The definitions the concepts of “innovations” and “innovation process” have been adduced, general assessment of the position of the Russian Federation in the world in terms of investment in scientific and technical research and developments (R & D) has been given, the most investment areas in terms of the volume of expenditures on scientific and technical research and development (R & D) have been highlighted . Key arguments that justify the need for innovative development of the pharmaceutical industry in Russia have been presented. The state and structure of the pharmaceutical market in Russia have been considered, the factors of transition of the pharmaceutical industry to an innovative course of development have been specified. Clear results of the implementation of the strategy for the development of the pharmaceutical industry until 2020 have been emphasized. Examples of implementation of the innovation management mechanism at the level of a separate domestic company Biocad have been given.

In the article the innovative development of the Russian Federation pharmaceutical industry is considered in the context of global trends and world pharmaceutical market development priority areas. The countries’ patent activity in the sphere of medical technologies and pharmaceuticals is considered. The main technological and conceptual trends in the development of the Russian pharmaceutical market have been identified. The results obtained are aimed at the Russian pharmaceutical market innovative development in the context of global instability. The practical significance of the study lies in the fact that on its basis it is possible to develop tools aimed at increasing the level of innovation in the Russian pharmaceutical industry.

In order to identify promising strategic development possibilities for the pharmaceutical industry in the Russian Federation, a pilot study was conducted, which has analyzed the main trends in the development of innovative medicines. As a result of the content analysis of available sources of scientific literature, the characteristics of options used in the world practice for increasing the innovative activity of individual subjects and the pharmaceutical market as a whole are presented. Possible reserves for the further development of the innovative component of the pharmaceutical market within the framework of the concept of personalized medicine according to the P4 principle (predictive - personalized - preventive - participatory) are identified and structured. The results of use by individual pharmaceutical companies of scientifically and practically justified approaches to optimizing the costs of development and promoting drugs are presented. The advantages and real prospects of a generally accepted method to reduce the cost of development by «expanding the pharmacological effect» (label expansion) of already existing drugs with a known safety profile in the world practice are shown. A scientific generalization and structuring of the goals and results of the post-registration phase of clinical trials to expand the pharmacological action of a number of drugs already existed at the market have been carried out.

In the world economic space there is a complex transition from industrial technological system to postindustrial, in which the high tech, informatization and knowledge economy takes on the dominating role of the driving forces of development. Naturally, for such a turn of events, economic science was not well prepared, and today there is a certain gap between the practice of accelerated changes and the scientific provision of these processes. First of all, it concerns the development of a strategy and mechanisms for the development of the country's economy and identifying opportunities for realizing its innovative potential by doing innovative management. The researchers consider innovative management in their work in a number of aspects: science and art of innovative management (I. Dichkivska, P. Zavlin); kind of administrative activity in making decisions on innovations (I. Balabanov, M. Yon, V. Stadnik,); management of innovations (N. Kruglov, A. Porshnev); a system of rules of principles, norms, values orientations that regulate various spheres of innovation activity (V. Vasilenko, L. Oholova). In innovative management, the methods of socio-psychological series, heuristic and collegial (I. Ansoff, B. Gates, L. Karuushkha, A. Morita) prevail. There is a change in the general functions, structure and objectives of management (L. Danilenko, L. Oholova), there are special means and forms of organization of innovation activity (V. Vasilenko, L. Vashchenko).The study of literary sources and their generalization shows the importance of this issue, and requires a more in-depth study and analysis of international experience in implementing innovative measures. The research objective. The main purpose of this study is to analyze measures to stimulate innovation development in the countries of the world, assessment of their effectiveness, as well as consideration of the directions on the basis of their activation of innovation activity in Ukraine. The article reveals the essence of the concept of "innovative management", analyzes the international experience in implementing and stimulating the innovation process. Thus, to summarize, it can be concluded that the experience of leading countries in stimulating innovation usually involves quite similar measures, namely: subsidies, tax cuts or, in some cases, tax holidays, payment of a share of R & D expenditure. The following organizations are created: informational, technical, financial support for business engaged in innovation activities. The article discusses important features of trends in the transformation of the wholesale and retail level of the Russian medicinal market in the context of innovative factors in the development of the pharmaceutical industry in Russia. The paper gives a general assessment of the impact of state regulation of the maximum selling prices for medicines from the list of vital and essential medicines on the profitability of the market. The author presents a simplified institutional scheme of interaction between distributors and other market participants. The study discusses important aspects and tactical steps of the distribution and pharmacy level of the Russian pharmaceutical market. The article gives the ratings of the leading distribution pharmaceutical companies in Russia and analyses the peculiarities of their structural changes under the influence of innovative development factors. The paper gives ratings of leading pharmacy chains and analyses the features of new structural formations – associations. The author proposes the term of “polarization” for wholesale and retail companies.

