Accreditation is an acknowledgment of the public health center agency, by an independent accreditation agency set by the Minister of Health after meeting the first level health facility service standards to improve the quality of services on an ongoing basis. Puskesmas Bagansiapapi is a middle-accredited puskesmas that will go through a re-accreditation process scheduled for 2020 and is planned to be a pilot health center in Rokan Hilir district. Based on the results of initial interview with Head and Staff of Public Health center, there are some recommendations from surveyors for 2020’s re-accreditation preparation such as policies, infrastructure and human resources. Downstream 2020.This type of research is qualitative descriptive exploratory research with in-depth interviews, observation and document review with the respondents of the quality head, an admin’s leader, an UKM’s Leader, the head of UKP, the Head of Public Health Center and the Internal Health Staff. The results showed that the preparatory policies for accreditation had been implemented well. The facilities and infrastructure in preparation for accreditation have not met Permenkes 43 of 2019 and have not met the needs of the community. Judging from the adequacy of human resources has not met the standard Permenkes No. 43 of 2019 in the form of environmental sanitation workers, health information system personnel, financial administration staff, administrative staff and those needed by medical record health centers and information technology workers.Preparation for Puskesmas Bagansiapiapi accreditation in policy has been well implemented, infrastructure and human resources do not meet standards.

BACKGROUND: The health service referral system is the organization of health services that regulate the mutual assignment of tasks and responsibilities of health services both vertically and horizontally. AIM: The purpose of this study was to determine the appropriateness of referral service operational standards at the Kalabbirang Public Health Center in Pangkajene Kepulauan district. METOHDS: This research method uses a qualitative with a phenomenological. The location of this study is in the Kalabbirang Public Health Center. The informants in this study were the Head of Medical Records Installation, the medical records installation staff of registration, doctors, and nurses. Data collection techniques using in-depth interviews, document review, and observation. The data obtained analyzed using the content analyze. RESULTS: The results showed that the Kalabbirang Public Health Center, no operational service standards were governing the procedures of the Public Health Center when receiving patients to be referred back. In addition, doctors do not explain in full to patients information about the referral. The conclusion of this research is the implementation of the referral system at the Kalabbirang Public Health Center in terms of the requirements for referring to be in accordance with the national referral system. CONCLUSION: We need socialization to understand more deeply about the referral system and equate perceptions among health workers about the referral mechanism in the Kalabbirang Public Health Center.

This study aims to determine the factors that influence BPJS users of the Tiered Referral System in the Work Area of Pokenjior Health Center, Padangsidimpuan City. This research is an analytical research type with explanatory research type. The populations in this study were all BPJS users or patients undergoing health services at the Pokenjior Public Health Center in Padang Sidempuan City with a sample of 98 patients participating in the Health BPJS. Data were collected using a questionnaire and analyzed using the Pearson Correlation test and multiple logistic regression tests. The results showed that there was an influence of BPJS user knowledge (p = 0.007), officer attitudes (p = 0.003), availability of infrastructure and human resources (p = 0.002), and referral information (p = 0.003) to the tiered referral system at Pokenjior Public Health Center. The results of multivariate analysis and modeling show that BPJS user knowledge, availability of infrastructure, and human resources and referral information are the dominant factors influencing the tiered referral system. Thus it was concluded that the knowledge factor of BPJS users, the availability of infrastructure and human resources as well as the referral information had a significant effect on the tiered referral system in Pokenjior Public Health Center, and the availability of infrastructure and human resources was the biggest or most dominant factor affecting the tiered referral system in the work area Pokenjior Public Health Center in Padangsidimpuan City

Background: Ngantang Public Health Center, being a public health center, always tries to apply minimum service standards. Services provided are a form of effort organized to meet community needs. Purpose: The research objective was to explore customer perceptions about the quality of buildings, equipment, human resources at Public Health Center Ngantang. Methodhs: The design used in this research is a qualitative descriptive study with a case study design, which describes customer perceptions about infrastructure; quality of buildings, equipment, human resources at the Public Health Center Ngantang. The sampling technique of this research is purposive sampling technique. The informants in this study consisted of 21 people, namely 5 BPJS PBI, 5 General, 5 Independent BPJS and 6 patient companions as triangulation informants. Data collection techniques using observation, interviews and documentation. Results: The results of the research on customer perceptions about the Public Health Center Ngantang building are the contours of lands prone to landslides, adequate parking facilities, unsafe security facilities, building components and materials are good enough, facilities for persons with disabilities and the elderly are incomplete, consumables are not yet available, furniture is less structured, human resources or labor lack of sympathy and empathy. Conclusion: By conducting this research, it can be used as a reference for Public Health Center Ngantang in improving the quality of infrastructure. consumables are not yet available, water furniture is less structured, human resources or labor lack sympathy and empathy. During of January 2015 Dengue Hemorrhagic Fever (DHF) took place in 37 County city in East Java province, which the number of cases were 3136 and mortality rate were 52 cases. Surabaya reached 59 cases of DHF. The number of Larva Free Index in Tanah Kalikedinding Public Health Center bas around 86–88.7% in 2015, so haven’t reached the specified target which is 95%. One of the activities conducted to improve Larve Free Index was performing Periodic Larva Inspection of houses. Therefore, need to evaluation the implementation of Periodic Larva Inspection of houses included implementer, activities, time of implementation, reporting, and instrument of Periodic Larva Inspection. The Research design observational with study evaluation by descriptive.Technique of collecting data were included interviews, and documents collected. Analyze data by compared data obtained with the existing regulations and guidelines. Evaluation of implementer were in accordance with the regulation. However, if possible have to do advocacy for human resources addition from outside the posyandu cadres and dasawisma groups. Activities aspect underway in accordance with the guidelines. Time of implementation by Larva Monitoring Mother appropriate to standard, while it by Public Health Center offi cers more routine because it is adapted to conditions.Reporting aspect was in accordance with the regulation. Instruments that carried when implementation were accordingly. However, need to use Larva Card in each houses/buildings to facilitate the Inspection and data collecting. In addition, can be apply the Larva Free Village Contest to motivate cadres and citizens.Keywords: DHF, evaluation, larva, Periodic Larva Inspection.

