The article outlines the historical milestones of the formation and development of the problem of professional competence of future social educators on social protection of youth rights from the 90s of the XX century to the present. The scientific literature on the research problem is analyzed. Conceptual approaches to professional training of future social educators on social protection of youth rights (systemic, civilizational, sociocultural, personal, activity, professional, socio-pedagogical, methodological technological) are defined and their essential characteristics are revealed. The content and structural components of the professional training of future social educators on social protection of youth rights are characterized. The peculiarities of development of both the system of becoming a profession of social educators and the system of its professional preparation for practical activity in the social sphere are given. The essence of the concept of «social education» is revealed. The importance of the influence of social education in its various interpretations on sociology, which is the basis of the development of the culture of social thinking in the XX-XXI centuries, is revealed. The factors of influence on the formation of the outlook values of future social educators are presented. The modern tendencies of professional training of future social educators on social protection of youth rights (intensification and extension of university education, multilevel and variability of education, strengthening of psychological and pedagogical and general educational components, integration) are determined. The peculiarities of vocational training of social pedagogues in several universities of Ukraine are studied

The article substantiates the purpose, stages, content, algorithm and methods of implementation. The entry of Ukrainian higher education into the European space determines the need for specialists with integrated specialties. The purpose of the article is to investigate the purposefulness of the formation of managerial competence in future professionals in the social sphere to ensure the educational and methodological process in higher education institutions. Methodology – general industry, research, information, diagnostic, subject methodical. Thus, there is a need to modernize professional and human resources. Therefore, the issue of scientific understanding of quality training of social workers in management, i.e., leadership of small and large groups of people, their ability to be highly qualified professionals with established managerial competence. Modern approaches to understanding the process of formation of managerial competence in future professionals in the social sphere, which is determined by the focus on the object of management, taking into account its specifics and the nature of development in the socio-educational environment. Based on the analysis of scientific sources, the essence and content of the concept of "managerial competence" are revealed. The understanding of professional training as an important component of managerial competence of future specialists in the field of management is highlighted, in particular, that professional training is a set of knowledge, skills and abilities, mastery of which allows a person to work as a specialist or a skilled worker qualifications. The main purpose of the formation of managerial competence in future professionals in the social sphere is to achieve a high level of its main components and ensure the manageability of the educational and methodological process. Based on the analysis of pedagogical, methodological, philosophical research of the essence, content and structure of managerial competence in social specialists, the founders revealed as a component of professional competence of a social specialist, a dynamic integrated systemic education, which is manifested in management. In turn, management activity is the result of managerial training of a social worker to evaluate his or her professional activity. Professional training of future social professionals for management is a necessary component that requires clarification of the concept of "professional training of social professionals" in order to form managerial competence for effective performance of professional duties and opportunities for successful work in the chosen profession.

The need for the development and content of students’ fundraising projects in the system of social workers professional training is substantiated. Based on the analysis of educational programs in the field 231 Social work (BSW and MSW), a conclusion is formulated on the lack of subjects on social fundraising in the content of social workers training. The basic principles, ethical requirements and essence of fundraising activity of social workers in the field of social protection of various groups of clients are defined. It is concluded that this activity requires specially formed professional knowledge and skills of a fundraiser, as well as developed personal qualities of a specialist capable to affect the volume, complex, algorithm of providing these resources in the planning, implementation and reporting of a social project. The content of knowledge, skills and abilities of social workers on fundraising design is clarified. The procedure and algorithm for students to develop educational projects in the process of studying the subject «Social Fundraising» (idea formulation, budget design, communication with donors, project implementation, reporting) are presented. The scope of knowledge, skills (informational, operational, design, reflective) and soft skills in the process of development of students' fundraising competence is characterized. Examples of tasks on practical classes on social fundraising are given. Tasks are aimed at forming students' theoretical knowledge of the course «Social Fundraising» (knowledge of basic concepts, principles and ethical norms of fundraising activities in the social sphere), as well as practical skills (development of fundraising projects related to socially vulnerable segments of the population; opinions on the feasibility of implementing a social project in the local or global dimension, creating a database of potential donors of a social project, developing a budget and chronology of the project, organizing appropriate communications with potential donors, etc.).

