In the era of integration, the key resource of the country is the training of professionals in the social sphere. Global trends require the development of competences among University students. The scientific novelty and theoretical significance of the study, which consists in studying the experience of training social pedagogues at higher education institutions in Kazakhstan, taking into account the modern competency-oriented paradigm of education, is justified. The authors revealed that the competency-based approach at Kazakhstani universities is implemented in accordance with the principles of the Bologna Declaration. The relationship between educational programs and professional standards in Kazakhstan is consistent with modern international documents, primarily the European qualification framework, expressed in the Dublin descriptors. The researchers describe educational programs for training social pedagogues, the typology of competences implemented in the system of professional training of future specialists is presented. It is proved that an important element of educational programs is their modular structure and calculation of the volume of academic load in ECTS credits. The authors, based on the identification of the nature and trends in the training of social pedagogues at Kazakhstani universities as well as the analysis of regulatory documents, identified the general and special in the process of developing the competences of social pedagogues and made a forecast about the need to focus on professional competences accepted by the world community.

The article outlines the historical milestones of the formation and development of the problem of professional competence of future social educators on social protection of youth rights from the 90s of the XX century to the present. The scientific literature on the research problem is analyzed. Conceptual approaches to professional training of future social educators on social protection of youth rights (systemic, civilizational, sociocultural, personal, activity, professional, socio-pedagogical, methodological technological) are defined and their essential characteristics are revealed. The content and structural components of the professional training of future social educators on social protection of youth rights are characterized. The peculiarities of development of both the system of becoming a profession of social educators and the system of its professional preparation for practical activity in the social sphere are given. The essence of the concept of «social education» is revealed. The importance of the influence of social education in its various interpretations on sociology, which is the basis of the development of the culture of social thinking in the XX-XXI centuries, is revealed. The factors of influence on the formation of the outlook values of future social educators are presented. The modern tendencies of professional training of future social educators on social protection of youth rights (intensification and extension of university education, multilevel and variability of education, strengthening of psychological and pedagogical and general educational components, integration) are determined. The peculiarities of vocational training of social pedagogues in several universities of Ukraine are studied

Subject. This article analyzes the effectiveness of public administration in the social sphere. Objectives. The article aims to standardize the decision-making process for managing the region's social development through statistical analysis techniques. Methods. For the study, we used correlation and cluster analyses. Results. The article highlights weaknesses in the development of the social sphere and assesses the relationship between the individual areas of its development, and the effectiveness of its financing. It offers algorithms that take into account the patterns of social development and the specifics of certain types of economic activity. Conclusions. The results obtained were used to develop algorithms to optimize the development of the social sphere at the regional level. The socio-economic differentiation of the Russian Federation subjects in a number of regions requires an analysis of the specifics of the development of the social sphere of the region under consideration and adjustments to the proposed algorithms.

The article substantiates the purpose, stages, content, algorithm and methods of implementation. The entry of Ukrainian higher education into the European space determines the need for specialists with integrated specialties. The purpose of the article is to investigate the purposefulness of the formation of managerial competence in future professionals in the social sphere to ensure the educational and methodological process in higher education institutions. Methodology – general industry, research, information, diagnostic, subject methodical. Thus, there is a need to modernize professional and human resources. Therefore, the issue of scientific understanding of quality training of social workers in management, i.e., leadership of small and large groups of people, their ability to be highly qualified professionals with established managerial competence. Modern approaches to understanding the process of formation of managerial competence in future professionals in the social sphere, which is determined by the focus on the object of management, taking into account its specifics and the nature of development in the socio-educational environment. Based on the analysis of scientific sources, the essence and content of the concept of "managerial competence" are revealed. The understanding of professional training as an important component of managerial competence of future specialists in the field of management is highlighted, in particular, that professional training is a set of knowledge, skills and abilities, mastery of which allows a person to work as a specialist or a skilled worker qualifications. The main purpose of the formation of managerial competence in future professionals in the social sphere is to achieve a high level of its main components and ensure the manageability of the educational and methodological process. Based on the analysis of pedagogical, methodological, philosophical research of the essence, content and structure of managerial competence in social specialists, the founders revealed as a component of professional competence of a social specialist, a dynamic integrated systemic education, which is manifested in management. In turn, management activity is the result of managerial training of a social worker to evaluate his or her professional activity. Professional training of future social professionals for management is a necessary component that requires clarification of the concept of "professional training of social professionals" in order to form managerial competence for effective performance of professional duties and opportunities for successful work in the chosen profession.

