Objective. To establish associations between clinical and genetic risk factors and target lesions (heart, blood vessels, kidneys) of patients with arterial hypertension (AH) among the population of Mountain Shoria, depending on ethnicity. Matherials and methods. A clinical and epidemiological study of compactly living population in the remote areas of the Mountain Shoria was carried out. This middle altitude region is located in the south of Western Siberia. 1409 people were examined (901 representatives of the indigenous ethnic group - the Shors, 508 representatives of the non-indigenous ethnic group - 90% of them being Caucasian). The diagnosis of AH was set in accordance with the recommendations of the Society of Cardiology of the Russian Federation / Medical Society of the Russian Federation on the Problem of Arterial Hypertension, 2010. Assessment of the structural and functional state of the cardiac muscle and duplex scanning of brachiocephalic arteries among the patients with AH was made by echocardiography. A photometric method was used to examine the urinary albumin concentration level. The polymorphisms of the genes ACE (I/D, rs4340), АGT (c.803T>C, rs699), AGTR1 (А1166С, rs5186), ADRB1 (с.145A>G, Ser49Gly, rs1801252), ADRA2B (I/D, rs28365031), MTHFR (c.677С>Т, Ala222Val, rs1801133) and NOS3 (VNTR, 4b/4a) were tested by the PCR method. Results. Among the members of the indigenous ethnic group left ventricle hypertrophy (LVH) correlated with the AG progression features (extent and duration), smoking, genotypes I/D of the ACE gene among men and T/T and C/T of the MTHFR gene; increased intima-media complex thickness (IMT) correlated with the AG progression features (duration), male sex, age, genotypes T/C of the AGT gene and C/T of the MTHFR gene; high level of albuminuria (AU) correlated with the AG progression features (extent and duration), lipid disorders (hypoalphacholesterolemia, hypertriglyceridemia, hyperbetacholesterolemia), genotypes D/D and I/D of the ACE gene, D/D of the ADRA2B gene and the C/T of the MTHFR gene among 18-64-year-olds. Genotype T/C of the AGT gene had a protective effect on LVH, genotypes G/G and A/G of the ADRB1 gene had protective effects on IMT and AU levels. In the nonindigenous ethnic group LVH correlated with the AG progression features (duration), hypertriglyceridemia, abdominal obesity, genotypes D/D of the ACE gene, 4b/4a and 4a/4a of the NOS3 gene; increased IMT correlated with the AG progression features (duration), age and genotypes T/C and C/C of the AGT gene; AU high level correlated with the AG progression features (extent and duration), obesity, abdominal including, genotypes C/C of the AGTR1 gene, D/D of the ADRA2B gene and T/T of the MTHFR gene. Genotype I/D of the ADRA2B gene had protective effect on IMT. Conclusion. The study demonstrated the importance of the ethnogenetic mechanisms in the multifactorial pathology development. The problem requires further research, also identification of people with AH and target lesions is needed for monitoring during the prophylactic medical examination of the population.

Objective - to explore the association of candidate genes of arterial hypertension ACE, ADRA2B, ADRB1, MTHFR and eNOS with obesity and impaired glucose metabolism based on ethnicity. Materials and methods. Clinical and epidemiological study of compactly living population in the remote areas of the Mountain Shoria (Orton, Ust-Kabyrza, Sheregesh settlements, Kemerovo region). 1178 residents of these settlements were surveyed with the help of continuous sampling method; the sample consisted of adults (18 years and older). Results. In the group of respondents of the indigenous nationality averages Quetelet index, waist circumference and fasting blood glucose, depending on the polymorphism of candidate genes of arterial hypertension ACE, ADRA2B, ADRB1, MTHFR and eNOS were lower than in non-indigenous ethnic group surveyed. In a population of Shor was found a statistically significant relationship with the body mass index of ACE gene genotypes in a population of non-indigenous representatives - with genotypes of ADRA2B gene. In the group of indigenous ethnic group revealed the relationship from ACE gene polymorphism. Regardless of nationality, found associative connection of the indicator polymorphism of ADRA2B gene. The level of plasma glucose levels in a population of non-indigenous ethnic group was correlated with genotypes of ADRA2B gene. Conclusion. Metabolic abnormalities were detected less frequently in indigenous ethnic group compared with the non-indigenous. In Shor group ACE DD genotype and ADRA2B genes associated with obesity, the genotype 4a/4a eNOS gene - with abdominal obesity. In the group of non-indigenous ethnic group CC genotype of the MTHFR gene was associated with abdominal obesity, II genotype of ACE gene and DD ADRA2B gene - with impaired carbohydrate metabolism.

