      This study aimed to reveal the reality of what was happening in Iraq at the period of the Second Gulf War 1990-1991, of instability and the gray scene of the Arab landscape. And the impact of datums and events at the Iraqi territory on the Iraqi minorities and the other Arab countries, and how the future of these countries will be after the American penetration in Iraq, all the relevant literature has been surveyed to success the goal of the study. The researcher presented a neutral proposal to the current considerations and developments in the Arab region and he suggested a vision to override the Iraqi crisis with minimal losses.

The Arab region is of great importance as an important part of the Middle East for both international and regional powers.This importance has placed it and its peoples in the suffering of international and regional interventions and has placed it in a state of permanent instability as it witnessed international and regional competition that increased significantly after the US intervention in Iraq in 2003. Accordingly, the research aims to shed light on the strategic directions of the global and regional powers by knowing their objectives separately, such as American, Russian, Turkish, Israeli and Iranian. The course aims at determining the future of this region in terms of political stability and lack thereof. Therefore, the hypothesis of the research comes from [that the different strategic visions and political and economic interests between the international and regional powers have exacerbated the conflicts between those forces and their alliances within the Arab region.. The third deals with the future of the Arab region in light of the conflict of these strategies. Accordingly, the research reached a number of conclusions confirming the continuation of international and regional competition within the Arab region, as well as the continuation of the state of conflict, tension, instability and chaos in the near term, as a result of the inability of Arab countries to overcome their political differences on the one hand and also their inability to advance their Arab reality. AbstractThis study empirically investigates the impact of bank profitability, as a complementary measure of financial development, on growth in the Arab countries between 1985 and 2016. Using a generalized method of moments (GMM) estimation to test the impact of the bank profitability on growth, this study utilises two variables in the econometric model which are return on assets and return on equity. This study reveals that both variables of bank profitability are positive and significant. This confirms that the bank profitability, beside other financial development variables, has positive impact on the growth. This study points out some important implications based on this result.

Labor migration among Arab countries is the most important phenomenon in the political economy of that region at present and will remain so for some time. The focus of this article is the impact of emigration on national development in labor sending countries experiencing wide-scale emigration, the main contention being that, due to the characteristics of contemporary labor movements among Arab countries, there obtains a contradiction between short term benefits and long term adverse effects. The article briefly defines development, then presents empirical evidence from the Yemen Arab Republic of the negative impact of labor emigration.

<p><em>The aim of this study is to investigate the extent to which task-based instruction affecting EFL learners’ performance. This paper covers the impact of task approach on EFL learners’ performance. It shades light on the relevant literature reviewed and studies on TBLT. At the same time, t</em><em>he speaking skill and s</em><em>peaking sub-skills are introduced as a base for t</em><em>eaching and developing speaking activities. On the other hand, the paper reflects on implementing task-based instruction and the p</em><em>rinciples for implementation by drawing a framework for implementation, and factors affecting implementation of TBI. On the above findings, the researcher recommends that teaching instruction should be given more attention in EFL classes in the light of using task-based approach. Also the researcher suggests that further research is needed to explore more in the effectiveness of task-based programs on EFL learner’s performance as well as its fluency.</em></p>

