The article discusses the ways, directions and features of developing the competencies of future specialists in inclusive education. The research analyzed the research and works of a number of foreign scientists dealing with competence issues, including the research of Kazakh scientists who contributed to the development of professional training, contributed to the solution of the problem. To reveal the essence and content of competence, the concepts of "professional competence of a teacher", "inclusive competence" and "professional competence" in various aspects were considered in depth. On the basis of various data, the possibilities of using innovative technologies, active methods and tools used to develop the competencies of a future specialist in the process of inclusive education are investigated. It is based on some data related to the research problem. The concept of competence is the responsibility and ability of the future specialist to their actions.

The research analyzes the problems of formation of professional competence of future specialists of pharmacists. The complex of pedagogical conditions for the formation of professional competence of future specialists of pharmacists is theoretically substantiated and experimentally tested. The methodological benchmarks for the study are selected: a systematic approach ensuring the study of the process of training specialists as integrity and reflects the internal unity of education (systemic, structural, autonomous); activity, person-oriented, competence and technological approaches to the learning process and its individual components. The structure of formation of professional competence of a pharmacist is revealed, criteria and levels of its formation are defined. Розкрито структуру формування професійної компетентності фармацевта, визначено критерії та рівні її сформованості. Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

The article outlines the historical milestones of the formation and development of the problem of professional competence of future social educators on social protection of youth rights from the 90s of the XX century to the present. The scientific literature on the research problem is analyzed. Conceptual approaches to professional training of future social educators on social protection of youth rights (systemic, civilizational, sociocultural, personal, activity, professional, socio-pedagogical, methodological technological) are defined and their essential characteristics are revealed. The content and structural components of the professional training of future social educators on social protection of youth rights are characterized. The peculiarities of development of both the system of becoming a profession of social educators and the system of its professional preparation for practical activity in the social sphere are given. The essence of the concept of «social education» is revealed. The importance of the influence of social education in its various interpretations on sociology, which is the basis of the development of the culture of social thinking in the XX-XXI centuries, is revealed. The factors of influence on the formation of the outlook values of future social educators are presented. The modern tendencies of professional training of future social educators on social protection of youth rights (intensification and extension of university education, multilevel and variability of education, strengthening of psychological and pedagogical and general educational components, integration) are determined. The report makes a brief analysis of the psychological and pedagogical literature on the issue of mentorship with teachers in the context of the inclusive education and the definitions of the term. Mentorship in the field of the inclusive education of teachers is a strategy of individual and institutional support which is fulfilled by the collaboration for learning of two persons and is predominantly targeted to professional development. It is a partnership, normally between two persons (mentor and mentee), who work in one sphere and share common experiences. Their partnership is based on beneficial relations, trust (confidentiality), protection, mutual confidence and respect. It emphasizes on the necessity to ensure effective mentorship for newly employed young teachers in order to develop their professional skills through a motivating environment in the process of inclusion of students with special educational needs.Socio-economic changes in the country and the modernization of training require a new approach to teachers' professional competence. Their professionalism is becoming a decisive factor in ensuring the quality of education.Main priority is to create conditions for developing the personality of the teacher, self-realization of his / her abilities, further training and development of his / her professional qualities.The professional training and development of future teachers is a unified, continuous and continuous process aimed at building personal qualities, professional competences, knowledge, skills and habits, adequate to his / her personal needs as well as to the qualification requirements for the occupation.Along with the motivational factors, the mentoring system plays a significant role in the development and improvement of teachers as professionals which is an integral part of the young professional's adaptation to the profession, its overall development and improvement.Often the words "mentor" and "perceptor" are used as synonyms and no distinction is made in their meaningful sound. Mentoring is a method that enables in particular disadvantaged groups to become more easily integrated into education or work. Mentoring has a relatively long history and is one of the first forms of learning and transferring socio-cultural experience.

As a result of the rapid development of intercultural communication and global transformations taking place in the world in the 90s of the XX century, it became necessary to create a new personality with a new set of qualities and competencies that are urgently needed for the rational functioning in a multicultural world. For the successful performance of professional duties is not enough to be a specialist who knows job, today. Modern Ukrainian society needs educated professionals who can think critically and make decisions independently in a situation that requires a choice, that is, to be dynamic, mobile, creative. That is, the main feature of professional activity is its development, which requires constant updating and improvement of skills. Each specialist should acquire new knowledge and improve their skills, and, consequently, improve their professional qualities. According to research, professionals who are not engaged in improving professional competence, there comes a time in life when they have internal dissatisfaction with their activities and they need to improve professional skills, or even change their professional orientation. Given the large variety of information technologies at all educational levels, it is not difficult to improve your professional level, and mobile learning is a way to solve a number of educational problems today. In this regard, the relevance of communicative education of future police officers is increasing. After all, the need to train a competent police officer capable of effective professional activity in a multi-ethnic environment is a priority in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the professional training of future police officers is not only the formation of communicative competence, but also the space of interpersonal relations, in which a holistic culture of the individual is formed. The article presents an analysis of the diagnostic results of the formation of communicative competence of the future police officer. The results demonstrate the levels of formation of communicative competence of future police officers in cognitive, emotional and behavioural components.

