The book industry in Indonesia is experiencing a slump. Based on IKAPI's research, book sales declined sharply more than 50%. However, according to CNN research, during this pandemic, around 1.5 billion people have accessed digital web book to fill their time at home. On the other hand, the intensity of online book shopping has risen  sharply by 90% to four times according to money.kompas.com sources. Likewise, the katadata.co.id report that book sales through e-commerce surged 2.5 times during the pandemic. The publisher's sluggishness is justified because they (70%) publishers found their books pirated. Reports have been made, but have not produced results. It was recorded that in 2019 the case of piracy law was reported by 12 Publisher Consortiums with Minutes No. LP/0634/VIII/2019/DIY/SPKT to the DIY Jogja Regional Police. With the rise of open piracy in online book marketing, the writer’s  attention is to find out the legal protection for consumers of pirated books marketed online. And what factors are the obstacles in law enforcement of the pirated book business. The method used is normative legal research by examining secondary data consisting of primary, secondary and tertiary legal materials. All data and information obtained were processed and analyzed qualitatively using deductive methods. Based on a brief research, the writer examines consumer rights and harmony with the obligations of business actors in ensuring legal certainty when transacting online. In providing legal protection to consumers of pirated books that are marketed online, the perpetrators of piracy can be charged with multiple articles, namely; Article 62 paragraph (1) of Law No 8/1999, Article 45A paragraph (1) of Law No 19/2016 and Article 113 paragraph (4) of Law No 28/2014. Factors constraining law enforcement, such as: Unregistered copyrights make it difficult to investigate and reporting based on complaint offenses incriminating against Copyright perpetrators causes law enforcement in stuck. Suggestions to Government to maximize coordination, synergy and supervision on violations of Copyright and/or Related Rights in the electronic system through a Joint Regulation of the Minister of Law and Human Rights, the Minister of Communication and Information and other relevant Ministers. Industri Perbukuan di Indonesia sedang mengalami kelesuan. Berdasarkan riset IKAPI penjualan  buku mengalami kemerosotan tajam lebih dari 50%. Menurut litbang CNN, selama masa pandemi ini sekitar 1,5 milyar orang mengakses situs membaca buku digital untuk mengisi waktu selama di rumah saja. Disisi lain, intensitas belanja buku secara online naik tajam 90% sampai dengan empat kali lipat menurut sumber money.kompas.com. Demikian juga laporan katadata.co.id penjualan buku melalui e-commerce melonjak 2,5 kali lipat selama pandemi. Kelesuan penerbit beralasan karena mereka (70%) penerbit mendapati bukunya dibajak. Pelaporan sudah dilakukan, tetapi belum membuahkan hasil. Tercatat di tahun 2019 kasus hukum pembajakan dilaporkan 12 Konsorsium Penerbit dengan Berita Acara no LP/0634/VIII/2019/DIY/SPKT ke Polda DIY Jogja. Dengan maraknya pembajakan yang dilakukan secara terbuka dalam pemasaran buku online menjadi perhatian penulis untuk mengetahui perlindungan hukum terhadap konsumen buku bajakan yang dipasarkan secara online. Serta Faktor-faktor apa saja yang menjadi kendala dalam penegakan hukum bisnis buku bajakan tersebut. Metode penelitian yang digunakan merupakan pendekatan hukum normatif dengan mengkaji data sekunder yang terdiri dari bahan-bahan hukum primer, sekunder dan tersier. Seluruh data dan informasi yang diperoleh diolah dan dianalisis secara kualitatif dengan menggunakan metode deduktif. Berdasarkan penelitian singkat penulis mengkaji hak-hak konsumen dan kehormonisan dengan kewajiban pelaku usaha dalam menjamin kepastian hukum ketika bertransaksi secara online. Dalam memberikan Perlindungan Hukum terhadap Konsumen buku bajakan yang dipasarkan secara online maka pelaku pembajakan dapat dijerat dengan pasal berlapis yaitu: Pasal 62 ayat (1)UU No 8/1999, Pasal 45A ayat (1) UU No 19/2016 dan Pasal 113 ayat (4) UU No 28/2014. Faktor-faktor kendala penegakan hukum seperti: Hak Cipta yang belum terdaftar menyulitkan penyidikan; dan pelaporan yang didasarkan delik aduan memberatkan para pelaku Hak Cipta, menyebabkan penegakan hukum seperti berjalan ditempat. Saran kepada Pemangku Kebijakan untuk lebih memaksimalkan  koordinasi, sinergi dan pengawasan terhadap pelanggaran Hak Cipta dan/atau Hak Terkait dalam sistem elektronik melalui Peraturan Bersama Menteri Hukum dan HAM, Menteri Komunikasi dan Informatika serta Menteri terkait lainnya.