Важным аспектом в современной политике управления инновационной деятельностью в регионах является система информационного обеспечения и мониторинга исполнения ключевых индикаторов эффективности, характеризующих инновационный потенциал и развитие инновационных процессов в регионах Российской Федерации, на основе которых строятся прогнозные оценки и разрабатываются новые механизмы инновационного развития. Научная статья посвящена анализу инновационного развития на мировом уровне и оценке положения (рейтинговая) России с точки зрения инновационной составляющей. Также представлены результаты рейтинговая эффективности инновационной деятельности в субъектах Российской Федерации и анализ качества инновационных политик регионов, входящих в Приволжский федеральный округ. Автором статьи предложены основные направления и даны рекомендации по повышению инновационного развития на региональном уровне и трансформации системы государственного регулирования инновационной политики в аспекте систематизации ключевых индикаторов эффективности инновационной деятельности и инновационной активности предприятий и компаний регионов и на их основе прогнозирования инновационного развития, а также организации системы мониторинга исполнения инновационной политики в регионах. An important aspect in the modern policy of innovation management in the regions is the system of information support and monitoring of the implementation of key performance indicators characterizing the innovation potential and development of innovation processes in the regions of the Russian Federation, on the basis of which predictive estimates are built and new mechanisms of innovative development are developed. The scientific article is devoted to the analysis of innovative development at the world level and the assessment of the position (rating) of Russia in terms of the innovation component. Also presented are the results of the rating efficiency of innovation in the constituent entities of the Russian Federation and the analysis of the quality of innovation policies of the regions included in the Volga Federal District. The author of the article proposes the main directions and gives recommendations for increasing innovative development at the regional level and transforming the system of state regulation of innovation policy in the aspect of systematizing key indicators of the effectiveness of innovation and innovative activity of enterprises and companies in the regions and, on their basis, predicting innovative development, as well as organizing a monitoring system implementation of innovation policy in the regions.

Many tools and methods claim to be “innovative”. Most belong either to project management, engineering design or creativity approaches. “Innovation Management” literature usually discusses “success patterns” for Innovation based on case studies, but hardly process the comprehensive support of innovation activities. It seems that there is a strategic gap between traditional idea-realization processes that focus on reliable project management and the diffuse situation in ever faster changing environments with unclear opportunities and risks. To professionally reinforce strategic innovation activities it is necessary to define a resilient framework. This paper discusses a new view on the field of innovation that is based on the comprehensiveness of philosophy. Fundamental definitions of early philosophers on the interdependencies of the “co-evolution of the world” are applied to define an “Innovation Philosophy”. This is transformed into an “Innovation Strategy” that comprises a repeatable “Innovation Process” for guiding teams through Innovation Projects.

At this stage of development of the world economy, all countries, business and scientific organizations are engaged in the issue of quality monitoring of innovative development of society and the economy, inventing for this various indicators that could most comprehensively assess the level and quality of innovative development of an economic unit. Currently, the global innovation index is used to assess the level of the country's innovative development. The Global Innovation Index (GII) stimulates and supports innovation during this critical period. The Global Innovation Index is a global study and its accompanying ranking of countries in the world in terms of the level of innovation development. This article has reviewed the Global Innovation Index from 2015 to 2020 for the Russian Federation and the first 10 in the rating, based on the 2020 rating. We also analyzed the indicators that make up the main components of the global innovation index in Russia for 2020, and identified the strengths and weaknesses of 7 main components. The author proposes the main directions of development in terms of problem indicators of the global innovation index of the Russian Federation.

This paper aimed to identify and analyse the evolution of the generic pharmaceutical market in Brazil, specifically olanzapine drugs. For this purpose, it has been demonstrated trends through access free tools. By bibliographical survey in indexed databases as well as official data in Brazil for generic drugs and public policy, it was analyzed and performed a case study . In 2012, global pharmaceutical industry surpassed US$ 950 billion in sales with trend to reach US$ 1,2 trillion by 2016. In Brazil market has grown in its global ranking, jumped from 10th place to 7th place in five years and projection it’ll stay Top five by 2015. Brazil has significant presence in pharmerging markets by increasing US$ 10 billion/year. Generics segment accounts approximately to 20% of the total market. 2003-2011 registered a growth of 42.3%. Patents expiration in the neuroleptics area becomes more promising like a market of olanzapine in the last eight years is around US$ 120 million. After the end of the olanzapine patent (2011) sales increased 270% which demonstrate potential Brazilian market in this new century. Management problems for developing nations and undeveloped such as network management and patents analysis for health care might reveal great opportunities for investors, e.g., creation of the Big Brazilian biotechnology pharmaceutical industry.
