In the 90s of the twentieth century, due to the formation of new independent states in the post-Soviet space, as well as a change in the constitutional foundations of Eastern European countries, the governments of the countries were faced with the task of ensuring economic security of the countries. In the scientific literature, there are three main paradigms for solving the problem of the country’s  economic security: the paradigm of the country’s national interests; the paradigm of independent and independent development of the national economy; paradigm of sustainable development of the national economy. The economic system of the country, with its characteristic mechanism, operates in a cyclical mode, consisting of four stages: development, slowdown in development and stagnation (crisis), recession and depression, stabilization. It is necessary to have a toolkit (methodology), allowing one to foresee the onset and completion of all stages of the functioning cycle, the lead-time of more than 30 years. The structural and conjuncture equation of the country’s economy functioning cycle in the long-term period, with a leadtime of more than 30 years, can be used to determine the time of occurrence of economic threats in the national economy. The basis of the macroeconomic model of safe functional organization of the national economy of the country has been laid the equation of the cyclic functioning of the national economy, as a dynamic system, developed by the author, the equation of the cyclic functioning of the national economy of the country on the long-term period. Based on the equation of the cyclical functioning of the national economy of Azerbaijan, the time of the beginning of the slowing down rate of development of the national economy of the Republic has been determined. Three basic conditions for the safe functioning of the national economy have been offered. Based on the method, developed by the author, the basic conditions for the safe functioning of the national economy of Azerbaijan have been determined.

In modern times, it is believed that by reducing the risk of military intervention, military security has lost its relevance, and economic security has become a priority of national interests. The principle of economic security is as follows: national interests are supported through an economic system that supports free exchange and ensures the upward mobility of the nation. The analysis of economic security is based on the concept of national interests. It is well known that the problem of national security and its components cannot be considered only from the standpoint of current interests; it is closely related to the possibilities of their implementation over a significant, long-term period. Each stage of realization of national interests of the country is characterized by its assessment of its geopolitical, geostrategic and geoeconomic conditions, security threats and the main carriers of these threats, the mechanism of realization of national interests (each of the stages has its own assessment of the main definitions and categories of security, the main vectors of geoeconomic policy). Economic security is the foundation and material basis of national security. A state is in a state of security if it protects its own national interests and is able to defend them through political, economic, socio-psychological, military and other actions. There is a close connection between economic security and the system of national and state interests, and it is through this category that the problems of economic potential and economic power of the state, geopolitical and geoeconomic positions of the country in the modern world are intertwined. At a time when regional forces are trying to expand markets, provide access to finance and the latest technology, economic security has become a necessary component of the ability of regional forces to expand their influence. The article is devoted to the study of economic security of Ukraine and its components using the model of quantitative assessment of economic security of Ukraine. Using the Fishburne method, a model is built that allows to obtain an integrated assessment of the level of economic security based on the synthesis of nine partial indicators.

The research paper deals with the formation of new scientific solutions concerning evaluation of the development of the agroindustrial complex, its role in ensuring sustainable development of the national economy, identifying problems and developing ways to solve them in the current conditions of the functioning of agrarian production in the countries of Eastern Europe. The research emphasizes the key importance of agrarian production to ensure the food and economic security of Eastern European countries. It has been revealed that the agroindustrial complex plays a significant role in the countries of Eastern Europe, especially as concerns Ukraine, Belarus, Poland, Moldova, Bulgaria and Romania. There are problems with the formation of effective state support of agrarian production in the countries selected for study, especially as regards the countries of Eastern Europe, which are not members of the European Union. The methodology for assessing the development of the agroindustrial complex in Eastern European countries was developed and proposed for use, as well as calculations on its basis were made, which allowed to divide all countries of this region into three groups: countries - outsiders (Ukraine, Moldova, Russia); countries, where the development of agrarian industry is of concern (Belarus, Romania, Bulgaria); countries that need to improve the agrarian sector of the national economy (Hungary, the Czech Republic, Slovakia and Poland). A complex of agrarian production problems was identified for each of the Eastern European countries, and the key ways of their elimination were proposed, which are aimed at: reforming the market of agricultural land; stimulating the development of farms; increasing efficiency of state support of agrarian production; intensification of development and introduction of innovations in the agrarian sector; the transformation of the structure of the agro commodities market, including the optimization of their export and import.

Main problem: in the history of mankind there are many examples when the question of national interests remains unresolved. The category of "national interest" has firmly entered the modern political and scientific spheres of all countries of the world. Regardless of the level and nature of development, any country has certain national interests on which it should focus. Undoubtedly, these are economic interests. Future populations, whose state and national goals are not clearly defined, may be unplanned and fragmented. Consequently, it may be violently imposed on a foreign socio-political structure. Historical experience shows that the staging of specific problems can have a negative impact on the application and implementation of the necessary measures to prevent possible mistakes, to strengthen the security of the country. In order to make this article complete and exhaustive, it is necessary to pay attention to the concept of "concept", which reflects the active attitude of people to the surrounding world as the most important category. Purpose: The purpose of the study is to analyze the concept of economic security as a state-legal institution in the Republic of Kazakhstan. Methods: The following methods are used in the article: comparative-legal, system-structural, as well as the method of systematic analysis of needs. Results and their significance: Necessity, personal interests are one of the key links in the study of the essence of the social state. After all, the rule of law in its norms must express the social interests of man in life. These categories are intended to identify the indirect causes of social actions that lead to changes and additions in various spheres of public life. Every country has its own attractions. Interests are different. And the social group, and the team, and the individual combine their actions with their interests. Man interacts with it through its goal, which determines the interests of the environment. Therefore, at the level of common consciousness, a great value of interest is determined by individual actions and actions of people, as well as by mass historical events and phenomena. By looking at this issue in detail and analyzing its basic principles, we define the concept of economic interest. In order to ensure the economic security of Kazakhstan, it is necessary to rely on its own scientific and technological development, human and natural resources, that is, to decide on management in favor of domestic producers and ensure capital investment in priority sectors of the economy.
