<p>In Aotearoa New Zealand, teen pregnancy is associated with social disadvantage and being ‘Māori’. Research on teen motherhood typically focuses on ‘risks’ and ‘dangers’, such as lower educational attainment and welfare ‘dependency’. These images cast young Māori mothers as abnormal and deviant – as perpetually deficit. Hence, public (and public service) perceptions of these women are often negative. This study displaces the deficit lens, and explores the lived realities of fifteen young (teen) Māori mothers, and the perspectives of their whānau. The purpose of this research was to understand the life circumstances of young Māori mothers, to examine the role of the state in their lives, and to make suggestions for service improvements. It draws on data from the E Hine study (Women’s Health Research Centre, Otago University, Wellington). Young mothers participating in E Hine were interviewed three to seven times over a three-year period, with up to two whānau interviews conducted for each young woman. The data set for this thesis, comprising of fifteen young Māori mothers and their whānau, totalled eighty-four in-depth, semi-structured interviews. Data analysis was thematic, and was informed by Foucault’s concepts of the medical and disciplinary gazes, and postcolonial notions of the colonial gaze. The research suggests that public health and social services, as well as public perceptions, seek to regulate these young women according to Eurocentric conceptions of normality; and in doing so, stigmatize and disengage them, thus creating barriers to positive outcomes. Despite this, these young mothers resist disempowerment, and hope for a better future for themselves and their whānau. Their stories are a testament to the fact that being young and Māori and mothering does not equate to failure. By treating young Māori mothers with respect and empathy, support services could be improved.</p>

Following on Felice Perlmutter's work on the managerial role of social workers in social services, this article contributes to the still limited knowledge on the role of social workers in middle-management positions in formulating new policies `on the ground`. The study expands knowledge about policies determined by team managers in local social service departments in Israel. It occurs in the nexus between street-level bureaucracy, professionalism and managerial positions. Semi-structured interviews with 28 team managers revealed that they formulated `new` policies with regard to the provision of psychosocial services and material assistance (who gets what, when and how). This occurs when they resist official policy, when it is vague or non-existent. Most of their policy decisions are not documented and draw upon consultations with colleagues and superiors though not with clients. The team managers perceive these policies as a means for achieving balance between clients' well-being and budgetary constraints. Yet their decisions lack transparency, are decided upon without public discourse and may lead to greater inequity between clients

No debate is as engaging in the twenty-first century, as the one surrounding the phenomenon of globalisation. Economists, political scientists public policy experts, and specialists from a range of diverse disciplines are attracted to analyse this phenomenon and apply it to the world around them. The analysts are generally divided in two camps—those who praise globalisation as an evolutionary process leading to peace and prosperity, and those for whom globalisation is a curse instigating violence and conflict by undermining the role of the State and adversely affecting democracy.

Walfare State concept born in the era of the 20th century as a correction of the development of the concept of the country as night watchman, the phenomenon of economic capitalism that gradually leads to lameness in the distribution of sources of prosperity. In the Walfare State concept, the state is required to extend its responsibility to the socio-economic problems facing the people. The functions of the state also include activities that were previously beyond the scope of state functions, such as extending the provision of social services to individuals and families in specific matters, such as social security. The role of the state can not be separated with Welfare State because the state that plays a role in managing the economy which includes the responsibility of the state to ensure the availability of basic welfare services in certain levels. Chapter 7 draws together some of the lessons that can be learned from the experiences of three small European countries in responding to homelessness. It is clear that responses to homelessness are embedded and enmeshed in the political and administrative culture of the individual countries, particularly the role of the state, both centrally and locally, in the provision of housing, welfare, and social services. Homelessness cannot be responded to as a separate issue from this broader context, and this is particularly the case in Finland and Ireland, where the roles of the state and market are understood very differently.

The “Century of the Child” was so named in 1900 by the Swedish writer Ellen Key. In its concluding year, this chapter sketches some maps of childhood in “Aotearoa New Zealand” in terms of: changes in how our society has viewed “children before five”; the emergence of institutions outside of the family to care and educate the “before fives”; different constructions of “before five” childhood and child institutions for Maori and Pakeha; the present context of early childhood services sited amidst new economic and political discourses that are transforming the role of the state.

