В последние годы целый ряд исследователей соглашается с тем, что идеи наряду с материальными факторами способствуют построению каких-либо объяснений социальных преобразований. В то же время, существует устойчивое и резко противоположное мнение, что идеи сами по себе являются исключительно теоретически перегруженными конструктами, которые в принципе мало что значат. Важным замечанием представляется инструментальная роль идей в преодолении ограниченной рациальности различных акторов, без обращения к которым они вряд ли достигли бы желаемых прагматических эффектов совершенных действий. Настоящая статья посвящена прикладному значению идей, которые воплощаются в целые технологии управления социальными процессами. Обоснована значимость интеллектуальных ресурсов в контексте Постсовременности. Показано, что представляют собой современные технологии социального управления. Выявлено место идеальных элементов в структуре управления процессами. В логике авторского подхода рассмотрены примеры дистрибуции идей от генезиса до их практической реализации в различных сферах общественной жизни. Уточнена инновационность идей, к которым перманентно обращаются акторы. Актуализировано состояние манипулятивных практик, к которым вынуждены прибегать властные субъекты. Приведена классификация идей, задающих концептуальные основания альтернативных утилитарных действий. В заключение обобщаются основные выводы и подводятся итоги исследования. In recent years, a number of researchers have agreed that ideas, along with material factors, contribute to the construction of any explanations for social transformations. At the same time, there is a stable and sharply opposite opinion that ideas in themselves are exclusively theoretically overloaded constructs that, in principle, mean little. An important remark is the instrumental role of ideas in overcoming the limited rationality of various actors, without recourse to which they would hardly have achieved the desired pragmatic effects of committed actions. This article is devoted to the applied meaning of ideas that are embodied in whole technologies for managing social processes. The importance of intellectual resources in the context of Postmodernity has been substantiated. It is shown what modern technologies of social management are. Revealed the place of ideal elements in the structure of process management. In the logic of the author's approach, examples of the distribution of ideas from genesis to their practical implementation in various spheres of public life are considered. Clarified the innovativeness of ideas to which actors are permanently referring. The state of manipulative practices that powerful subjects are forced to resort to has been updated. A classification of ideas defining the conceptual foundations of alternative utilitarian actions is given. In conclusion, the main findings are summarized and the results of the study are summed up.

The present review is focused on the modern methods for the treatment of male infertility related to obstructive and unobstructive azoospermia. The criteria and prognostic factors for obtaining spermatozoa by means of invasive manipulations on the testicles are considered. Special attention is given to the results of investigations into the state of the AZF-region of Y-chromosome and of the studies of patients presenting with Klinefelter's syndrome. The modern classification of testicular biopsies is presented that allows to discriminate between different forms of compromised spermatogenesis.

The history of ideas is a relatively new concept, which has not only the theoretical inherent in it but also in the spirit of modernity is able to reveal its own applied potential. The article shows the role of the history of ideas in the search for answers to the crises of the modern world, which makes it possible to establish some regularities in the functioning of intellectual constructs and their social embodiment. The author examines the basic provisions of the research concepts of the adherents of the history of ideas A. Lovejoy and I. Berlin. Using the conceptual foundations of their theories, the author applies them to a deeper understanding of the specifics of such megatrends as the COVID-19 pandemic, armed conflicts and information wars. It was revealed that the specificity of the global world transforms the content of events that traditionally affect one sphere and now spread to various spheres of the nonlinear and fragile world. In conclusion, the author sums up the research results and notes the methodological possibilities of the history of ideas for further study of the logic of social processes.

The article deals with a number of problems associated with the transition to a new technological order has acquired the name of the 4th technological revolution in modern literature. The author focuses on changes that are take place in the organization of production and exchange of values. An attempt is made to forecast the development of the modern Russian society in the most important areas: economic, social, and spiritual. The author highlights the role of digital technologies in the modernization of the system of social regulation. There is a peculiar tendency of “technologization” of law, its transformation in the conditions of development of modern technologies. It is necessary to revise the recently established approaches to legal education. It is stated that rapid quantitative and qualitative changes that characterize the modern era, require a reorientation of education, which should be aimed at the extraction and assimilation of new knowledge that can be secured on the ground of a firm academic basis.

In the 21st century, new social processes that used to be considered illogical, unusual, and even impossible in the recent past are becoming increasingly widespread. Downshifting implying deliberate rejection of the benefits of modern civilization should undoubtedly be viewed as one of such processes. In various countries and corners of the planet, the scale of the development of downshifting has now acquired such a great magnitude that acting like nothing is happening would be both impossible and wrong. Meanwhile, an unequivocal perception of downshifting as an exclusively favorable or unfavorable process has not yet formed in society. In this context, attempts at measuring and statistically evaluating the various parameters of downshifting draw great interest from the point of science and practice. However, it has to be admitted that statistical science somewhat lags behind the present demands and needs of society since the system of downshifting indicators providing its comprehensive characteristic and allowing for a relatively clear answer to the question of the actual role of such an unusual social process has not yet been developed. In this context, the present article examines the specific characteristics of the quantitative analysis of downshifting, analyses various approaches to creating a downshifting statistics indicator system, and presents the authors’ propositions considering the structure and components of the system of downshifting indicators allowing not only comprehensively demonstrating the scale, structure, distribution, and intensity of this process, but also addressing its socio-economic results and consequences.

