The collection of materials of the IV all-Russian scientific and practical conference «Modern trends in museums and museology» presents reports of employees of Russian research institutes, leading museums of the Russian Federation and the Republic of Belarus, the Republic of Kazakhstan, teachers of higher educational institutions, representatives of cultural institutions. They reflect a wide range of topical issues related to the development of the theory and practice of Museum business in modern conditions at the international, national and regional levels. Important attention is paid to socio-cultural practices for the development of historical and cultural heritage, digitalization of the Museum sphere and its adaptation to the conditions of the pandemic. This article is dedicated to the analysis of Plato's work “The Republic” in the context of the genesis of project mentality  and project activity as the anthropological outcome that goes back to the early cultural states and primary personality-oriented ancient practices. The author shifts to the plane of historical-cultural retrospective of the origin of the phenomenon of project mentality with the objective vicissitudes of its genesis. An attempt is made to reflect on this process, examine and clarify certain moments associated with the prelude and dynamics of the development of project approach towards organizing modern reality. The author substantiates the original perspective on interpretation of Plato's “Republic” as the early typical example of proto-project mentality formed in the depths of ancient cultural practices. Project mentality is a promising vector of the existence of culture, the so-called matrix of personal fulfillment of a significant part of our contemporaries. The author believes that Plato's work “The Republic” should be recognized as one of the very first examples of proto-project due to the presence of a wide range of typological attributes of design. The conclusion is made that in accordance to most parameters, Plato's work “The Republic” falls under the concept of “project activity”, as it features majority of the aspects of sociocultural design.

Failure of public services has been a vividly debated topic in both theory and practice of public administration. Surprisingly, only a handful of scholarly papers have empirically examined the failure management practices and provided any useful tools and techniques for managing the failure. The aim of this paper is to explore the ways in which central government administration manages the failure and how it affects the quality of their services. The study collected 568 responses from the political appointees and career civil servants across a wide range of ministries and central government agencies in the Republic of Serbia. The results indicate that the analysis of failure plays a pivotal role in the learning process and ultimately leads to the improvement of public service quality.

On April 21—23, 2021, the Russian State Library (RSL) hosted the International scientific and practical conference “Rumyantsev Readings”, which is one of the largest annual library events. The conference traditionally raises issues of preserving and studying the world cultural heritage, promotes intercultural interaction. In 2021, it covered a wide range of issues of theory and practice of library science, bibliography science, and bibliology. The participants are specialists of libraries of all levels, from federal to municipal, and various departmental subordination, museums, archives, higher educational institutions and research institutes from 19 regions of Russia, as well as from the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Lithuania and the Republic of Uzbekistan. Broadcasting of the meetings, as well as holding a number of sections and round tables both in face-to-face and zoom-conference format, significantly increased the audience coverage. The Rumyantsev Readings attracted the highest number of remote participants (2,427 connections), that determined the relevance of the conference in modern conditions. Three hundred and one participants attended the conference personally.The rich program included a plenary session, 13 round tables, seminars, and sections. The following sections were organised at the Rumyantsev Readings: “Library in the modern world: accessibility in the period of restrictions”; “Information and bibliographic activity: theory and practice”; “Collectors, researchers, curators. Libraries and museums in the context of history”; “Art Publications in the collections of libraries. Creation, existence, study”; “Specialized collections (printed music and maps) in the library holdings”; “Manuscript sources in the collections of libraries”; “Rare books and book monuments”; “Theory and practice of library science”; “Library classification systems”. As part of the pre-session meeting of the 32nd Section on Library Management and Marketing of the Russian Library Association, there was a round table “Social networking activity of libraries: how to record and report (methodological approaches and solutions)”. There were also the following events: a round table a “The Register of book monuments: government database of recording and registration and scientific research resource”, an expert session “Actual problems of formation of digital competencies of learners in the library and information sphere” and a scientific and practical seminar “Actual heritage” devoted to the 150th birth anniversary of L.B. Khavkina. The publishing house of the Russian State Library “Pashkov Dom” has released the conference proceedings.