the subject of this research is formation and development of social education in Russia in the late XIX – early XX century in its moral and spiritual aspects. Social and pedagogical experiments in that period were merged with the process of origin and formation of social education. Search of the cultural axis of the professions aimed at the social help and support of the population became the feature of this process in Russia. The answer was found in an appeal to the theological aspects of social education. The methodological basis of the study is the concept of cultural and moral continuity and continuity of social education, as well as recognition of not only the social but also the spiritual value of social assistance. Research methods are complex: this is a comparative historical study, text analysis, stratification analysis and study of subcultures, a modeling method. The main research problem is the analysis of the correlation of standardization and formalization of social education and its spiritual and moral essence, the problem of motivating the activities of specialists in the social sphere and the threat of its emasculation. The findings of this study are important for meaningful formation of the modern social formation and determination of its spiritual and moral foundations.

In the article self-education as a component of professional training acts as a way to implement it. In this context, the self-education of future educators, we mean the process that ensures the continuity of raising the educational level and expanding the information field of professionals, improving the quality and raising the level of their competence and professionalism, related to personal development and participation in general and pedagogical culture. Serves to form a worldview, because the student is the subject of management of their own educational activities during professional training. Based on the analysis of different approaches to the definition of "self-educational competence" in the context of this study, we consider this term as an integrative phenomenon characterized by stable internal motivation, the formation of professionally significant personal qualities, skills and abilities to organize cognitive personality. search activities aimed at a continuous process of professional development; and is an integral part of the professional competence of the specialist and an indicator of the success of his professional activity. Given the above, it is possible to state the close connection between the concept of "self-education" and the concept of "vocational training"; self-education should be understood as a way to implement this training, which, accordingly, aims to form a skilled worker capable of developing strategies for professional development as a result of self- education. This is one of the most important prerequisites for further professional realization of him as a specialist In this regard, higher education faces the task of developing more effective learning technologies and creating conditions that would be focused on stimulating students' self- education. The purpose of the article is to theoretically substantiate the key concepts "educator", "future educator", "self-education", "competence", "formation of self- educational competence". Methods: analysis, systematization and generalization of psychological and pedagogical literature in order to clarify the state of development of the research problem and clarify the conceptual apparatus.

The article analyzes the current problems of educational policy in general and outlines the strategies for training future professionals and trends in competency-based training of future professionals in Ukrainian universities as its component. It is emphasized that the competence approach is the main direction of renewal of vocational education in the modern world, which provides a position in the educational process, which contributes to the experience of a holistic systemic vision of professional activity, systemic actions in it, solving new problems and tasks. Analysis of the works of leading scientists of today shows a significant interest in the problems of formation and development of professional competence in higher education, the application of the competence approach in the formation of future professionals; characteristics of competence in the education of foreign countries, the emergence and formation of a competency approach. The vector of higher education development makes it possible to identify a range of trends that confirm the transformation and allow to predict certain changes and design appropriate actions. Among them, we focus on those that are a direct indicator of changes in the organization and construction and conduct of the educational process in higher education institutions, in particular in universities: the accumulation of knowledge; gender policy; humanitarian knowledge; use of available resources; development of paradigms; development of scientific activity; development of the world ICT market; ethno-national processes; media globalization; development of the socio-cultural situation in society; innovation and investment activities, etc. This, of course, is not a complete list, but it is these positions that define the broad panorama of approaches that characterize modern university education. Сompetence (competency) is a dynamic combination of knowledge, skills, values ​​and personal qualities that describe the learning outcomes of the educational / curriculum and is the basis of the qualification of the graduate. Competencies are considered as the powers given to a person, the range of official (and other) rights and responsibilities. Thus, when talking about the implementation of the competency approach, we must outline the expected / obtained learning outcomes in accordance with the assigned qualifications.

