Subject. The article addresses projections of regional budget revenues, using distributed lag models. Objectives. The purpose is to review economic and statistical tools that are suitable for the analysis of relationship between the revenues of the regional budget system and regional macroeconomic predictors. Methods. The study draws on statistical, constructive, economic and mathematical methods of analysis. Results. In models with quantitative variables obtained under the Almon method, the significant predictors in the forecasting of regional budget revenues are determined mainly by the balanced financial result, the consumer price index, which characterizes inflation processes in the region, and the unemployment rate being the key indicator of the labor market. Models with quantitative variables obtained through the Koyck transformation are characterized by a wider range of predictors, the composition of which is determined by the peculiarities of economic situation in regions. The two-year forecast provides the average lag obtained during the evaluation of the models. The exception is the impact of unemployment rate, which is characterized as long-term. Conclusions. To generate forecasts of budget parameters, the results of both the Koyck method and the Almon method should be considered, though the former is more promising.

Goal. To build up a spring triticale genetic bank to provide breeding, scientific and educational institutions with initial material and to preserve the existing diversity. To update the database of accessions with a set of valuable economic and morphological features. Results and discussion. The methodology and results of the collection formation and evaluation of spring triticale accessions in the National Center for Plant Genetic Resources of Ukraine of Plant Production Institute nd. a V. Ya. Yuriev are presented. The formed collection includes 1,935 accessions from 27 countries: 42 varieties and 1,478 breeding lines from Ukraine, 92 varieties and 248 lines from foreign countries and also 75 genetic lines. The collection was formed by major valuable economic features (plant height, growing season length, spike threshing, yield, 1000-grain weight, disease resistance, technological properties, etc.). Accessions with the majority of morpho-biological and valuable economic features were selected. All the accessions in the collection are certificated. 1,762 accessions were packed for storage into the National Depository; 1,507 of them were packed for long-term storage. Conclusions. The gene pool of spring triticale from the collection of the Gene Bank of Plants of Ukraine is widely used for breeding. This allows conducting hybridization of genetically and ecologically remote forms with various expressions of features and obtaining whole new breeding material. Involvement of collection accessions in breeding allows generating new genetic sources of valuable economic features.

Lentil is a versatile and profitable pulse crop with high nutritional food and feed values. The objectives of the study were to determine suitable locations for high yield and quality in terms of production and/or breeding, and to identify promising genotypes. For this reason, five lentil genotypes were evaluated in a multi-location network consisting of ten diverse sites for two consecutive growing seasons, for seed yield (SY), other agronomic traits, crude protein (CP), cooking time (CT) and crude protein yield (CPY). A significant diversification and specialization of the locations was identified with regards to SY, CP, CT and CPY. Different locations showed optimal values for each trait. Locations E4 and E3, followed by E10, were “ideal” for SY; locations E1, E3 and E7 were ideal for high CP; and the “ideal” locations for CT were E3 and E5, followed by E2. Therefore, the scope of the cultivation determined the optimum locations for lentil cultivation. The GGE-biplot analysis revealed different discriminating abilities and representativeness among the locations for the identification of the most productive and stable genotypes. Location E3 (Orestiada, Region of Thrace) was recognized as being optimal for lentil breeding, as it was the “ideal” or close to “ideal” for the selection of superior genotypes for SY, CP, CT and CPY. Adaptable genotypes (cv. Dimitra, Samos) showed a high SY along with excellent values for CP, CT and CPY, and are suggested either for cultivation in many regions or to be exploited in breeding programs.

Abstract Background: Long term venous catheters have been used to deliver specialized therapies since 1968. The ideal tip position of a central venous catheter provides reliable venous access with optimal therapeutic delivery, while minimizing short-and long-term complications. Ideal position limits have evolved and narrowed over time, making successful placement difficult and unreliable when depending exclusively on the landmark technique. Objective: To review and analyze contemporary literature and calculate an overall accuracy rate for first attempt placement of a PICC catheter in the ideal tip position. Methods: Key PICC placement terms were used to search the database PubMED-indexed for MEDLINE in June and October, 2009. The selection of studies required: a patient cohort without tip placement guidance technology; a documented landmark technique to place catheter tips; data documenting initial catheter placement and, that the lower third of the SVC and the cavo-atrial junction (CAJ) were included in the placement criteria. With few exceptions, articles written between 1993 and 2009 met the stated selection criteria. A composite of outcomes associated with tip placement was analyzed, and an overall percent proficiency of accurate catheter tip placement calculated. Results: Nine studies in eight articles met the selection criteria and were included for analysis. Rates of first placement success per study ranged from 39% to 75%, with the majority (7/9) being single center studies. The combined overall proficiency of these studies calculated as a weighted average was 45.87%.

