Analysis of the Effectiveness of State Support to Farms in Region of Russia. The Case of Sverdlovsk Region

This article is devoted to the analysis of the effectiveness of the implementation of state agricultural programs, national and priority regional projects to support peasant (farm) farms and rural areas in Sverdlovsk region. Materials and methods: tools and methods of financial assistance, including grants, for peasant (farm) farms in the Sverdlovsk region are analyzed. These mechanisms are used in the implementation of state programs for the development of the agro-industrial complex at the Federal and regional levels. The identified problems of agricultural development allow us not only to formulate recommendations for improving the mechanisms for implementing measures to support farmers, but also to pay attention to aspects that are not taken into account by state programs. The authors relied on statistical, structural, analytical, system, logical, and correlation analysis. The normative legal basis of the study was chosen by the normative legal acts of Russian Federation and Sverdlovsk region, including state programs, national and priority regional projects implemented in the field of agriculture, and official materials of state statistics. Results: the effectiveness of the main instruments of state support for farmers in the region is evaluated, recommendations for improving the mechanisms of support for farmers in Sverdlovsk region are developed, and directions for the development of rural cooperation are proposed. Discussion: the article presents a socio-economic analysis of the support and development of peasant (farm) farms by the state government authorities of Sverdlovsk region. The authors pay special attention to the fact that during the implementation of state programs and projects, certain aspects are not taken into account when evaluating applications for state funding, which were identified by researchers in Estonia and Latvia. Conclusion: it is necessary to regularly assess the effectiveness and then correlate the tools used to support peasant (farm) farms. In order to increase efficiency, it is necessary to apply correlation analysis of statistical data to public authorities and conduct sociological research (in the future).

This article systematizes the legal framework, forms, and volumes of support for agriculture from the federal budget of Russia and the regional budget (on the example of the Tyumen Region). The authors have performed a detailed analysis of the directions of such support for 2016-2019. The historical, economic and social features of the relationship between the state and agriculture are shown. State support for agriculture is objectively necessary, and competent budget planning makes it possible to develop. However, the dominance of direct forms of spending support does not stimulate cost-effective and innovative activities, which in the future can bring the industry to a competitive level. There is very little and irregular support for social forms, the development of farming and other forms of private farming in rural areas. The authors conclude that the policy of state support is sufficiently provided by legislative acts, resolutions and state programs. Many programs are updated, and new versions are adopted even before the previous ones expire. Such strong volatility hurts strategic projects and agricultural initiatives. Less expensive forms of activity-mediation and trade turn profitable. Living conditions in the villages significantly stay behind in quality and opportunities, which leads to the human capital leaving rural areas. The authors propose to pay more attention to the development of indirect forms of support, to stimulate economic activity and small businesses.

Agriculture is the most important area of economic activity for the production of products and services in order to provide the population with quality food, industry with raw materials and promote sustainable development of rural areas. In recent years, there has been a downward trend in the rate of agricultural development, which is lagging behind the growth rate of the Russian economy as a whole. Structural changes in the agro-industrial complex have not produced significant positive results, which is caused by a number of reasons. One of the directions of agricultural policy in Russia is the accelerated development of animal husbandry and increasing the competitiveness of domestic livestock products in the domestic market. The state program for the development of agriculture and regulation of markets for agricultural products, raw materials and food provides for a set of measures for the priority development of animal husbandry. Implementation of these measures requires improved management in order to increase the efficiency of livestock production. The article considers aspects of the formation of accounting and analytical support for management of the livestock industry, economic and statistical analysis of trends and structural changes in the livestock industry. The best practices of Russian scientists in the field of accounting and agricultural Economics are summarized

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

Abstract Nowadays agricultural production is experiencing certain difficulties that negatively affect the profitability of agricultural organizations. Despite all the efforts of the state and its attempts to support agricultural producers, one can observe a decrease in production volumes of some types of products, as well as a lack of high-tech equipment. These challenges can be solved by improving the tools and by methods of regulating the activities of agricultural organizations. The implementation of new state control scientific approaches, primarily financial and credit, informative consulting and personnel issues of agricultural sector, will help overcome negative trends. The priority task of strengthening the state stimulating role in control of inter-farm relations in the regional agricultural sector is state support for the development of peasant (farm) households and cooperation in agriculture, while maintaining the existing level of support for medium and large agricultural. The article presents an assessment of the effectiveness of public investments in the development of agriculture on the example of the Chuvash Republic, which indicates a decrease in the effectiveness of the selected forms of support for the agricultural sector. There is a growing need to develop new tools to stimulate the innovative development of the agro-industrial complex.

