The level of innovative activity in the region is increasingly determined by the quality of professional staff. Migration processes are a factor in shaping the size and quality of the population of the region. The outflow of innovative professionals from the region does not pay for intensive investment in human capital and jeopardizing the implementation of innovative development programs of the Orel region.

Today, the countries of the world are experiencing a pandemic crisis that has arisen in connection with the COVID-19 pandemic. The pandemic crisis is characterized by the fact that, unlike other crises, it is a three-way crisis. In particular, the pandemic crisis is also characterized by demand, supply and, at the same time, a liquidity crisis. It should be said that the pandemic crisis has shown the need to improve the quality of the human factor and the associated human capital in order to achieve sustainable development. . Human capital theory serves as the scientific basis for development of innovative economics. It is human capital that determines the maintenance of quality parameters of economic growth providing for efficient development of economics of modern states. The purpose of the authors is to justify theoretical and methodological expositions of human capital management in the innovative economics. The latter is regarded as an economic system based on the innovative activity of the business entities and individuals, on the permanent technological enhancement. Such an economic system is developing due to on-going generation of new knowledge. The authors present the results of their copyright study of genesis of system human capital paradigm of innovative economics as a research concept which implements and concretizes a holistic approach to revealing the patterns and causal relationships within the system of human capital of innovative development. The method of the study is based on using monographic method, statistical methods, charts, tables, graphs and other means to visualize the findings. As a result, the authors ascertain the shift in the economic science from classical understanding of how economic growth is impacted by education in innovative economics to considering economic growth as the main driver for development of education. The authors adduce the results of statistical analysis of interrelation between the volumes of technological innovation expenditures, the aggregate level of organizations’ innovative activity and the index of human development on the international level. By means of nonparametric methods the authors discover that the development of human capital, educational potential and the level of innovation development in the regions of Russia are moderately interrelated. The authors come to the conclusion that Russian economics is unique in comparison with other countries due to the combination of the high level of human capital development and low pace of economic and innovative development. As a result, they have found out that, considered as part of human capital management providing for innovative development, investments in education can be more efficient only if science, education and business integrate to train their employees within the context of the new paradigm of interrelation between human capital and economic growth in innovative economics in which investment in innovation and technology is regarded as the main driver of development of education.

Цель исследования - установить влияние социального компонента в системе воспроизводства и развития человеческого капитала. Для обеспечения оценки социального фактора проанализирован существующий методологический инструментарий и определен комплекс показателей, который позволит провести оценку степени влияния существующего социального пространства на развитие человеческого капитала и инновационную активность отдельной территории. Научная новизна - представлена методика и результаты анализа и оценки роли социального компонента как фактора обеспечения эффективного воспроизводства человеческого капитала и инновационного развития территории, выявлены проблемные зоны в системе его развития в современном экономическом пространстве. The aim of the study is to establish the influence of the social component in the system of reproduction and development of human capital. To ensure the assessment of the social factor, the author analyzes the existing methodological tools and a system of indicators that allows assessing the degree of influence of the existing social space on the development of human capital and innovation activity of a particular territory. Scientific novelty consists in the analysis and evaluation of the role of the social component as a factor in ensuring the effective reproduction of human capital and innovative development of the territory, identifying problem areas in the system of its development in the modern economic space. The results of the study can be used for the development and justification of regional socio-economic development programs.


The housing problem remains one of the most acute and socially significant, since the possibility of acquiring and improving housing conditions for citizens becomes difficult and impossible to achieve without state support. In particular, a decrease in housing affordability is associated with the quality and growth in the cost per square meter of housing, the tax burden and the annual increase in housing maintenance costs. Nevertheless, the main criterion characterizing the growth of reproduction and ensuring the comfort of living is the income level of the population. Housing is a social criterion and an indicator of the life quality of the population, affecting labor productivity, growth in gross domestic product, dynamics of demographic processes, and economic activity of the population. Undoubtedly, the availability of housing is the main indicator of the economic and social development of the state. Unfortunately, despite the positive dynamics of the housing affordability indicator, there are a number of problems that need to be addressed within the framework of the formation of comfortable housing. And also, it is necessary to introduce the affordability barriers to understand the complexity of creating an affordable housing market. In this article, the authors present a model for increasing housing affordability, taking into account an accurate assessment of the possibility of its acquisition. In addition, we offer a solution to this socio-economic problem by supporting the development of housing cooperation, which shall be expressed in the formation of new legal institutions and instruments that contribute to the guaranteed accumulation of funds by citizens for the acquisition of real estate.

The article considers the problem of evaluation of innovations in the process of enterprise development and formation of its strategy. The role and place of innovations in the global system of effective development of the enterprise and ensuring competitiveness and growth of its market value are shown. The basic positions concerning systematization in approaches to an estimation of innovations in the course of activity of the enterprise are generalized. It is proposed, as an element of the general study of innovative development of the enterprise, to consider and evaluate it from the standpoint of subjectivity and objectivity. The specificity of the study is to distinguish in the management system of innovative development of the enterprise object and subject of management and focus on them. It is proposed to study the innovative activity of the enterprise in the coordinates "subject - object of innovation". Methodological approaches to the assessment of innovative activity of the enterprise are presented. The author's interpretation of the concept of "subjective innovation" is given and its connection and difference with such concepts as "human resource" and "human capital" are shown. Subjective innovation, as an important component of human capital, in its content and importance in the system of competitive development of the enterprise is a key factor of innovation potential and the basis for the formation and implementation of its financial and economic development strategy. A general method of evaluating the concept of "subjective innovation" in the process of enterprise development is proposed. Based on the content of the concept of "subjective innovation", the objective complexity of its exact calculation (at the present stage of development of science) and the possibility of certain tolerances in such calculations in the work it is recommended to evaluate this concept by an expert method. It is determined that the proposed assessment will generally improve and deepen the process of managing the innovative development of the enterprise.

