scholarly journals DEMOCRACY AND GLOBALIZATION WITH SUSTAINABLE DEVELOPMENT IN AFRICA: A PHILOSOPHICAL PERSPECTIVE

This paper focuses on how African national leaders can make global democracy relevant to sustainable development in Africa. Seeing the problem of sustainable development in Africa from the structural and functional angles, this paper begins with an introduction and a clarification of terms such as ‘democracy’, ‘globalization’ and ‘development’. It then analyzes the underlying foundations of global democracy and its implications to cultures of the African peoples. This paper tries to place the impact of global democracy on Africa in perspectives by weighing the pros and cons of global democracy. Tracing the genesis of functional and developmental problems in the post-colonial Africa to structural problems occasioned by Africa’s colonial experience, this paper however strongly contends that the main problem militating against sustainable development in the post-colonial Africa is bad politics and mismanagement of national resources. African peoples need to be taught that some of the African national leaders are responsible for the bad condition of underdevelopment in the global period because of bad political governance ranging from the inability of African leaders to calculate all the relevant factors in the making of their policies as well as failing to provide effective technologies and competent staff to deal with rigging of elections and other electoral problems in addition to corruption and mismanagement of public funds. There is no way for the African nations to survive without production of goods and services in terms of farming, agriculture and diversification of their revenue base. National leaders of the various African nations cannot avoid policies that enable the industrialization of African nations through the provision of the basic infrastructures and viable amenities for social, economic, and political development. They should however be wary of debt traps of International Monetary Fund and World Bank because borrowing nations are often given difficult conditions that often make it difficult for them to obtain the desired benefits in terms of sustainable development. The study recommends that for sustainable development to take place in Africa there is need for national leaders to embrace good political governance that places the people at the centre of development to be manifested in guileless electoral process and effective management of the resources. This paper contends that the realization of sustainable development in African nations requires moral, political, and economic integration. It concludes with perspectives for further research on the issue.

The article is devoted to the features of the formation and development of Africa in the postcolonial period. The authors study such fundamental issues as the formation of modern States in Africa, the formation of the ruling elite and its influence on the political and socio-economic system, the role of the army and ethnic conflicts in the process of state formation. The relevance of the research is due to the fact that Russian and foreign historical science has not yet formed a common opinion on how to assess the consequences of the colonial period for Africa. Pluralism of opinions, on the one hand, generates the discussion for research, on the other, introduces a destructive imbalance in the representation of the region. As a novelty of the study, it’s necessary to note the neo-patrimonial approach to studying the features of the postcolonial period in Africa. It identifies separate thematic blocks that help assess the impact of colonization on the development of countries on the continent. The article also considers the correlation between the traditional and westernized elements within African political culture. The borrowing of political institutions and statehood theories is also considered not only as a consequence of the colonial past, but also as the political choice of the first national leaders of Africa, in the framework of their aspiration to choose an effective development way and to find a balance between the tradition and modernization. The main purpose of the study is to assess the results of decolonization in the context of ethnic, military and political aspects of the formation of African States. The polemic nature of the principles of understanding the postcolonial period of African development has led to the need to use a functional approach as a methodological basis. This is due to the need to study the principles of functioning of the political system of the region, rather than individual states. The neo-patrimonialist approach also gave rise to the use of a comparative method to compare the main theoretical postulates with the real situation in Africa. A vast array of sources and literature in Russian and English is needed to reflect the multi-vector possibilities of research on African issues.

Africa is a continent of over a billion people, yet questions of underdevelopment, malgovernance, and a form of political life based upon patronage are characteristic of many African states. ‘Introduction to Africa and its politics’ explains that the core questions underpinning this VSI centre on how politics is typically practised on the continent; the nature of the state in Africa; and what accounts for Africa’s underdevelopment. This VSI aims to appraise sub-Saharan Africa’s recent political history, examining post-colonial political structures, the impact of colonialism, and the form and nature of post-colonial states. The type of politics practised in many African states continues to be hostile to genuine nation building and broad-based, sustainable development.

