With ongoing globalizasication in the world economy, the internationalization of higher education is becoming increasingly important. The article considers several main definitions of “internationalization”, makes an overview of the basic national strategies and approaches which defines country’s policies regarding internationalization of higher education. It also identifies the mainstream world tendencies of higher education internationalization and advantages of internationalization in terms of government and higher education institution perspectives. For the state, internationalization is an important element of the country’s development, as it offers government to use additional opportunities of: developing the economy and making profit by exporting educational services; supporting the labour market; getting political benefits; developing the national higher education systems in accordance with global trends; the society cultural and social life developing. From the position of universities internationalization allows to improve the quality of educational programs in accordance with international standards, to strengthen reputation at the international level and, thus, to become more competitive. In this regard, many countries use internationalization of higher education in different ways and forms. As an example, the article examines contemporary institutional practices for the development of internationalization in the United Arab Emirates, China, South Korea and Russian Federation.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

Повышение уровня качества образования является одним из ключевых факторов повышения конкурентоспособности страны. Ежегодный пересмотр образовательных и образовательно-научных программ подготовки специалистов дает возможность своевременно вносить коррективы в учебные планы и повышать уровень качества образования с целью большего соответствия подготовленных специалистов требованиям рыночной среды. Приобретение международного опыта в подготовке специалистов помогает сформировать компетентности будущих специалистов таким образом, чтобы они были конкурентоспособными на международном рынке труда. Несмотря на современные процессы глобализации мировой экономики и интеграционные процессы русской экономики система оценки качества образования при формировании профессиональных компетенций экономистов требует совершенствования и дальнейшего развития. Улучшение качества образования специалистов, в частности экономистов, в условиях интеграционных процессов и программ международной мобильности будет способствовать росту конкурентоспособности будущих специалистов и повышению рейтинга университета. Одним из условий конкурентоспособности учреждения высшего образования является наличие у него внутренней системы качества образования, которая отвечает современным требованиям национальных и международных стандартов. Процесс создания таких систем в учреждениях высшего образования происходит медленно, что может привести к определенным потерям в формировании интеллектуального потенциала страны. Такие потери могут в дальнейшем сказываться и уровне национальной безопасности. Специалисты по экономике работают во всех сферах национальной экономики и на всех видах предприятий. Improving the quality of education is one of the key factors in improving the competitiveness of the country. The annual revision of educational and scientific programs for training specialists makes it possible to make timely adjustments to curricula and improve the quality of education in order to better meet the requirements of the trained specialists of the market environment. The acquisition of international experience in training specialists helps to form the competencies of future specialists in such a way that they are competitive in the international labor market. Despite the modern processes of globalization of the world economy and the European integration processes of the Russian economy, the system of assessing the quality of education in the formation of professional competencies of economists requires improvement and further development. Improving the quality of education of specialists, in particular economists, in the context of European integration processes and international mobility programs will help to increase the competitiveness of future specialists and improve the university's rating. One of the conditions for the competitiveness of a higher education institution is that it has an internal education quality system that meets the modern requirements of national and international standards. The process of creating such systems in higher education institutions is slow, which can lead to certain losses in the formation of the intellectual potential of the country. Such losses may further affect the level of national security. Economics specialists work in all spheres of the national economy and at all types of enterprises.

Abstract Abstract. The main purpose of the article is to form a consistent and clear mechanism for neutralizing internal and external threats to financial security. Financial security at any level always implies a state of security against the impact of threats. Terms such as «risk», «call» and «danger» are often used. The article establishes the essence of the concepts of «financial security of higher education institution», «danger», «risk», «challenge» and «threat». Classification of threats into internal and external ones is carried out, their sources and factors are identified. The methods used to assess risks, their advantages and disadvantages are defined. It is offered to carry out an estimation of risks of financial security of higher education institutions by means of SWOT-analysis and expert methods, and using point marks to establish a generalized estimation of one expert of influence of factors of strong and weak sides of activity of higher education institution on assistance to use of possibilities and protection against threats taking into account probability of their occurrence. The generalized result of activity of higher educational institutions is calculated, which showed insignificant prevalence of internal strong factors in activity of higher educational institutions on quality of educational services provided by them and provision of financial security. Weaknesses of activity of higher education institutions on which management of quality of educational services for the purpose of maintenance of financial security should be focused, and also those strong sides of activity which potential should be used for achievement of the set goal are established. Based on the results of the study, it was identified the main weaknesses that the management of the quality of educational services should pay attention to in order to ensure the financial security of higher education institutions. It is necessary to take into account that the results of this assessment are quite variable in time, because according to the circumstances may change the system of factors, and step their influence. The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.

