The relevance of the topic is explained by the incomplete content of economic models that form the basis for the distribution of state support in the regions, the discrepancy between the expected reactions and real ones, weakness of the results of the implementation of state programs to support the subjects of the agro-industrial complex (hereinafter - agribusiness) as concerns target indicators, and existing mismatch of selected factor indicators and effectiveness ones. In the article, we have proven the absence of a direct correlation between the method of estimating the number of subsidies aimed at supporting the achievement of the target indicators of regional programs and specific economic content of insurance, with the help of factorial (regression) and retrospective analysis. Therefore, the results of this study can serve as a basis for changing the existing model estimates the number of subsidies aimed at supporting the achievement of target indicators of regional programmes-at least in the insurance industry. In the future, it should allow increasing the efficiency of budget financing of activities related to agricultural insurance.

Purpose: in modern conditions in Russia there are regions with a large proportion of the Muslim population that implement initiatives for the development of Islamic business, however, the functioning Islamic business model practically does not differ from the traditional model of Russian entrepreneurship, only individual elements and principles, types and forms of entrepreneurial activity based on principles of Sharia, Islamic banking is being promoted more actively. In this regard, the purpose of this article is to study the financial mechanism for the development of Islamic business in the Russian Federation in the context of the implementation of key areas of state support for entrepreneurship at the federal and regional levels.Methods: the study is based on the use of general scientific methods of induction and deduction, a review of scientific sources; the quantitative assessment is based on the calculation of statistical indicators, in particular: the relative size of the structure of segments of the Islamic economy with comparative studies in the country context of the volume of the halal food market, chain and basic indicators of the series of dynamics of directions of state support for Islamic business and regional levels.Results: the article analyzes the main directions, tools and institutions for the implementation of state support for Islamic entrepreneurship in foreign practices, indicating the active development of legislative, regulatory and organizational infrastructure, large-scale financing of infrastructure support programs. The article also provides an analytical overview of the development of Islamic business in the Russian Federation. Particular attention in the article is paid to the analysis of federal and regional programs to support Islamic entrepreneurship, which made it possible to identify the features of the implementation of the mechanism of state support.Conclusions and Relevance: it has been determined that in Russia the most developed segments of Islamic entrepreneurship are the halal industry, the development of which is supported by state programs at the sub-federal level, and the relationship of partner banking. The factors that limit the development of Islamic entrepreneurship in the Russian Federation have been identified: inadequacy of federal programs for financing Islamic business; the local nature of support for Islamic entrepreneurs within the framework of regional programs («point» principle).

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The chapter provides a retrospective analysis of entrepreneurship development in Russia from the 9th century to 2020. It highlights four periods in the development of SMEs in Russia and gives characteristics of each of the periods. It also highlights criteria for classifying enterprises as small and medium-sized businesses according to Russian legislation. A retrospective analysis of government programs to support SMEs from 1994 to 2020 was carried out. The state support program, effective since 2016, “Strategy for the Development of Small and Medium-Sized Businesses in the Russian Federation for the Period Ending 2030,” is considered in detail. Attention is paid to target indicators of SME development until 2030. An analysis of measures of state support for SMEs in the context of the COVID-19 pandemic has been carried out, highlighting the most affected industries. An analysis of SMEs by region of Russia was also carried out. An analysis of SMEs in effected industries in the post-pandemic period is carried out.

The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. This article is intended for those who work in the field of Finance of the agro-industrial complex.

The article analyzes measures of social protection of population determined by the state programs on the example of a number of constituent entities of the Russian Federation: the Khabarovsk territory, Irkutsk and the Amur regions. The main idea is to show how certain categories of citizens receive certain measures of state support in the different constituent entities of the Russian Federation in accordance with the current legislation. It is shown that the constituent entities of the Russian Federation provide for additional measures of social support within the framework of the state programs of social protection adopted by them. Attention is focused on the fact that in the Russian Federation, social support measures are provided on a mandatory basis to all citizens in need of this within the framework of available funding. However, the co-financing of regional programs from the federal budget is not equal to all constituent entities of the Russian Federation (by the example of those analyzed in the article), as a result of which they have unequal opportunities in the implementation of measures of social protection of the population.

This article is devoted to the analysis of the effectiveness of the implementation of state agricultural programs, national and priority regional projects to support peasant (farm) farms and rural areas in Sverdlovsk region. Materials and methods: tools and methods of financial assistance, including grants, for peasant (farm) farms in the Sverdlovsk region are analyzed. These mechanisms are used in the implementation of state programs for the development of the agro-industrial complex at the Federal and regional levels. The identified problems of agricultural development allow us not only to formulate recommendations for improving the mechanisms for implementing measures to support farmers, but also to pay attention to aspects that are not taken into account by state programs. The authors relied on statistical, structural, analytical, system, logical, and correlation analysis. The normative legal basis of the study was chosen by the normative legal acts of Russian Federation and Sverdlovsk region, including state programs, national and priority regional projects implemented in the field of agriculture, and official materials of state statistics. Results: the effectiveness of the main instruments of state support for farmers in the region is evaluated, recommendations for improving the mechanisms of support for farmers in Sverdlovsk region are developed, and directions for the development of rural cooperation are proposed. Discussion: the article presents a socio-economic analysis of the support and development of peasant (farm) farms by the state government authorities of Sverdlovsk region. The authors pay special attention to the fact that during the implementation of state programs and projects, certain aspects are not taken into account when evaluating applications for state funding, which were identified by researchers in Estonia and Latvia. Conclusion: it is necessary to regularly assess the effectiveness and then correlate the tools used to support peasant (farm) farms. In order to increase efficiency, it is necessary to apply correlation analysis of statistical data to public authorities and conduct sociological research (in the future).

The article discusses measures of state support for the agricultural sector as one of the key areas of activity of the agro-industrial complex in the Russian Federation, analyzes common fraudulent schemes that act against the interests of state policy in the field of support and development of the fundamental directions of the agro-industrial complex. In addition, other types of fraud, common in this area of entrepreneurial and other economic activity, have been investigated. It is concluded that counteraction to such crimes has certain disadvantages. The paper proposes measures to improve the efficiency of disclosing and prosecuting crimes in the field of economic activity committed in the agricultural sector.