The article analyzes various interpretations of the concepts “competence”, “professional competence”, “teacher-musician’s professional competence”. The article highlights the scientists’ views on the issue of future teachers-musicians’ professional competence developing during professional training. It is determined that the formation of professional competence implies a comprehensive, harmonious development of the future teacher-musician who has not only theoretical knowledge but also practical skills and abilities.The author notes that one of the most important subjects in the content of special disciplines at art faculties is voice staging. During which students master vocal techniques, singing breathing, diction, emotional and dynamic expression, stage skills, etc. The main principles in solving musical and pedagogical issues of vocal education are the harmonious development of musical and creative abilities of vocal students in the process of developing general vocal culture, comprehensive development of individual qualities of vocalists.The study of scientific works allowed us to determine the essence of the concept of “professional competence of the future teacher-musician”, which includes a system of theoretical and practical knowledge, skills and abilities, experience, pedagogical abilities, important personal and professional qualities to ensure the successful self-realization of the future teacher in music education. The prospects of scientific research on the introduction of innovative learning technologies into the educational process, the search for ways of creative self-realization of experts in the art industry with an emphasis on personal and professional development have been outlined.

The article substantiates and presents the structure and content of the information and communication learning environment for the formation of important components of the professional competence of the future teacher of foreign languages – a professionally oriented communicative competence other than language, methodical and innovative competencies. Taking into account the technical and didactic capabilities of the Moodle education management system, it is determined that it should be used to design the information and communication learning environment for the professional training of the future foreign language teacher. The structure of the electronic informational and methodological package for the discipline as a complex of electronic educational resources, combined into training modules, electronic cases, topics designed to provide a comprehensive system of teaching of future teachers of foreign languages for the development of professional competence in the process of independent out-of-class work is presented.

The article analyzes the scientific psychological and pedagogical literature on the problem of competence approach. The key, basic and special competencies of the future aviation specialist are considered. It is understood as a system of relevant knowledge, skills, abilities and values, which are reproduced in the ability and willingness of the individual to solve professional problems of various kinds. The professional competence of the future aviation specialist includes basic (unique for specialists of different profiles) and professional (due to the specifics of the field of activity) competencies. The leading role of professional and applied-physical training in the process of forming the competence of an aviation specialist is substantiated. To a large extent, the formation of both basic and professional competencies is facilitated by professional and applied physical training. The content of professional and applied physical training determines the requirements for the personality of the specialist, and, above all, the requirements for his physical and mental training, which, in turn, are determined by factors closely related to the specifics of professional activity. Professional and applied physical training of future aviation specialists for highly productive work is carried out in the following areas: mastering applied skills and abilities that are elements of certain sports; accentuated education of certain physical and special qualities, especially important for the highly productive work of the future aviation specialist; obtaining applied knowledge and skills of application of means of physical culture in the mode of work and rest taking into account extreme working conditions and age features. However, professional and applied-physical training is not а separate from the traditional system of physical education, but is organically linked to all its main areas, an important part, the section of physical education, the main content of which is the formation of physical abilities that meet the specific needs of this profession, equipping with professional skills and abilities, and means the formation of professional competence of the specialist. At the same time, the new strategy of professional training of cadets should consist not only in specially organized physical training classes, but also independent, conscious and active motor activity in order to effectively psychophysical adaptation to the socio-legal conditions of modern life. In the Standard of higher education preparation of the master on a specialty 272-Aviation transport Educational qualification: the master on systems of management of safety of aviation; master's degree in unmanned aerial systems and complexes; Master of Air Traffic Services from the list of competencies of the graduate, we have identified those that are formed in the process of professional and applied physical training. Pedagogical conditions for effective implementation of the competency-based approach to professional-applied physical training of future aviation specialists in flight higher educational institutions have been developed: ensuring the formation of positive motivation for future professional activity and own professional reliability; creation of educational situations of quasi-professional aviation activity at all stages of physical training; use of professional interaction as a basis for ensuring the quality of professional activity.

