Approaches to the methodology for calculating key performance indicators for development institutions as part of their contribution to national development goals achievement has been reviewed. It has been shown that, depending on the methodology used, the value of this indicator can vary by up to 5 units, with each approach being relevant for a particular task. Using the example of an indicator in one of the areas of the national project “Small and Medium-Sized Business” (training activities) as an example, an integrated approach has been proposed to balance solution of the objectives of optimal spending of the federal budget and increasing the public outreach of its results.

The article tracks the results of the implementation of the key measures approved by the Government of the Russian Federation «Reforms of the state Apparatus 2021» in the direction of improving the efficiency of management, executive authorities and development institutions based on the introduction of key performance indicators (KPIs) for achieving the planned, strategic development goals of these organizations. Before the reform, many experts questioned the possibility of creating an effective working model with the widespread introduction and use of KPI tools in public administration bodies and development institutions due to the limited time lag and the difficulty of determining indicators that adequately reflect the target settings of the functioning of state structures. However, according to the results of monitoring at the moment, the author comes to the conclusion about the positive dynamics of this process, which is largely predetermined by the Government of the Russian Federation taking it under control.

Subject. The article discusses target indicators of national development goals of Russia, governmental programs, national projects, and priorities of budgetary finance during the COVID-19 pandemic. Objectives. The study traces a correlation between national development goals of Russia and national projects as structural constituents of governmental programs. The article also investigates opportunities for attaining the national goals during the coronavirus crisis. Methods. The study relies upon systems and institutional approaches. I also resorted to the analysis, synthesis, comparison. Results. Target indicators of national goals and national projects were found to have no logic relationship in some cases, with quantitative indices being neglected or contradictory at all, thus making it difficult to evaluate the efficiency of budgetary spending. I detected considerable structural shifts in expenditures of the federal budget from 2020, since financial resources should be optimized due to growing budgetary restrictions. Conclusions and Relevance. The efficiency of budgetary spending can be adequately evaluated only if there is a firm logic correlation and quantitative consistency between target indicators of the national development goals of Russia and those of national projects as part of the Russian governmental programs, which serve as a financial vehicle of the national goals. The findings can be used by those involved into the budgetary process throughout all levels when planning budgetary expenditures.

Indonesia agreed and has compiled related rules to be able to align the direction of national development with SDGs, up to the regional level, following UCLG ASPAC directives to localize SDGs. However, the alignment effort is only at the provincial level and still in the planning stage despite the running of SDGs nearly reached its one-third period. This research aims to trace the efforts of the Bukittinggi Government in synchronizing RPJMD for 2016-2021 with SDGs. A qualitative approach with the case study method by Yin (2018) was used in this study, with data collection techniques in the form of documentation comparison between RPJMD and SDGs. It is found that out of 17 goals of the SDGs, the Bukittinggi RPJMD synchronized 76% of SDGs goals or with a total of 38 performance indicators with different distributions to the SDGs goals. The SDGs with the most aligned/synchronous indicators with Bukittinggi RPJMD are in SDGs number 16, and the most out of sync goals are to SDGs number 7, 14, 15, and 17.

The practice of implementing the national project “Healthcare” at the regional level indicates a lag in the set rates, which causes the need to adjust the organizational structure of the healthcare system of the constituent entities of the Russian Federation. At the same time, the implementation of the recommendations of the Ministry of Health of the Russian Federation regarding the formation of a network of medical organizations of primary health care in combination with the recommendations of the Ministry of Health on the creation of centers for organizing primary health care in the regions creates the preconditions for building regional clusters in the field of healthcare in the constituent entities of the Russian Federation.The purpose of this study is to find ways to eliminate the lag of the regions of the Central Federal District of the Russian Federation in terms of achieving the goals set by the President of the country in the implementation of the national project “Healthcare”, focusing on the possibility of building a cluster policy in the process of developing a strategy for the development of modern Russian regions.The research methods are based on a systematic approach to the construction of regional clusters and the analysis of documents that make it possible to perform both statistical and content analysis, as well as methods that have found application in the development of strategically significant decisions, which include the classical analysis of external and internal environment factors, and the construction method. morphological matrices, and the Foresight method when focusing on the national development goals of the country by 2030, as well as design and programming methods typical for the strategic management of socio-economic systems.The results of the study are to develop an approach to resolve the accumulated problems that hinder the achievement of the set national development goals of the country until 2024 and until 2030, based on the formation of the cluster policy of the region in the health sector, implemented by the methods of strategic management of socio-economic systems, with the subsequent adjustment of the regional development strategy and the subsequent formation of the cluster policy of the region as a whole.The conclusions of the study are that the implementation of a sequence of procedures aimed at building a cluster focused on the implementation of the national project “Health” will allow the regions to preserve the population, as well as the health and well-being of people.