The development of the law as part of a national development known as law reform is carried out thoroughly and integratedly. The hospitality business is growing rapidly as the economy develops, within the restrictions on the scope of the Hotel's business, there is a legal device that regulates the permit and protection of consumers. Hospitality businesses that do not have amdal permits Environmental law enforcement can be done by sanctioning administrative sanctions. Administrative sanctions, settlement of environmental issues outside the court and even criminal sanctions have been stipulated in Law No. 32 of 2009. The aspect of protection to Hospitality Consumers must be in accordance with the provisions of Law No. 8 of 1999, hospitality business must provide legal certainty in providing protection to consumers where currently there are still many hotels that do not provide information about consumer rights and obligations and the development of social responsibility (social responsebility).

Law enforcement without direction and not based on the three pillars of the justice of law, legal certainty and the benefits to society can break the law anyway even violate human rights. As one of the policies of the government that are not considered mencerminakan the values of justice and disturbing for the people, the government policy that acts of omission or delay in the application of the death penalty. This research is a normative legal normative juridical approach. The data collected is secondary data were analyzed using qualitative methods juridical analysis. Based on these results it can be concluded that in the application of the death penalty there are serious legal issues, this is due to government policies that commit omission or delay in the execution of the death penalty is a violation of human rights as stipulated in Article 28 of the 1945 Constitution. Law is very influenced on the development of Technology. The current legal tool has no readiness so that it can not keep up with the rapid technological advances. The purpose of this study is to analyze the application of regulation on protection system and law enforcement of ICT design based on creative economy to improve people's competitiveness. Research is a normative juridical study. The approach of this research is the approach of legislation, concepts and cases. This research is analytical descriptive. This study, using secondary data sources. Technique of collecting data with literature study. Data analysis technique by qualitative normative descriptive method.The regulation of the legal protection system of industrial design of ICT, in Law no. 31 Year 2000, has not been regulated explicitly about the element of novelty, the application of constitutive stelsel cause obstacles. The law enforcement of ICT design is not yet effective, because of three aspects: 1) The legal substance aspect is not yet explicitly regulated about the novelty element in Industrial Design terms and the qualification and classification of the object of Right, the substantive requirement of Right of Industrial Design, the provisions of sanctions that distinguish between rights violations caused by the substance of the "same" and "similar" Industrial Design Designs registered for commercial purposes; 2) the aspect of its law enforcers, there is no appeal commission of industrial design, law enforcers have not understood the substance of the provisions of industrial design law; 2) Legal culture aspect. Indonesian society is still communal.

In civil law, land is included in registered objects. Therefore ownership of land rights must be registered, for legal certainty. Land registration is regulated in PP No. 24 of 1997 concerning Land Registration. However, there are still many lands that have not been registered, to overcome this the government has issued a comprehensive systematic land registration program (PTSL) based on Minister of Agrarian Regulation No. 6 of 2018. The aim of this program is to provide legal certainty and legal protection for land rights owned by the community. The Complete Systematic Land Registration Program (PTSL) provides an opportunity for people who have not registered their land that is located throughout Indonesia in one village or village area. As in the Lima Puluh Kota Regency, there are still many lands that have not been registered, the people obtained them from buying and selling under their hands.The formulation of the problem in this thesis is firstly how is the land registration procedure with the basis of under-selling rights of purchase under the complete systematic land registration program (PTSL) at the fifty-city district land office ?; second, what are the obstacles in the implementation of land registration on the basis of the right to buy and sell under the complete systematic land registration program (PTSL) at the fifty-city district land office? The specification of this research is analytical descriptive, with a normative juridical approach, which is supported by an empirical juridical approach. The data used are secondary data as primary data and primary data as support, which are collected through literature studies and field studies with interview techniques. The data is then analyzed qualitatively and presented in a qualitative descriptive form. The results of the research and discussion of this thesis can be concluded that the procedure of land registration with the basis of the rights under the hand in the PTSL program in fifty cities is carried out with the stages of planning, location determination, preparation, formation and establishment of the PTSL adjudication committee and task force, counseling, physical data collection and collecting juridical data, researching juridical data for proving rights, announcing physical and juridical data and ratifying it, affirming conversion, recognizing rights and granting rights, accounting for rights, issuing certificates of land rights, documenting and submitting the results of activities and reporting.

Sexual violence happened to children are often occurred, after the emergence of sexual cases in Jakarta International School (JIS). It began to arise attention to child victims of sexual violence. This paper aims to provide a review of the protection on child victims of sexual violence at this time. With the sociological juridical method, the primary data were obtained from direct interviews with law enforcement officers, while secondary data were obtained from literature references. The result shows that the legal protection does not pay attention on children as victim. The legal protection for children as victim sexual violence is expected to give punishment to the criminals in the form of payment of compensation to the victim whose amount is determined in the court, or fulfillment of the obligation of the Local custom or legal obligations that live in society or social and mental rehabilitation. If the convicted person tries to avoid giving the compensation, the convicted person is not entitled to a reduction in the criminal term and does not get conditional released.

