THEORETICAL FUNDAMENTALS OF FUNCTIONING OF STATE POLICY IN THE FIELD OF INFORMATION SECURITY

The analysis of theoretical bases of development and functioning of the state policy in the field of information security has allowed to come to a conclusion that in domestic scientific circles the research of the given question and problems of perfection of mechanisms of maintenance of safety in information space was engaged by a considerable quantity of scientists, in particular: S. Gorova, N. Grabar, M Gutsalyuk, A. Turchak, J. Chmyr and others. At the same time, it is substantiated that in the science of public administration, today, there is no unified definition of "state policy in the field of security in the information space", because the disclosure of this category in modern scientific thought is not detailed enough. The opinion is substantiated that the state policy in the field of information space security can be defined as a specific complex phenomenon in society, which includes a large number of components of different directions (economic, foreign policy, military, technological and other). In this concept, the activities of public authorities should be aimed at creating favorable conditions for the implementation of state measures to ensure a high level of security in the information environment of the country. The opinion is proved that the state-legal mechanism of public administration in the field of ensuring the security of the information space of the state acts as a holistic system of public authorities and special institutions that outline the legal field in this area and effectively regulate economic, financial, economic and social relations. between subjects in the field of information space security and information data protection. It is noted that the organizational and legal mechanism of public administration in the field of information security of the state provides an opportunity to coordinate the development of regulatory framework in accordance with modern progress and development of information technology in the world, as well as creating an algorithm for public authorities to implement effective state policy in the field of information security of the state, taking into account the necessary resources and by exercising the function of control over their use.

Relevance of the article - security has always been one of the priority issues of state policy, and considering the fact that the defense forces are an inseparable part of state security, the study of their information security is essential. The feasibility of this study is confirmed by the fact that in the current conditions of development of the information society, the information technology of the Ukrainian defence forces must adapt to the current challenges and threats, to ensure proper protection of information of strategic importance to the state and collected, consolidated and stored by the defence forces. The purpose of this article is to identify problems of information security of defence forces in Ukraine, to find ways of their elimination. Formal logical, systemic structural, comparative and legal methods were used to conduct the research. It is stated that by dividing the information space and cyber space, the legislator has laid down legal regulation of protection of the information space of the state. It is understood that the Lithuanian and Latvian forces for combating threats to the information space were consolidated within the structure of the Ministry of Defence.

Modern approaches in the explanation of Ukrainian state policy in the field of labor, as a rule, are based on the constitutional principles and normative-legal acts, regulating a wide range of social and labor relations. The available arsenal of explanations of state policy has different in content interpretations, with the help of which means and goals, aimed at the implementation of state tasks, which are complex in nature and require legal regulation, are denoted. Among the political, economic and social prerequisites for the formation and implementation of state policy, an important place belongs to the justification of the authoritative nature of state activity aimed at the regulation of social relations, among which should be highlighted relations in the field of labor. The essence of state power to implement tasks in the field of labor reveals not only the socio-political significance, but also indicates the presence of administrative and legal filling of certain provisions of legal regulation of social and labor relations, closely related to employment and employment employment of the population, its participation in the creation of the national material base, which is the basis of the social welfare of the population. Political decisions of the state in the field of labor are carried out by public authorities, which use forms and methods of administrative and legal regulation, its mechanism, which in most cases does not contradict the legal provisions enshrined in the Constitution of Ukraine. At the same time, the spread of state policy in the domestic administrative and jurisdictional practice is one of the conditions requiring the study of the nature, features, purpose and application of administrative and legal regulation of relations in the field of labor.

The article notes that information policy is a logical, objective process that has always been and will be relevant in relations between states, regardless of the development of cooperation between them. In other words, the information policy in the field of public administration is aimed to achieve the goals of the state policy of the country both in peacetime and in wartime. In the article, the author reveals the main components of an information policy and gives a definition to each of them. Along with this, the concept of information security of the country is given, which is the result of scientific and technological progress and information integration of the world community. Analyzing the state policy in the information sphere, the author determines in which areas the issues of information security and information warfare are regulated. The main factor characterizing the successful implementation of state policy in the formation of a mechanism for managing various areas of social development is to ensure a constant focus on the consistent and safe development of socially significant values, and to guarantee the strength of public administration. The degree of development of the information sphere is one of the main indicators that determine the strength of public administration and the safety of society. One of the main elements of the implementation of state policy in the information sphere is the information infrastructure, which should be considered an integral part of strategic information resources and important for the defense capability of the state and its information market. Along with this, the article notes that for Azerbaijan, which lives in a war, the issue of developing an information policy in the field of public administration is particularly important. Today in Azerbaijan, the issue of forming a regulatory framework in this area is one of the priority places in state policy. In this direction, the foundations of the legislative framework for ensuring an information policy in the field of public administration are being formed and developed. It should be noted that in recent years many laws, regulatory legal acts have been adopted, various orders have been issued. The article examines the actual problem of the development of the sphere of culture in Ukraine. Today, with the arrival and development of the state and civil society in Ukraine, a new model of state policy is being formed, which requires further improvement of the quality of public administration in the field of culture, its formation, style, methods and legal forms based on modern research. In these conditions, the main task of the functioning of public authorities and management of the sphere of culture, the latter must be solved in cooperation with state institutions, cultural intelligentsia and outstanding cultural figures, is to improve the principles and directions of culture, state policy, which is of great strategic importance for countries to develop and modernize. The aim of the article: to investigate the peculiarities of the implementation of innovative forms and models of state policy in the field of culture in Ukraine, using the best European experience in public administration in the field of culture. The research methodology: to solve the set research tasks, the following methods of cognition were used in the work: analysis and synthesis - to substantiate the need and disclose the essence of the implementation of state policy in the field of culture, as well as to examine the modern legal and regulatory framework of Ukraine, regulating the functioning of this area; structural and functional - to study the organizational structure of authorities in the sphere of culture; comparative analysis - to compare the characteristics of the cultural policy of Spain, Italy, France and Germany. The subject of the research is the peculiarities of the implementation of innovative forms and models of state policy in the field of culture in Ukraine, with the possibility of implementing the best European experience. Therefore, the article actively used the analysis to compare the characteristics of the cultural policy of Spain, Italy, France and Germany. As a result of the study, conclusions were drawn regarding the possible use of diversification of the mechanism for financing the sphere of culture in Ukraine; the creation of cultural centers should be funded by government grants; the creation in Ukraine of functional and regulatory provisions obliging the authorities at the regional and local levels to involve leaders on the basis of an open competition and training in the field of cultural management to create opportunities for the cultural and social development of the state.

