The quality and content of information in the article media text is based on scientific classification of linguistic features. The study of functional styles of speech, the identification of their linguistic signs, the discovery of the functional properties of linguistic units and their separation on the basis of linguistic facts is one of thetasks that modern linguistics is waiting for a solution. Text Linguistics, which deals with the creation, modeling of its structure and the study of the process of such activity, is of interest to journalists today as a science.

Volume and quality of information circulating in modern society is constantly increasing. To process, record and transfer which it is needed to employ more capacious means that ask for less effort while decoding and perception. This leads to the situation when a semiotically expanded heterogeneous text becomes dominant in the modern information society. This article deals with the means of information coding in heterogeneous texts which mean of transmission is the screen. The classification of information codes based on synthesis of information and semiotic theories is suggested. The case study of a film text demonstrates the codes employed to generate audio-visual message, device of semiotic “stacking doll” is described, the employment of which leads to the appearance of semiotic situation od sumulacrativity, which aim is to make the spectator believe in what is happening on the screen. This article is aimed at specialist audience: students, post-graduates, professors, linguists and others who are interested in general and linguistic semiotics.

Background In Peru, there is an increase in the creation of mobile health (mHealth) apps; however, this situation could present problems related to the quality of information these apps share, data security and privacy, usability, and effectiveness, as there is no specific local regulation about their creation and use. Objective The objective of this study was to review mHealth apps created, uploaded, or used in Peru, and perform an analysis of the national regulatory framework that could be applied to evaluate whether there is a need to develop and implement a specific regulation to these apps. Methods A total of 3 reviews were performed. First, we reviewed information about Peruvian mHealth apps created up to May 2019 from scientific publications, news, government communications, and virtual stores, and evaluated their purpose, creator, and the available evidence of their usability and effectiveness. The second review was carried out by taking a sample of the 10 most commonly used mHealth apps in Peru (regardless of the country of creation), to evaluate the information they collect and classify them according to the possible risks that they could present in terms of security and privacy. In addition, we evaluated whether they refer to or endorse the information they provided. Finally, in the third review, we searched for Peruvian standards related to electronic health (eHealth) that involve information technology that can be applied to regulate these apps. Results A total of 66 apps meeting our inclusion criteria were identified; of these, 47% (n=31) belonged to government agencies and 47% (n=31) were designed for administrative purposes (private and government agencies). There was no evidence about the usability or effectiveness of any of these apps. Concerning the 10 most commonly used mHealth apps in Peru, about the half of them gathered user information that could be leaked, changed, or lost, thus posing a great harm to their users or to their related patients. In addition, 6/10 (60%) of these apps did not mention the source of the information they provided. Among the Peruvian norms, the Law on the Protection of Personal Data, Law on Medical Devices, and administrative directives on standards and criteria for health information systems have some regulations that could be applied to these apps; however, these do not fully cover all aspects concerning the evaluation of security and privacy of data, quality of provided information, and evidence of an app’s usability and effectiveness. Conclusions Because many Peruvian mHealth apps have issues related to security and privacy of data, quality of information provided, and lack of available evidence of their usability and effectiveness, there is an urgent need to develop a regulatory framework based on existing medical device and health information system norms in order to promote the evaluation and regulation of all the aforesaid aspects, including the creation of a national repository for these apps that describes all these characteristics.

Statement of the problem. The article describes the mechanism for creating a new typology of English spatial adverbs. Existing approaches to the classification of English adverbs have been thoroughly examined, their peculiarities have been analyzed. The study proves the fact that the traditional classifications and typologies of adverbs do not take into account the phenomenon of the polysemy of words. In this paper a new classification approach is proposed. This approach takes into account the polysemantics of linguistic units. The creation of such a typology becomes possible through the use of the comparative-parametric method of linguistic research. Results. It is established that apart from spatial meanings English spatial adverbs also develop temporary, quantitative and qualitative semes. The use of the comparative-parametric method and some formalized parameters, indices and scales allowed to identify the degree of space, time, quantity and quality semes representation in the semanthemes of the adverbs under investigation and on this basis to distinguish eighteen semantic types of English adverbs. Conclusion. The study showed the possibility of using the comparative-parametric method to develop such a semantic typology of adverbs that takes into account the polysemy of linguistic units. The effectiveness of the application of this method for studying the semantics of words, suggests the possibility of studying not only adverbs, but also other parts of speech. Moreover, the comparative-parametric method can be used for creation of other new semantic classifications.

Information is considered a high value product, which can turn out to be the differential in an institution, and good quality of information is what distinguishes it in any administrative process, including the bidding process. This way, based in the classification of the information presented by Moresi (2000), critical, minimal and potential information, the purpose of this survey was to analyze the quality of information in the bidding processes to hiring engineering works at Universidade Estadual de Londrina (UEL). The methodological procedures were accomplished in two phases: (i) documental research and (ii) open questionnaire. The main results of the survey indicate the value of minimal information is about management information, and this was found in the bidding processes registration and identification data; the critics, that offers security to the actions with less imperfection, was found in many parts of the processes, with emphasis in the announcement, and the potential information, reputable as competitive edge, was used in selecting the winning firm, upon analysis of the presented proposal. The results of this survey provided the opportunity of discovery of aspects related to: (a) work experience - in front of the importance of ability to discern among the information which is more appropriate in the decision making process at hand; (b) the efficiency in the use, storage and information disposal, processes that lead one to find possible faults, flaws or divergent information, which have obstructed the improvement of work activities, with production of imperfect tasks that need modification in the course of their execution. Therefore, it’s thought to be appropriate to suggest the fulfillment of a research related to informational behavior of the managers involved in the elaboration of the technical chart and in the bidding processes of works at UEL, covering the hiring and contract alteration; due to what was verified in the work here presented.