The subject of this research is the economic and organizational relations regarding the formation and assessment of competitiveness of tourism cluster, as well as correlation between the level of competitiveness and various trajectories and stages of the lifecycle of tourism clusters. The object of this research is the tourism sector of economy and its separate enterprises unified by specific relations into the cluster territorial-industrial formations. The article employs the works of Russian and foreign experts in the area of economics and management of tourism sector of the economy. The scientific novelty is substantiated by gain of knowledge on the content, maintenance, assessment, and role of the economic category of “competitiveness of tourism cluster”, including the formulated definition of this concept, its components, elaboration of assessment framework and classification of the criteria of competitiveness of tourism cluster, as well as methodology for determination of lifecycle stages and trajectories in development of tourism cluster. The acquired results are of theoretical importance as a reference point for further research and possibility of practical implementation as an instrument for development management of tourism sector of the economy. The presented materials can be used in the development of tourism services online platform based on digital technologies.

The paper examines the methodological approaches and the conceptual foundations used to assess the degree of secularity in Western political thought. The concepts of secularity and secularism appear and develop due to historical, social, economic and cultural specifics of each particular society, and different factors, social transformations and the changing role of religion in public space among them, revise the content of these concepts. The paper discusses two main trajectories of such changes in the correlations between religion and politics that contributed to the development of secularity models as they are known today. It offers a clear interpretation of the concepts of secularity, the secularity principle, secularism and secularization and an analysis of the main models and interpretations of secularism and the socio-political factors that affect each of the secularity models. The contemporary religious situation and religious politics of Kazakhstan, as well as the political experience of identifying the principles and criteria of secularity in the republic that synthesizes foreign experience and the specific features of interpretation of secularity inside the country are reflected in the paper.

The article contains structured criminal-law remedies and the accumulated amount of knowledge about them. It has been established that the structuring of the system of criminal legal meaning begins with the advent of “multicolumnite” of criminal law. It was determined that the classification of criminal law remedies by way of suffering two drawbacks: the inability to clearly outline the range of those criminal law meanings that are allocated to the “ways” of criminal law influence; and the lack of a clear criterion for the distribution of criminal law meanings between separate “paths”. Depending on the peculiarities of the combination of coercion and encouragement in the application of a particular criminal legal meaning, they are divided into incentive and coercive. The compulsory nature of incentive measures is exemplified. According to the criterion of the presence or absence of punitive properties in criminal legal meaning, they are divided into two groups: punitive and non-punitive. The disadvantages of existing classifications are explained.It is offered to separate the classification of criminal law remedies that determine the criminal legal consequences of committing a criminal offence from criminal law remedies, regarding such an offence as the institution of criminal law. Depending on the role of meaning in legal regulation, they can be divided into meanings of establishment and meanings of action. Criminal legal meanings determine those provisions of the criminal law that determine the types and sizes of influence on the legal status of a person in connection with the commission of a criminal offence. Criminal legal means of action are the practical implementation of the powers of the state defined by the criminal law on the application of criminal legal means of decrees to specific entities.

The article theoretically substantiates the importance of the category “management culture” as part of the organizational culture in the formation and implementation of the organizations strategy and separately considers some of its elements. The paper presents the categories and subcategories of management culture: strategy, organizational structure, regulation, technology, information systems, control, incentives. The study analyses the importance of the strategy as one of the elements of the management culture and the ratio of goals. The paper evaluates the factors that determine the success of planning and implementing the strategy. The article pays special attention to the discussion of information technologies as one of the elements of management culture, intensity and options for the development and implementation of modern technologies in business process management. When discussing processes as one of the elements of the management culture, the author emphasizes the complexity of managing processes and the importance of their consistency for achieving the goals of the organization. The study concludes, that the main role of management is to achieve the goals of the company using a certain number of employees, management methods and controls, which are regulated by the management culture, which is an integral part of the organizational culture of the company.

This report is dedicated to the role of the web site as an important tool for presenting business on the Internet. Classification of site types has been made in terms of their application in the business and the types of structures in their construction. The Models of the Life Cycle for designing business websites are analyzed and are outlined their strengths and weaknesses. The stages in the design, construction, commissioning, and maintenance of a business website are distinguished and the activities and requirements of each stage are specified.
