The article investigates an important stage in the development of Azerbaijan bibliography at the end of XIX - the beginning of XX century. It was a period of rapid development of book publishing, periodicals issuing, development of scientific and professional societies in Azerbaijan. All that processes were accompanied by the development of bibliographic activities. In the latter half of the XIX century there took place intensive accumulation of Oriental manuscripts and printed sources in the Russian cultural centers, particularly in St. Peterburg, Moscow and Kazan. A lot of valuable culture and art objects came to Russia from Azerbaijan. Despite the significant advance in the development of bibliographic resources of Azerbaijan, the work on their formation did not become a systematic activity. It was caused primarily by the lack of state policy in that area. There was also lack of the potential personnel, engaged in library and bibliografic activities at the professional level.

Pochaivska Lavra was one of the largest cultural centers in the XVIII - the first third of the XIX century. Pochaivs’ka Lavra Printing house, after the printing house of the Kyiv-Pechers’k Monastery, was one of most powerful publishing center in the Ukrainian lands. Until the end of the XVIII century it published about 250 editions in Cyrillic and about 200 editions in Latin and others languages. At present, relevant is unbiased and objective coverage of all aspects of the activity of the Pochayivs’ka Lavra at the period of the Basilians as the least studied and on the other hand as the most productive period, especially in the book publishing process. The purpose of this article is an attempt to determine the role of the Pochayiv monastery as the center of the unification of Ukrainians, analyzing the repertoire of the Pochayiv publishing house at the 18th and the beginning of the 19th century, the language of publications, their design and contacts with other publishing houses. It is concluded that the most productive activity of the Pochayiv printing house was Uniate period - XVIII - beginning of the XIX century. The typical features of the printing industry of this time were: a diverse repertoire of books that included the spiritual and secular literature of various Christian confessions, original and translated works of religious moralistic content, multilingual editions, and their high artistic level. The activity of the Pochayiv Assumption printing house extending beyond narrow confessional boundaries. Like the Kyiv editions were used not only by the Orthodox, but also by the Catholics of the Byzantine rite, the Pochaiv books and engravings spread among the Orthodox population of Ukraine. The undoubted merit of this cultural and spiritual center was that it continued the tradition of printing Ukrainian-language publications in conditions where the Kyiv- Pechers’ka printing house was deprived of such a possibility under the pressure of decrees of Russian secular and church authorities. The Pochayiv printing house maintained close contacts with other publishing centers - both Uniate and Orthodox. This is evidenced by the active using and reprint of their publications in Pochaiv. Despite the different denominations, there were close contacts between the Pochayiv Uniate and Kyiv-Pechers’k Orthodox printing houses. This testified to the spiritual unity of Ukrainian lands besides state borders, religious and administrative barriers of secular and church authorities.

In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

The article is devoted to the scientific problem of theoretical elaboration and contextualization of immersive environment realized in the physical space of a gallery or museum, in VR and on the new virtual platforms on the Internet, as well as in hybrid space, in the augmented and mixed reality of the 21st century. The aim of the research is to identify the peculiarities of the formation of the immersive environment and of the practices of VR and AR projects creation in Ukrainian contemporary art in recent years. The task is to elaborate the theoretical bases of the development of immersive environments and VR, review and analysis of projects that use the digital technologies in order to create an immersion and AR. The methodology of the study consists in theoretical and field research of immersivity and in the author’s experiments development. The main method is a comprehensive and systematic approach to the development of the theory of virtuality, visual and photometric methods, analysis of concepts, spatial structure and technological features of online VR platforms and artistic realizations. The concept of sensorium is involved, which describes the feeling, perception and interpretation of information about the world around. The peculiarities of creating immersive environments in physical space in the projects «MetaPhysical Time-Space», «Refraction of Reality», «Living Energy» were explored (to be included into the national art discourse), as well as in VR in the frame of VR-festivals, such, as Carbon Media Art Festival, «Frontier» and «Virtuality» that serve as a testing ground for the development of new technological art. The possibilities of new online VR platforms, such as Mozilla Hubs, WebXR, AltspaceVR, artspaces.kunstmatrix, Cryptovoxels, Transmadatac Virtual Museum, are analyzed. The practice of creating VR projects on platforms on the Internet: Artefact Chornobyl 33 and Artefact Chornobyl + MADATAC, «VR Collider» and «Genesis» are considered as case study. Drift from immersive environments in physical space to virtual reality has been detected. The multi-vector nature of AR projects and different types of connection with book publishing, public art objects, contemporary sculpture and urban practice have been revealed.

In collective scientific work the causes and dynamics of complex and contradictory processes of formation of Russian journalism in the first third of the XIX century are analyzed and the relationship of Russian journalism and literature of this period is studied on the basis of the analysis of publicistic texts of writers in periodicals and rare printed sources. The team of authors also sought to theoretically comprehend and practically study journalism as a special field of literature, to develop new conceptual foundations for analyzing the complex and multi-level interaction of journalism and other types and genres of Russian literature.