The agro-industrial complex is one of the most important sectors in the economy of any country, and the Russian Federation is no exception. The modern development of the state’s economy largely depends on the level of development of the agro-industrial sector and the efficiency of management activities of its management. For more than 25 years, Russia has been in the process of reforming and transforming the agricultural sector. The level of agricultural development remains quite ambiguous. Stimulating the agricultural sector at the state level is a priority for advanced countries in economic policy, because agriculture is the most important branch of the national economy, which actively involves a diverse set of measures for state support (subsidies, benefits, trade protection, etc.). The existing system of state regulation and support of agriculture in China is based on standard methods used in most countries of the world. The article is devoted to the study of the mechanisms of state support for the agro-industrial complex in China, because it is important to study which structure and organization of agricultural production contributes to the most intensive and balanced development. It is necessary to realize that it is not possible to improve the efficiency of the agro-industrial complex in the short term, so long-term forecasts and programs should be developed. This is especially important in today’s volatile economy. Possible methods of stimulating domestic agricultural producers based on the experience of the country under consideration are considered. As a result of the analysis, positive and negative factors of influence of certain measures for state support of agriculture in General on the country’s economy were identified. The article discusses the main methods of state support for agriculture used in the PRC and the possibility of their application in the Russian Federation. The article examines the issues of legal regulation of the bankruptcy of a peasant (farm) economy in Russia. The authors analyze the legislation that determines the legal basis for bankruptcy, especially the bankruptcy of a peasant (farm) economy, methods of state support for this entity as well as some shortcomings in the legal regulation of bankruptcy of peasant farms as one of the areas of the agro-industrial complex. The article notes the exceptional importance of special norms in regulating the activities of peasant farms and the need to codify legislation in this area due to its specificity.

one of the basic directions of the long-term development of the agro-industrial complex is the implementation of measures for import substitution of agricultural products and food, increasing the high rate of export potential of the industry. At the same time, it is necessary to solve the problem of increasing to a rational level the consumption of basic types of food products in groups of the population with a relatively low level of income. The solution of these problems will require new approaches to the economic conditions of functioning of agriculture, its spatial de-velopment, cooperation, social arrangement of rural areas.

The research examines the changes that have taken place in rural areas in the area of influence of the Kyiv metropolis. Based on a comparative analysis of agricultural development (under the command-administrative system of management and the current state of the industry in market conditions) revealed the peculiarities of the formation and trends of changes in the agri-food function of suburban rural areas. At one time, a suburban agro-industrial complex was formed around the city of Kyiv in order to meet the needs of the urban population in low-transport products - meat and dairy products, vegetables and fruits. As a result, the agri-food function of the suburban area has strengthened. Subsequently, under the influence of changes in the agricultural system, the intensification of exports, preference was given to high-intensity agriculture, the production of export-oriented crops ‒ cereals, sunflower, canola, soybeans, corn. Production of products for the needs of the metropolis (vegetables, cereals, potatoes, fruits and berries) has significantly decreased, the role of the agri-food function of suburban rural areas has decreased. As a result of the research the directions of strengthening of agro-food function in the conditions of social transformations are offered. The main ones are: application of new approaches to the food supply of the metropolis with an emphasis on strengthening the role of suburban rural areas; change in the structure and specialization of agriculture; a significant increase in the level of industrial processing of agricultural raw materials; improvement of the marketing sphere taking into account market conditions, consumer demands; restricting the activities of agricultural holdings, increasing the role of farms; transition from soil-depleting agriculture to conservation, rational use of land resources, introduction of energy-saving technologies.