Failure to follow prescribed treatment has devastating consequences for those who are seriously and persistently mentally ill. Nurses, therefore, try to get clients to take psychotropic medication on a long-term basis. The goal is either compliance or adherence. Although current nursing literature has abandoned the term compliance because of its implications of coercion, in psychiatric nursing practice with patients suffering from serious long-term mental illness compliance and adherence are in fact different goals. The ideal goal is adherence, which requires the patient to be an active participant in the team. This goal is consistent with nurses’ ethical values, but for such patients this is frequently unrealistic. If the person is severely psychotic, treatment may be involuntary and the goal compliance. Psychiatric nurses participate in involuntary treatment and thus should acknowledge the ethical implications of compliance as a goal and not obscure the issue by calling compliance adherence.

Stability and adaptability of promising maize hybrids in terms of three agronomic traits (grain yield, ear weight and 100-kernel weight) in multi-environments trials were evaluated. The analysis of AMMI model indicated that the all three agronomic traits showed highly significant differences (p < 0.01) on genotype, environment and genotype by environment interaction. Results showed that genotypes Hengyu321 (G9), Yufeng303 (G10) and Huanong138 (G3) were of higher stability on grain yield, ear weight and 100-kernel weight, respectively. Genotypes Hengyu1587 (G8) and Hengyu321 (G9) showed good performance in terms of grain yield, whereas Longping208 (G2) and Weike966 (G12) showed broad adaptability for ear weight. It was also found that the genotypes with better adaptability in terms of 100-kernel weight were Zhengdan958 (G5) and Weike966 (G12). The genotype and environment interaction model based on AMMI analysis indicated that Hengyu1587 and Hengyu321 were the ideal genotypes, due to extensive adaptability and high grain yield under both testing sites. Context. Historical Ca II K spectroheliograms (SHG) are unique in representing long-term variations of the solar chromospheric magnetic field. They usually suffer from numerous problems and lack photometric calibration. Thus accurate processing of these data is required to get meaningful results from their analysis. Aims. In this paper we aim at developing an automatic processing and photometric calibration method that provides precise and consistent results when applied to historical SHG. Methods. The proposed method is based on the assumption that the centre-to-limb variation of the intensity in quiet Sun regions does not vary with time. We tested the accuracy of the proposed method on various sets of synthetic images that mimic problems encountered in historical observations. We also tested our approach on a large sample of images randomly extracted from seven different SHG archives. Results. The tests carried out on the synthetic data show that the maximum relative errors of the method are generally <6.5%, while the average error is <1%, even if rather poor quality observations are considered. In the absence of strong artefacts the method returns images that differ from the ideal ones by <2% in any pixel. The method gives consistent values for both plage and network areas. We also show that our method returns consistent results for images from different SHG archives. Conclusions. Our tests show that the proposed method is more accurate than other methods presented in the literature. Our method can also be applied to process images from photographic archives of solar observations at other wavelengths than Ca II K.

There are two constraints in the process of economic recovery in Indonesia. First, investment rate is decreasing in the last five years. This matter happens due to the bad investment climate in Indonesia. Second, slow growth of export rate in Indonesia. At the present, investment rate in Indonesia is only 22 percent of GDP, while the ideal rate is 30 percent of GDP. Another problem, which may be interrupting the economic recovery, is de-industrialization. The sign of de-industrialization occur by relocation phenomena of FDIfrom Indonesia. This research analyze the effects of direct investment and export to GDP. The tool of analyses of this research is econometric model known as Error Correction Models. The results shows that in a long term and short term, export and direct investment do not have a significant effect to GDP. It shows that Indonesia do not have a clear policy about export and investment. The policy implications of this research are government should have a deregulation policy in the industry and recover investment climate.

Mass atrocity requires the participation of numerous individuals and groups, yet only a few find themselves held accountable. How are these few selected? This article offers a framework that is useful for understanding how the condemned often embody attributes that keep them in the spotlight. Because norms used to identify perpetrators can set the context for future violence, long-term security requires interrupting both the actions of perpetrators and the discourses about them. A form of praxis, this study of the contemporary conflict over the French National Railways’ (SNCF) amends-making for its World War II transport of deportees towards death camps considers how certain perpetrators come to stand for the many. The SNCF remains in the spotlight not because of greater culpability or an unwillingness to make amends but because it embodies attributes of an ‘ideal’ perpetrator: it is (1) strong, (2) abstractable, (3) representative of the nature of the crime, and (4) has a champion-opponent who focuses attention on the perpetrator. Understanding the labeling process makes visible who and what we ignore at our own peril.