AbstractThis article discusses the shifting phenomenon from rule of law to ‘rule of persuasion’ by analysing regulations concerning Covid-19 mitigation through large-scale social restrictions (PSBB) and their impact on Indonesian economy and financial sector. Analysis of PSBB regulations shows that the regulations do not have criminal and law enforcement provisions that could lead legal uncertainty. PSBB regulations are simply a persuasion model. This has led to the shifting from rule of law to ‘law rule of persuasion’. As a result, on one hand, law enforcement related to PSBB regulations would not be effective and could make the Covid-19 pandemic prolonged, and on the other hand, legal uncertainty itself as well as the Covid-19 pandemic would have serious implications for Indonesian economy and financial sector. It is recommended that in the future, any regulations, especially at the level of statutes (acts), should seriously consider the establishment of legal certainty through criminal provisions and law enforcement and anticipate properly the impact such regulations and Covid-19 on Indonesian economy and financial sector.Keywords: legal uncertainty; rule of law; ‘rule of persuasion’AbstrakArtikel ini membahas fenomena pergeseran negara ke ‘negara himbauan’ dengan melakukan analisis terhadap regulasi terkait penangangan Covid-19 melalui pembatasan sosial berskala besar (PSBB) dan dampaknya terhadap keuangan dan perekonomian Indonesia. Analisis terhadap regulasi PSBB menunjukan bahwa regulasi tidak memiliki ketentuan pidana dan aspek penegakan hukumnya yang dapat menimbulkan ketidakpastian hukum. Regulasi PSBB sekedar merupakan model himbauan yang telah menegaskan adanya fenomena pergeseran dari negara hukum ke ‘negara himbauan’. Akibatnya, di satu sisi, penegakan hukum terhadap regulasi PSBB tidak akan berjalan efektif dan bisa membuat pandemi Covid-19 berkepanjangan, dan di sisi lainnya, ketidakpastian hukum sebagaimana juga pandemic Covid-19 akan memiliki implikasi serius bagi perekonomian dan keuangan Indonesia. Direkomendasikan agar kedepannya, regulasi apapun, utamanya di tingkat undang-undang, harus secara sungguh memperhatikan aspek kepastian hukum melalui pengaturan dalam ketentuan pidana dan penegakan hukumnya dan mengantisipasi secara tepat dampak regulasi dan Covid-19 bagi perekonomian dan keuangan Indonesia. Kata kunci: ketidakpastian hukum; negara hukum; ‘negara himbauan’

The historical novel has often been defined in the terms set by Walter Scott’s fiction, as a reflection on a clear break or change between past and present. Returning to the range of historical fiction written before Scott, Reinventing Liberty explores this often neglected and misunderstood genre by reconstructing how conservatives and radicals fought through the medium of the historical past over the future of Britain. Aware of the events of the Civil War and 1688, witness to the American and French Revolutions, Scott’s precursors realized the dangers of absolutism, on the one hand, and political breakage, on the other. Interrogating the impact of commercial modernity, the works considered here do not adopt the familiar nineteenth-century Whig narrative of history as progress but instead imagine and reimagine the possibilities of transition. As such, they lay the groundwork for the British myth of political gradualism, while problematizing the rise of capital.

This analysis aims to show the impact of COVID-19 on the environment, particularly in the countries, which are deadly affected by COVID-19, such countries include China, USA, Italy, and Spain. Our experiment suggested that there are significant contingency measures and improvements in air quality, clean beaches, rivers, and environmental noise reduction. However, on the other side, there are some negative effects of COVID -19 such as the reduction in cycling, large waste, fishing, unemployment. In order to build back, better UN has given six climate-related actions to shape the recovery for the future.

The impact of the sanctions regime imposed on Iraq by the member states of the United Nations Security Council since 1990 has many facets. The horrifying human face of malnutrition and death has, quite rightly, been given greatest media and other exposure, but other forms of damage are also severely felt. This article intends briefly to explore some aspects of the impact in an attempt to show a somewhat wider picture of the sanctions catastrophe. While the catastrophe is a thing of the present, it has potentially lasting consequences for the future, not only for the Iraqi people, but for the peace and well-being of the Arab region and the world as a whole.

The term “sustainable” or “sustainability” is currently used so much and in so many fields that it has become basically part of our everyday lives. It has been connected and linked to almost everything related to our living, to our lifestyle: energy, transport, housing, diet, clothing etc. But what does the term “sustainable” really mean? Many people may have heard about sustainable development or sustainability and may have even tried to have a sustainable living but their efforts might not be enough. The present paper is meant to bring forward a few of the limits of “sustainability” concept. Moreover, it is focused on revealing some arguments from the “other side” along with disagreements regarding some of the principles of “sustainable development” and even critics related to its progress, to its achievements. Another purpose of this paper is to draw attention over some of the issues and obstacles which may threaten the future of sustainability. The paper is also meant to highlight the impact that some stakeholders might have on the evolution of sustainable development due to their financial power, on a global scale.
