This article substantiates social well-being of the population as one of the key indicators of socioeconomic inequality. The author advances a scientific idea is that the system of allocation of income and national wealth formed in the post-Soviet Russia, when excessive advantages of some (small social groups) are provided at the cost of limiting functional capabilities of others (larger social groups), which severely contradicts the basic principles of inclusive society and cannot be recognized as socially fair. The conducted analysis of the peculiarities of inequality in post-Soviet Russia describes it as “socially unfair” and excessive. Such inequality negatively affects social well-being of the individuals. It is demonstrated that excessive inequality, with characteristic massive poverty (absolute and relative), in the meta-space of social well-being of the population or the Russian Federation, the prevalent type of life realization of an individual is the “negative expectations”; most significant risk factors for the worsening of social well-being are moral and emotional state of society and some status characteristics of the individual (level of education, professional activity). Using cluster analysis, the author tests the hypothesis on the impact of excessive inequality upon the level of manifestation of deviant behavior of the people in the constituent entities of the Russian Federation. Recommendations are formulated on amending the redistributive policy of the government aimed at reduction of socioeconomic inequality and improvement pf social well-being of the population.

The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

Introduction. The professional activity of medical workers (MW) is in close contact with daily contact with various factors of the production environment: physical, chemical, biological, and labor processes. Until 2020, tuberculosis and viral hepatitis prevailed in the structure of occupational diseases (OD) of the medical workers in the Russian Federation. According to the State report "On the state of sanitary and epidemiological welfare of the population in the Russian Federation in 2020," the first ranking the second place in the structure of occupational diseases, depending on the impact of harmful production factor took the illnesses associated with the action of biological factors - 20,19%, while the main reason for the growth in the incidence of healthcare workers in coronavirus infection COVID-19 (further COVID-19). The study aims were to identify problematic aspects in the establishment of the COVID-19 work from MW. Materials and methods. We have given descriptions of clinical cases, as well as a retrospective analysis of issues of OD according to the patient registers of the following medical institutions: the Center of Occupational Pathology of Sechenov University, the Republican Center of Occupational Pathology of the Ministry of Health, Republic of Tatarstan, the Regional Center of Occupational Pathology of the Samara Region. Results. In 2020, COVID-19 was the most common OD with fatal outcomes and complications in healthcare workers. Today, difficulties in determining the connection of COVID-19 with the profession arise when assessing the epidemiological history, the consequences after a coronavirus infection, and the formulation of the diagnosis. Conclusions. For a qualitative examination of the connection of COVID-19 with the profession, it is necessary to develop a list of clinical conditions with the definition of the timing of complications.

Economic security is an important system-forming element of the country of laws and the well-being of the population. The negative phenomenon of crime has a significant impact on all processes taking place in the socioeconomic sphere. The purpose of the study is to determine the degree of influence of criminal activity in the economic sphere of society on the state of economic security of the Russian Federation and the southern regions of the country in particular. The study is devoted to the search of ways to prevent crimes in the economic sphere, as well as ways to improve the investigation methodology. The methodological basis of the study is presented by the methods of formal logic (analysis, synthesis and analogy), general scientific (comparison), and specific methods of cognition (statistical method, typology method). As a result of the structural analysis of the state of economic and corruption crime in the Russian Federation and Krasnodar Krai in particular, the specific vectors of its influence on the living standards of the population and accordingly on the economic situation in the country have been determined. The trend in recent years, on the one hand, is characterized by positive dynamics in the form of a decrease in the total number of committed crimes. On the other hand, the proportion of economic and corruption crimes in the structure of the total number of officially registered crimes in Russia is characterized by growth. In addition, the damage caused by crime types under analysis also grows annually. This negative trend of illegal acts in the economic sphere damages the entire organizational and managerial activity of the government and negatively affects the state of national business. On the basis of the results of the study, specific measures which prevent economic and corruption crimes are proposed, the use of which will help to achieve the necessary level of economic security of Russia as a country with a well-developed infrastructure and an attractive socio-economic climate. Besides, the use of these measures will contribute to the normal functioning of the government machine and achievement of a high level and standard of living of the population.

