The article analyzes measures of social protection of population determined by the state programs on the example of a number of constituent entities of the Russian Federation: the Khabarovsk territory, Irkutsk and the Amur regions. The main idea is to show how certain categories of citizens receive certain measures of state support in the different constituent entities of the Russian Federation in accordance with the current legislation. It is shown that the constituent entities of the Russian Federation provide for additional measures of social support within the framework of the state programs of social protection adopted by them. Attention is focused on the fact that in the Russian Federation, social support measures are provided on a mandatory basis to all citizens in need of this within the framework of available funding. However, the co-financing of regional programs from the federal budget is not equal to all constituent entities of the Russian Federation (by the example of those analyzed in the article), as a result of which they have unequal opportunities in the implementation of measures of social protection of the population.

The article analyzes the structure of state programs financing, provides actual data on federal budget expenditures for several years. On the basis of actual data, the predominant role of state programs in forming the budget system expenditures in the Russian Federation is shown. On average, in 2014-2019, the share of expenditures on state programs was 51.5%. In 2019, the share of expenditures for implementing the state programs in the structure of federal budget expenditures was about 61%. The relevance of the topic showing the impact of state programs on the federal budget expenditures is caused by the fact that in modern conditions, implementation of state programs contributes to harmonious developing certain life spheres in the Russian society and helps the state to direct budget funds more specifically for certain purposes within the areas of state programs implementation. The predominance of state programs gives the state the opportunity to allocate federal budget funds purposefully, as well as it provides an opportunity for the state to finance the main policy directions. Using the methods of comparison, calculation of the specific weight and others, the results are obtained that enable us to draw the following conclusions: the change in the amount of federal budget expenditures and the amount of expenditures on state programs is not proportional, that is why the share of expenditures on implementing the state programs in each period under study is different, but still makes about half of the total amount of expenditures.

The author indicates how and in which ways tendencies of recourse recovery from guilty persons of investigative authorities can be realized. The article reviews practical experience of recourse actions disposition over the last years in the Russian Federation. From the authors point of view, this practical experience is confusing, conflicting, and potentially hazardous. In 2018, the Law Commission of the Government of the Russian Federation endorsed a bill aimed at improving recourse actions against investigative authorities. The legal fundamentals of the bill are stated in regulations of Chapter 18 the RF CPC and again in Articles 1069, 1070, 1080, sub-paragraphs 3 and 3.1 of the Article 1081 of the CCRF. The main idea of the bill is to improve the subjects and practice of recourse recovery from guilty parties of investigative authorities and other law enforcement agencies of those funds that were disbursed to rehabilitees from the Treasury of the Russian Federation account in accordance with Chapter 18 of the RF CPC [1]. The Russian Federation State Duma presented a bill in 2019 that specified the minimum amount of state monetary compensation for unwarranted prosecution of such persons who (in future) would be liable to rehabilitation. There are some innovations of the given bill. The minimum compensation per rehabilitee is 1000 RUB for each day of pretrial investigation and judicial inquiry; 5000 RUB per day for illegal use of such restrictive measures as house imprisonment, restraining order, and written undertaking not to leave the place; and 15 000 RUB per day of illegal stay in pretrial detention facility [2]. If these new measures are accepted, the amounts of recourse against investigative authorities will be cardinally increased. The keys of the above-noted lie in growing statements. The main point of these statements is that the federal budget loses huge sums annually and irrevocably through the realization of institute rehabilitation.

Federal Law № 172-FZ "On the strategic planning in the Russian Federation" envisages the creation of a unified system of state strategic planning. Effective functioning of the system, includ-ing in the field of forest relations, is especially actual in times of economic crisis and federal budget deficit, when priority is to determine the priorities of the industry. For this purpose, the use of the method of value analysis is proposed to justify the choice of the most significant events of the state program "Development of Forestry" for the period of 2013-2020, its indicators. Differentiation is made on the performance of the first order (priority indicators - woody territory of the Russian Fed-eration, the amount of payments to the budget of the Russian Federation on the use of forests, the ratio of the actual amount of timber to set the allowable volume of wood removals); as well as indi-cators of the second and third orders, directly affecting the achievement of the three priority indica-tors. A mechanism is proposed to optimize the costs of priority forest management activities through increased funding through internal reallocation of resources within the state program. For example, increasing the "investment" attractiveness of forest areas for potential tenants can be achieved in the following way: an increase in funding for forest management will provide additional updating on state forest areas, which will increase the area of leased forest areas. In this way it is possible to achieve cost of saving from the federal budget for forest management activities on the forest plot (performed at the expense of the tenant) and - an increase in revenues in the fiscal system of the country. In order to justify the cost of the planned work in determining resource support activities of the state program it is recommended to create a unified system of standard costs for forestry works and services.