The areas of federal budget spending have always been in the focus of both experts and civil society. Based on the indicators of budget allocations in one direction or another, it is possible to judge about the priorities of state policy in the medium term. Beginning in 2019, priority national development goals were defined in the Russian Federation and relevant projects were developed as part of their implementation. This article considers the main indicators of financing national projects in 2020 and the planning period up to 2023, as well as indicators of their implementation. In addition, the impact of the COVID– 19 coronavirus pandemic on the future prospects for the implementation of priority national projects was discussed.

This paper focuses on the premises underlying the legal concept of the integrated development planning model. The author draws attention to external exigencies (resulting from EU policies and the provisions of EU legislation), as well as internal (national) circumstances which need to be taken into account when devising an integrated model for planning. It is underscored that an integrated approach means concentrating action geared towards the accomplishment of strategic development goals that constitute major objectives both for all entities of public authority in the country, that is, governmental and self-governmental tiers, as well as for social and economic partners. Also, the author highlights that an appropriately constructed mechanism of the integrated approach in national development programming should rely on integrating state efforts in the domain of strategic programming for development policy with horizontal and sectoral planning. The paper thus outlines the components of the legal mechanism of development-related programming that are intended to serve the formulation of the integrated approach as model solutions. The suggestions and conclusions advanced in the paper may contribute to an integrated paradigm of development programming that, when implemented, will make it possible to enhance the efficiency and effectiveness of the actions undertaken by public administration.

This article examines a new attempt to reform the state apparatus in order to increase its efficiency. One of the reasons for the need for its implementation was the poorly implemented reforms in the previous decade. Revealing the essence of the measures, parameters, and tools used (KPI-key performance indicators) for the reform of the state apparatus and development institutions, the author makes an attempt, taking into account the time factor limited to three months, to assess the possibility of achieving results in the areas of reform. The author comes to the conclusion that the complex of organizational and staff measures of the reform to improve the efficiency of the state apparatus, which can be implemented in a given time, is only part of the necessary systemic changes that require a long time to implement them. For example, in such areas as the training of competent specialists, the development of new educational standards, the introduction of new models of functional activities of state bodies, etc.

The article examines the role of development institutions in the modern economy and substantiates the relevance of their research. The purpose of this article is to study existing approaches to assessing the effectiveness of development institutions, identifying features and studying their practical application. The systematization and analysis of four approaches to assessing the activities of development institutions are carried out: as an economic entity (organization); as a tool for the effective use of public funds; as a degree of contribution to economic growth and an integrated approach. The study identified the most promising approaches to assessing the effectiveness of development institutions – the approaches of McKinsey and the OECD. These approaches, unlike the others, allow for a comprehensive performance assessment. However, the existing methods within the framework of these approaches are very difficult to apply in practice, since they are not sufficiently developed. It is concluded that it is necessary to apply an integrated approach to a comprehensive assessment of the activities of development institutions, which, according to the author, should provide for the calculation and analysis of the dynamics of indicators characterizing the socio-economic and commercial efficiency of activities; assessment of the contribution of development institutions to the socio-economic development of interstate associations, states and regions; assessment of the effectiveness of budget funds management; comparison of performance indicators of the analyzed development institution with performance indicators of similar ones. The research results can be used to determine the directions for further improvement of approaches to assessing the effectiveness of development institutions and the development of new methods.

The article explores the possibilities of using integrated management of an organization as a concept of a holistic approach to the implementation of basic management functions, taking into account the organization's development goals and building metrics of key performance indicators on the example of a large production company in the field of electric power in the context of modern conditions. The theoretical roots and modern understanding of the management paradigm of integrated management are revealed. The author has diagnosed problem areas during the transition to integrated management, including the selection of an irrelevant set of key performance indicators for business units and their inconsistency with the goals of its development, information incompatibility of the source data for establishing key performance indicators for business units, incorrect data collection and processing, insufficient development of methodological support for calculations, heterogeneity of information flows for establishing key performance indicators, taking into account the accepted organizational structure of the company. The current conditions for using the integrated management tools of an organization with a focus on developing rules and procedures for using key performance indicators are identified. It is established that implementation of integrated management in the company associated with the transition from correct formulation of the development goals of the organization, its business units to a diversified set of key performance indicators for evaluation of the employee organization that requires the use of adequate software support and system administration. On the example of a large production company in the Ural region, a practical example of prototyping the use of integrated management is considered and an algorithm for its sequential implementation for one of the company's business units is proposed.
