<p>Into the late 1990s the international community began to develop new methods for assisting fragile states. It was recognised that development principles and practice were often insufficient to resolve the ‘complex operations’ they were entering. This was especially true when engaging states that lacked either the political commitment or the practical capacity to deliver basic social and public services. The defining feature of these operations is that assistance is required across all pillars of civil society – economic, law and justice, governance and public administration. Without effectively addressing each of these pillars there is a significant risk of systemic failure. A key challenge of engagement across these pillars is coordinating the growing number of contributions – both civilian and military. The whole-of-government approach has been promoted as a method to ameliorate this challenge. It is argued that the approach reduces departmental silos, promotes policy coherence, and provides efficiency while better addressing the complexity of the operating environment. While this may be true, the rhetoric is ill-defined and generates confusion as to what it means at a practical level. In short, it remains unclear how to achieve an efficient and effective whole-of-government approach or what that would actually look like. This thesis examines this dilemma and identifies the factors for successful implementation of New Zealand’s whole-of-government approach to peace support operations. Rather than concentrating on the formerly popular ‘machinery of government’ changes, this thesis argues that there are three overarching factors when implementing a whole-of-government approach. The first requirement is strategic direction from Government. This should come in the form of a national security statement and subsidiary individual country strategies. The second is culture change across the public sector. This focuses on the ‘soft issues’ such as organisational cultures, values and routines, professional beliefs, as well as institutional values and preferences. Significantly for peace support operations, this must be extended to promote a culture of education and awareness of host nation history and society. The third factor is accurate and flexible performance indicators and measurement to ensure that success can be identified and achieved. Effective execution of these factors will add value and promote excellence in New Zealand’s peace support operations.</p>

Background: Problem-based learning (PBL) was introduced in Malawi in 2002 in order to improve the nursing education system and respond to the acute nursing human resources shortage. However, its implementation has been very slow throughout the country.Objectives: The objectives of the study were to explore and describe the goals that were identified by the college to facilitate the implementation of PBL, the resources of the organisation that facilitated the implementation of PBL, the factors related to sources of students that facilitated the implementation of PBL, and the influence of the external system of the organisation on facilitating the implementation of PBL, and to identify critical success factors that could guide the implementation of PBL in nursing education in Malawi.Method: This is an ethnographic, exploratory and descriptive qualitative case study. Purposive sampling was employed to select the nursing college, participants and documents for review.Three data collection methods, including semi-structured interviews, participant observation and document reviews, were used to collect data. The four steps of thematic analysis wereused to analyse data from all three sources.Results: Four themes and related subthemes emerged from the triangulated data sources. The first three themes and their subthemes are related to the characteristics related to successful implementation of PBL in a human resource-constrained nursing college, whilst the last themeis related to critical success factors that contribute to successful implementation of PBL in ahuman resource-constrained country like Malawi.Conclusion: This article shows that implementation of PBL is possible in a human resource-constrained country if there is political commitment and support.

The 17 Sustainable Development Goals (SDGs) of the 2030 Agenda, and their 169 targets, are interdependent and interlinked. The successful implementation of all SDGs will rely upon disentangling complex interactions between the goals and their targets. This implies that implementing the SDGs requires cross-sectoral processes to foster policy coherence. Over recent years, academic research has produced a number of different proposals for categorizing the SDGs, systematically mapping the linkages between them, and identifying the nature of their interdependencies. The aim of this review article is to provide ideas of how to move from generic appraisals of SDG interdependencies towards translating these interdependencies into policy action. To do so, the article first provides an overview of existing frameworks for the systematic conceptualization of the SDGs and the interlinkages and interdependencies between them. Secondly, the article critically discusses advantages and limitations of these frameworks, with a particular focus on methodological weaknesses, practical applicability to specific contexts, and utility for the development of policy strategies for coherent SDG planning and implementation. Based on this discussion, the article proposes a roadmap for how research on interdependencies can meaningfully provide orientation for policy action.

The offered proposals for successful implementation of strategic direction ‘Tourism development’ were developed by taking into account development of human resources capacity.

This article explores Policy Coherence for Sustainable Development (PCSD) as an operational tool to promote a sustainable future for human security. Both scientific studies and policy documents were analysed to identify theoretical and practical challenges of human security from a PCSD perspective. Comparing those findings with information from expert interviews and literature on PCSD, I argue that the added value of the concept consists in its ability to deal with contradictory political interests at different stages of political decision making. The PCSD concept allows addressing synergies and nonintended effects of policies, which is particularly important in the sensitive context of violence and political transformation. Based on the analysis, my paper develops a new framework for analysing interlinked security and development challenges in fragile regions to overcome persistent shortcomings of both the human security and the PCSD concept.