The crucial problem of Health Human Resources currently facing is the number, distribution, and quality of health workers. Therefore, it is necessary to take concrete steps in addressing the challenges of this problem by meeting the availability of quality Health Human Resources according to needs, distributed fairly and evenly, and utilized efficiently and effectively. The focus of this research is how the planning of needs, realization and optimization of health human resources at the UPT Puskesmas in Blitar district. This type of research is quantitative qualitative with a case study approach. The results of this study illustrate that in running the public health center program still varies  Adequacy of availability of health human resources that are less than ideal, both strategic and non-medical personnel. The planning mechanism for health human resource needs is carried out periodically once a year and used as a proposal report to the Health Office. Development planning still has obstacles due to lack of understanding of the manager program and there is no standard format yet. As an effort to optimize health human resources at the UPT Puskesmas, efforts were made to maximize the existing health human resources by giving multiple assignments and several strategies carried out by the head of the UPT Puskesmas in Blitar district. The realization of the planning for calculating the need for health Human Resources made annually from the UPT Puskesmas as a report to the Health Office has been realized, although not yet fully.

ABSTRACKMalaria remains a health problem in the world. In Indonesia, malaria is one of the causes of the outbreak  in the province of East Java. Pandean is a public health center thatcounted for large numbers in cases of malaria in Trenggalek. Although Pandean public health center has conducted treatment of imported malaria, the cases are still high. The purpose of this research is to analyze the role of officers in the implementation of discovery and treatment program of imported malaria, including the availability of human resources, training, knowledge and understanding of the auth. This research is a descriptive observational research. Respondents in the study were 8 people, including Program Managers Of Malaria, 2 Microscopic and 5 JMD in Pandean public health center area. Data retrieval was implemented with interviews against the respondents and secondary data searches in  Pandean. The results showed they have the good availability of human resources, but there is no the head of JMD yet. Officer of the discovery and treatment of malaria have had a good knowledge, they have received training, and also have a good working understanding of auth, malaria program officer Role has been good, but they need to keep the improvements including recruitment of the head of JMD to avoid duplicate tasks so that the control of imported malaria can run optimally. Keywords: Malaria import control, The role of officers, Public Health Center

