This study tries to find a strategy for developing the Osing Tourism Village as an effort to recover the economy during the Covid-19 pandemic. This type of research is a combination (mix method) used in this study. The research location is Osing Tourism Village in Banyuwangi Regency with the target group being a tourism-aware group that manages Osing Tourism Village. The time for collecting research data is in the period June - September 2021. Based on the results of the data obtained, four strategies are produced that can be used for the development of the Osing tourism village. First, optimizing the improvement of the image and branding of the Osing Indigenous Tourism Village so that it remains the choice of tourist destination in the New Normal era. Second, increasing the capacity of human resources for tourism actors in the use of digital technology facilities to support tourism during the Covid-19 pandemic. Third, changing the trend of tourism into technology-based tourism in terms of product marketing and tourism management. To bring the Osing tourism village to life through product innovations that are preferred by consumers with attractive and contemporary packaging models. Fourth, collaborate with the private sector and local governments in providing facilities and infrastructure to support tourism activities during the Covid-19 pandemic.

This study discusses about development of regional tourism through the development of human resources Gorontalo, Sulawesi. The master plan for tourism development in Gorontalo stated that Gorontalo has three areas of community-based tourism development and eight excellent tourist attractions. It was realised that human resources has an important role in the general development as well the development of regional tourism. The approach used in this research is descriptive qualitative, data source obtained from field observation, interview, group discussion and documentation. Local governments have encouraged the development of regional tourism, especially destinations that are around the community through the empowerment of surrounding communities in order to manage the destination well. In order for all aspects of tourism management to run properly it is necessary role of local government in giving encourage and support education field of tourism. So it can fill the shorted of expert workforce to be placed on institutions or tourism related industries.

Vietnam is facing a shortage in both the quantity and quality of human resources for tourism and travel business. This shortage becomes even more urgent after the ASEAN agreement on the free movement of tourism human resources among Southeast Asian countries. With the trend of extensive international economic integration, increasing digital technology, tourism business activities have also changed. According to the trend of “smart tourism”, tourism business enterprises require that human resources must ensure skills, profession and proficiency in using smart tourism management software and technologies. Therefore, tourism training institutions need to quickly approach and apply advanced applications of intelligent technology, artificial intelligence in teaching and practicing. The paper focuses on analyzing the current situation of human resources in tourism and travel industry in Vietnam, the training and retraining of this workforce in the past time. From there, propose some solutions to improve the training and retraining of human resources for tourism and travel business in the future.

Grocery stall are a sector of the populist economy. Now, its existence is increasingly marginalized by the massive invasion of minimarkets to the corners of the village. The revenues, arrivals of consumers and their profits have been eroded. Government regulation; Presidential Regulation (Perpres) No. 112 of 2007 concerning the Arrangement and Construction of Traditional Markets, Shopping Centers and Moderns Stores is not in a way to protect grocery stall. This research is a policy analysis conduced using a qualitative methodology. The data were processed triangulatively; form previous research data, the results of in-depth interviews with purposive sampling respondents who owned grocery stall in Bekasi Regency and Bekasi City and other literatures. Its results, basically the grocery stall owner understand the management of managing stalls, but do not have access to funding, politics and human resources. The regulations are not in favor of the grocery stall. Then, the grocery stall will not be able to ‘fight’ minimarkets without the intervention of the central and local governments. There needs to be a special regulation to protect this populist economy sector.

This research aims to find out, describe and analyze the performance of Training Hall (BLK) in the city of Palangka Raya. The method used in this study is qualitative, research conducted liquid research descriptive where the Training Hall (BLK) of Palangka Raya City is chosen as the location of research. Data collection techniques used through interviews, observation, and documentation of the job seeker's Penjaringan process until the implementation of the training Hall ever. Based on the results of the research and performance discussion of Training Hall (BLK) in the city of Palangka Raya is still less maximum because of the lack of the infrastructure of coaches, equipment ever, the building is registered obsolete, the interest of people who are still lacking The vocational training Hall of Palangka Raya City, as well as the maintenance costs of the equipment ever so that the training hall is not maximal in its implementation. From the research, the advice that can be given is on the trust of local governments and the central government to provide cost assistance to the Trust Training center in the city Palangka Raya in order to be run optimally Where to give improvement of facilities and infrastructure and infrastructure of the trainer who is able to maximize the management of the training hall for the design and the results of quality human resources and produktive.