All-Russian Scientific Conference with international participation “Constitutionalism: national and supranational dimensions” devoted to the 95th anniversary of V.A. Tumanov was held on the 20 of October 2021 in the Institute of State and Law of the RAS. It was attended by 52 doctors and 32 candidates of science who represented four foreign countries, 14 constituent entities of the Russian Federation, 31 research institutes and universities. During the memorial part of the conference his friends and colleagues, who worked with him in different years, shared their memories about V.A. Tumanov. The participants of the conference also discussed a wide range of problems, to this or that degree connected with the scientific interests of V.A. Tumanov: teleological aspects of constitutionalism, universalization of constitutional principles and preservation of the national constitutional identity, evolution of the federalism and local self-government, development of the constitutional review and ensuring of human rights and freedoms

A brief information review of the 16th International Exhibition of Testing and Measuring Equipment «Testing & Control» and the 19th International Exhibition of Non-Destructive Testing Equipment «NDT Russia» which took place from October 22 – 24, 2019 at the Crocus Expo IEC in Moscow is presented. Russian and foreign manufacturers and suppliers demonstrated a wide range of equipment in the following areas: testing equipment, measuring and metrological equipment, equipment for production control, machine vision, equipment for non-destructive testing and technical diagnostics, equipment for laboratory control, diagnostic and monitoring systems. The All-Russian Scientific Conference “Measurements. Tests Control” was held simultaneously with the exhibitions. It was devoted to methods, tools, metrological support of research, testing and operation of products in various industries.

The initiator of its carrying out was made by the Institute of biology Komi SC UB RAS (Department of flora and vegetation of the North) in cooperation with the Ministry of natural resources and environmental protection, Management of Rosprirodnadzor in the Republic of Kazakhstan, the Komi branch of Russian Botanical society.

The Conference was organized by the Northern Flora and Vegetation Department of the Institute of Biology Komi SC RAS with support of the Ministry of Industry, Natural Resources and Transport of the Komi Republic, The Federal Supervisory Natural Resources Management Service in the Komi Republic, Komi Branch of Russian botanical society and Russian Foundation for Basic Researches (project No17-04-20591). The aims of the Conference were to discuss and generalize the results of study of plant and animal world and soils of the Far North, to expand scientific contacts between specialists and to outline a program for further researches within the Arctic sector of Russia. The Conference was attended by 256 participants from 65 scientific and environmental organizations and educational institutions from 27 cities of the Russian Federation. 74 oral lectures (including 13 plenary ones) and 10 poster presentations were made at the Conference. Their main topics were the various characteristics of the biota and ecosystems of the Far North: the diversity, structure and dynamics of vegetation, its classification and cartography; cryptogam and vascular plant floras, lichen- and mycobiota, animal populations; rare species and communities; national protected areas; soils and their role in the functioning of the terrestrial ecosystems. Three panel discussions were held at the Conference: the overview and analysis of available information on the vegetation of Russian Arctic and the prospects for the realization of a collective monograph on its classification; the relevance of a full-scale assessment of changes in Arctic ecosystems under different scenarios of global climate change; the issues of environmental education in the northern regions of Russia. The Conference recommend to: 1) start preparation and publication of the book about the classification of Russian Arctic vegetation; 2) organize work on the standardization and archivation of relevés of the Russian Arctic vegetation in form of web-archive open for wide range of users; 3) develop international cooperation on the inventory of biological diversity, monitoring and protection of Arctic ecosystems; 4) intensify the work on creating new protected areas in the subtundra forests area at the Northeast European Russia; 5) The Government of the Republic of Komi to develop and approve an interdepartmental plan for the implementation of the Concept of Environmental Education and Public Education in the Komi Republic for the period up to 2025, approved by the Decree of the Government of the Republic of Komi of December 29, 2016 No. 570-r; 6) The Ministry of Natural Resources and Environmental Protection of the Komi Republic should a) initiate the development of the Development Plan for the Komi Republic’s protected areas in 2018–2022; b) together with FSC Komi SC, UrB RAS, develop a draft monitoring system for protected areas at the regional level and include relevant measures in the State Program of the Republic of Komi «Reproduction and use of natural resources and environmental protection»; 7) Institute of biology Komi SC UrB RAS up to the end of 2017 should publish the Conference Proceedings Book with a circulation of 200 copies; 8) organize the IV Russian scientific Conference «Biodiversity of the Far North ecosystems: inventory, monitoring, protection» in 2021. The participants noted the high level of the researches carried out by the scientists of the Institute of Biology Komi SC UrB RAS and expressed gratitude to administration of the Institute and to Organizing Committee for the high level of the Conference organization.