The article is devoted to the presentation of the conceptual and categorical apparatus of projects for the creation of complex technical products of a new generation. It is shown that the classification of the projects under consideration creates methodological prerequisites for increasing the accuracy and quality of forecasts of time and resources. It is asserted that in the general set of innovative processes, innovative projects for creating a new generation of aviation products fall into an independent subgroup of innovative projects for creating complex technical objects of a new generation. Allocation of a separate subgroup of projects allows you to form specific methods of modeling, analysis, forecasting and management for them. Materials and methods. Justification is carried out in the form of a logical conclusion. There are four indicators that characterize the design processes. Based on the analysis of the features of the projects for the creation of aircraft products, it was concluded that it is necessary to clarify the set of criteria for projects to create complex equipment of a new generation. For this group of projects, in addition to the existing four criteria of goals, timing, resources and organization of project execution, it is proposed to add a fifth criterion – the criterion of project uncertainty. Result. It is shown that in the aggregate a group of five criteria makes it possible to single out from the whole set of innovative processes associated with the creation of new technology, a subgroup of processes for creating complex technology of a new generation. The differences between the interpretation of uncertainty adopted in the work and the interpretation of uncertainty used in the project analysis as a set of risks accompanying projects are noted. Conclusion. An integral criterion for the magnitude of sociophysical potential has been formed, combining the criteria of goals, timing, resources, organization and uncertainty of innovative projects. An example of the interpretation of the integral criterion for the case of creating a new gene¬ration aircraft product is given.

In the practice of processing of metals by cutting it is necessary to overcome the vibration of the cutting tool, the processed detail and units of the machine tool. These vibrations in many cases are an obstacle to increase the productivity and quality of treatment of details on metal-cutting machine tools. Vibration at cutting of metals is a very diverse phenomenon due to both it’s nature and the form of oscillatory motion. The most general classification of vibrations at cutting is a division them into forced vibration and autovibrations. The most difficult to remove and poorly investigated are the autovibrations, i.e. vibrations arising at the absence of external periodic forces. The autovibrations, stipulated by the process of cutting on metalcutting machine are of two types: the low-frequency autovibrations and high-frequency autovibrations. When the low-frequency autovibration there appear, the cutting process ought to be terminated and the cause of the vibrations eliminated. Otherwise, there is a danger of a break of both machine and tool. In the case of high-frequency vibration the machine operates apparently quiently, but the processed surface feature small-sized roughness. The frequency of autovibrations can reach 5000 Hz and more.

Abstract—We describe and illustrate Paepalanthus fabianeae, a new species of Eriocaulaceae from the central portion of the Espinhaço Range in Minas Gerais, Brazil. Previous phylogenetic evidence based on analyses of nuclear (ITS and ETS) and plastid (trnL-trnF and psba-trnH) sequences revealed P. fabianeae as belonging to a strongly supported and morphologically coherent clade containing five other species, all of them microendemic, restricted to the Espinhaço range. Due to the infrageneric classification of Paepalanthus being highly artificial, we preferred not assigning P. fabianeae to any infrageneric group. Paepalanthus fabianeae is known from two populations growing in campos rupestres (highland rocky fields) in the meridional Espinhaço Range. The species is characterized by pseudodichotomously branched stems, small, linear, recurved, and reflexed leaves, urceolate capitula, and bifid stigmas. Illustrations, photos, the phylogenetic position, and a detailed description, as well as comments on habitat, morphology, and affinities with similar species are provided. The restricted area of occurrence allied with threats to the quality of the habitat, mainly due to quartzite mining, justifies the preliminary classification of the new species in the Critically Endangered (CR) category using the guidelines and criteria of the IUCN Red List.

This article aims to explain maqâṣid al-Qur’ân according to M. Quraish Shihab and its application in interpreting verses related to the use of social media. The problem that will be answered in this article covers two main issues, namely how the perspective of maqâṣid al-Qur’ân according to M. Quraish Shihab and how it is applied in interpreting the verses of the use of social media. The method used is the thematic method, namely discussing verses based on themes. Fr om this study the authors concluded that according to M. Quraish Shihab there are six elements of a large group of universal goals of the al-Qur’ân, namely strengthening the faith, humans as caliphs, unifying books, law enforcement, callers to the ummah of wasathan, and mastering world civilization. The quality of information lies in the strength of the monotheistic dimension which is the highest peak of the Qur’anic maqâṣid. M. Quraish Shihab offers six diction which can be done by recipients of information in interacting on social media. Thus, it aims to usher in the knowledge and understanding of what is conveyed in carrying out human mission as caliph, enlightenment through oral and written, law enforcement, unifying mankind and the universe to the ummah of wasathan, and mastery of world civilization