Статтю присвячено теоретичному дослідженню проблеми реабілітаційної компетентності фахівця соціономічних професій (учителя, психолога, соціального працівника, логопеда, дефектолога, реабі-літолога, вузькопрофільного фахівця). На основі теоретичного аналізу наукової літератури виділено сутнісні характеристики реабілітаційної діяльності фахівців соціономічних професій в умовах інклю-зії. Встановлено мету реабілітації як особливого виду діяльності, скерованого на розкриття потенцій-них можливостей дітей з особливими освітніми потребами, на корекцію порушень психофізіологічного розвитку, компенсацію втрачених функцій, організацію здорового способу життя і відновлення взаємо-дії між особистістю та учнями класу, соціумом.Розкрито доцільність формування готовності фахівця соціономічної сфери до реалізації командної взаємодії в умовах інклюзії. Визначено компетентність командної роботи, що передбачає здатність пра-цювати в міждисциплінарній команді у ході розроблення індивідуальної програми розвитку учня з осо-бливими освітніми потребами, взаємодіяти з іншими членами соціуму; усвідомлювати цінності спільної роботи, партнерських стосунків, власної відповідальності за створення успішної комунікації взаємодії.З позицій методології комплексної реабілітації та компетентнісного підходу сформульовано терміни «корекційно-розвиткова робота», «психолого-педагогічна робота», «анімаційна робота», які визнача-ють поняття освітньої реабілітації.Акцентовано увагу на необхідності формування реабілітаційної компетентності у майбутнього вчи-теля початкової школи інклюзивного навчання як висококваліфікованого фахівця з інклюзивної освіти, здатного до організації інклюзивного навчання в закладі загальної середньої освіти. Теоретично обґрун-товано реабілітаційну компетентність та дано визначення реабілітаційної компетентності у майбутньо-го фахівця соціономічної професії як здатність сприйняти дитину з особливими освітніми потребами такою, якою вона є, дати їй можливість повноцінного відновлення в соціумі, зняття психолого-педаго-гічних комплексів і фобій, удосконалення діяльності вищих психічних процесів, утрачених пізнаваль-них умінь та навичок особистісних якостей, що уможливить реалізацію інклюзивної освіти в Україні. The article is devoted to the theoretical study of the problem of rehabilitation competence of a specialist in socionomic professions (teacher, psychologist, social worker, speech therapist, speech pathologist, rehabilitologist, specialist). On the basis of the theoretical analysis of the scientific literature the essential characteristics of rehabilitation activity of specialists of socionomic professions in the conditions of inclusion are allocated. The purpose of rehabilitation as a special type of activity aimed at revealing the potential of children with special educational needs, correction of psychophysiological development, compensation for lost functions, organization of a healthy lifestyle and restoration of interaction between the individual and students, and society.The expediency of formation of readiness of the specialist of the socionomic sphere to realization of command interaction in the conditions of inclusion is opened. The competence of team work is determined, which presupposes the ability to work in an interdisciplinary team during the development of an individual program of student development with special educational needs, to interact with other members of society; be aware of the values of joint work, partnerships, personal responsibility for creating successful communication of interaction.From the standpoint of the methodology of complex rehabilitation and competence approach, the terms “correctional and developmental work”, psychological "and pedagogical work”, “animation work” are formulated, which define the concept of educational rehabilitation.Emphasis is placed on the need to form rehabilitation competence in future primary school teachers of inclusive education as a highly qualified specialist in inclusive education, able to organize inclusive education in general secondary education. Rehabilitation competence of the future specialist of the socionomic profession is defined as the ability to perceive a child with special educational needs as he is, to give the opportunity to fully recover in society, remove psychological and pedagogical complexes and phobias, improve mental performance, lost cognitive skills and personal qualities, opportunity to introduce inclusive education in Ukraine.

The article analyzes different approaches to the  «professional training of a teacher» definition as a system of organizational-pedagogical measures and vocational training systems; a critical study, the improvement and experimental use of ideas; the purposeful, systematic and organized process of pedagogical influences; qualifications in the process of studying in the corresponding direction, specialty, educational program; systems of special knowledge, abilities and skills, competences, qualities. The peculiarities of the professional training of future foreign languages teachers are defined by the author as: a possession of units of a foreign language and the ability to use them in specific situations of communication; a consistency of the initial level of foreign languages knowledge received at school with the goals and objectives, methods and technologies of forming the personality of a student as a future specialist in the process of vocational training; the ratio of theoretical and practical training, special and psycho-pedagogical, methodical preparation; a symmetrical study of two foreign languages and bilingual life (Ukrainian and Russian); knowledge and appreciation of the cultural characteristics of a nation, the language of which is studied. The author also proposes the definition of the concept of «professional training of future foreign language teachers» as a dynamic system of organizational and pedagogical influences, which is characterized by the unity of goals, content, methods and technologies of professional training of students, which study foreign languages on a multi-lingual basis, and foresees the formation of readiness for their professional activity, a professional competence. The article deals with important components of the future foreign languages teachers’ training such as: the theoretical and linguistic training; the practical training; the professional-oriented theoretical training; the methodical one. The article analyzes the tendencies of future teacher training in the European region. Among the modern European approaches to foreign language teacher training, the author highlights the following main trends: the unification of requirements for professional training in the process of higher education integration into European educational space; the updating of goals and content of studying and teaching foreign languages, changing educational programs and state standards taking into account common European trends; the transition from the knowledge concept to the competence paradigm in higher education; the internationalization of education; the use of new flexible technologies in the study of foreign languages, the strengthening of the practical component of vocational training.