About 80 percent of the management of tourist attractions in Balikpapan and East Kalimantan are generally managed by local governments while 20 percent are only managed by the private sector. This study aims to determine the quality of tourism management services managed by local governments with the private sector with a case study of the attractions of Manggar and Lamaru beaches. Manggar Beach is managed by Disporapar Balikpapan (public sector), while Lamaru Beach is managed by the private sector (private sector). The hypothesis in this study is that the quality of Lamaru beach services is better than Manggar beach. This study uses a comparative method (comparison) by measuring SERVQUAL dimensions; Tangibles, Reliability, Responsiveness, Assurance, and Empathy with 25 instruments. The instrument used in this study is intended to produce accurate data using a Likert scale. The number of respondents is 150 people who are domestic tourists as long as they have visited the two attractions. As a result, the quality of Lamaru beach services is far better than Manggar beach for all SERVQUAL dimensions

System changes from centralized to decentralized governance has provided an opportunity for local governments to regulate and manage Natural Resources (NR) and Human Resources (HR) in the region to create a welfare society can be characterized by the growth of regional economic growth. The research was conducted to determine the contribution and sub-sectors growth in the agricultural sector and a base and competitive sub-sectors so that it can be seen the leading subsectors of agriculture. The analysis method used is descriptive analysis will illustrate how the rate of growth and the contribution of sub-sectors in the agricultural sector. Location Quetiont (LQ) Analysis was used to determine the base and non-base sub-sector. While the analysis of Revealed Comparative Advantage (RCA) is used to see the sub-sector competitiveness. The combination of LQ and RCA analysis can then be used to determine the leading sub-sector. From the analysis it is known that sub-sector of the agricultural sector is a base sub-sector which has the potential to become the leading sub-sector. Meanwhile, from the RCA analysis is known that the base of the agricultural sector has a highly competitive sub-sectors are food crops, tree crops, livestock and forestry.

ABSTRACT The majority of the residents of Cinyurup village are beneng taro farmers and entrepreneurs of beneng taro chips, but the management is still simple and is not managed systematically and well-planned, so that it cannot provide maximum results. The aim of this training is to increase competitiveness for the small and medium entrepreneurs of taro chips into independent small industries. The method of implementation is through : seminars of material delivery, discussion, practice, mentoring, monitoring and evaluation. The results of this training show that not all small and medium industrial entrepreneurs are taro beneng chips those in Cinyurup village who have not implemented business management, have not processed distribution permits, halal certificates, produced product innovations and online marketing, due to limited funds and human resources. Key words: training, business management, competitiveness, UIKM   ABSTRAK Mayoritas penduduk warga kampung Cinyurup adalah petani talas beneng dan pelaku usaha keripik talas beneng, akan tetapi pengelolaannya masih sederhana dan tidak di kelola dengan sistematis dan terencana dengan baik, sehingga belum bisa memberikan hasil yang maksimal. Tujuan dari pelatihan ini untuk meningkatkan daya saing kepada para pelaku usaha industri kecil dan menengah keripik talas beneng menuju industri kecil yang mandiri. Metode pelaksanaan melalui : seminar penyampaian materi, diskusi, praktek, pendampingan, monitoring dan evaluasi. Hasil dari pelatihan ini menunjukan belum semua para pelaku usaha industri kecil dan menengah keripik talas beneng yang ada di kampung Cinyurup yang  belum menerapkan manajemen usaha, belum mengurus surat ijin edar, sertifikat halal, memproduksi inovasi produk dan pemasaran online, karena keterbatasan dana dan sumber daya manusia. ABSTRACT Objective – The study aims to formulate a policy direction (through a model) among Philippine level 3 local government hospitals based on the predictors of Quality Patient Care (QPC). The predictors are cost-effectiveness, utilization of materials, services by human resources, accessibility, leadership and management and ethical standards as independent variables in relation to the dependent variable which is QPC. Methodology/Technique – Survey questionnaires and interviews were conducted to patients, hospital directors, doctors, nurses, administrative and ancillary officers. The study used descriptive (mean and standard deviation) and inferential (ordinary least squares and multiple regression analysis) statistics. Findings – The study revealed that the utilization of materials has the most influence/effect on QPC wherein an increase in 1% of materials brought about an increase of 0.55 % in QPC. Likewise, accessibility brought about an increase in QPC by 0.42 %; and services rendered by human resources brought about an increase in QPC by 0.05 %. Novelty – This is the first study of Philippine Level 3 local government hospitals which aims to formulate a policy direction (through a model) based on the predictors of QPC. This can be used by the national and local governments in devising policies to improve healthcare, particularly in the hospital industry.
