The development of a knowledge economy is a key priority for innovative progress and for ensuring the country’s competitiveness through the efficient use of intellectual resources and human capital. Our paper is focused on a necessity to find out the influence of human capital in providing innovative development and the formation of knowledge economy, to develop measures for its formation, accumulation, preservation, reproduction in order to increase national competitiveness at the world market. The foundation of the knowledge economy is productive knowledge and quality education that contribute to the intellectual capital embodiment into productive activities. A detailed analysis of the current state and problems of the education and science spheres has been carried out, international ratings have been analyzed and the place of Ukraine in them is determined in the article. An estimation of financial losses of the economy in connection with the outflow of students to study abroad is hold in the article. By using the trend modeling method we propose to estimate the effect of the predicted values of the components of innovation activity on the Global Innovation Index. Results show that Ukraine position in the Global Innovation Index rating will strengthen, which can testify, about the redistribution of financing of the innovation sphere in favor of private institutions and investors. The transition to a knowledge economy involves an understanding of the decisive influence of science, the latest technologies, innovations in the global economy, and enables the resource-oriented countries to leave this status and become a countries of high-tech and high skilled development, based on the transformation of knowledge into a source of value and the driving force of economic progress.

The rapid acceleration of scientific and technological progress, which started at the beginning of the 21st century, has become a decisive factor in influencing the global economy. Who will lead the global innovation race? This problem is especially relevant in the field of artificial intelligence (AI). At the moment, the United States and China are the main participants in the battle for dominance in this area. The author assesses Chinas innovative potential in the field of AI and identifies its achievements in this area. Based on the statistics provided, Chinas AI leadership has reached a critical point. China is confidently leading the new fundamental research of artificial intelligence, forming its theoretical base and applied research and development, which will contribute to the creation of new high-tech innovative products and services. However, in terms of the number and quality of AI specialists (AI Talents) and the number of companies engaged in AI, China is still lagging behind its main rival, namely the United States. The author proved that, despite the obvious successes of China, the United States still has an equal lead in the global innovation race.

In this article, the author examines the level of innovative development of Vietnam and its impact on the course of international trade of this country, analyzes the statistics of the global innovation index of Vietnam and reviews Vietnam's cooperation with Russia and the EAEU. The relevance of this article is determined by the significant progress Vietnam has made over the past 20 years in the development of business, market, and technologies. Also, its global innovation index is growing steadily. However, problems with human capital and infrastructure continue to slow the pace of development of the country's economy.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

The dynamics of productivity growth, the development of new high-tech production systems, the growth of the patent base in enterprises, trends in innovative development in general in the sector of the economy and large-scale production.The state of development of the economic system, depending on the structure of the innovation development of the subjects. At the same time, the innovative development of companies is manifested both in investments in advanced production technologies and in the production of high-tech products. The purpose of the scientific article is to analyze the innovative development in the Russian Federation.The goal necessitated the following tasks:1. To analyze the indirect indicator of innovation development – the volume of domestic expenditures on research and development in the context of country adaptability;2. The article identifies the problems of state regulation of innovation in construction and substantiates the main directions of improving its efficiency. The Bloomberg Innovation Index was used to assess the general state of innovation in Ukraine. Dynamic analysis of Ukraine's position in the ranking of the Bloomberg Innovation Index as a whole and by individual sub-indices of 2018–2020 revealed such problems as the reduction of production of high-tech goods, labor productivity, intensity of research and development. The study of innovation management was performed using a situational approach. It is established that the state regulation of innovation is mainly based on the methods of indirect influence. It is emphasized that in the conditions of economic crisis it is expedient to prefer methods of direct state regulation. The analysis revealed a range of problems related to forecasting and programming of innovation development, organization and coordination of relevant bodies in the implementation of innovation policy, regulation, financial and investment support for innovation, insufficient stimulation of demand for innovative products, unsatisfactory state of protection of intellectual property rights. The problems of state management of innovation activity are specified. The imbalance of the branch, national and regional programs of innovative development coordinating was revealed. Problems and directions of development of infrastructure of innovative activity are defined. Perspective directions of technological renewal of construction are defined, in particular development of resource-saving, energy-efficient technologies, introduction of Building Information Modeling technologies. The organization of public and private mortgage funds is offered, which will allow to receive financial resources at a low interest rate. It is established that the underdevelopment of the financial market of Ukraine most slows down the solution of problems of financing innovative activities in construction through the attraction of credit, venture capital, state budget funds for innovative development of the construction sector.