Este artigo trata de descrever os processos de formação profissional de educa-dores sociais no âmbito da educação universitária na Comunidade Autônomada Catalunha, na Espanha. Nos últimos anos, devido ao surgimento de novasformas de exclusão social, ao aumento das desigualdades e à crescente globali-zação, verifica-se um aprofundamento do debate sobre a profissão do educadorsocial, suas competências e funções e, ao mesmo tempo, sobre a necessidade derepensar sua formação. This work is part of a larger project on the subject and pre-sents a bibliographical review based on the Spanish academic context, along witha description of the training proposals of the Social Education careers withintwo Catalan universities: University of Barcelona and Autonomous University ofBarcelona. Darren O’Donnell (b. 1965) is a writer, director, actor, playwright, and designer, and the artistic director of the highly decorated Mammalian Diving Reflex. My study is focused on his work in social acupuncture, outlined in his Social Acupuncture: A guide to suicide, performance, and utopia (2006). Social acupuncture is a style of theatre/performance art that “blurs the line between art and life,”impelling people to come together in unusual ways and tap into the power of the social sphere. With social acupuncture, O’Donnell and Mammalian Diving Reflex are striving to create an aesthetic of civic engagement: an avenue through which social edifices like public space, schools, and the media can be used as the armature for the mounting of work that “takes modest glances at simple power dynamics and, for a moment, provides a glimpse of other possibilities.” Mammalian Diving Reflex began their exploration of the form in the summer of 2003 with The Talking Creature, and since then have devised and performed almost two‐ dozen similar “needles” worldwide.Social acupuncture warrants examination not only from a socio‐ political perspective, but through a theatrical lens, as well. It probes the relationship between audience and performer, raises questions about theatre’s ability to keep up with other media in the digital age, and offers tremendous insight into the potential for positive, fruitful intersections between art and civil society.  My project will include theoretical examination of O’Donnell’s work, as well as practical exploration of the form’s potential.

The paper analyzes the problems and prospects of the development of the system of advanced professional training in tourism. One of the problems of the tourism industry, which is closely related to the activities of specialized educational institutions, is the disparity between the nature of demand and supply in the labor market industry. The necessity of improving the system of vocational education and the transition to a practice-oriented teaching, the development of new educational programs for advanced professional training and the introduction of new teaching methods are substantiated. The main problems to be solved in the system of advanced professional training in tourism are revealed. It is noted that advanced professional training in tourism for teachers will establish a system of continuing education, enabling them to learn new technologies and skills needed to manage a successful teaching in the present conditions, and to enhance students’ employability and subsequent successful career in tourism.

Vertrauen hat zunächst einmal eine fundamentale Funktion in der sozialen Sphäre. Dementsprechend fungiert es als philosophischer Terminus vor allem in der Politischen, der Sozial- und der Moralphilosophie. Aber auch in der neueren Soziologie und Psychologie ist es zentral. Im Verweis darauf kann man das Vertrauensverhältnis zwischen Zuschauer und Leinwandheld als parasozial bezeichnen, als eine Als-ob- Interaktion. Für die neuere Filmphilosophie spezifisch interessant ist demgegenüber das ontologische Vertrauen. Statt es mit Deleuze im Sinne einer Kino-Metaphysik zu erklären, scheint es angemessener, die verschiedenen fachspezifischen Antworten noch einmal unter Kants Spielkonzept zusammenzubinden. Ästhetische Erfahrungen bestärken uns in der Einstellung, so zu tun, als ob wir in die Welt Vertrauen haben könnten. At first trust plays a fundamental role within the social sphere. Accordingly, trust serves as philosophical term above all in Political, Social, and Moral Philosophy. But it is also central in recent Sociology and Psychology. Referring to these disciplines, the relationship of trust be- tween viewer and hero on the screen can be called ›parasocial‹, as-if-interaction. In contrast, ontological trust is of particular interest for recent philosophy of film. Instead of explaining it, following Deleuze, in terms of a metaphysics of cinema it seems to be more adequate to com- bine the different subject-specific answers in Kant’s concept of play. Aesthetic experiences then are encouraging us in the attitude to act as if there could be trust in the world.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