The purpose of the article is to study the influences of the Italian vocal school, the traditions of Italian opera performance on the professional development of Ukrainian singers in this period. Methodology. Analysis was carried out on the basis of such methods as historical and chronological to study trends and patterns of Ukrainian music at the end of the 17th – the beginning of the 19th century, analytical – for a comprehensive consideration of the influence of Italian culture on the emergence of opera in East Slavic areas, source – for elaboration and analysis of sources, bio-bibliographic – for studying creative biographies of artists, the method of systematization – for the reduction of all found facts to a logical unity. Scientific novelty. By studying the creative biographies of prominent Ukrainian musicians (M.Berezovsky, D.Bortnyansky, M.Ivanov, S.Gulak-Artemovsky) for the first time the Italian pages of their creative biography were systematized, new facts were introduced into scientific circulation, which allow to clarify the contribution of Italian vocal culture in the development of the Ukrainian opera school at the initial stage of its formation. Conclusions. The interest of the Russian Empire in Western European, especially Italian, opera led to the rapid development of a new era in the history of musical theater in the East Slavic territories. Internships of Ukrainian musicians in Italy, invitations of Italian artists, composers, vocal teachers to the Russian Empire, joint performances on stage with foreign singers give grounds to assert the influence of the Italian vocal school on the skills of Ukrainian opera singers of the end of the 18th – the beginning of the 19th century and laying of the fundamental foundations for the development of the Ukrainian vocal school.

The article conveys some tendencies in the lives of the Chechen people who lived in Grozny in the first quarter of the XX century. The period of the 1900-1914 is characterized by the rapid development of the Grozny economic region, an increase in the number of Chechen workers who were engaged in crafts and trades, and in the number of urban population. The author underlines such aspects of urban socio-cultural development as features of the development of public education, the formation of librarianship, book publishing, and the local nature of cultural activities. The revolutionary events of 1905–1907, February and October of 1917, contributed to the radicalization of the urban environment. Considering military-political, economic and criminal instability, most of the urban Chechens were forced to leave Grozny. The subsequent 100-day battles of the Grozny proletariat with bicherakhists (August-November of 1918) turned the life of the townspeople into harsh trials. The Civil War left debilitating scars. The Soviet power obtained the Grozny oil industry in a ruined state. The new economic policy, in particular, the creation of syndicates, trusts, concessions, led to a revival of the Grozny oil industry.

The rapid development of the information society is characterized by implementation of the concept of e-governance that faces a problem of forming an appropriate leadership potential. An idea of e-governance is not so much a technology of democratic governance, but is an initiative aimed at improving lives of ordinary citizens; therefore, its implementation is, of course, linked to leadership at all levels of the social system and public administration. The strategic direction of the State policy towards the process of implementing e-governance consists of formation of leadership potential of civil servants and officials, civil society and business. However, this prominent task of State policy remains insufficiently attended. The purpose of this article is determination of key areas of State policy for building the leadership potential of civil society, business sector and the institution of civil servants and officials in the event of the establishment of e-governance. The article recommends key directions for the development of regional management in the context of e-governance system that faces the problem of its leadership potential. Accordingly, strategic approaches to the management of organizational changes in public authorities related to the implementation of modern information and communication technologies of e-governance are defined in this article.

The article is devoted to the image of Japan and the Japanese in the book «Unbeaten Tracks in Japan» by Isabella Bird, a famous British traveler, a member of the Royal Geographical Society, an author of a number of works written during her many travels. In April, 1878 the Victorian woman arrived in the Land of the Rising Sun. In the search for the «real» Japan, she made her way through the countryside, in places where no European had ever set foot. The traveler, accompanied by a guide, visited many places untouched by foreigners, including Yozo (Hokkaido). The writer reflected the results of her impressions, observations and research in letters to her sister. They became the basis of her work «Unbeaten Tracks in Japan», which was created later. Throughout the XIX century, the British Empire expanded its borders, seized new territories and sought to strengthen its influence in other countries. For Japan, it was a period of political, economic and cultural upheavals. It was the time of an active clash with a foreign culture and rapid development. The Land of the Rising Sun entered the arena of international relations that, of course, attracted the Europeans’ attention. This article primarily examines Miss Bird’s perception of Japan, her assessment of culture, politics, art, the Japanese’s life, their characters. An important factor is the comparison of the image of «fabulous» Japan, which was created outside Japan, and the real Japan, where the writer traveled.

The purpose. With the rapid development of the information society and information technologies executive authorities of the Russian Federation feel the need for high-quality, prompt, objective coverage of their activities, and for the information support of all areas of public policy, through traditional communication channels and modern media. In this sense, issues of information support of the state policy of the Russian Federation in the field of physical culture and sport occupy a special place. Research methods and organization. The paper focuses on comparative analysis of the most significant authorities in the field of information activities of the Ministries of Sport of Russia and the Republic of Tatarstan. Research results and discussion. The study demonstrated a high level of information coordination between federal and regional executive bodies carrying out state policy in the field of physical culture and sports. At the same time, the study revealed abundance of structural departments responsible for information activities, and the lack of the central body for processing and distribution of information. Conclusion. It is necessary to develop social understanding of a long-term program for modernization of the infrastructure for physical culture and sports in Russia. At the same time, the Ministry of Sport of the Russian Federation and other executive bodies representing state authority should demonstrate their willingness to continue this activity. Today, the Ministry should deliver a wide information anti-crisis campaign in mass media.