PurposeThe purpose of this research is to highlight the role of not-for-profit (NFP) organisations in enhancing disaster preparedness. The authors set out to understand their perspectives and practices in regard to disaster preparedness activities to support people who live precarious lives, especially those who live as single parents who are the least prepared for disasters.Design/methodology/approachThe research draws on in-depth, semi-structured interviews with 12 staff members, either in a group setting or individually, from seven NFP organisations, who were located in Ōtautahi (Christchurch) and Kaiapoi in Aotearoa New Zealand. These participants were interviewed eight years after the 2011 Christchurch earthquake.FindingsFour key narrative tropes or elements were drawn from across the interviews and were used to structure the research results. These included: “essential” support services for people living precarious lives; assisting people to be prepared; potential to support preparedness with the right materials and relationships; resourcing to supply emergency goods.Originality/valueThis research contributes to disaster risk reduction practices by advocating for ongoing resourcing of NFP groups due to their ability to build a sense of community and trust while working with precarious communities, such as single parents.

Migration has always been a feature of human affairs, though in recent decades it has become a major phenomenon. In fact, the growing diversity of the European population as well as the inevitable changing of borders within the European Union (EU) reveal that Europe has become an immigration continent. These developments have, however, prompted concerns over the EU’s external borders and control of immigration, as well as the need for further inquiry by international relations scholarship. Although the regulation of immigration has received a European dimension only recently, the EU has taken steps to cooperate on the issue of immigration. The changing nature of immigration had, after all, led to a perception among European electorates that immigration was not only a demographic or an economic issue but had other dimensions. It could have multiple impacts on their societies, including welfare, social services and social cohesion. Furthermore, until recently, theories of international migration have paid little attention to the nation-state as an agent influencing the flow of migration. When the nation-state has been mentioned, attention has focused primarily on immigrant-receiving countries. Little has been written about the regulation of emigration in countries of origin. As a result, the role of the state in limiting or promoting migration is poorly understood. Though there is a growing body of scholarship attempting to address these gaps in understanding the EU’s case for immigration, there are still further avenues of research many have yet to pursue.

Abstract Older adults are more susceptible to adverse health outcomes during and after a disaster compared with their younger counterparts. Ageing-in-place organisations such as senior centres and Villages provide social services and programming for older adults and may support older adults’ resilience to disasters. This study examines the role of ageing-in-place organisations in building disaster resilience for older adults. Semi-structured interviews were conducted with a purposive sample of 14 ageing-in-place organisation leaders in King County, Washington in the United States of America. The sample included representatives of five government-run senior centres, seven non-profit senior centres and two Villages. Interviews were audio-recorded and professionally transcribed. We used a combined inductive and deductive approach to code and thematically analyse the data. Ageing-in-place organisation leadership recognise disasters as a threat to older adults’ health and safety, and they see opportunities to provide disaster-related support for older adults, though the type and extent of participation in resilience-building activities reflected each organisation's unique local context. Organisations participate in a variety of disaster-related activities, though respondents emphasised the importance of collaborative and communication-focused efforts. Findings suggest that ageing-in-place organisations may be best equipped to support older adults’ disaster resilience by serving as a trusted source of disaster-related information and providing input on the appropriateness of disaster plans and messages for the unique needs of older adults ageing-in-place.

Much of the quantitative literature on civil wars and ethnic conflict ignores the role of the state or treats it as a mere arena for political competition among ethnic groups. Other studies analyze how the state grants or withholds minority rights and faces ethnic protest and rebellion accordingly, while largely overlooking the ethnic power configurations at the state's center. Drawing on a new data set on Ethnic Power Relations (EPR) that identifies all politically relevant ethnic groups and their access to central state power around the world from 1946 through 2005, the authors analyze outbreaks of armed conflict as the result of competing ethnonationalist claims to state power. The findings indicate that representatives of ethnic groups are more likely to initiate conflict with the government (1) the more excluded from state power they are, especially if they have recently lost power, (2) the higher their mobilizational capacity, and (3) the more they have experienced conflict in the past.
