Adaptive sports in the Russian Federation, its development and popularization has many features. The main features are the formation of conditions for people with disabilities and disabled people to engage in sports, strengthening a positive image and increasing motivation for sports activities among people with disabilities, as well as a positive perception of disabled people and people with disabilities by society to support them and include them in society. It is revealed that the construction of sports facilities and infrastructure development is quite active, but the number of accessible and intended for disabled people and people with disabilities is still very small. It is also established that the problem of personnel is slowly being solved - the lack of a sufficient number of specialists strongly affects the growth of motivation and involvement of disabled people in sports. One of the methods of increasing motivation and self-realization of persons with disabilities is the organization and holding of sports events with their participation in Universities.

Worldwide, December 3 is the international day of persons with disabilities. As early as 1982, a 10-year programme of action for persons with disabilities was adopted, called the Decade of persons with disabilities, and at its end in 1992, the General Assembly declared December 3 as the International day of people with disabilities. The goal of this day was to promote the rights of persons with disabilities in all spheres of public life, as well as to attract the attention of the General public to the problems of disabled people. Every year there are more and more people with disabilities, so only in the Russian Federation the total number of disabled people is 9% of the population. Someone comes to terms with their fate and closes in the walls of their home, and someone continues to lead an active life, not wanting to change something in the usual way in connection with their new status. Such strong-minded people learn new professions, acquire previously unknown skills, and try to expand their horizons in various ways available to them. And some unique individuals in the desire to prove to others, and first of all to themselves, that disability is not a sentence, even take part in sports competitions organized specifically for people with disabilities. And if for any famous athlete participation in the Olympics, and even more so victory in it, is a matter of prestige and world recognition, for a disabled person participation in the Paralympic games primarily means victory of the spirit over the body, victory over their own helplessness and infirmity, recognition of the fact of beauty and fullness of life.

Research background. According to the United Nations Convention on The Rights of Persons with Disabilities (ratified in Lithuania in 2010), inclusion as well as participation in sports activities enable people with disabilities to disclose their needs as well as create a possibility to raise problems and suggest appropriate solutions. In addition, people with disabilities become more visible and that causes social dialogue between disabled people and “healthy” society. However, disabled people face conditions that either restrict/limit or encourage participating in particular areas. L. Samsonienė et al. (2010) state that participation of disabled people in sports depends on three interrelated groups of factors: health condition, environment (physical and social) as well as individual aspects such as gender, age, motivation, upbringing etc. According to V. Kavaliauskas and J. V. Vaitkevičius (2013), participation in sports activities of disabled people is caused by willingness to enhance their health and by the need of self-actualization. Researchers (Samsonienė et al., 2010; Skučas, 2010; Skučas, Vozbutas, 2008; RuolytėVerschoore, 2012; Požėrienė et al., 2013) show that people with disabilities who take part into some kind of activities are more likely to succeed taking an advantage of opportunities than disabled people who are under-motivated to participate and emphasize environmental restriction as well. The aim of study was to disclose experience as well as attitudes towards participation in sports of disabled participants. Methods. Semi structured interview was used in this study. The sample included twelve people (informants) with physical or sensory disabilities. The essential sampling criterion was experience (current or former) in some kind of sports activities regardless of its professional level. The research was carried out in April-May, 2014. Semi structured interview was based on these guidelines: 1) motives and significance of participation in sports, 2) advantages of participation in sports and factors limiting participation, 3) evaluation of sport organizations as well as qualification of coaches. Analysis of interviews was based both on qualitative content analysis and comparative analysis. Results. Participation of people with disabilities in sports activities is encouraged by friends, relatives, family members; however one of the most important factors is motivation of disabled people. Participation in physical activity leads not only to positive changes in personal health but also to selfrealization and integration/socialization of individuals. However, people with disabilities face internal as well as external obstacles by taking part in sports. One of the most important internal issues is a lack of motivation, health problems, traumas etc. Unsuitable environment for disabled people and low funding/support of sports organizations for people with disabilities limit their opportunities to participate in sports. It is noted that coaches lack communication and working experience with disabled people. Keywords: people with disabilities, participation, sports activities.

According to the WHO “World Report on Disability 2011”, there are more than a billion people with disabilities worldwide. At the current stage of development of the social state in the Russian Federation, one of the most priority issues is to ensure socialisation, integration into society and comfortable living for people with disabilities. A disabled person, according to the legislation of the Russian Federation, is a person who has health disorders that cause the need for social protection due to life restrictions associated with injuries, diseases and/or defects. At the same time, the limitations of vital activity mean the loss of several functions possessed by a healthy person: self-service, independent movement, the ability to communicate, orientation in space, control of their behaviour, learning, employment and other activities. This article is aimed at studying the measures taken by the regional authorities to support the integration of persons with disabilities into society.

In the course of the study, two groups of respondents were interviewed, randomly selected and comparable in terms of sex and age: 562 persons with disabilities with the cause of disability common disease and 442 injured at work. As a result of the questionnaire, information was obtained on the types of HRM received by respondents, problems arising in the process of providing HRM, the level of assistance needed by the respondent in choosing products and their suppliers, as well as assessing the main concerns of respondents associated with the introduction of a new mechanism for providing with the use of a certificate. It has been established that the contingent of industrial victims is more in need of technical means of rehabilitation that compensate for the limitations of the ability to move independently and work, in contrast to the disabled, among whom a significantly greater percentage of people need SMW to compensate for the impairment of the ability to self-service. The rankings of the main problems associated with the provision of TCP in both groups coincide. More than half of the respondents expect an improvement in the system of providing technical support in the event of an electronic certificate.