The 8th Readings devoted to the memory of Ekaterina Galkina (so called “Galkina readings”), a traditional enlarged meeting of the Mire Science Panel of the Russian Botanical Society (RBS), took place on February 2–3, 2017, at the V. L. Komarov Botanical Institute of the Russian Academy of Science. It was dedicated to World Wetlands Day, the 120th anniversary of E. A. Galkina, the 80th anniversary of her publication “Airplane Use in Plant Geography Studies”, and 80th anniversary of remote sensing studies of peatlands in Russia. The tradition to name the enlarged meetings of the RBS Mire Science Panel held in early February and dedicated to World Wetlands Day (February 2) as “Galkina Readings” began in 2007 with a celebration of the 110th anniversary of Ekaterina Alekseyevna Galkina. The number of meeting participants and talks have been growing ever since, with the most spectacular changes having occurred in the last two years. In 2017, the meeting enjoyed 63 representatives of 23 organizations, who delivered 36 talks. The abstracts of all talks, including four that were not presented due to the absence of the speakers, were published in the Proceedings. It was the first meeting where participants represented such a wide range of Russian regions, from Kaliningrad to Magadan. A list of research issues discussed at the meeting grew as well, with soil science and entomology having complemented traditional plant geography, hydrology, peat science, and bryology. For the first time, representatives of five strict nature reserves and national parks took part in the meeting. Following this trend, the format of “Galkina Readings” should be changed to a three-day conference instead of a two-day meeting. As soon as next year, international colleagues will be invited to participate in the meeting.

Aim. The presented study aims to improve the theoretical and methodological approach to assessment and to develop practical recommendations for improving the performance of metal trading enterprises.Tasks. Based on a study of the essence of the concept of “performance” and assessment models, the authors develop methodological provisions for assessing the performance of enterprises; investigate industry-specific features and factors affecting the performance level of metal trading enterprises; develop a comprehensive methodology for assessing the performance level of enterprises in the metal trading industry; test the developed methodology on metal trading enterprises in the Republic of Crimea; identify potential directions for improving the performance of the analyzed group of enterprises.Methods. This study uses a wide range of general scientific methods: induction and deduction, abstraction, analysis and synthesis, modeling, systematization of theoretical and practical material. Analytical, graphical, and statistical methods and the method of comparative economic analysis are applied. The research methodology is based on the key provisions of the theory and practice of financial and economic analysis of enterprise activity.Results. The problem of ensuring the performance of an enterprise essentially comes down to increasing economic results per cost unit. At the same time, among the existing assessment models, the management model provides the most comprehensive accounting of various aspects of operation. The main aspects for assessing the performance of enterprises include the application of a dialectical approach, compliance with certain principles, and the sequence of implemented actions. The conducted analysis of factors affecting the performance level of metal trading enterprises reveals the most negative factors: decreasing purchasing power, increasing tax burden, non-market competition, and underdeveloped industrial infrastructure. This study presents a comprehensive methodology for assessing the performance level of metal trading enterprises, the idea of which goes back to the “performance pyramid” model for analyzing and evaluating operating results developed by K. McNair and is supplemented with a system of key indicators. The proposed methodology is tested on actual enterprises in the Republic of Crimea, and recommendations for increasing the achieved level of performance are formulated.Conclusions. The developed assessment methodology is based on the idea of performance as a pyramid, the volume of which reflects the level of performance; the sides of the base are key indicators showing the state of various aspects of the enterprise’s operation; the base area is the current potential of the enterprise formed by its activities; the pyramid’s height is the position of the enterprise in the market. The integrated index calculated based on the methodology makes it possible to assess the current performance level of the enterprise in accordance with the conventional assessment scale and to develop a list of the most significant measures for improving it.

The article examines the state and prospects for the development of relations between Kazakhstan and Great Britain. Before British Brexit, cooperation between the two countries was carried out both on a bilateral and multilateral basis. At present, the interaction of the two independent states has reached a high level and is characterized by a wide range of relations in various fields. The priority sectors are energy, exploration and production of minerals, transport and communications, as well as the financial and banking sector. It is indicated that the UK is an important trading partner of the Republic of Kazakhstan and one of the largest investors. In recent years, cooperation in the field of health care, science and culture has become very significant. It was emphasized that consulting and financial services occupy a special place in the relations between the two countries. Thus, the work of the Astana International Financial Center is based on English law and the British have been invited as arbitrators. Some lull arose in connection with the coronavirus pandemic, however, the parties agreed to further continue and deepen cooperation in all areas
