In recent decades, the global processes of technological development of industry, due to innovative modernization, have become comprehensive, affecting both manufacturing and raw materials industries. One of the components of global technological modernization is technological convergence – the combination of technologies from different industries, resulting in a inter-industry genesis of new production methods. Despite the fact that technological convergence is transforming, first of all, the industries associated with the deep processing of raw materials and highly intelligent intangible production, mining industry is in the greatest need for modernization. This is due to turbulent demand and volatile prices for mineral resources in the global market, with the widespread introduction of energy and resource saving technologies. Therefore, the mining sector of the Russian economy is looking for a "fulcrum" in initiating the diffusion of convergent technologies in mining and management processes of industrial enterprises. This "fulcrum" is intended to be the National Technology Initiative, the key target markets of which are fully consistent with the technological requirements of the Russian mining complex.

The initial thesis in the present work is that the solution of the problem of improving the competiveness of the economy of Vojvodina indispensably should open the room for the development of high-tech industries, in the first line on the basis of dynamic entrepreneurship and development of small and medium enterprises (SMEs). Emphasis in the research is on the analysis of the problem of inappropriate institutional order as a factor blocking innovative entrepreneurial conduct, technological development and economic valorization of high technologies, efficient socio-economic coordination of individual development initiatives and larger orientation of financial capital to risky investments in new industries. In this context, the most important limiting factors of development and economic valorization of high technologies in Vojvodina are defined as: (1) absence of socio-economic motivation for innovative behavior and manufacturing entrepreneurship, (2) low availability of skilled and internationally competent labour, (3) poor quality of regional, subregional and local STIEOT infrastructure, (4) orientation of regional financial infrastructure to credit imports and population and (5) low efficiency of regional, sub regional and local administrative and public services in eliminating above problems. In the light of those observations the operationalization of the concrete contents of development strategy for high-tech industries in Vojvodina is defined as a measure of ability to include regional, subregional and local institutions and public services to find how to solve the following problems: 1. providing conditions for internationally competent training of entrepreneurs, managers and expert teams in the function of acquiring necessary knowledge for the implementation of modern technological, managerial and organizational solutions needed for the foundation and dynamic development of high-tech enterprises, 2. provision of technical and economic support to entrepreneurs, managers and expert teams in their concrete activities in the generation and economic valuation of new knowledge and 3. provision of technical and economic help for the implementation of contemporary solutions relating to standardization metrology, specification of quality and sustainable development in the function of providing microeconomic (global) competitiveness. The basis for functioning of the concept of development strategy for high-tech industries in Vojvodina defined that way is the activity of the public factor to advance the system of education and to develop relevant scientific-technological infrastructure. In this context, the University of Novi Sad as well as private faculties in Vojvodina, their respective specialized and multidisciplinary scientific-research institutes, innovation centers technology parks and the like (necessary to be developed and advanced as soon as possible!) should become basic factors for eliminating the consequences of actual institutional disorder and create entreprenurship oriented socio-economic environment as a basic framework for the development of the high-tech SMEs.

The South African youth faces multiple challenges that range from illiteracy, drug and alcohol abuse, crime and HIV/AIDS, to unemployment. These challenges and many other ills in society have led to interventions by government, and private and other civil societies. The government has established and initiated a number of programmes that aim at building capacity and helping the youth to cope with these multiple challenges. Some of the programmes are aimed at building leadership capacity among the impoverished youth in rural communities. A lot of money is being invested in these programmes, which are meant to develop young South Africans. However, there are some young people who do not participate in these programmes. They are also not in the formal education system, self-employed or employed elsewhere. And they are despondent. The government, private sector and non-governmental organisations are trying hard to bring these youths and others into the developmental arena, so that they can be active participants in the economy of the country in the near future. However, little research has been conducted to assess the broad impact of the various programmes in the country. The contribution that these programmes are making toward improving the livelihoods of young people has to be determined on a larger scale. Nevertheless, this article reports on an investigation that was conducted on a smaller scale, at the Lepelle-Nkumpi Local Municipality. The aim of the research was to explore the perceptions young South Africans have of the leadership development programmes that they have participated in. A mixed research approach was used to collect data and the key findings indicated that knowledge accumulated through participation in the programmes does not always translate into practical applications. However, the programmes were deemed to be valuable in instilling a positive life-view. The study recommends that support systems be established in the rural areas to assist young people with life challenges.

The article discusses the place and role of strategic planning in ensuring that Kemerovo Oblast – Kuzbass develops comprehensively. For over thirty years, we have been studying the region with one of the leading national territorial-production centers established in the 20th century, how it emerged and functioned. Studies suggest that without regard to the economies of Russia as a whole and Kuzbass’s neighboring regions in particular, its issues cannot be satisfactorily resolved. At large, when strategic planning followed this assumption, it contributed to how fast and holistically the territory developed. Considering that, in the 21st century, strategy makers diverged from this concept and started to search for new approaches, the region’s economy has slowed down and its living standards have declined sharply. The momentum can be reversed with an active state socio-economic policy. Its previous forms, however, when the state gave preferences to private companies and did not require corresponding growth in standards of living in return, became unacceptable. It is necessary to work out a system of effective solutions and measures with mechanisms for reconciling the interests of the government, business and society within approaches that are adequate to the political and economic reality of today’s world.