The article deals with the impact of external labor migration on the balance of the labor market in the Russian Federation. The main emphasis is placed on the need to monitor the migration situation and taking timely "migration" measures by the Government of the Russian Federation based on its results. The migration component is presented in strategic planning documents and correlated with the socio-economic development of the Russian Federation. At this moment, against the background of the current unfavorable epidemiological situation caused by the spread of a new coronavirus infection (COVID-19), the Government of the Russian Federation is taking a number of measures to prevent the spread of COVID-19, including those in the field of migration. The article analyzes the current measures preventing departure of labor migrants staying in the Russian Federation and other categories of foreign citizens who have arrived for the purposes other than work in the "shadow sector" of the labor market. It shows the present state of external labor migration by analyzing statistical and informational data, as well as possible risks in the implementation of social and labor relations. Sectors of the economy have been identified that may experience a shortage of labor resources as a result of the implementation of measures to prevent the spread of coronavirus infection. Dependence of the sphere of external labor migration on macroeconomic, international and political factors is stated. Particular attention in the article is paid to the institute of highly qualified specialists (HQS). The need was expressed to improve the procedure for attracting foreign citizens to work on the territory of the Russian Federation as HQS, to set additional criteria for their selection, to introduce an advance payment of income tax on HQS and to increase employers' liability for violation of the established procedure in this area, including the need to diversify control mechanisms for employers who attract foreign citizens as highly qualified specialists.

The subject of this research is the support measures provided by the government Russian Federation for self-employed citizens who fall under a special tax regime “tax on professional income” in the conditions of the spread of the new coronavirus infection (COVID-19). The experiment of implementation of a special tax regime and the adoption of measures to support self-employed population in the time of pandemic plays an important role for the Russian economy. Legalization of activity of the growing number of self-employed citizens is the indicator of awareness and the manifestation of legal culture of the Russian population, and support provided by the government testifies to their participation in well-being of the population. Successful accomplishment of the set task is reflected in the statistics – as of December 31,.2020, the number of self-employed population amounted to 1,603,638 persons, while in the beginning of the pandemic it was 563,722 persons across the Russian Federation. The authors determine the two types of state support measures: general measures for businesses and the self-employed; as well as special measures intended solely for the self-employed. The application of systematic, formal-legal, comparative-legal, and structural-functional methods, allows examining the state support measures for the self-employed within the framework of implementation of the economic function by the government. Analysis is conducted on the actual statistical data and recent amendments to the legislation. The scientific novelty and practical importance of this work lies in comprehensive examination of the key measures of provided by the government of the Russian Federation for self-employed citizens in the time of COVID-19 pandemic, as well as in comparative analysis with the measures provided in foreign countries. Special attention is given to the comparative analysis of state support measures in Russia and Germany.

Существует взаимосвязь между здоровьем населения страны и экономическим, политическим ростом, демографической ситуацией в стране, что признается и медицинской и экономической науками. На сегодня, улучшение демографической ситуации в Российской Федерации является одной из приоритетных задач государства. С каждым годом рождаемость снижается, женщин фертильного возраста становится меньше, число заболеваний репродуктивной системы растет, происходят изменения в нравственных и семейно-брачных отношениях. Все это оказывает негативное влияние на демографическую ситуацию в целом. Для решения этой проблемы правительство Российской Федерации реализует национальные проекты «Здравоохранение» и «Демография», направленные на устранение демографических проблем. По словам заместителя Председателя Правительства Российской Федерации, куратора национального проекта «Демография» Татьяны Голиковой, «Демография» - важнейший национальный проект. Весь комплекс его мероприятий направлен на достижение главной государственной задачи - «Сохранение населения, здоровье и благополучие людей». Данное направление позволит обеспечить эффективное социально-демографическое развитие, и положительно повлияет на социально-экономическую ситуацию в стране. Результаты исследования, представленные в статье, позволяют определить мероприятия по улучшению демографической ситуации в стране, оценить уровень рождаемости, смертности, естественного прироста, младенческую смертность There is a relationship between the health of the country's population and the economic, political growth, demographic situation in the country, which is recognized by the medical and economic sciences. Today, improving the demographic situation in the Russian Federation is one of the priority tasks of the state. Every year the birth rate is decreasing, women of fertile age are decreasing, the number of diseases of the reproductive system is growing, and there are changes in moral and family-marriage relations. All this has a negative impact on the demographic situation as a whole. To solve this problem, the Government of the Russian Federation is implementing the national projects "Healthcare" and "Demography", aimed at eliminating demographic problems. According to the Deputy Prime Minister of the Russian Federation, the curator of the national project "Demography" Tatyana Golikova, "Demography" is the most important national project. The whole range of its activities is aimed at achieving the main state task - "Preservation of the population, health and well-being of people". This direction will ensure effective socio-demographic development, and will have a positive impact on the socio-economic situation in the country. The results of the study presented in the article allow us to determine measures to improve the demographic situation in the country, to assess the level of birth rate, mortality, natural growth, infant mortality