The research aimed to describe the public legal awareness about meat distribution and legal protection for the beef consumers through law enforcement efforts at Boyolali District based on a qualitative non-doctrinal approach. Therefore, this focused more on primary data collected by interviews and observations and supported by secondary data collected by library research. The data then were processed for further qualitative analysis. Based on the results of the study it was found that legal protection related to the distribution of healthy and safe meat did not run well as this was influenced by the community legal, namely the knowledge and understanding of law, although it had been supported by good legal attitudes and behavioral factors.

This research is motivated by the failure of thousands of Umrah pilgrims to go to Mecca since 2017 but do not get their rights as consumers. Several facts prove that although regulations related to Hajj and Umrah organizers as well as the Consumer Protection Act have explicitly regulated consumer rights, in reality the pilgrims who are victims of hajj and umrah travel agency fraud are still not getting consumer protection. This research is a descriptive qualitative research using a normative juridical approach. Sources of data used in this study are primary data and secondary data obtained from interviews and document studies. This study concludes that the presence of Law No. 8 of 2019 concerning the Implementation of Hajj and Umrah contains the spirit of upholding consumer protection in the Hajj and Umrah business. However, its success is largely determined by the extent to which the regulator empowers internal supervisors to prevent irresponsible practices of hajj and umrah travel agencies. On this side, unfortunately, the role of guidance, supervision and legal protection carried out by the Indonesian Ministry of Religion as a regulator in protecting Hajj and Umrah pilgrims seems to be still at a very low level.

This study aims to analyze and indentify the causes and factors affecting as well as the effect of Sales and Purchase of certified Land without Official Land Deed (PPAT) document in Padang Jaya sub district of Bengkulu Utara Regency. The research method used in this study was qualitative descriptive. Data collecting technique was empirical data from interview that have been conducted on September 13th to 20th, 2016. Data analysis used qualitative descriptive. The result of this study showed that the registration of land is not effective yet. The effective law in land registration depends on legal factor, law enforcement factor, infrastructures and facilities factor, society factor and cultural factor. While the factors affecting in implementation of law effectivity are constitutional factor and infrastructures and facilities factor. Overall it can be concluded that there is not law effectivity in Sales and Purchases of certified Land without PPAT document in Padang Jaya sub district of Bengkulu Utara Regency which needs legal protection and legal certainty in land registration.

<p>Abstract<br />This article aims to find out the position and legal protection of holders of land title certificates as a material guarantee. This normative legal research is prescriptive and applied. The types and sources of material for this study include primary legal materials and secondary legal materials. Data collection techniques used are literature studies or document studies. Data analysis techniques are carried out by examining research from literature studies or secondary data studies. The results of this study explain that the position of Land Rights as collateral is regulated in the Basic Agrarian Law which states that land rights can be used as collateral for debt by encumbering Mortgage Rights. Land rights that can be used as Mortgage Rights objects must fulfill two elements, namely, must be registered with the Land Office and according to their nature must be transferable. Creditors have a strong position against collateral objects. Legal protection for the holder of the land rights certificate as a material guarantee if the debtor defaults, the creditor has the right to sell collateral for repayment of the receivables regulated in the Mortgage Right Act. The Mortgage Rights Act is a manifestation of the objectives of the Basic Agrarian Law in providing and guaranteeing legal certainty and legal protection in preventive and repressive forms.<br />Keywords: Collateral; Mortgage Right; Legal Protection; Land Right</p><p>Abstrak<br />Artikel ini bertujuan untuk mengetahui kedudukan dan perlindungan hukum terhadap pemegang sertifikat hak atas tanah sebagai suatu jaminan kebendaan. Penelitian hukum normatif ini bersifat preskriptif dan terapan. Jenis dan sumber bahan penelitian ini meliputi bahan hukum primer dan bahan hukum sekunder. Teknik pengumpulan data yang digunakan yaitu studi kepustakaan atau studi dokumen. Teknik analisis data dilakukan dengan cara mengkaji penelitian dari studi kepustakaan atau studi data sekunder. Hasil penelitian ini menjelaskan bahwa kedudukan Hak Atas Tanah sebagai jaminan diatur dalam UU Pokok Agraria yang menyatakan bahwa hak atas tanah dapat dijadikan jaminan utang dengan dibebani Hak Tanggungan. Hak Atas tanah yang dapat dijadikan obyek Hak Tanggungan harus memenuhi dua unsur yaitu, wajib didaftarkan pada Kantor Pertanahan dan menurut sifatnya harus dapat dipindah tangankan. Kreditur memiliki kedudukan yang kuat terhadap benda jaminan. Perlindungan hukum terhadap pemegang sertifikat hak atas tanah sebagai suatu jaminan kebendaan apabila debitur wanprestasi, kreditur berhak menjual benda jaminan untuk pelunasan piutangnya yang diatur dalam UU Hak Tanggungan. UU Hak Tanggungan merupakan wujud dari tujuan UU Pokok Agraria dalam memberikan dan jaminan kepastian hukum dan perlindungan hukum dalam bentuk preventif dan represif. <br />Kata Kunci: Jaminan; Hak Tanggungan; Perlindungan Hukum; Hak Atas Tanah</p>
