MECHANISM OF STATE REGULATION OF THE ECONOMY: ESSENTIAL ASPECT

The article deals with theoretical questions about the mechanism of state regulation of the economy. The content of the mechanism of state regulation of the economy is revealed on the basis of studying the mechanism of state administration, the etymology of the word "mechanism", taking into account the essence of state regulation of the economy. The issue of improving the mechanism of state regulation of processes related to the country's economy has been resolved, which is impossible without researching the theoretical foundations of this mechanism, determining the appropriate categories of state regulation of the economy. In an unstable economic environment, a special place is occupied by the "mechanism of state regulation of the economy." Without defining its essence, it is impossible to solve the problem of increasing the efficiency of the entire system of state regulation of the economy. This fact is confirmed by the processes aimed at the development of the economic system, which necessitates active regulation by the state. That is, without perfect mechanisms of state regulation of the economy, it is impossible to purposeful, coordinated and rational management of social and economic processes in the country, an appropriate level of organizational and managerial influence on the development of all spheres of state life, sustainable support for the actions of state authorities from various segments of the population.

The background of the development of the model of economic development of Ukraine in the context of social orientation has been analyzed taking into account the interdependent influence of the mechanism of market relations and economic policy of the state. It is researched that the economic mechanism of socially oriented market economy contains organizational structure of production (vertical and horizontal), specific forms of functioning of economic system (state and non-state regulation of the market), as well as a specific institutional base (including its legislative component). The constituents of the economic system are entities formed by large economic entities (eg financial corporations). The authors argue that the economic mechanism of a socially oriented national economy is a complex structure and system of interconnections and includes: a) a system of balanced markets; b) public sector of economy; c) large economic structures that fulfill the regulatory role of the state for the economy as a whole and at the same time increase the market sensitivity to medium and long-term programs of its development; d) public sector administrative and production subsystem; e) system of operative state regulation of economy; e) a budget-balancing system with a powerful core; g) regulatory framework governing mid-market processes. The study states that Ukraine, in rather difficult conditions, produces the parameters of its own national model of socio-economic development for the long term. The country has not yet formulated or implemented an effective model of economic development that would fully reflect its national characteristics and interests and become a macroeconomic basis for effective state regulation It is determined that in the conditions of construction of a new model of the national economy the role of non-governmental and charitable organizations is increasing. The role of non-governmental organizations, which represent one of the most optimal legal forms to assist citizens in solving their common problems, upholding common interests, is a compulsory attribute of the model of socially oriented national economy.

The article is aimed at highlighting the theoretical foundations of state regulation of rural green tourism in Ukraine. Tourism is increasingly playing the role of an indicator of political relations between the states, a stabilizer of partner relations in the international political arena. Therefore, considering the great importance of tourism, the state has identified it as one of the priority directions of development of the national economy and culture, the sphere of realization of rights and needs of man and society, one of the defining components of the socio-economic policy of the state and regions. Today in Ukraine there are a number of problems that do not contribute to the development of the tourist industry, leading to a significant destruction of economic and social relations in the tourism sector. This article reveals the concept of "rural green tourism", as well as the significance of its development for the country's economy. The characteristic of the concept of "state regulation of rural green tourism" is given, and the system of methods of regulation is described. The necessity of marketing research as one of ways to improve the system of management of the rural tourism sector is presented. Formulated conclusions that include ways to develop and improve the state regulation of rural green tourism in Ukraine.

Introduction. The article is devoted to the study of the formation of state records management in the Soviet era. Modernization of records management during this period is connected with the processes of creating and strengthening the Soviet state, namely, the state apparatus of government, the formation of which began after the victory of the Great Russian Revolution of 1917. Modernization of the system of Soviet records management is directly dependent on the speed of modernization of the state administration of the USSR. From the level of development of records management and the development of the regulatory framework, the effectiveness of the work of the state apparatus and individual institutions depends on the formation of a documentary base on the history of society in the form of historical written sources. Materials and Methods. The author applied a historical analysis of the development and reform of the system of records management and workflow the Soviet period. The work was carried out on a significant number of both theoretical sources and the regulatory and methodological base of documentation support for administrative activities; this made it possible to consider the development of records management in the specified period. Results. The study showed that the system of records management, being secondary to the administrative apparatus, reflected not only the level of development of managerial and office culture, but also the modernizing system of government in the country. Discussion and Conclusion. In the process of modernizing the Soviet state records management, rules for drafting and executing documents were developed, rules for the rational management of records management were developed and introduced, the principles of unification, stencilling and standardization were implemented, and methodological support of records management was perfected. The author analyzes the main events in the process of formation and development of state records management and gives a description of the legislation on records management in the Soviet era, which is reflected in government decisions, legislative acts, regulations, etc. Keywords: document, records management in the Soviet period, unification, standardization, state records management, state apparatus