Improving community nutrition in developing countries requires a detailed epidemiological picture of the prevalent nutritional problems in different regions and age groups. This makes it possible to identify priorities, sensitize policy-makers, establish political commitment and design appropriate community programmes for income generation and education for the best use of food resources. Experiences acquired from community-based nutritional programmes show that ownership of a programme by the community and using a tailor-made approach are essential factors in the successful implementation of programmes. A multifaceted approach is needed, involving a range of sectors-agriculture, commerce, education and health– and commitment at all levels from government to communities and individuals

In 2021, many countries have begun distribution of COVID-19 vaccines but are hampered by significant levels of vaccine hesitancy or apathy. Experts recommend that standard health communication campaigns be expanded to include a more holistic approach of behaviourally oriented strategies. We constructed a large-scale Delphi panel of marketing and behavioural science university faculty to assess 12 previously reported US vaccination promotion strategies, asking respondents to assess applicability of the strategy in their country, how efficacy might compare to the USA and recommendations for local adaptations necessary to successful implementation. Separately, we sought to determine whether strategies based on cognitive mechanisms (eg, ‘nudges’) are more readily generalisable than strategies based on social identity. Ninety-two marketing and behavioural science faculty from universities worldwide participated. Globally, all 12 behavioural strategies were validated; a majority of respondents reported that they would or could work well in their country. While all strategies were strongly validated at a global level, specific need for regional adaptation was identified. Also, open-ended responses suggested the addition of three emergent strategies to a global effort. Finally, we see that strategies based on some types of cognitive mechanisms are more readily generalisable across regions than mechanisms based on social identity, however, this is not always true of ‘nudge’ strategies. All 12 strategies are robust to global use and consensus exists on adaptation for optimal efficacy in different regions; specific strategy recommendations are posited. Use of these strategies can accelerate individual country efforts to achieve desired vaccination rates to protect global public health.

Supply Chain Management Information System (SCMIS) has gained a lot of importance because of its ability to reduce costs and increase responsiveness in the supply chain. The implementation of SCMIS is a complicated process with significant risk. The studies have revealed that the success in implementing these systems is not very encouraging. Therefore, it is necessary to establish the impediments in SCMIS implementation and their severity. Studies on the failure factors of the ERP system have already been done by various researchers. The research on SCMIS, an inter-organizational system, is in its early stages and is still to receive that much attention as its predecessor whereas barriers for its implementation are more severe. Thus, there exists a gap in research in this important area. In this paper an attempt has been made to establish impediments, their severity and improvisation for the successful implementation of SCMIS in the Indian automobile industry.

Achieving sustainability goals is complex and requires policy coherence; yet effective action for structural change has been elusive partly because global issues must be primarily addressed locally. Agreements such as the UN Global Goals and the New Urban Agenda and current pressing problems such as the 2020 pandemic demonstrate that it is impossible to tackle global socio-ecological system issues without addressing urban vulnerabilities and consumption models. This article presents a critical review of theoretical roots, conceptual influences, major debates, limitations, and current trends in community and urban sustainability. Broader sustainability theories and intellectual traditions of the last two centuries have shaped current urban agendas, most of which however do not cater to a systemic approach and may lead to policies that do not integrate all three pillars of sustainability. While cities are challenged by the difficulties of addressing multiple objectives, meaningfully engaging citizens, and consistently tracking progress, the limitations of urban sustainability application can lead to lost opportunities, lack of credibility, and increased public skepticism. Fundamental changes are required in local decision-making and citizen mobilization to move from current piecemeal approaches towards long-lasting urban sustainability and successful implementation of global goals.

The disintegration of the USSR in December 1991 marked the end of the Cold War. Many foreign policy analysts were quick to point out that Russian Federation had ceased to be a threat to the Western world. Despite facing a multitude of economic, social and military problems, under the leadership of Vladimir Putin the Russian state managed to be reborn. Russian Federation's miraculous return was made possible by the successful implementation of a policy of economic centralization that overlapped with a period of rising global oil prices. Economic prosperity encouraged the Russian Federation government to return to the old practices of the Soviet period, succeeding in unbalancing the fragile states of Eastern Europe and once again endangering the peace of the entire continent.   Keywords: Russian Federation; Cold War; Crimea; hydrocarbons; conflict.