The role of human capital in the innovative development of the Ukrainian economy, which is formed through investment in the human being, is investigated. It is determined that an indispensable condition for sustainable development of the country is the implementation of the strategy of increasing the quality of human capital, which is actively involved in innovation processes and serves as a key resource for improving the competitiveness of the national economy. Emphasis is placed introduction of the model “lifelong learning” using modern technologies. A methodological approach to determining the level of innovative development of human capital is proposed and the value of the integral index of innovative development of human capital is calculated. The innovative-investment model of human capital development in the conditions of globalization is developed and the directions are defined. To overcome the problems of inefficient development of human capital and to improve its quality, a set of measures will be proposed that will contribute to the innovative development of the economy. The scientific novelty is to deepen theoretical provisions and to develop scientific and practical recommendations for improving the quality of human capital and its innovative development in the context of accelerating globalization processes.

The article is devoted to the study of the processes of formation and use of intellectual capital at Ukrainian enterprises and the analysis of the efficiency of innovative activity of domestic enterprises. The analysis conducted showed that domestic enterprises and organizations nowadays slow down the innovation activity and reduce the efficiency of the use of intellectual capital. Such tendencies are the consequence of the imperfection of the legislative framework for stimulating innovative activity of domestic enterprises; lack of incentive mechanism for developers and inventors, innovative enterprises and organizations. Problems of innovative development are inherent in both the state level of management and the management at the level of individual enterprises. It is necessary to form effective innovative state and regional development programs, to create modern innovative infrastructure, to develop at the legislative level the mechanism of preferential taxation and crediting of innovatively active enterprises, etc.

The analysis of factors and sources of innovative economic development, parameters and criteria, the impact of science and the human factor are very relevant, because the degree of development of science and scientific and intellectual resources increase the effectiveness of the economy and reduce production costs. The dynamics of the economy should be determined by the parameters of growth. Innovative capabilities of the region are estimated by the level and index of human capital development. The relevant investment climate contributes to the improvement of innovative activity of entrepreneurs and activates the whole process of reproduction based on innovation. It should be emphasized that the transition to innovative development is not limited to quantitative indicators. Currently, the main indicators are the quality of economic development. The key qualitative indicators of innovative development are: the quality of life of the population, political stability, the formation of innovative infrastructure, innovative activity and creative thinking. In order to improve the management of structural reorganization in the country, it is necessary to achieve a technological balance of economic sectors and to restructure a number of enterprises on the basis of differentiation. Enterprises in need of restructuring can be classified according to three criteria: a) bankrupt, producing uncompetitive, unprofitable products; b) production of defense industries and import-substituting production; C) enterprises with potential, but in a state of decline in production. In the analysis of factors and sources of innovative economic development, parameters and criteria, the impact of science and the human factor are very relevant, because the degree of development of science and scientific and intellectual resources increase the effectiveness of the economy and reduce production costs.

Modern migration is a dynamic and complex social phenomenon. It is characterized by significant scale and diversity, due to a complex of factors: socio-economic, political, ethnic, religious, environmental, demographic and others. The article reveals the demographic processes of the Republic of Kazakhstan, its specific features, characteristics, and development factors, as well as mechanisms for regulating internal migration, its population dynamics and targeted measures for health and life quality improving of the citizens of the Republic of Kazakhstan. Studies have revealed that the quality of life and health of the citizens of the Republic of Kazakhstan has improved. In recent years, the average life expectancy in Kazakhstan has exceeded 70 years. Economic growth has become stable. Today the world knows Kazakhstan as a peace-loving country, which stands for mutually beneficial cooperation and integration. Identified the necessary directions for further development, and conducted an analysis of the existing development programs of the Republic of Kazakhstan.

In the economy of the 21st century one of the most important resources and factors determining the strengths and competitiveness of regions is human capital. This role in regional development has been noticed in the policy of the European Union. The article presents the results of research into the diversity of human capital in Poland. The category was determined using fifteen indicators, and their selection was dictated by the availability of data across voivodships and their comparability over time. The aim was to verify the diversity of the human capital of voivodships in Poland within the regional structure of the country. The research included an attempt to measure and take into account changes in their diversity in dynamic terms (2007–2018). The research tool was factor analysis. The results allowed the assessment and observation of differences in the classification of voivodship groups. The schooling coefficients of individual types of schools have an impact on the grouping and diversity of similar voivodships in terms of human capital. Demographic processes are particularly unfavorable in the Świętokrzyskie voivodeship. The dynamic approach allows us to claim that groups of objects are characterized by a different specificity. The most favorable quality of human capital was assessed in the Mazowieckie voivodeship. It was observed that the voivodships in Poland also differentiate the indicators characterizing the working and post-working age population. The goal is characterized by variability in time. Given the dynamic dimensions of the category, achieving them in a different way seems very important.