Topicality. The processes of the reforming and transforming of the state administration system in the country, which have been going on for more than a quarter of a century and do not lead to a significant increase in the level of well-being and do not allow to achieve even the values of indicators of socio-economic development of the 1991th year’s level, determine the relevance of the development of conceptual and scientific- methodological approaches to the organization of management system and public administration in the national economy. The main conceptual idea is to determine the direction of further socio-economic development of society and to regulate the transformation of the national economy management system on the basis of the prevalence of the actual significance and effectiveness of the system of state administration over the fact of its functioning for the sake of its own existence.Aim and tasks. The purpose of the article is to determine the conceptual framework for the regulation of transformation processes in the system of public administration and management in order to effectively influence the changes in national economic system and facilitate its restructuring from the raw material type to the economic system oriented on creation of the maximum possible value added.Research results. The interrelation and interdependency of the power and the system of public administration are analysed. It is defined the character and degree of influence of civil society on political and socio-economical processes which take place in the state. The essence of problems of real democratization processes in society reducing and the emphasis on arising threats that are caused by alignment of the reform processes and the failure of the tasks fulfill for the transformation of the economic system are analyzed and solved.The threat of curtailment of the processes of democratization and attainment of objects of radical socio-economical reforms going on in the country are emphasized. The specific measures on forming of civil society as an active state governor and on creation of effective system of public administration and regulation are justified and proposed. The appropriateness and validity of the proposed regulatory measures has been proved.Conclusions. It is established that one of the necessary and priority tasks is to maintain and create conditions for the rise of civil society sprouts in our country and for developed civil society establishment, which will become the basis and the key to successful implementation of the public administration reform, and will facilitate the efficiency of state power, will increase the welfare of the population. It is also necessary to support political will and aspirations of political elites to build an effective national economic system.

The purpose of this research is to analyze the state regulation in Ambon Island, Central Maluku Regency, to analyze the state Regulation after the enforcement of Act Number 6 of 2014 and analyze why the State is positioned as Adat Law on village administration in Ambon Island, Central Maluku Regency. This research is a normative-empirical legal research using secondary data type that covering three legal materials (primary, secondary and tertiary legal materials) and primary data obtained through interviews of respondents and interviewees. The results of this research indicate the first of the existence of government Negeri in the three districts of Leihitu District, Leihitu West District, and Salahutu District at the Central Maluku Regency in its regulation on pre-independence regime retained the original autonomy of the Negeri, but in the post-regime of the Negeri experienced various shifts State intervention is very dominant. Second, the State Regulation on Act Number 6 of 2014 must go through the process of inventory and classification of the existence of the State and determined by the Regional Regulation. Third, the position of the State in the Indonesian state administration system is Adat Law which has the right of autonomy to exercise power as a local self-governing community and local self governing.

The Bulgarian legislator is faced with the challenge and the need to re-evaluate its punitive policy to protect the normal functioning of the economic system. When regulating such a matter, it is necessary to look for a balance of values and interests, as on the one hand there is the public interest requiring a stable and workable economy and on the other hand the private interest requiring certain limits of the state regulation.

Economic transformations have had a significant impact on the systemic foundations of the functioning of regions as components of the state. At the same time, the development and finalization of a science-based approach to the concept of «socio-economic system of the region» is hindered by its multidimensionality and polystructure. The article analyzes and summarizes the scientific works of domestic and foreign scientists in the field of researching approaches to the essence of the regional socio-economic system. As a result of the study, the components forming the regional socio-economic system are identified. Using a systematic approach and analysis of structural elements, the region is considered from the perspective of a social economic system. The author offers definitions of the concepts of «socio-economic system» and «regional socio-economic system». As part of the study, the main objective of the functioning of the regional socio-economic system is defined as the most efficient use of available resources to ensure economic growth and as a result of improving the standard of living of citizens.

Purpose. The purpose of this work is analysis of the notion "state policy" as the relatively new notion of general-theoretical legal science and identification of its relationship with other, more traditional notions of the theory of state and law, as "state authority", "state activity", "state regulation", "state administration". Methodology. The methodology includes complex analysis and generalization of scientific and theoretical material and formulation of relevant conclusions and recommendations. During the research, such methods of scientific knowledge were used: comparative, terminological, functional, historical, structural. Results. It was determined that the notion “state policy” is a cognitive tool of expansion of human knowledge about state policy as complex, multidimensional social phenomena. On the current stage of its development, the theory of state and law attempts to expand the area of scientific cognition of state and legal phenomena, with the new picture of the state and legal world involve new general state and legal categories, among which the notion of “state policy” has to take one of the most important places. In the framework of the categories and concepts of the theory of state and law, it is determined through the relationship of the last with other concepts of general-theoretical legal science, characterizing connection and dependence of the state policy on state authority, state activity, state regulation, state administration. Scientific novelty. In this study, it was determined that characterizing mutual relation, connection, and dependence of the state policy with state authority, state activity, state regulation, state administration, we concluded that some of these categories (state authority, state activity) are primary, original or generic concerning state policy, other - are in relation of intersection, partial coincidence (state regulation), other categories are covered by the concept of the state policy (state administration). State policy is included in the following schematic-concept list: state authority -state activity - state policy - state regulation -state administration. Practical significance. Results of the study may be used in scientific and research activity for the improvement of the scientific ensuring of the state policy, activation of its theoretical-legal, discipline-specific and inter-disciplinary studies; in the educational process - for preparation of educational and educational and methodological materials and use during the presentation (lecturing) of Theory of state and law, constitutional, administrative law, political studies, state administration, and other social and humanitarian disciplines.

The article presents promising means of warfare, based on natural and humanitarian knowledge, substantiates the objective need for Russia to adopt them for protection against external military aggression, prevention and military resolution of international conflicts. The directions for improving both the organizational structure of the armed forces and the entire system of ensuring the national security of the state are shown, and theoretical conclusions and practical recommendations are formulated to the structures of military and state administration.