The theoretical basis for the formation and implementation of state policy in the field of law enforcement is the justification of its place in the context of the implementation of the function of the state and ensuring the appropriate level of security. The functions of the state are the category that determines the directions of its development and transformation in general and individual components in particular. "The question of the functions of the state remains one of the most important issues in the theory and practice of state formation. They play an important role in the implementation of public policy, because without influencing certain social relations, the state is not able to solve the problems facing it and achieve its goals. A special place is occupied by the political function - fundamental for the implementation of other functions of the modern state "[8, p. 23] The functions of the state are always aimed at ensuring the appropriate level of its security in general and individual elements in particular. Accordingly, law enforcement activity determines both the actual law enforcement function of the state and ensuring the implementation of others related to the implementation of public administration decisions in various spheres of public life. "The study of the functions of a democratic, social, legal state provides an opportunity to reveal its democratic potential and contributes to a deeper understanding of the mechanism of state interaction with other structures of society in solving the most important political, economic, social, cultural, ideological and environmental problems. The solution of these problems largely depends on the effectiveness of the internal functions of the Ukrainian state, their financial, organizational and legal support, deepening political and legal reform, the introduction of European-style democracy "[11, p. 222]. The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. In our state there are a number of complex problems in the field of information security that require urgent and radical solution. That’s why theoretical, methodological and political research of the problem of information security in Ukraine, which is experiencing a crisis phase of its development, is becoming especially relevant today. In order to develop an effective system of national information security, a detailed study of the experience of the leading countries of the world, which carry out effective information protection of their states and citizens, is necessary. Today there are national information security systems that have really proven their effectiveness and structural and functional perfection. Indeed, the successful development of a democratic state and civil society is possible only if the information resources are properly used and the state policy is implemented, which would ensure a high level of national information security. In the modern world, the basic principles and tools for the formation of effective information protection of the national security space have been developed already. At the same time, Ukraine needs to apply adequately the foreign experience of the most successful countries in this regard, correctly transforming it taking into account national specificity and the unique role of Ukraine in modern geopolitics. As an important indicator of the protection of citizens, society and state, information security is an integral part of national security. Therefore, its determination mainly focuses on preventing harmful effects that may result in various information threats, as well as eliminating and overcoming those effects with the least possible harm to society and humans. In this aspect, the study of not only the philosophical and phenomenological and socio-psychological determinants of information security of citizens, but also political and legal resources and mechanisms of protection of the information space of the state in the conditions of the functioning of the global information society acquires a special significance. А content analysis of the notion «information security» as a form of national security aimed at ensuring human rights and freedoms in relation to free information access, creation and implementation of secure information technologies and protection of the property rights of all participants of information activities, includes consideration of possible diversions in this area, especially at the international level. Today there is a situation of incompleteness of formation and fragmentary filling of the information space content of the country and the legislative base in our society. The efficiency of the information weapon itself has increased too quickly due to the rapid information circulation and the spread of information networks. As a result, mass media forms the «mass» person of our time, in turn this fact displaces traditional direct contacts, by dissociating people and replacing them by computers and television. At the same time it gives rise to apathy, uncritical attitude and indifference, it complicates the adequate orientation, causing the social disorientation. Informative safety has the human measuring. Therefore an important role in opposition to destructive external and internal informative influences is played by education of citizens. Her proper level called to provide the state and civil society. An in fact uneducated population easily is under destructive influence of informative threats of the modern global world. Unfortunately, Ukraine, does not have sufficient resources and technologies for adequate opposition to the external threats. Taking into account it strategy of forming of the national system of informative safety of our state can be only the maximal leveling of destructive influences from the side of external informative threats. To the end it is necessary to carry out democratic reforms Ukraine, generate civil society, to provide functioning of the legal state and increase of political and civil culture of population. At the same time it is necessary to bear reformers in a mind, that global nature of informative society predetermines rapid transformation of external threats in internal, converting them into permanent calls which are opened out within the limits of national in a civilized manner-informative and socio-political space. Besides modern global informative systems, mass medias, network facilities do a limit between external and internal threats almost unnoticeable.