Problem setting. Modern global challenges have significantly changed the landscape of higher education and intensified the process of its internationalization, the consideration of which has become one of the most discussed scientific problems in the field of higher education. Socio-philosophical understanding of the internationalization of higher education allows us to present it not only as an effective tool for improving the competitiveness of universities, but also as a basis for their social responsibility, a significant factor in improving the quality of higher education. This is extremely relevant to the study of the process of internationalization of higher education in a globalized world. Recent research and publications analysis. The study of the problems of internationalization of higher education belongs to the sphere of scientific interests of both Ukrainian and foreign scientists. Among modern domestic researchers who deal with theoretical and methodological issues of internationalization of higher education and analysis of the peculiarities of internationalization of higher education in Ukraine in the context of global challenges should be noted such scientists as Boychenko M., Verbytska A., Voronkova V., Gorbunova L., Debych M. , Zinchenko V., Kiykov A., Krasovska O., Kurbatov S., Mishchenko M., Nitenko O., Sbrueva A., Sikorska I., Stepanenko I., Terepyshchy S., Shipko O. and others. Significant contribution to the theoretical development of ideas for the internationalization of higher education in the context of globalization has also made foreign scientists ‑ Altbach F., Bergmann H., Branderburg W., Brooks R., Wang M., H. de Wit., Geissler M., Knight J. , Robertson S., Scott P., Hudzik J., Hundt S. et al. Despite the fact that the scientific literature has widely reflected the understanding of various problems of internationalization of higher education, still remain debatable a number of issues that need to be constantly considered. Paper objective. The aim of the article is to study the essence of the concept of internationalization of higher education in modern socio-philosophical discourse; consideration of methodological approaches to the analysis of internationalization of higher education; identifying the prerequisites for the development of internationalization of education in a globalized world; disclosure of the national strategy for the internationalization of higher education in Ukraine. Paper main body. The development of modern higher education takes place in the context of global challenges, among which the most important, as stated in the founding document of UNESCO "Higher Education in a Globalized Society", are: the growing importance of the knowledge society / knowledge economy; development of new trade agreements, which include, inter alia, trade in educational services; innovations in the field of information and communication technologies; the growing role of the market and market economy. To date, according to many scholars, the most comprehensive and scientifically sound of the existing definitions of the internationalization of higher education is the definition given by H. de Wit and F. Hunter. According to them, the internationalization of higher education is a deliberate process of integrating the international, intercultural or global dimension into the purpose, functions and methods of higher education in order to improve the quality of education and research for all students and staff and make a significant contribution to society. Experience shows that in the field of internationalization of higher education there are two institutional models: traditional and complex. The first model includes components such as academic mobility; internationalization of the curriculum; international cooperation in the field of scientific research; partnerships with foreign higher education institutions. The comprehensive model of internationalization of higher education includes academic mobility; internationalization of the curriculum; international cooperation in the field of scientific research; partnerships with foreign higher education institutions; international educational programs of joint / double / multilateral diplomas; branches abroad; online / electronic training courses. Currently, the main ideas of the strategy of internationalization of the market of educational services in Ukraine are: 1. strengthening international competitiveness in higher education and research; 2. active participation of Ukraine in the development of European higher education; 3. expanding the opportunities of Ukrainian higher education institutions to enter the European educational market; 4. positioning Ukraine as a leader in the international market of educational services; 5. expanding opportunities for improving the system of higher education and research infrastructure of universities; 6. development of cross-border higher education. Conclusions of the research. For leading Ukrainian universities seeking to become competitive members of the global education market, internationalization has already become an imperative and has become one of the most important tools for innovative development of higher education in Ukraine, its successful integration into the European and global educational space.

