The article considers the main measures to create safety conditions in railway transport in foreign countries and compares them with the methods of safety provision by the domestic carrier JSC “Russian Railways”. It is noted that today Russia has its own practices for maintaining a level of security, but that alternative foreign approaches would improve the level of protection. The author analyses accident data and proposes additional measures to reduce the number of accidents. Scenario modelling and the integrated situation analysis method have been proposed as a method for selecting measures to ensure safety and improve the situation in the railway transport sector.

Purpose The purpose of this paper is to study the administrative and legal mechanisms of combating corruption, namely, to determine the means by which it is possible to develop a positive experience in the fight against corruption. Design/methodology/approach Among the methods used to study the problems of the stated subject, the dialectical, comparative-legal, systems, historical and legal, formal and legal, analysis and synthesis can be distinguished. Findings The authors investigated the experience of foreign countries in combating corruption and suggested implementing international experience in national legislation for the successful fight against corruption. In the course of the study, the current state of legal regulations governing anti-corruption activities was characterised, corruption and the main reasons for committing corruption acts were investigated, the problems that arise in the fight against corruption were identified, the main administrative and legal mechanisms for combating corruption were established and the effectiveness of applying these mechanisms in practice was studied. Practical implications The provisions that are enshrined in this paper are of practical value for individuals whose activities are aimed at fighting corruption, as Ukraine is one of the states where corruption flourishes and where the fight against corruption has not been directly implemented in practice for many years. Originality/value Based on the example of international experience in the fight against corruption, proposals and recommendations for improving administrative and legal mechanisms for combating corruption have been developed.

The rapidly changing world determines changes in the business processes. Logistics and transport are the areas facing constant changes. Therefore, an important point is to analyse the current problems of logistics and transport within the context of the changing environment. For many years, the experts of the Dept of Logistics and Transport Management of the Faculty of Transport Engineering from Vilnius Gediminas Technical University have been pursuing research both, in the Baltic Sea Region (BSR) in Lithuania and foreign countries. This research has been directed toward improvements to logistics and the entire supply chain in pursuit of economic, social and ecological competitiveness, an increase in the competitiveness and attractiveness of the transport system in the context of sustainable development, the impact of this system on the economic and social welfare of society, an increase in the competitiveness and attractiveness of the transport sector of improving the legal framework and the application of innovative technologies (including IT) in the transport sector aimed at implementing economic and social cohesion goals. The article deals with some of the key issues of the above introduced research.

AbstractThis paper explores whether top management teams’ (TMTs) knowledge and experience are significant predictors of a firm’s strategic decisions and organization outcomes. The existing research throws little light on how firms with limited resources embedded in TMTs, particularly in emerging markets, innovate and achieve success in foreign countries. We focus on the impact of TMTs’ functional background heterogeneity and international experience on innovation and internationalization, as well as examine the relationship between innovation, internationalization and performance. The proposed relationships are empirically investigated in a sample of Taiwanese-listed companies operating in the electronics industry. The results demonstrate a positive association between a TMT’s functional background heterogeneity and a firm’s innovation. Moreover, a TMT’s international experience relates positively to a firm’s innovation and internationalization, therefore firms with a higher level of innovation achieve a higher level of internationalization.

The article examines HR trends that have been successfully implemented in foreign countries and Russia in the last few years. Approaches to HR management during the pandemic coronavirus 2020–2021 have been reviewed. Based on an analysis of statistical data, nine most successful trends in HR management have been identified and examined in detail, their key factors were described, a comparison of their application in Russia and worldwide was made, and barriers to mass implementation have been noted.

Subject. The article analyzes the international application of the International Public Sector Accounting Standards (IPSAS) so as to evaluate and use successful practices of implementing and applying them, and avoid typical errors in settling and harmonizing the Russian accounting practice in accordance with the IPSAS. Objectives. I formulate what mainly distinguishes the international use of the IPSAS. Methods. The study is based on the comparative analysis method. Results. As a result of the study, I discovered some difficulties in implementing and adopting the IPSAS. In theory, the difficulties can be divided in two groups, i.e. technological, organizational and financial. The technological difficulties arise from the use of modern ICT ensuring fast and quality financial reporting under IPSAS. The organizational problem is about finance. Accounting reforms, accounting staff training entails considerable governmental spending. Conclusions and Relevance. Reforming the financial (budgetary) accounting process and financial reporting in Russia, authorities should refer to the international experience in the IPSAS. Doing so, they will be able to streamline the harmonization of financial reporting.

Use of coal mine is based on centuries, but the expansion of its usage area has been after the Industrial Revolution in parallel with other mines. With the effect of this revolution; The use of minerals such as coal, iron, copper and tin has increased. Among these mines, coal mine; It has a very important place because it can be used for industrialization, powering machines, generating electricity and heating. In order to provide the increasing need in these areas every year, coal enterprises were established in countries with rich coal deposits and served the energy sector. The share of coal in the energy resources consumed in the world has increased in a short time and has become a determining factor on the world economy. This situation has led to an increase in the number of coal mine enterprises, with developed countries turning to the mining sector for industrialization and economic progress. Accidents in coal mines have increased as the number of mines has grown. Despite the fact that numerous studies have been conducted to prevent these accidents, accidents still occur. Coal mining is regarded as a hazardous work environment due to the high frequency of accidents and their consequences. To minimize these risks and ensure a healthy working environment, the required infrastructure should be established, audit-oriented studies should be conducted, and flaws should be remedied based on the findings. Within the scope of the study, the way and types of coal mine accidents, which are common in Turkey, were investigated, as well as a literature analysis of the reasons of these accidents. The number of accidents and casualties between 2015-2020 were examined and a future situation analysis was made. Regression Analysis Method, one of the statistical analysis methods, was used in the situation analysis phase. The number of coal mine accidents and fatalities in countries around the world since 1902, has been studied. By using the same Analysis Method, the future situation analysis for the next 10 years was made in the light of the data between 1902-2020, and data on the number of accidents and casualties that may occur in the coal mining area were obtained.

The relevance of the study is due to the fact that the implementation of the task of improving private-law regulation of relations with the participation of non-entrepreneurial legal entities is possible only on the basis of the international experience of the operation of the legal institute. In this context, this article aims to analyze the positive experience of regulating non-entrepreneurial legal entities under the legislation of leading foreign countries. Leading approach to the study of this problem is the comparative method that has afforded revealing peculiarities of regulation of legal entities under consideration within Ukraine and foreign countries. In the article the suggestions for improving the legislation of Ukraine are presented on the basis of foreign experience. The materials of the paper imply the practical significance for the university teachers of the legal specializations.

The article presents the significance of the analysis of threats related to the human factor in the rail transport system. The place and role of the human factor in the Directive on railway safety is described. Railway incidents in 2010–2017 were analyzed in terms of events caused by the direct action of employees in positions related to the safety and conduct of railway traffic. Methods that infrastructure managers and rail operators can use to correctly define the place and role of individual work posts in the organization and their impact on rail traffic safety are indicated. In addition, the article proposes a procedure for identifying threats in the area of the human factor, the interfaces associated with the work position of the traffic dispatcher are defined.
