Development of Social Education in Russia in the Late XIX – Early XX Century: Spiritual and Moral Aspects

the subject of this research is formation and development of social education in Russia in the late XIX – early XX century in its moral and spiritual aspects. Social and pedagogical experiments in that period were merged with the process of origin and formation of social education. Search of the cultural axis of the professions aimed at the social help and support of the population became the feature of this process in Russia. The answer was found in an appeal to the theological aspects of social education. The methodological basis of the study is the concept of cultural and moral continuity and continuity of social education, as well as recognition of not only the social but also the spiritual value of social assistance. Research methods are complex: this is a comparative historical study, text analysis, stratification analysis and study of subcultures, a modeling method. The main research problem is the analysis of the correlation of standardization and formalization of social education and its spiritual and moral essence, the problem of motivating the activities of specialists in the social sphere and the threat of its emasculation. The findings of this study are important for meaningful formation of the modern social formation and determination of its spiritual and moral foundations.

The article outlines the historical milestones of the formation and development of the problem of professional competence of future social educators on social protection of youth rights from the 90s of the XX century to the present. The scientific literature on the research problem is analyzed. Conceptual approaches to professional training of future social educators on social protection of youth rights (systemic, civilizational, sociocultural, personal, activity, professional, socio-pedagogical, methodological technological) are defined and their essential characteristics are revealed. The content and structural components of the professional training of future social educators on social protection of youth rights are characterized. The peculiarities of development of both the system of becoming a profession of social educators and the system of its professional preparation for practical activity in the social sphere are given. The essence of the concept of «social education» is revealed. The importance of the influence of social education in its various interpretations on sociology, which is the basis of the development of the culture of social thinking in the XX-XXI centuries, is revealed. The factors of influence on the formation of the outlook values of future social educators are presented. The modern tendencies of professional training of future social educators on social protection of youth rights (intensification and extension of university education, multilevel and variability of education, strengthening of psychological and pedagogical and general educational components, integration) are determined. The peculiarities of vocational training of social pedagogues in several universities of Ukraine are studied

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

This article is an interrogation of love, as it is understood, conceptualised, and practiced in the social sphere, focussing specifically on the Southbank Centre’s Festival of Love (London, UK, 2016). By drawing on Christian Lotz’s social material critique of love (2015), and Michel Foucault’s theory of governmentality (2009) I argue that the Festival of Love, whilst asserting love as celebratory and aspirational, does in fact demonstrate the governmentalised love of modern liberal governance.Following this I engage with Gillian Rose’s discussion of love in periods of social crisis (1992) in order to articulate what might be understood as the ambitions of governmentalised love, and, moreover, what is at stake in this politically. In doing so I draw out the dangers of love as a concept and practice of modern governance, so as to stress the importance of thinking love differently, as an ethico-political practice.

Este artigo trata de descrever os processos de formação profissional de educa-dores sociais no âmbito da educação universitária na Comunidade Autônomada Catalunha, na Espanha. Nos últimos anos, devido ao surgimento de novasformas de exclusão social, ao aumento das desigualdades e à crescente globali-zação, verifica-se um aprofundamento do debate sobre a profissão do educadorsocial, suas competências e funções e, ao mesmo tempo, sobre a necessidade derepensar sua formação. This work is part of a larger project on the subject and pre-sents a bibliographical review based on the Spanish academic context, along witha description of the training proposals of the Social Education careers withintwo Catalan universities: University of Barcelona and Autonomous University ofBarcelona. During the period of liberal reforms of Emperor Alexander II in Russia in 1864, the zemstvo reform began, which was a continuation of the peasant reform of 1861. Zemstvo institutions were introduced in the country, in the Tauride province they appear two years later - in 1866, zemstvo institutions were in charge of local social and economic issues. One of the important issues that fell on the shoulders of the zemstvos was the issue of the development of medicine. Taking care of the people's health was not one of the mandatory zemstvo duties, but the growth of infectious diseases and the high mortality rate largely prompted the zemstvo authorities to promote the development of medical affairs. The work of the zemstvo bodies was especially difficult at the very beginning of the formation of zemstvo medicine, when the zemstvos had to raise to a new level everything that they had inherited in 1866. The first decade of zemstvo activity for the development of medical science is the subject of this study. The article deals with the regional features of the districts of the Tauride province and their importance in the development of public health in the region. The relevance and novelty of the study is added by the reflection of the influence of the social composition of the county zemstvo vowels on the modernization of the social sphere of the province. In conclusion, information is provided on the results achieved by local self-government bodies by the end of the third zemstvo triennial in relation to 1866. The results of the research provide information on the state of medical affairs of the Tauride province in 1875 in relation to the rest of the zemstvo provinces of the Russian Empire.