The article describes the current problems of preparation for professional activities of future social workers. The complexity of solving the problem of forming professionally competent future social workers capable of effective professional activity is shown. The latest scientific researches devoted to the problems of preparation of modern highly qualified specialists for professional activity are analyzed. The modern requirements to the professional activity of social workers on social protection of youth rights are characterized. The inconsistency of the professional training of a social worker with the modern requirements of the labor market was revealed. The main features of a social worker for the protection of youth rights are identified, as well as the priority requirements for professional training of social workers for the social protection of youth rights. The focus is on the functions, knowledge, skills, abilities and professionally significant personal qualities of a modern social worker. The main methods of social workers' activities on social protection of youth rights are highlighted. Perspective directions of professional training of future specialists in social work are outlined.

In the era of integration, the key resource of the country is the training of professionals in the social sphere. Global trends require the development of competences among University students. The scientific novelty and theoretical significance of the study, which consists in studying the experience of training social pedagogues at higher education institutions in Kazakhstan, taking into account the modern competency-oriented paradigm of education, is justified. The authors revealed that the competency-based approach at Kazakhstani universities is implemented in accordance with the principles of the Bologna Declaration. The relationship between educational programs and professional standards in Kazakhstan is consistent with modern international documents, primarily the European qualification framework, expressed in the Dublin descriptors. The researchers describe educational programs for training social pedagogues, the typology of competences implemented in the system of professional training of future specialists is presented. It is proved that an important element of educational programs is their modular structure and calculation of the volume of academic load in ECTS credits. The authors, based on the identification of the nature and trends in the training of social pedagogues at Kazakhstani universities as well as the analysis of regulatory documents, identified the general and special in the process of developing the competences of social pedagogues and made a forecast about the need to focus on professional competences accepted by the world community.

The desire and ability to apply the concept of social responsibility is directly proportional to a culture that is formed due to the relevant knowledge, skills and qualifications. It is believed that university education is able to interest future owners, experts and clients of insurance companies in running socially responsible activities.The purpose of the study is to determine the role of universities in disseminating the social responsibility practices in the insurance sector.The main method of research is the survey conducted among 536 full-time students-financiers at domestic universities in September and October 2018. This method allowed to identify peculiarities of students’ perception of the social responsibility concept in the insurance sector of Ukraine. The case study method was also applied to reflect the social responsibility practices used by domestic insurance companies.As a result of the combination of the methods proposed, the low level of students’ knowledge of social responsibility in the insurance sector and the low interest of insurance companies as compared to foreign insurance companies have been shown. That is why, in the process of training, it is important for universities to focus on the proper world-view positions and value orientations, dialog and ethical cooperation that will enhance the professional training of students and develop modern professional competence among them that will meet international practices and requirements.

The article discusses the ways, directions and features of developing the competencies of future specialists in inclusive education. The research analyzed the research and works of a number of foreign scientists dealing with competence issues, including the research of Kazakh scientists who contributed to the development of professional training, contributed to the solution of the problem. To reveal the essence and content of competence, the concepts of "professional competence of a teacher", "inclusive competence" and "professional competence" in various aspects were considered in depth. On the basis of various data, the possibilities of using innovative technologies, active methods and tools used to develop the competencies of a future specialist in the process of inclusive education are investigated. The article examines the features of the historical development of social work in Germany. In the XIX century where the health of German citizens was seen more than a social value. By the middle of the XX century. Anglo-American methods of social work, which are still considered classical, became widespread in Germany. Most schools of social work were founded by the church and gave women a clearly defined mission within ideological and social goals, as women were seen as a natural and traditional embodiment of charity. In the 1970s, there was a rethinking of social work in Germany due to the fact that scientists and practitioners concluded that the use of classical methods of social work was insufficient, as well as the use of therapeutic tools in cases of coverage and solution in were generally seen as insufficient. In the scientific world of Germany there were discussions about the benefits of systemic approaches in social work. Today, the mission of social work is to enable people to maximize their potential, enrich their lives and prevent dysfunction. Professional social work is aimed at protecting people, solving their problems and social transformations in society. The development of social pedagogy as a science and an independent branch of knowledge and practical activity of social work in Germany is studied. Thus, for the successful development of the system of professional training of social workers in social protection of rights in Ukraine, young professionals need to research and use international experience. The introduction of the German experience in the system of professional training of social pedagogues of Ukraine will help meet the needs of the state in highly qualified motivated specialists.