In this article, the authors analyze the experience of strategic planning for the scientific and technological development of the PRC. It is concluded that: largely due to effective strategic planning, over the past 15 years, the PRC has multiplied its economic potential and has become one of the most powerful countries in the world. The achievements of the PRC in the development of advanced technologies are especially impressive. The PRC has managed to create from scratch high-tech export-oriented sectors of the economy that are competitive in the world market. The characteristic features of the Chinese scientific and technological development management system are revealed: a clear definition of priority areas of scientific and technological development, concentrating efforts on a limited number of areas of science and technology development that are important for increasing the competitiveness of the national economy; planning manages scientific and technological development, the main one envisaging environmental achievement of long-term and moment of short-term goals, development and certain implementation of such long-term integrated marine programs, software R&D and innovative development; government stimulation of effective cooperation between science, education and business in ensuring the entire innovation cycle - from fundamental research to the introduction of developments in production, for the development of high-tech sectors; the use of a significant part of export earnings for the acquisition of modern equipment technologies; strict regulation of foreign investments in order to direct them to the sectors of new and high technologies; a harmonious combination of planning and market management methods in the development of small innovative business. Particular attention is paid to the consideration of the main elements of the state scientific and technological policy of the PRC. In addition, the authors conduct a detailed analysis of the main documents of the strategic planning of the PRC in the field of innovative development.

At the same time, the multifaceted and complex nature of this issue, the dynamics of change in the world, especially during the pandemic COVID-19, require further research. The purpose of this research is to research the dynamics of innovation activity on an international scale based on the consolidated indicators of the Global Innovation Index for 2020, to determine the place of Ukraine in it. Article’s main body. Based on the consolidated indicators of the Global Innovation Index for 2020, the dynamics of innovation activity on an international scale is considered, a comparative analysis is conducted, the relative advantages and weaknesses of national innovation systems are identified, and Ukraine’s place is determined. In GII, Ukraine ranks 45th out of 131 countries, showing an overall increase in the ranking of the innovation index and in the sub-indices: + 20 positions in education and +10 in R&D. Ukraine also retained 2nd place among countries with below-average income. It is noted that the coronavirus pandemic has had a negative impact on innovation and caused a significant decline in national and global economies. At the same time, by affecting some industries, COVID-19 stimulates the development and funding of innovation in others, especially in the areas of computer technology, digitalization, and healthcare. The study confirmed the stability of innovative development of countries that have traditionally been leaders in this index in previous years. The crisis caused by COVID-19 can be a catalyst for innovation in many traditional industries, such as tourism, education and retail. It can also stimulate innovation in the organization of work processes at the level of enterprises and individual employees, as well as in the (re) organization of production locally and globally. Today, it is extremely important to unleash this potential, which requires government support, as well as models of interaction and further private sector investment in innovation. Conclusions and prospects for the development. In conclusion, it should be noted that GII continues to support and stimulate innovation in an era of change. The purpose of the next 13th analytical report is to provide meaningful data on innovations and thus help the representatives of policy-making bodies in assessing the effectiveness of innovation activities of their countries, making informed decisions on further state innovation policy. At this stage, with increasing one-sidedness and nationalism, it is important to remember that most countries that have improved their positions in GII over time have benefited significantly from integration into global value chains and innovation networks. China, Vietnam, India and the Philippines are good examples.

In today’s high tech global economy the need of competent and highly qualified workforce becomes focal point in the research of academics, practitioners and business alike. The development of professional skills and competencies correlates with the processes of performance, evaluation and career development of the human capital. A lot of businesses are looking for innovative ways to improve efficiency and maintain competitive advantage in order to survive. The development of professional competencies is more frequently linked with the processes of performance, evaluation and career development of the human capital. The formation of such competencies requires consistent actions to improve particular knowledge, skills and abilities. The analysis of the professional competences of the human capital in the mining and quarrying sector in Bulgaria reveals a number of opportunities for their effective use and management. The purpose of this article is to outline the main tactics for developing professional competences of the human capital in the mining and quarrying sector analysing the predispositions of young professionals to work in this sector.

Future of the global economy depends more and more on possibilities and restrictions of innovative development. In the classical interpretation economic development is limited by non-renewable nature of a significant part of the natural resource potential and assimilation abilities of the environment. In opposition, it’s safe to say that the impact of innovative-technological factors, based on scientific, educational and information revolutions, powered by the synergic effect of the partnership of civilizations, is rising. The aggravation of this global contradiction forces countries, regions and enterprises around the world to look for additional ways to increase competitiveness and efficiency. One of the possible ways to solve this problem is the development of cluster policy – both on the part of the state and on the part of business, large multinational companies. The article analyzes the possibility of formation of technology of innovative development of the region through the competent implementation of cluster policy. The authors conducted a systematic analysis of the effects of clustering (localization), concentrated in the field of high-tech industries, identified problems of their development, including those in the context of globalization.
