<p>The present work presents some transformations that have occurred in Brazil in recent years in the public transparency aspect, mainly in view of the legal structure after the signing of the Open Government Partnership (OGP) treaty. In summary, it exposes beyond the legal apparatus, the growth of the portal of public transparency and the classification of the country regarding the opening of public information, theme of item 2 - Transparency and Open Government. Contemporary literature has addressed the potential of the Internet to broaden the possibilities of bringing together the State and society by providing information on legislative activities and governmental procedures, contributing to a greater possibility for citizens to know and make use of their rights and how to act more actively as a social actor. With the use of Information and Communication Technology, especially after the various legal aspects adopted by Brazil, this public participation has expanded and gained more relevance. Briefly, the opening of public information increases the level of confidence of the administrations and enables the wide inspection of citizens, legitimizing and strengthening the presence of the state and in accordance with constitutional principles.</p>

Public Information Transparency after 1998 reformation has gained momentum since the issuance of Law No. 14 of 2008 concerning Transparency of Public Information. Public access to obtain information owned by the state administrative body does not always run smoothly. The role of the Administrative Court as a Judiciary that guarantees the upholding of Good Public Order Principles, especially the principle of public transparency, was tested. This article will discuss the extent of the role of PTUN in disputes over requests for public information, which in the process will also discuss the part of the Public Information Commission in requests for public information in terms of authority and competence. As a conceptual article, the conclusion that can be drawn is that the state administrative dispute procedure needs to be clearly stated, whether it is mandatory to use the procedure for requesting public information through the Public Information Commission or whether it can use a claim mechanism through the State Administrative Court. Keyword: Open Government, Administrative Court, Good Governance Principle Abstrak Keterbukaan Informasi Publik pasca reformasi semakin mendapatkan momentum semenjak diterbitkannya Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Akses masyarakat untuk mendapatkan informasi yang dimiliki oleh badan administrasi negara tidak selalu berjalan dengan lancar. Peran PTUN sebagai Badan Peradilan yang menjamin tegaknya Asas-asas Umum Ketertiban yang Baik khususnya asas keterbukaan publik pun diuji. Artikel ini akan membahas sejauh mana peran dari PTUN dalam sengketa permohonan informasi publik yang dalam prosesnya akan membahas pula mengenai peran Komisi Informasi Publik dalam permohonan informasi publik dari sisi kewenangan dan kompetensi. Sebagai artikel konseptual, kesimpulan yang dapat diambil adalah perlu ditegaskan dengan jelas prosedur sengketa administrasi negara apakah diwajibankan menggunakan prosedur permohonan informasi publik melalui Komisi Informasi Publik ataukah dapat menggunakan mekanisme gugatan melalui Pengadilan Tata Usaha Negara. Kata Kunci: Keterbukaan informasi publik, PTUN, Asas-Asas Umum Pemerintahan yang Baik

Bide horretan, abiapuntu gisa, informazio publikora sarbidea izateko oinarrizko eskubide baten errekonozimendua identifika daiteke. Informazioaren eta komunikazioaren teknologia berriek —Open Data eta Open Government Atariek, besteak beste— zabaldutako harreman digitaleko kanalak ere paper garrantzitsu bat jokatzera datozela esan beharra dago, euren inplikazioen gardentasuna bermatzeko eta sustatzeko kontrol-mekanismo egokien ezarpena galdatuagatik ere. RESUMEN: La solución a la crisis que últimamente vive el sistema político-administrativo español pasa, en gran medida, por que se acepte que la transparencia pública es un firme e irremplazable pilar del carácter democrático de un país. El reconocimiento de un derecho fundamental de acceso a la información pública puede identificarse como punto de partida de dicha trayectoria. Cabe indicar que los canales de relación digital que han abierto las nuevas tecnologías de la información y de la comunicación —los Portales de Open Data y Open Government, por ejemplo—, a pesar de exigir la instauración de mecanismos de control que aseguren y promuevan la transparencia de sus implicaciones, también vienen a desempeñar un papel importante. No obstante, para garantizar que la organización y la acción de las Administraciones Públicas españolas sea transparente, es preciso recurrir, también, a otra serie de vías e instrumentos, a la restauración de la ética pública, principalmente. ABSTRACT: The solution to the crisis that the Spanish political and administrative system is lately living rests to a great extent on accepting that public transparence is a firm and irreplaceable pillar to the democratic character of a country. The acknowledgment of a fundamental right to the access to public information can be identified as a starting point in that path. It should be pointed out that the channels of digital relationship opened by new technologies of information and communication —for example Open Data and Open Government websites— despite requiring the establishment of control mechanisms for securing and promoting the transparency of their implications, can also play an important role. However, in order to guarantee that the organization and the action by public administrations is transparent, it is necessary to resort to another sort of paths and instruments, mainly to public ethics.