The extension of the social sphere of the state language, the increase of people number with the different social categories (government employees, entrepreneurs, politicians, foreigners, students, etc.) aspiring to study language, currently testify to the relevance of Kazakh language teaching as a second language.The rational use of technical means, the effective use of language modern teaching in the process of teaching Kazakh as a second language, helps to enhance the learning and cognitive activity of the student and increase interest in the subject. The article discusses the direct, consciously practical, audiolinguistic, audiovisual, suggestopedical methods of Kazakh language teaching and studies other methods of oral speech teaching and lesson examples are presented. This article describes the capabilities of methodology of studying art in the three interrelated scientific fields – sociology, culturology, and art history. Emphasis is placed on determination of the key criteria of comprehensive approach towards the analysis of art: each of the three scientific fields may have its own unique criteria for such analysis, but there also universal criteria that allow most fully assessing the essence and purpose of art, considering the general trends of its development in modern reality. The subject of this research is the methodology of comprehensive analysis of art using the instruments of sociology, culturology, and art history. The main conclusions are as follows: 1) disclosure of the content of the methodology of studying art; 2) determination of various criteria for comprehensive analysis of art within the framework of sociology, culturology, and art history; 3) demonstration of capabilities of using certain criteria in analyzing the essence of art and artworks; 4) focus on the social dimension of art, touching upon the heuristic value of the methods of applied sociological research; 5) characteristics of the capabilities of studying the symbolic nature of art in the context of culturology; 6) assessment of the development trends of the methodology of modern art history.

The subject of this research is the legal norms regulating the usage of digital technologies in oversight activity of the executive branch of government, as well as law enforcement practice of utilization of digital technologies for preventive purposes in oversight activity of the executive branch of government. The object of this research is the social relations establishing in the process of digitalization of the prevention of violations of mandatory requirements. The author examines such aspects as usage of artificial intelligence in prevention of violations of mandatory requirements, as well as analyzes the implementation of “digital control” preventive purposes of oversight activity of the executive branch of government. The main conclusions of the conducted research consists in determination of positive experience from implementation of digital technologies for preventing violations of mandatory requirements, as well as in proposal of the new ways of using digital technologies for improving the effectiveness of implementation of preventive vector of oversight activity. The author also revealed a number of problems that may arise in case of close integration of digital technologies into preventive vector of oversight activity. The novelty consists in the fact that this article is first to explore the question of digitalization of prevention of violations of mandatory requirements, analyze the prospects of usage of digital technologies, as well as outline the “problematic” aspects of the phenomenon under consideration.

This paper moves from the data collected during an ethnographic research conducted in Second Life, focused on the observation of different technological difficulties in educational experiences. The main research interests focused on the social dynamics of educational experiences in Second Life and the opportunity to develop a proper research methodology. The main goal is to evaluate the educational experience in such a particular context through the stories of participants, therefore the most appropriate methodology for researching the subject has been considered to be ethnography. As result of the research, it is observed that an appropriate use of the available tools and the adoption of innovative teaching strategies can promote the improvement of the educational experience in online worlds. This paper suggests interesting elements from the analysis of the data collected, which may help to adopt an innovative point of view on ethnographic research in an online world in education.

The article presents work on the unification of the Polish judiciary in the Second Republic in the years 1918–1928. It was carried out in three tracks. The initiator of the first moves consisting in unification of district regulations, reorganisation and taking over the judiciary was the government and the Ministry of Justice. Since February 1919, these measures were supported and approved by the Legislative Sejm (later the Sejm). Since November 1919 the burden of work was taken over by the Codification Commission of the Republic of Poland. The aim of this article is to discuss the course of work on the law on the system of common courts within the Codification Committee of the Republic of Poland, with particular emphasis on the provisions on justices of the peace. From this point of view, it will help to solve the main research problem of the article: to what extent did the Polish Codification Commission contribute to shaping the institution of justices of the peace in the Ordinance of the President of the Republic of Poland on Law on the System of Judiciary of 6 February 1928. The article makes use of archival materials, protocols from the sessions of the Codification Commission of the Second Polish Republic, the legal literature of the Second Republic and the current literature on the subject.