The aim of the article is to study the attitude of target audiences to the brand of a higher education institution, taking into account the specifics of the educational services provided to them and the specifics of the educational services market. Methods of the research: theoretical (analysis and synthesis of scientific literature and normative sources, generalization, analytical, comparative and logical), empirical (descriptions, comparison, questionnaires, mathematical and statistical). Materials: questionnaires of respondents, which were applicants, students, alumni and employees of NUPh. Results of the research. According to students, the most significant factors are positive reviews about HEI (14 % of respondents), the quality of educational services and the involvement of well-known scientists and practitioners (12 % each), the presence of scientific schools, traditions and the active participation of the institution in public life (11 % each factor). For applicants, an important place is occupied by the state status of a higher education institution, positive reviews about it and high quality of educational services (13 % for each factor). The advantages that graduates of the prestigious HEI have after graduation are a high level of theoretical knowledge (89 % of respondents) and practical skills (85 %), a high level of competitiveness in the labor market (81 %). Among the main directions for the development and improvement of the educational brand, the interviewed NUPh employees noted the constant improvement of the quality of educational services (91 % of the respondents), the intensification of international cooperation (86 %), the active involvement of practitioners and scientists in the scientific, volunteer and cultural life of the institution (79 %). Conclusions. It has been proven that an important component of the brand of a higher education institution is an educational service; image of educational services; the benefits to be provided by the brand owner to consumers of educational services. The most significant factors of popularity and positive attitude towards NUPh and the advantages received by graduates after graduation have been established. A conclusion was made about the high level of corporate culture in HEI, the important elements of which are the presence of the NUPh development strategy, the introduction of effective management technologies and the creation of conditions for the self-realization of employees

Nowadays, the quality of educational services provided by a university is a crucial aspect of the education managers’ strategy in the customer-driven education context, quality assurance in education being an essential issue to be promoted in European higher education institutions. Students’ evaluation of the educational services (that is consumer-oriented assessment) can be regarded as one of the most significant educational management tools used for stimulating quality enhancement in a university. It is vital for supporting decision-making process. A special emphasis may be put on monitoring student satisfaction with the educational services and student motivation toward studies. Understanding the central factors that are supposed to influence and predict student satisfaction and student motivation may provide education managers with best possible solutions to improve quality of the educational services in a higher education institution. This paper presents the results of an empirical study performed in Riga Technical University. The study was aimed at identifying the basic determinants (predictors) of student satisfaction and motivation in the framework of the ESP (English for Specific Purposes) course.

Urgency of the research. The quality of the provided educational services determines the competitiveness of the workforce and the state as a whole, therefore, marketing of educational services and innovative approaches to it become of paramount importance, which determines the urgency of the chosen topic of research. Target setting. The number of entrants in Ukraine is decreasing every year. This tendency has a negative impact on the formation of intellectual capital in Ukraine and explains the expediency of the use of innovative marketing technologies by institutions of higher education . Actual scientific researches and issues analysis. The publications of such economists as R. Veerappan, V. Johnson, S. Ilyashenko, N. Kalenska, F. Kotler, I. Mashtakov, A. Oberdhain, K. Fox and others are devoted to the problems of innovations and marketing in education. Uninvestigated parts of general matters defining. The approaches to marketing of educational services based on new technologies which influence on consumers’ choice of higher education institution, should be developed and substantiated. The research objective. The purpose of the paper is to substantiate the list of innovative technologies and types of marketing of economic educational services, taking into account the characteristics of segments of their consumers, based on the study of the opinions of graduates of schools, technical schools and colleges and their attitude to sources of information about institutions of higher education The statement of basic materials. A survey of graduates of schools, technical schools and colleges in various cities of Ukraine was conducted. Segments of potential consumers of economic educational services were selected. The set of innovative technologies and types of marketing for each segment are substantiated taking into account the characteristics of consumers and their attitude to sources of information about institutions of higher education. Conclusions. The scientific novelty of the results is in the developed sequence of stages of substantiation of innovative marketing technologies, which are expedient to be used by institutions of higher education, depending on the characteristics of the segments of consumers.