Nowadays in Kyrgyz Republic take a place huge reforms of prosecutors. The implementation of national projects requires a new quality of prosecutorial oversight so that the human rights and law enforcement potential of the prosecutor’s office really contributes to the development of a democratic rule of law. The prosecutor's office as one of the state legal institutions plays an extremely important role in the public and state life of the Kyrgyz Republic. As you know, the successful implementation of socio-economic and socio-political transformations in the state largely depends on existing laws, the observance of which the prosecutor's office is called upon to monitor.

The idea of direct democracy has been regarded as an unachievable ideal by political philosophers throughout history. Previously, the direct and sustainable participation of the public in trifling affairs related to their destiny wasn’t possible. By developing electronism, the possibility of direct and continuous polls makes direct democracy achievable. However, temporary polls can never refer to deliberated opinions of the people. Therefore, designing a system of continuously collecting public opinions about details of social life is necessary. Strategic era based cellular planning system (ECPS) using “Comprehensive system of the public information and communication” provides the capacity of gathering the opinions of various interest groups of the society as executable scenarios and saving to the database of system in order to chose them for implementation in accordance with their attractiveness and requirements of each era, depending on the opinions of the people and policy makers. In this regard, the possibility of continuous restructuring of social institutions based on deliberated opinions of people is provided. In this way, it prevents the imposition stemmed from traditions established in the old social institutions; so, democracy can be realized in its real sense away from traditions, institutions and power of political parties.

The article considers the essence and approaches to understanding network political protest. Traditional forms of collective action are changing under the influence of information and communication technologies. The network paradigm focuses on the position of the individual in the social space, the degree of his involvement in the communication space, the ability to control and regulate the intensity of the information flow. Network structures are more flexible and adaptive, more in line with the new reality. Special and main principles of the network structure of political protest are revealed. The article also presents definitions of political mobilization and demobilization. These processes Express the rivalry of the conflicting parties-the state and society, where the support of the broad masses of the population is an important category. Based on the data of the monitoring study, the features of the development of civil protest activism and the use of mobilization technologies were identified. ICTs have a significant impact on their formation and transformation. The state, reacting to forms of real and virtual activity, formulates a counteraction strategy. It is expressed in the use of technologies for the demobilization of citizens, which are also undergoing changes in the era of digitalization

Disinformation has reduced public confidence in the government and scientists in handling Covid-19. These conditions hamper the overall handling of the Covid-19 pandemic. In the context of responding to a global pandemic, disinformation greatly affects the country's response to a global pandemic by undermining trust, creating fear, and sometimes leading to harmful behavior. It is important for policy makers to understand disinformation and how to respond to it. This study uses a literature review approach with data sources coming from several documents that have been verified and have a relationship with the object of study. The stages of the study start from choosing a review topic, finding and selecting appropriate articles, analyzing and synthesizing the literature, and finally presenting a review of the study. the results show that the government should have official information channels with verified, transparent, sustainable and fast sources of information. The government must also provide clear and definite information through official channels and trusted media. The government must also ensure the consistency of information. In addition, the government must maintain a transparent pattern of communication about the situation, actions and risks it takes. The aim is to restore public trust in public institutions, in information that has been conveyed by the government to the public as well as guidelines that have been provided by the government to the public, such as health protocol guidelines and the last is "Pre-bunk", or be aware of the potential for disinformation before occurred, as part of a public information and communication campaign.

Summary The aim of this article is to present the essence and significance of information and communication in public administration in the context of the management control. Broadly understood information in public administration allows both to control the activity of this administration and to make correct decisions and actions in order to perform public tasks effectively. Therefore, the existence of a proper system for sharing and exchanging information is an essential component of the management control, ensuring the execution of the tasks and objectives in a way that is consistent with the law, effective, efficient and timely. The article points to i.a. the types of information and means of communication that may be deemed effective or legally acceptable tools for conveying information and communicating in public information. In this context it should be emphasised that - in particular - sharing public information requires that a relevant form be retained and a proper sharing procedure be followed.

Abstract: Ten years after the emergence of the World Wide Web, the implications of new digital technologies for the news and public information function of the media are still a topic of vigorous debate. This paper, which is merely a preliminary report on an unfinished review of the literature pre-dating that event, revisits some of the critical analyses that had been articulated about the new digital media when the Web emerged. The intent of this larger, not-yet-completed project is to evaluate some major tendencies, already mapped a decade ago by research in the political economy of telecommunication, against the actual outcomes of the intervening decade of development and use of the new digital technologies of information and communication. Where the early predictions are confirmed, this re-evaluation may provide a simple means to distinguish persistent structural distortions in the public information environment from transitory or local effects, superficial influences, and alarmist predictions. Where the early results are refuted or less clearly confirmed, it may provide insight into the limits of political-economic methods of analysis.

Certain information and personal data, held by the government, needs to be kept secret because its disclosure to the general public could jeopardize the operation of the state. On the other hand, the state should allow the public to have free access to all other state-held information. To ensure a balance between these two claims of modern democratic societies, there is a need to legally regulate this matter. The state should have a law on access to public information and a law that will regulate the classification, access to and storage of information which should be kept secret. This chapter analyzes the global experiences in regulating this matter, with a particular emphasis on the practice in the Republic of Macedonia.