Resolution of the Government of the Russian Federation No. 786 of May 26, 2021 «On the Management System of State Programs of the Russian Federation» (hereinafter — Resolution No. 786) approved new rules for the development, implementation, monitoring and evaluation of the effectiveness of state programs of the Russian Federation. In the development of the resolution, the Order of the Ministry of Economic Development of the Russian Federation No. 500 dated August 17, 2021 adopted methodological recommendations for the development and implementation of state programs of the Russian Federation that meet new requirements. Programs should acquire a homogeneous structure that includes five main elements: a list of strategic priorities, a passport of the state program containing goals and indicators with their decomposition by region, passports of federal, departmental projects and complexes of process measures (structural elements of the state program), plans for the implementation of structural elements and a regulatory «substrate» — acts necessary for the implementation of the program. For each state program, as well as its individual elements, a list of socially significant indicators linked to national development goals should be formed. In all state programs, the project part will be allocated, providing for the implementation of specific tasks and obtaining unique results for a limited period of time. One of the first (if not the first) to approve the updated version of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets (hereinafter also referred to as the State Program, Program), which comes into force on January 1, 2022. On the example of the updated version of the State Program, the article provides a critical and constructive analysis of systemic problems that may arise in the development of state programs of the Russian Federation as part of the implementation of a new system of program-targeted management.

Formulation of the problem. Issues of environmental management, infrastructure of regional and municipal scale, development of trade and services, use of real estate, introduction of special forms of education, culture and health care can be implemented with the help of financial resources of the region. The work is devoted to theoretical aspects of financial resources of state extrabudgetary funds of the Russian Federation. The purpose of the article is to determine the importance and place of state extrabudgetary funds in the financial system, the main directions of optimization of state financial resources, their development in spatial aspect from the point of view of the functioning of territorial budgetary systems and federal extrabudgetary funds in the regions of the country. The object of the study is the financial resources of the state extrabudgetary funds of the Russian Federation. Methods used in the study. The methodological basis of the study is the system of scientific methods used in the complex to achieve the goal and solve the set tasks. The dialectical method had made it possible to justify causal relations in the operation of State budgetary systems. The historical method is applied in the study of historical experience of financing the social sphere. Popular scientific, systemic and logical methods have also been used to obtain research findings. The empirical basis was international conventions, legislative acts of the Russian Federation, reference literature. Statement of the main material. Public finances in the regions should be considered not only with regard to the budgetary sphere, but also the activities of state social extra -budgetary funds, their importance in education and spending of public finances. The functioning of State budgetary funds is based on the rele- vant legal acts of State authorities, where their activities are regulated, sources of education are established and rules for the use of financial resources are drawn up. One of the main priorities of the Government 's activities is the pension, social and medical sectors, which need significant expenditures. The systemic independence of the above-mentioned funds, their removal from the budgetary sphere, will ensure the smooth implementation of these expenditures. Research conclusions. The analysis of theoretical aspects of financial resources makes it possible to conclude that regardless of the interpretation of the concept of "financial system," state extrabudgetary funds are an independent link of the current financial system of Russia. The diversity of forms and sources of financing for social development and social protection programmes has determined the increased responsibility of the State in regulating these processes, the improvement of which should mean the implementation of a set of measures.

The current system of social support for the population is regulated by a large number of federal and regional regulatory legal acts adopted over the past 25 years. This creates both significant problems for beneficiaries (does not allow to quickly focus on what measures of social support and under what conditions they are entitled), as well as certain difficulties for the authorities themselves.During the existence and development of the legal field in the field of social support, not only the terminology has changed, but also the principles and approaches to social protection. There is an objective need to systematize the existing legislation. The subjects of the Russian Federation took the path of codification: Social codes of the Astrakhan, Belgorod, Volgograd, Leningrad, Omsk, Yaroslavl regions and the city of St. Petersburg have already been adopted. The article provides a comparison of the social codes of the regions of Russia according to six criteria: basic concepts, goals and objectives of the code, principles of social legislation, the structure of the code, the presence of formulas for calculations in the text of the code, the limitation of action in time Following the analysis, recommendations were made to the constituent entities of the Russian Federation on the codification of social legislation.
