Sumedang District is one of the areas where Jatigede Reservoir is built, which is primarily for hydroelectric power generation and other derivative functions such as drinking water supply, irrigation, flood control, tourism, and capture fisheries. Research aims to examine how the potential of capture fisheries resources and socio-economic values for local communities. This method used quantitative description of the performance of costs and benefits. The data used in this reserach are primary data and secondary. Primary data with judgment sampling as many as 30 respondents. Based on the research gap analysis for the social aspects of the local communities affected by the construction of reservoirs Jatigede contradiction between the expectations of the people to utilize the reservoir Jatigede based derivative function with local government regulations, so there is still social conflicts in society.Results of Analytic Network Process levels of jatigede reservoir function based on economic value the main function of hydroelectric power plants is socio-economic value for residents affected by the construction of Jatigede reservoir, one of which is capture fisheries, which should be given by the local government regulations regarding catchment zones, types of fishing gear are allowed and security protection for fishing in reservoirs Jatigede, institutional strengthening Jatigede fishing in reservoirs.Environmental aspects by taking into account the aquatic habitat in the Jatigede reservoir,which can be used for fisheries with due respect to the conservation of fishery resources, especially for endemic fish by periodically restocking, so that socio-economic and environmental values can be synergistic in utilizing the Jatigede reservoir.

West Nias Regency has an enormous potential tourist destination, namely the Hinako Islands which consists of eight beautiful small islands. Yet the limited infrastructure and capacity of human resources have become the obstacle for this potential. The purpose of this study is to provide recommendations for tourism development strategies in the Hinako Islands to increase local government revenues (PAD) and the welfare of local communities. The research question is how is the strategy of the local government in developing tourism in the Hinako Islands?. This research is a field research, qualitative analytical descriptive type. The primary data of the research were observation and in-depth interviews, also supported by secondary data in the form of documentation and relevant literature studies. This study recommends a tourism development model consisting of 3 elements, namely: 1) West Nias Regency Government as a facilitator to provide tourism facilities and infrastructure; And as a regulator to formulate and enforce tourism business rules for the benefit of the Regional Original Income (PAD) and bring prosperity to local communities. 2) Private, namely existing investors, new investors with an ecotourism pattern, and village-owned enterprises (BUM-Des) to work on the industry in the concept of tourism agromina. 3) Community, to be a friendly host for tourists by providing guarantees for tourist safety, maintaining environmental cleanliness, and providing memorable experiences for tourists. The recommended strategies include strategies for developing tourism destinations, the tourism industry, tourism marketing, and tourism institutions.

The application of community-based management (CBM) in managing coastal tourism in Indonesia is still limited to providing short-term benefits, especially for local communities and does not guarantee the sustainability of resources at large. On the other hand, most CBM partnership in Indonesia are still limited to the relationship between the local government and local communities and there is no clear partnership scheme in involving the role of third parties and private sectors that can increase the benefits of implementing CBM. This study aims to review and evaluate CBM policies and implementation in the coastal tourism in Indonesia, identifies the effectiveness of CBM implementations, and suggest an optimal CBM partnership scheme in the coastal tourism in Indonesia. The data used are primary data through questionnaires, interviews, and focus group discussion (FGD). Respondents in this study include members of hotel and restaurant association, CBM managers, local government, and businessmen in the coastal tourism area. This study uses investment attractiveness index to measure the effectiveness of CBM in each coastal tourism destination. The findings shows that the implementation of CBM in Indonesian coastal tourism mostly favored the local communities but draws little attention from bigger investment mainly because there is a lack of clear land regulation set by local government in coastal area.

Agropolitan program, so far, has not been widely acknowledged by public. Various facilities have not been optimally utilized due to their functions as there are only limited parties aware upon this program. Developing agropolitan areas through superior horticultural commodities development has not increased farmers’ exchange rate. Gaps between planning and implementation in developing agropolitan areas encourage a research with the goal of strategies in developing agropolitan areas in Rojonoto of Wonosobo district. Type of this research is a quantitative description. Primary and secondary data are used. The primary data are taken from 18 key-person agropolitan stakeholders. Priorities in developing Agropolitan areas in Rojonoto of Wonosobo district may be obtained through sequences of priority by improving human resources and technologies, the provision of production inputs, infrastructures, policies, and institutions. This study suggests that local government pay more attention to develop human resources and technologies, without disregarding to the other criteria.