The article is devoted to the process of convicts attracting to work as a means of their correction. The main goals of convicts’ employment are outlined, as well as the problems of regulatory control of this process. The data of the Prosecutor’s office on compliance with the law in correctional institutions in the sphere of attracting convicts to work are analyzed. The study of legislation in the field of convicts’ employment revealed fragmentary regulation of this process, which is explained by the consolidation of norms on attracting this category of persons to work in both the Penal and Labor Codes of the Russian Federation. Taking into account the fact that the basis for regulating issues in the sphere of execution of punishments is the Penal Code of the Russian Federation. The author concludes that it is necessary to make changes to the Penal legislation of Russia in the part concerning the organization of convicts attracting to work, as well as by adding rules on their dismissal. In addition, such problems in the sphere of employment of convicts as the lack of jobs, which entails a high level of non-working convicts, and the organization of remuneration that does not correspond to the stated in the labor legislation, were considered. Possible ways to solve these problems are suggested.

The article studies specific features of relatively new risks of declining the level of social and economic stability of states due to acts of terrorism and approaches to their estimation and prevention. Specificity of these risks are shown, which are connected with unlimited spheres of activity and methods of terrorists, vagueness of their reasoning and so on, which determines the high level of uncertainty in probability estimation, damages and other consequences of their activity. The structure of damages was systemized, within the frames of which direct and indirect damages in different fields of national economy and population of global community were identified. Estimation of such damaged which took place in different countries was provided. Unique characteristics of risks of terroristic attacks were given, which differ from other types of economic risks and predetermine the necessity to develop specific steps and strategies of their prevention. Key lines in the activity aimed at reducing risks of terroristic threats were discussed that stipulate disclosing basic factors promoting their appearance, estimation of conditions and trends in their development and elaboration of methods counteracting such threats. Legal basis of counteracting terrorism in the Russian Federation was considered that imply strengthening the role of state in the struggle against this phenomenon, for example by allocation of necessary finance resources directed to the development of accessible network of information, to the improvement of objects’ safeguarding, insurance protection of the population and other lines in anti-terrorist activity. The author discusses possible approaches to estimation of probability of terroristic attacks by using binary and multiple choice with regard to indicators showing conditions of their conducting.

Correlation coefficients between the results of political parties in the 2016 State Duma elections in the Russian Federation as a whole and in 26 regions, as well as in the elections of regional parliaments of 35 subjects of the Russian Federation in 2012–2015 were calculated. For the 2016 State Duma elections, data was used at all levels – regions, single-member electoral districts, TEC and PEC. It is noted that the “United Russia” correlations with all major parties are generally negative. A fairly high level of correlation is observed between the liberal parties. The main focus is on correlations between parliamentary opposition parties and parties with similar names. The correlation coefficients between the results of parties and candidates in the State Duma elections of 2011 and 2016 and the Presidential elections of 2012 and 2018 were also calculated, showing the stability of the geographical distribution of the electorate of the main parties. Regional differences in the nature of correlations between the main political parties are noted. It is assumed that correlations between parties reflect not so much their ideological closeness as the social closeness of their electorate. In this regard, it is noted that a positive correlation between the results of ideologically distant parties (“Yabloko” and the Communist party or “Yabloko” and “Rodina”) is associated with their reliance on the urban electorate and, perhaps, its most educated part. The reasons for voting for spoiler parties and the role of these parties in reducing the results of the main participants in the elections are discussed.

The paper features some sociocultural and legal aspects of social activity executed by various subjects of the credit relations in the Russian Federation. The focus is made on the banking sector. The authors use culturological and activity approaches to legal and illegal actions of credit institutions and demonstrate some specific traits of administrative offenses in this sector. The paper also describes the culture of credit loans, in particular, that of microfinance institutions. The authors believe that this kind of activity is aimed at gaining and can be characterized as immoral. They studied behavioral stereotypes of borrowers and credit institutions to classify the social activities of the credit relations subjects. A high level of social activity of borrowers is directed to satisfaction of physiological requirements and security needs. The social activity of credit institutions is mostly limited by its respect for legal standards and improving the level of culture of loan granting. Hence, if the social activity of credit relations subjects that meets cultural and legal standards, it contributes to the development of national economy.

Aim. To evaluate the connection of calcium antagonist (amlodipine) therapy with the dynamics of the intima-media complex thickness in patients with arterial hypertension (AH), depending on genetic polymorphism.Methods. The study included representatives of the indigenous nationality (the Shors) – 901 people, of which a group of 367 people with hypertension was identified. The prospective stage of observation included 234 people who did not receive antihypertensive therapy. Based on the prescription of calcium antagonists, patients with hypertension were divided into two groups. Gene polymorphism was tested by polymerase chain reaction.Results. In the Shor cohort, the regression of the intima-media complex thickness of the carotid arteries was observed more often in hypertensive patients who received calcium antagonists if to compare them with those who did not take the drug [OR = 2.30]. In addition, the decrease in the atherosclerotic process is associated with the genotype carriage: I/I of the ACE gene [OR = 9.42], T/C of the AGT gene [OR = 3.52], 4b/4b and 4b/4a of the eNOS gene [OR = 2.26 and OR = 3.75], C/C of the MTHFR gene [OR = 2.62].Conclusion. Pharmacogenetic aspects are valuable from the point of view of an individual approach and obtaining the most pronounced pharmacological response in order to slow down the processes of vascular wall remodeling in patients with hypertension.
