Agricultural Export Assistance to Small and Medium Enterprises in North Central Highlands – Situation and Suggestions

Recently, the export turnover in the North Central Highlands has not reached the expected results. This means that export activities will face many difficulties and challenges. The main reasons are the unfavorable situation of coffee export, rubber prices remain low. Meanwhile, most of small and medium enterprises (SMEs) are not capable of exporting directly, mainly through export, so the export value is not calculated for the province. Strategic development, trade promotion, forecasting and analysis of market volatility have not been effective. This paper aims to analyze the current situation of agricultural export assistance for SMEs in the region. As results, that will be the basis to improve the quality of assistance aiming to promote growth of the agricultural sector as well as revenue for the region. Today’s business environment for Micro, Small, and Medium Enterprises (MSMEs) as well as large, global companies is more fluid and complex than ever before. Companies are adapting their supply chains to respond to increasingly competitive market conditions and to deliver higher revenue and greater value to their shareholders and customers. The study employed retrospective design. Respondents were selected using purposive sampling to arrive at the desired sample of the owners of Micro, Small, and Medium Enterprises in selected states of the north-central Nigeria. The 5-point Likert scale was employed to allow for precise responses on some issues raised regarding their supply chain management. Given the data gathered and generally ranking the totality of the Micro, Small, and Medium Enterprises in terms of least performance based on the indicators used, the result shows that the Micro, Small, and Medium Enterprises performed least on Total Delivered Cost followed by Operating Costs, Performance to Plan, Inventory, Supply Variability, Demand Variability, and Customer Service. In order to succeed, Micro, Small, and Medium Enterprises in Nigeria, particularly in the north-central states need to be able to increase inventory velocity, achieve the shortest possible cycle times, continually improve their supplier performance and drive their sales and market share.

Information communication technology (ICT), considered as one of the major impacts of organizational performance and small and medium enterprises (SMEs), plays a significant role in the Sri Lankan economy as a strategic partner. Thus, the article examines current levels of ICT usage and perceived barriers to ICT adoption in SMEs in Sri Lanka. The findings revealed that despite the majority of respondents using IT for essential functions, they lacked proper internal IT infrastructures, personal motivation, had internet connection issues, trust issues, and lack of knowledge. These factors were identified as the perceived barriers to ICT adoption in SMEs in Sri Lanka. Data was collected from 67 SME owners from Sri Lanka, except the North province, in November 2016. The findings offer valuable insights to policy makers in general and to the SME owners. The methodology, implications, and suggestions are also discussed.

The article explains the uneven development of small and medium enterprises in Russia within the framework of the ‘entrepreneurial ecosystems’ concept. A corresponding typology of the Russian regions was carried out according to the proposed model. The most developed ecosystems with highdensity and sectoral diversity of SMEs are formed in regions with access to large consumer markets, capital, and low risks for investors. The least developed SMEs sector is in areas with high costs of doing business: the North Caucasus, the Far East and the Arctic zone, which requires special measures of state policy. The level of development of ecosystems determines their ability to withstand external shocks. The effect of the FIFA World Cup is positive in the hosting regions and in its neighbors. Based on the typology, we proposed differentiated support measures.

Micro, Small, and Medium Enterprises (MSMEs) are the main drivers of the economy and dominated by the agricultural sector. However, this sector does not show a significant improvement. The main obstacle is the lack of MSME access to financing due to reliable financial reports. Financial Accounting Standards for MSMEs (SAK EMKM) were prepared to address this challenge. This study motivates to determine the perceptions of MSME of agricultural sector towards SAK EMKM. The study is done in Bogor Regency with farmers as the respondens. Descriptive analysis and Technology Acceptance Model (TAM) by Davis (1989) are combined to explain the perceptions. The results show that SAK EMKM was usefull but did not agree that it was easy to implement. Keywords: UMKM; SAK EMKM; Technology Acceptance Model.

The article substantiates the directions of investment activity of the small and medium enterprises of the agrarian sector of Ukraine. The role of the small and medium sized enterprises is well-grounded in modern economic conditions and the need to intensify their investment activities is shown. The current situation with the development of such enterprises is analyzed and the specific measures to stimulate the investment activity are indicated. It is proved that the investment activity of small and medium-sized agrarian enterprises should be intensified. It is obvious that the large agrarian enterprises possess more abilities in attracting investments in particular in implementing the new technologies. However, these are the small and medium sized agrarian enterprises able to reach both economic and social goals and serve as an elevator for the youth in the villages. Also the food security function is implemented by the small and medium-sized agrarian enterprises. The analysis of the data on the development of small and medium-sized agrarian enterprises in Ukraine shows the importance of them for the economic growth and the development of the national economy. Their development was unfortunately negatively affected by the fast spread of the corona virus in the world and the following quarantine restrictions. The data on the development of small and medium agrarian enterprises in Ukraine and in Germany has been presented in order to compare and to use the positive German experience in domestic conditions. In current conditions it is necessary to implement urgent measures to support the small and medium enterprises, i.e. to reduce the tax burden, to provide access to markets, in particular by stimulating the export activities of small and medium enterprises, to increase the level of digitalization of them. Presently there are public programs for support of the small and medium agrarian enterprises introduced by the Government. If these measures prove to be effective there are positive anticipations concerning the renewal and intensification of the development of small and medium enterprises in Ukraine.

Abstrak - Perkembangan UKM (Usaha Kecil Menengah) yang ada di Sulawesi Utara sangat diharapkan keberadaannya dalam menciptakan dan memproduksi hasil karya suatu daerah melalui teknologi informasi. Oleh karena itu, potensi dari UKM yang ada di Sulawesi Utara diharapkan dapat bersaing dengan produk luar dalam mempromosikan produk lokal dalam negeri. Sistem informasi produk unggulan daerah usaha kecil menengah berbasis website dapat difungsikan untuk mengakses berbagai produk unggulan dengan bermacam kategori yang disediakan agar membantu anggota UKM dan masyarakat dalam mencari dan mempromosikan produk unggulan daerah. Metode rancang bangun sistem informasi produk unggulan daerah usaha kecil menengah adalah rapid application development (RAD) yang tujuan utamanya memenuhi harapan dari pengguna dengan waktu yang relatif singkat dan menghasilkan kualitas sistem yang lebih baik, sedangkan objek penelitiannya dilaksanakan di Dinas Perindustrian dan Perdagangan Provinsi Sulawesi Utara.  Kata Kunci : UKM, sistem informasi, media promosi, produk unggulan daerah, website, rapid application development. Abstract - The development of SMEs (Small and Medium Enterprises) in North Sulawesi is expected to exist in creating and producing the work of an area through information technology. Therefore, the potential of SMEs in North Sulawesi is expected to be able to compete with outside products in promoting local products. With the establishment of a superior product information system in the area of website-based small and medium enterprises, it can be used to access a variety of superior products with various categories provided to help SME members and the public in finding and promoting regional superior products. After the agricultural sector, micro, small, and medium enterprises (MSME) play a vital role in the development of India. Micro, small, and medium enterprises (MSME) are contributing about 25% of the country's GDP (gross domestic product) from service activities and 33% to the manufacturing amount produced for India. Micro, small, and medium (MSME) entrepreneurs have been highly impacted due to the COVID-19 pandemic lockdown. Due to lockdown, MSME sector who could not export, nor get their ancillary parts, had problems with transportation leading to the inability to do marketing. Most important migrant laborers rushed to their villages or natives. Hence, without labor or workforce, the assembly lines stopped. In this chapter, an attempt is made to identify the challenges of the MSME sector and deal with the efforts often taken to restart them.