Parangtritis tourist area is a famous tourist destination in the south of Yogyakarta. The tourist area which consists of a variety of tourist objects such as beaches, sanddune, culinary, religious and cultural tourism has a positive impact on the growth of tourist visits in ??Parangtritis tourist area. This study aims to examine the participation of local people in their contribution to the development of sustainable tourism areas. The method used in this study is descriptive qualitative by conducting primary and secondary data collection. Primary data was collected through interviews with local communities which involved in to the service industry, cultural arts groups and local government of Bantul Regency. The results of the study are (1) the local community has contributed to the development of the Parangtritis tourist area through local cultural activities, tourist attractions and providing of facilities regarding the needs of visitors. (2) the local government of Bantul Regency has several programs related to the empowerment in each of government institution that are addres service industry, tourism local groups and build facilities and infrastructure. But the contribution of local communities has not become a tourist attraction and sustainable. Empowerment programs from local governments have not been specific to training related to services and business activities that are suitable for tourism activities in ??Parangtritis tourist area. This study aims to identify the types of utilization found in Setu Pedongkelan and estimate the economic value of Setu Pedongkelan through fisheries utilization. The use of fisheries in Setu Pedongkelan is capture fisheries. The data used in this research are primary data in the form of survey results, interviews and online questionnaires as well as secondary data obtained from the documentation archive. The method used in this research is the market price method. The results of the study found that the types of utilization found in Setu Pedongkelan include direct use such as fisheries, irrigation and recreation. In addition, there are also indirect uses such as places for biota to find food, flood control, spawning, conservation and places or research facilities. This research also gives the result that the economic value of Setu Pedongkelan from fisheries utilization is IDR 2,472,960,000.

AbstractThe purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This study focused on financial mismanagement of Internally Generated Revenue (IGR) in Ife South Local Government. It also identified viable sources of revenue in the local government and examined problems militating against effective collection of revenue. This study was necessitated by the need to ensure increased revenue generation in Ife South local government of Osun State, Nigeria. Primary and secondary sources of data were utilized for the study. The primary data were collected through structured questionnaires. Respondents were selected from career officers in GL. 03-16 in departments and units of finance and supplies, administration, primary healthcare, agriculture, town planning and estate valuation of the local government, thus 180 respondents were sampled representing 29.31% of 614 staff strength of these departments and units of the local government. The questionnaires were administered using descriptive statistical analysis such as frequency and percentage value. The study revealed that there are many viable and non-viable sources of revenue in Ife South local government, the myriad of problems militating against effective collection of the revenue and the poor financial management of internally generated revenue which aptly explains why the local government could not be developed. The study concluded that the share of local government from the statutory allocation be increased, routine auditing and post-auditing from the supervising ministry should be encouraged at the local government level and that the local government should also intensify her effort on increase revenue generation in order to withstand the challenges posed by the current global economic crisis.

Coastal areas can either meet the human needs or give great contribution to the development. However, rapid infrastrural development in Sorong, west Papua, has been followed by high demand for mangrove timber and caused mangrove forest degradation due to exploitation. This exploitation could also result from high economic value of the mangrove timber. This study was done to analyze the economic value of mangrove wood utilized by the people to support the development process in Sorong. This study used primary data obtained through interviews and the economic value calculation of mangrove forests. It found that Sorong had mangrove economic value of IDR 165,197,833, 491. Wilayah pesisir selain dapat memenuhi kebutuhan hidup manusia juga memberikan kontribusi yang besar bagi pembangunan. Cepatnya pembangunan infrastruktur di Kota Sorong diikuti pula dengan tingginya permintaan akan kayu mangrove dan menyebabkan terjadinya degradasi hutan mangrove akibat eksploitasi. Eksploitasi ini disebabkan juga akibat kayu mangrove memiliki nilai ekonomi. Penelitian yang dilakukan ini bertujuan untuk menganalisis nilai ekonomi kayu mangrove yang dimanfaatkan oleh masyarakat Kota Sorong dalam proses menunjang pembangunan. Penelitian ini menggunakkan data primer yang diperoleh melalui hasil wawancara dan perhitungan nilai ekonomi hutan mangrove. Hasil penelitian ini menunjukkan nilai ekonomi ekosistem hutan mangrove yang berada di Kota Sorong adalah Rp165.197.833.491.