Public health centers are the spearhead in the implementation of health services in Indonesia. Public health centers are the first level facilities that seek promotive and preventive services to achieve health status. The provision of health services must be supported by adequate health personnel to support the functioning of the community health center. In accordance with its function, public health centers must have at least five promotive and preventive personnel, namely laboratory, pharmaceutical, nutrition, public health, and sanitation analysts. The availability of health human resources (HRH) for public health centers, especially laboratory analysts, nutrition, public health, and sanitation, is still not evenly distributed in the Jember district health centers. HRK planning in Jember Regency is still focused on medical personnel. This research is an exploratory research with a qualitative approach that aims to determine the HRH planning process, especially the promotive and preventive public health centers. The informants in this study were the head of the public health center administration as part of staffing and additional informants, namely analysts, nutrition, public health, and sanitation staff. Based on the results of the study, public health centers still need personnel such as analysts, nutrition, and sanitation. The results of interviews with informants indicated that the community health center did not have a special HRH planning team. In the planning process, the community health center only carried out an analysis of the HRH needs and then submitted them to the Health Office which had an important role in the planning process to meet the HRH needs of the community health center. As an executor, the community health center can only accept the applicable policies. Public health centers cannot do their own recruits because of budget constraints. This is one of the obstacles that hinders community health centers in HRH planning. Another obstacle in the planning process is waiting for a decision from the Health Office to meet HRH needs and the use of forecasting methods that are not yet clear. Referral health is changing authority and responsibilities in reciprocal , both horizontal and vertical synchronization and structural and functional on the disease or problem. Based on data obtained from Health Sosial Security Organizer that the number of non-specialist outpatient referrals for sosial Security administrator participants in the Public Health Center Reaching Downstream I falls into the unsafe zone. This is because the number of referrals exceeds the predetermined target, which is 5.95% while the achievement target is 5%. This will affect the performance and service of the Puskesmas itself. The purpose of this study was to find out how the evaluation of the implementation of the Sosial Security Administrator program, especially in the non-specialist outpatient referral system for BPJS participants in the Public Health Center of Rambah Hilir I in Rokan Hulu Regency in 2018. The results of the study found that the availability of human resources is still lacking and not evenly distributed, the facilities and infrastructure are still incomplete, medicines are still not available, the outpatient referral is in accordance with the referral flow but there are still many references from the patient's own request. Follow-up has been done by the Public Health Center in the form of socialization to across sectors and communities. The conclusion of this study is that the availability of human resources, infrastructure and medicines at the Public Health Center is downstream I not in accordance with Minister of Health Regulation Number 75 of 2014 concerning Public Health Center, there are still many that need to be equipped and provided at Public Health Center of Rambah Hilir I. <p><strong>Abstrak</strong></p><p><strong>Latar Belakang : </strong>Prevalensi Hipertensi di Indonesia semakin meningkat mencapai 25,8% pada penduduk berusia 18 tahun keatas.  Amlodipin merupakan salah satu pilihan obat untuk terapi Hipertensi yang termasuk golongan Calsium Channel Blocker (CCB). Penggunaan obat antihipertensi sendiri merupakan salah satu faktor risiko yang menyebabkan sindroma mata kering.</p><p><strong>Tujuan : </strong>Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan obat antihipertensi terhadap sindroma mata kering pada penderita Hipertensi di wilayah kerja Puskesmas Jagir kota Surabaya.</p><p><strong>Metode penelitian : </strong>Penelitian ini adalah penelitian observasional analitik dengan metode cross-sectional. Subyek pada penelitian ini adalah 48 responden yang didapatkan dibagi kedalam 2 kelompok yakni, kelompok minum obat antihipertensi &gt;6 bulan dan tidak minum obat. Dilakukan pengisian kuesioner DEQ-5 dan pemeriksaan schirmer I.</p><p><strong>Hasil penelitian : </strong>Analisa deskriptif dari tes schirmer I frekuensi sindroma mata kering lebih tinggi pada responden yang mengkonsumsi obat antihipertensi dari pada responden yang tidak minum obat antihipertensi. Hasil analisa statistik menggunakan uji chi-square signifikansinya yaitu sebesar &lt;0,001 atau dapat dikatakan bahwa p&lt;α (0,05), menunjukkan ada pengaruh pemberian obat antihipertensi terhadap sindroma mata kering yang berdasarkan tes Schirmer pada pasien Hipertensi di wilayah kerja puskesmas Jagir  kota Surabaya.</p><p><strong>Simpulan : </strong>Penggunaan obat antihipertensi berpengaruh terhadap sindroma mata kering pada penderita hipertensi di wilayah kerja Puskesmas Jagir kota Surabaya</p><p><strong>Kata Kunci : </strong>Sindroma mata kering, obat antihipertensi, hipertensi</p><p><strong> </strong></p><p><strong>Abstract</strong></p><p><strong>Background: </strong>Hypertension prevalence in Indonesia is increasing to reach 25.8% in the population aged 18 years and over. The use of antihypertensive medication itself is one of the risk factors that cause dry eye syndrome.</p><p><strong>Purpose</strong>: This study aims to determine the effect of the use of antihypertensive drugs on dry eye syndrome in patients with hypertension at Jagir Public Health Center in Surabaya working area.</p><p><strong>Methods:</strong> This study was an observational analytic study with a cross-sectional method. The subjects in this study were 48 respondents found divided into 2 groups namely, the group taking antihypertensive drugs&gt; 6 months and not taking medication. The DEQ-5 questionnaire was completed and Schirmer I was examined.</p><p><strong>Results:</strong> Descriptive analysis of the Schirmer I test for the frequency of dry eye syndrome was higher in respondents who took antihypertensive drugs than those who did not take antihypertensive drugs. The results of statistical analysis using the chi-square test of significance that is equal to &lt;0.001 or it can be said that p &lt;α (0.05), indicates there is an effect of antihypertensive drug administration on dry eye syndrome based on the Schirmer test in hypertension patients at Jagir Public Health Center in Surabaya..</p><p><strong>Conclusion:</strong> The use of antihypertensive drugs has an effect on dry eye syndrome in patients with hypertension at the Jagir Public Health Center in Surabaya</p><strong>Keywords:</strong> Dry eye syndrome, antihypertensive drugs, hypertension
