes this discussion even more relevant, as the nations that represent them strive towards legitimacy and stability. The history and core values of Islam need to be considered as they pertain to systems of government that are widely accepted by the people. In essence, this is being done in many countries across the Islamic world, providing fertile grounds for public administration research from a comparative perspective. This paper explores these possibilities for future research on this topic.

One manifestation of the important role of banking in a region, as implemented by PT Bank Sumut, Gunungsitoli Branch, is to distribute loans for investment, consumption and working capital for the people in the area. The purpose of providing credit for banks is the return of credit that earns interest and can increase income to finance activities and business continuity. From the results of research conducted with this data collection technique, it shows that PT Bank Sumut has a number of loans from 2009 to 2014 which each year rises. From this study, it is also known that the rate of credit repayment has a positive influence on the level of profitability.

In recent years, under the role of the“Belt and Road” initiative, the SCO, and the Sino-Russian Humanities Cooperation Committee, Sino-Russian culture and humanities cooperation has continued to deepen. Entering a new era, taking the opportunity to promote Sino-Russian relations into a “new era China-Russia comprehensive strategic cooperative partnership”, the development of human relations between the two countries has entered a new historical starting point, while also facing a series of problems and challenges. This article is based on the current status of Sino-Russian human relations in the new era, interprets the characteristics of Sino-Russian human relations in the new era, analyzes the problems and challenges of Sino-Russian human relations in the new era, and tries to propose solutions and solutions with a view to further developing Sino-Russian cultural and humanities relations in the new era. The article reveals the essence and specificity of culture as an important component of the spiritual factor of victory. Special attention is paid to the characteristics of fiction. The article substantiates the moral and aesthetic impact on the consciousness of defenders of the Motherland, such works of art as“They fought for the Motherland”,“Leningrad poem”,“Russian character”,“Invasion”, etc. The article describes the significant role of theatrical art, which reveals the moral values of the people and Soviet soldiers. This is reflected in such plays as: “the Front”; “the Guy from our city”; “Once upon a time”, etc. The article substantiates the important role of the spiritual influence of cinema on Soviet people. This influence was realized through artistic images of selfless service to the Motherland, loyalty to military duty. Among these films: “Two fighters”, “Wait for me”, “Front-line friends”. During the war, as the article emphasizes, an important component of the spiritual factor of victory was the musical art. Activities in this area of culture famous musicians:B. Astafiev, S. Prokofiev, D. Shostakovich, A. Alexandrov, V. Soloviev-Sedoy, and others, was implemented in operas, symphonies, cantatas and songs, which by their nature emotional expression differed Patriotic and epic strength. The purpose of the research : to reveal the axiological components, culture of the Russian world, as important components, spiritual factor during the great Patriotic war. Conclusions : the culture of the Russian world at various stages of the great Patriotic War, through a variety of means and forms, actively mobilized all Soviet people to defend the Motherland and defeat Nazi Germany. The spiritual culture of our country and its types, in the course of functioning, during the war, clearly and expressively revealed the idea of patriotism, courage, bravery and heroism, and encouraged the Soviet people, the soldiers of the red Army, to achieve a great Victory.

SHG is a movement which came to being in the early 1969. Prof. Muhammed Younus, a great economist of Bangladesh took initiative in setting up Self Help Groups and these SHGs were gradually spread all over the world. This social movement unites the people hailing from poor background. Those who are joining this group feel socially and economically responsible to one another. In India, there are some likeminded bodies and stakeholders of some government organizations play pivotal role towards the formation of SHG In this research article, role of SHGs in Vellore district is studies under the three dimensions of Cognitive role, leadership role and role towards entrepreneurship.