This chapter examines the impact of colonialism on post-colonial political development. It first provides an overview of the post-colonial world, noting how politics in developing countries are influenced by their pre-colonial heritage as well as colonial and post-colonial experiences. In particular, it considers post-colonial theory, which addresses the continuing impact that colonialism has on post-colonial development. The chapter proceeds by describing pre-colonial states and societies such as Africa, Asia, the Americas, and Australasia, where varying patterns of state formation influenced both the kind of colonization that they experienced and their post-colonial development. It also considers colonial patterns in the post-colonial world and the occurrence of decolonization before concluding with an assessment of the legacy of colonialism to post-colonial states.

The sustainable development serves as the resulting index of new economic, social and political development in society with multiple uncertain parameters due to the increased process dynamics. It foresees the creation of personnel training system, the personnel able to develop proactively and fit the times. Consequently, it sets other tasks to the professional education system. The analysis conducted by the authors is directed to studying the term “professionalism” on the example of the social sphere, the dynamics of key professional functions and possibilities of social sphere specialists’ professional conversion. Respectively, primary trends in the social education development and the compliance with the labour market needs in social sphere, the impact of professional activity of social sphere specialists towards sustainable development in our country were analysed. The evaluation of study results was carried out during the development of professional and education standards, their professional and public hearings, and the development of recommendation on application of network and distance technologies in the social education.

Ideas and beliefs play an important role in guiding human behavior. As culture has a clear impact on community development, intellectual change or cultural change will rebuild Saudi society. For this purpose, our study dealt with a presentation of the various previous studies that clarified the role of cultures in the development of society and whether change and diversity have a clear role in development. The study was based on a survey of a group of questions to members of the community where the questionnaire was distributed to the University community to take different views of gender. The study also focused on determining the role of cultural diversity and emerging from some old customs to achieve sustainable development which is represented in three main dimensions of economic development, social development and finally political development. Assumptions were analyzed using multiple regressions.

The management of the transition to sustainable development of the country and territories of the Russian Federation is actively discussed, its current goals and objectives are substantiated. The article discusses the need for structural changes to implement the priorities stated in national and regional programs, strategic documents of socio-economic development. A methodological approach to assessing the trends of sustainable development of regions is proposed. Priority areas for import substitution of the economy have been identified. It is noted that at the federal and regional levels, an organizational and economic mechanism is needed to enhance budgetary efficiency.

Modernism is usually defined historically as the composite movement at the beginning of the twentieth century which led to a radical break with what had gone before in literature and the other arts. Given the problems of the continuing use of the concept to cover subsequent writing, this essay proposes an alternative, philosophical perspective which explores the impact of rationalism (what we bring to the world) on the prevailing empiricism (what we take from the world) of modern poetry, which leads to a concern with consciousness rather than experience. This in turn involves a re-conceptualisation of the lyric or narrative I, of language itself as a phenomenon, and of other poetic themes such as nature, culture, history, and art. Against the background of the dominant empiricism of modern Irish poetry as presented in Crotty's anthology, the essay explores these ideas in terms of a small number of poets who may be considered modernist in various ways. This does not rule out modernist elements in some other poets and the initial distinction between a poetics of experience and one of consciousness is better seen as a multi-dimensional spectrum that requires further, more detailed analysis than is possible here.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

The purpose of this study is to evaluate the impact of integrating Sustainable Development Goals (SDG) into International School Curriculum, and to adapt Education for Sustainable Development using Ajzen’s theory of planned behaviour, Roger’s diffusion of innovation theory and Stern’s value belief norm (VBN) theory to nurture a sustainable society. The study narrowed five development goals; Zero Hunger (SDG 2), Clean Water and Sanitation (SDG 6), Sustainable Cities and Communities (SDG 11), Climate Change (SDG 13) and Life on Land (SDG 15) to evaluate the impact towards international school’s curriculum in order to nurture a sustainable society. Data was collected from 105 teachers from 5149 full time teachers in International Schools in Malaysia. The questionnaire focusses on indicators from Sustainable Development Goals and funnelled down to understand whether these indicators will impact the objective of these research, which is to nurture a sustainable society through integrating SDGs in International School Curriculum. The data was analyzed through SPSS application where correlation test were conducted and produce nonparametric correlation results in p<0.001 which indicate a very high significant of relationship between SDGs and sustainable society.
