Sometimes Civil Service Police acts reactively or repressively without heed to civil rights in doing their operation. Then, Bandar Lampung government has to provide a proper place for street vendors as per local Regulation (The Law Number 8 of 2009). In order to prevent any clashes between civil service police and people in society, especially street vendors, there are several things which need to be done: (1) quality of human resource in civil service police unit need to be improved; (2) Civil Service Police need to use persuasive approach in performing their job; (3) local regulation needs to be aligned; (4) local regulation has to be enforced continuously and appropriately. Keywords: Civil Service Police Function, Local Regulation Enforcement

Public organizations as a place for providing services to the community must be supported by quality human resources. This is inseparable from the human resource development system, in creating superior human resources and having good performance so that the services provided can increase public satisfaction. This research is a quantitative type of research, which is conducted at the Civil Service and Civil Service Agency, Population and Civil Registry Office and five District Offices in Central Mamuju Regency. The sample in this study amounted to 102 people. Data collection was carried out through distributing questionnaires, observations, interviews and supporting documents related to the research topic. The results showed that the development of human resources through employee performance had an influence on the quality of public services in Central Mamuju Regency with an F calculated value of 15.668. greater than the F table, which is 3.09. For the probability value, the value is 0,000, smaller than 0.05.

The main problem in this study is "How the Role of Civil Service Police Unit in Implementing Ambon City Regulation No. 10 of 2014 at Ambon City Mardika Market?". This study uses a single variable, which involved 41 respondents by including 3 indicators: (1). The role of Civil service police Unit in controlling street vendors, (2). The role of Civil service police Unit in the supervision of street vendors, (3). The role of Civil service police Unit in enforcing the law against street vendors. The results showed that: the average role of Civil service police Unit in the three indicators, namely: control, supervision, and law enforcement against street vendors was considered to be still not good and showed that the role of Civil service police Unit was not fully in implementing Regulation No.10 of 2014. Problems experienced by Civil service police Unit officers in implementing Regional Regulation No.10 2014 in the Ambon City Mardika market are the number of street vendors is increasing from time to time and also the lack of awareness of street vendors in maintaining environmental cleanliness and also compliance with applicable regulations and the absence of special locations provided by the government for street vendors selling.

Tujuan dari kegiatan pengabdian kepada masyarakat ini adalah untuk memenuhi kewajiban dosen untuk melakukan tridharma perguruan tinggi. Untuk itu sudah menjadi kewajiban bagi dosen berbagi pengetahuan dan wawasan melalui penyuluhan pengembangan manajemen sumber daya manusia agar senantiasa berupaya mencapai tujuan organisasi dengan efektif dan efisien. Dan juga bertujuan Karang Taruna Kampung serua poncol dapat menjalankan fungsi dan perannya secara optimal sehingga mendatangkan manfaat bagi Kampung serua poncol. Pengembangan juga dimaksudkan untuk meningkatkan kualitas sumber daya manusia dalam melaksanakan tugasnya sehingga lebih positif dalam berkontribusi tenaga dan pikiran untuk memajukan Kampung serua poncol.Kata Kunci : Manajemen Sumber Daya ManusiaABSTRACTThe purpose of this community service activity is to fulfill the obligations of lecturers to do tridharma of higher education. The research is to examine the influence of the understanding of local financial accounting system, capacity of human resource and the utility of information tecnology toward the quality of financial report information of yogyakarta government.The used data for the research is primer data. It is the result from questionnaires spreading. The respondence of this research is manager of financial report of yogyakarta local government. The questionnair is spread to 90 respondents, meanwhile that can be proccesd are 63 questionnaires. The method of sample taking is using purposive sampling. Analytic technique of data in this research is using double linier regretion technique.The result of regretion test shows that the local government financial accounting system understanding and the capacity of human resource are not influenced significantly to the quality of local government financial report information, meanwhile the utility of technology is influenced positively to the quality of local government financial report information.keyword: the understanding of local financial accounting system, capacity of human resource, the utility of information technology and quality of local government financial report information.

The subject of this article is the problems of the nature, essence and purpose of prosecutorial activity. The purpose of the article is to study and justify the role of the human rights function in prosecutorial activities in the concept of a modern legal state. At the heart of prosecutorial activity is the implementation of the main function of the Prosecutor’s office – its rights and freedoms, their protection. This means that any type (branch) of Prosecutor's supervision is permeated with human rights content in relation to a citizen, society, or the state. This is confirmed by the fact that the Federal law “On the Prosecutor's office of the Russian Federation” establishes an independent type of Prosecutor's supervision-supervision over the observance of human and civil rights and freedoms. It is argued that the legislation enshrines the human rights activities of the Prosecutor's office as its most important function. It is proposed to add this to the Law “On the Prosecutor's office of the Russian Federation”.