The purpose of this study was to determine the role of public policy in creating a favorable environment for the development of the national economy and improve social and economic well-being through the creation of a safe and convenient transport structure. Special attention of the authors is drawn to the Decree of the government of the Russian Federation of 22.11.2008 No 1734-R "On the transport strategy of the Russian Federation". The purposeful value of the above mentioned by-law is considered. As an indicator of the quality of transport services "Transport strategy of Russia until 2030", it assumes a steady increase in transport mobility of the population of the Russian Federation, as well as the integration of the Russian transport system into the international one. The results of forecasting of some key indicators of the Transport strategy are presented. Since the implementation of the strategy was actually launched back in 2009, it is already possible to judge the achievement (or, more precisely, the lack of achievement) of the criteria considered. It was found that there was a close link between the quantity of goods carried and the quantity of goods overloaded the net financial result and some other indicators. Feedback was identified between the same trait under study and the wear and tear of fixed assets. Thus, knowing the factors that have a direct impact on the result, you can manage it. And the achievement (or non-achievement) of the target indicators becomes an elective parameter influencing firstly on the variant of the development scenario (basic or innovative), and secondly, on the social and economic situation of the studied region. The main task of the state in the sphere of functioning and development of transport system of Russia.

The goal of this research consists in determination of impact of the Progress Party (Norway) and the Danish People's Party upon the policy of their national governments with regards to Russia. The Progress Party used to be member of the Norwegian government coalition from 2013 to 2020, while the Danish People's Party supported the Danish coalition governments from 2015 to 2019. The analysis of the origin, ideologies, political agenda, and policy of the parties give a more accurate explanation on their position towards Russia, as well as defines the level of their political willpower in influencing the government policy thereof. Research methodology is comprised of content analysis used in examination of the official documents of the Progress Party and the Danish People's Party, comparative analysis used in considering political programs of both parties, as well as various election results and other corresponding data. The conclusion is made that both parties have considerable impact upon the state policy of their countries with regards to the Russian Federation. Moreover, both of them demonstrated no political interest in making Russia the key vector in their foreign policy programs. Being neither of Russophile nor Russophobic nature, their presence in the government did not become the reason for deterioration or improvement of relations with Russia.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation. Introduction. Throughout the existence of the Russian Federation, its economy is constantly being shaken by crises, and the year 2020 was no exception, when the Covid crisis broke out in the country, as a result of which service enterprises were badly affected. In this regard, we believe that assessing the impact of the current crisis on small and medium-sized businesses, as well as analyzing state support measures, is an urgent and timely task being solved by economic science. Theoretical analysis. Around the world, small and medium-sized businesses are the backbone of the economy, since in developed countries their share occupies more than 80%. The increased attention and demand of this sphere is due to their high adaptability to crisis situations, as well as the involvement of a significant number of employees in the business. As for Russian realities, in the early 1990s, the demand for this type of enterprise was insignificant, due to the legacy of the Soviet Union in the form of large monopolies, but in the process of transformation and the transition to the digital economy, the country’s government is forming infrastructure aimed at supporting this sector. Empirical analysis. The response in developed countries of the world (USA, Germany, Italy, UK) to the Covid-19 crisis was the support of entrepreneurs in the form of interest-free lending, deferral of loan and leasing payments, and employee benefits. In Russia, on the one hand, the rescue package was close to the world one, but in fact many entrepreneurs were unable to take advantage of them, due to high bureaucracy and a weak regulatory and legislative framework. Results. The Covid crisis has largely struck the Russian service sector, as a result, more than 3 million entrepreneurs are on the verge of closing their businesses, and some have already become bankrupt. The negative factors that aggravated the situation were also: a decrease in real incomes of the population, a decrease in oil prices and economic sanctions against Russia. As a result of a circumstances combination, the economy plunged into crisis and the Government of the Russian Federation was forced to develop measures aimed at maintaining small and medium-sized businesses, but these measures are not enough and enterprises continue to close. The only positive point is the transition of most enterprises to an online format, which brings the country closer to the digital economy.