A pesquisa “Mapeamento das Unidades de Formação Acadêmica – UFAs Região Sul II”, realizada pela Associação Brasileira de Ensino e Pesquisa em Serviço Social (ABEPSS), na gestão 2009-2010, apresenta a intencionalidade de compreender as particularidades da formação profissional do assistente social, no que tange ao perfil das UFAs, a organização curricular, a relação com a ABEPSS, o estágio supervisionado, a pesquisa e as estratégias para afirmação das Diretrizes Curriculares na formação profissional. Apreender as particularidades da profissão, sua formação e exercício profissional, articulando-os, necessariamente, às determinações históricas em que estes estão inseridos, torna-se condição para a afirmação do projeto profissional, seus princípios, valores e lutas, bem como para a afirmação do significado social da profissão enquanto especialização do trabalho coletivo, que tem como objeto de intervenção as múltiplas expressões da questão social e os sujeitos que convivem com a exploração, a injustiça e a negação da dignidade humana. Abstract: The research “Mapping of Academic Unities of Formation – UFAs II South Region”, held by the Brazilian Association of Education and Research in Social Work (ABEPSS), the management from 2009 to 2010, shows the intention to understand the particularities of the training of social workers, with respect to the profile of UFAs, curricular organization, the relationship with ABEPSS, the supervised training, research and strategies for the affirmation of the curriculum guidelines in the professional training. Grasp the particularities of the profession, professional education and practice, articulating them necessarily to historical factors on which they are inserted, it becomes a condition for the affirmation of professional design, its principles, values and struggles, as well as for the claim the social significance of professional expertise as a collective work, which objective of intervention the multiple expressions of social issues and the individuals who live with the exploitation, injustice and denial of human dignity.

The problem of ethics is acute in the modern Ukraine.Its relevance is due to the general level of our society, the low level of social responsibility for what is done in society in all its spheres and what society does. We come across misunderstandings, disrespect for ethics all the time in the process of our lives. Higher education also does not pay due attention to the formation of professional ethics of future professionals. The relevance of the topic is due to the need of Ukrainian society for social workers with a high level of professional ethics and responsibility for performing professional duties and solving complex life problems of the social sphere, as well as updating the search for an effective pedagogical system of professional and ethical competence of future social workers. The aim of the article is a scientific reasoning and experimental verification of the effectiveness of the pedagogical system of formation of professional and ethical competence of future specialists in the social sphere to improve the quality of their professional training. The following research methods are used in the article: logical-structural analysis – to determine the essence and structure of the concept: «professional and ethical competence of future professionals in the social sphere»; structural-systematic analysis – to ensure the complexity of reasoning of the concept and structure of the pedagogical system of formation of professional and ethical competence; modeling – to develop a model for the formation of professional and ethical competence of future professionals in the social sphere; questionnaire-diagnostic methods (questionnaires, testing, interviews, diagnostics) – to establish the effectiveness of the pedagogical system of formation of professional and ethical competence of future specialists in the social sphere. As a result of our research, a pedagogical system of formation of professional and ethical competence of future social specialists was developed and experimentally tested that its effectiveness is ensured by the principles of systemic, humanistic, deontological, axiological, acmeological, personal-activity, subject-subject, competence, andragogical approaches, specific principles, pedagogical conditions and factors. It was based on the author's concept of formation of professional and ethical competence and a model aimed at the formation of moral and ethical values, professional and ethical knowledge, skills and personal-moral and professionally important qualities during training was designed. The obtained results allow us to state that the diagnosis of professional and ethical competence was carried out at the ascertaining and formative stages of the experiment, gave us the opportunity to compare the levels of professional ethics of students of the studied groups and draw conclusions about the effectiveness of the proposed author’s pedagogical system.
