The article is an attempt by the author to address the basic issues of the development of history and historical knowledge in the era of turning points and changes. The article discusses the issue of actualizing historical knowledge during periods of changes in the social, political, cultural structure of the state. The article discusses the issue of actualizing historical knowledge during periods of changes in the social, political, cultural structure of the state. The author defines the characteristic features for the development of history and historical knowledge in the era of turning points. He singles out fear of the past as the first and one of the main elements of comprehension and rethinking of the past. The past, according to the author, at such moments has the property of becoming a landmark in the developing the social and political forces. The denial of history and the historical is also one an element in the development of history in an era of change. A return to indefinite values charac- terizes the era of transitions, and a number of additional questions arise related to the acceptance of ideas or their interpretations in the present. The author is inclined to believe that during the changes there is arise in the understanding and concept of that the present is a projection of our past, what to a greater extent affects the increase in the relevance of the object under study. The mechanisms of actualizing historical knowledge and attitudes towards history have been little studied in the scientific literature and require addi- tional involving the historians researchers into the theme since that directly affects our present.

Philosophers of earlier ages have usually spent time in considering thenature of marital, and in general familial, duty. Paley devotes an entire book to those ‘relative duties which result from the constitution of the sexes’,1 a book notable on the one hand for its humanity and on the other for Paley‘s strange refusal to acknowledge that the evils for which he condemns any breach of pure monogamy are in large part the result of the fact that such breaches are generally condemned. In a society where an unmarried mother is ruined no decent male should put a woman in such danger: but why precisely should social feeling be so severe? Marriage, the monogamist would say, must be defended at all costs, for it is a centrally important institution of our society. Political community was, in the past, understood as emerging from or imposed upon families, or similar associations. The struggle to establish the state was a struggle against families, clans and clubs; the state, once established, rested upon the social institutions to which it gave legal backing.

The paper is devoted to the study of Nikolai Gogol’s idea of the social and official status of the Mayor, the character of a “head official” in the satirical comedy The Government Inspector. So far Gogol’s view of his character as a raznochinets, a “mean plebeian”, who blemished his rank and position, hasn’t been considered by the scholars. In Gogol’s opinion, Skvoznik-Dmukhanovsky, who started his career from the lowest position and acquired his rank and title of nobility with “hard service”, nevertheless hasn’t become a true nobleman because of his bribery and corruption. From this perspective, the character of the Mayor helps to better understand the purpose of Gogol’s satire. Both in The Government Inspector and The Gamblers, another Gogol’s play, that has much in common with his most famous comedy, the satire is not aimed at “those in power”, nor the “state machine”, but at all kinds of frauds and swindlers among officials. Critically examining the state administration in Russia, Gogol shows them through the eyes of a high-ranking, responsible official who takes the problem very much to heart. This point of view resonated with that of the Emperor Nicholas I: it took his personal intervention to have the play published and staged. The paper consists of five parts: 1. The Mayor’s career; 2. Character archetypes in The Tale of How Ivan Ivanovich Quarreled with Ivan Nikiforivich and The Government Inspector; 3. Characteristic features of an “average official” in Gogol’s works; 4. The Mayor as a liminal character; 5. Gogol’s use of satire. The paper is based on extensive factual material that allows to trace in detail the Mayor’s career and to specify Gogol’s idea of the comedy as a satiric play aimed at obnoxious saboteurs, both nobles and commoners, who subvert the royal power and the state with their unworthy behavior, who are unfit for the positions they occupy and unable to meet the requirements of the supreme authority. The milestones of the Mayor’s career clearly confirm Gogol’s words that “the government consists of us, we climb the career ladder and make up the government”, that “the occupant of the position is to be blamed, and he is our brother”, and that readers and should be able to find with themselves the faults satirized in the comedy. With utmost sincerity and acuteness Gogol advocates healing self and society, extirpation of vices without the hidden agenda of changing political regime. The paper for the first time considers the connection between two scenes (“Anna Andreevna and Maria Antonovna”. “Khlestakov and Rastakovsky”) published in 1841 and the idea of The Government Inspector

The aim of the scientific monitoring undertaken within the framework of this article is to present the most comprehensive picture of the interaction between the state organs and traditional religious confessions in implementation of social assistance by them to the needy layers of the population. A retrospective of the established realities of the social sphere existed in the past allowed the authors of this work to trace their influence on the essential characteristics and forms of religious organizations' charity activi-ties in the space of provincial regions of Russia in the second half of the XIX – early XX centuries. The conduct-ed reconnaissance of the planned range of issues made it possible to state the facts of an exclusive empyria exist-ence for every traditional Russian religious confession, as well as a certain dependence of the religious charity on the character of public relations, on the role of the state in the social sphere, and the connection with spirituality genesis.

History has become a real and urgent problem. It harasses us in a double form, theoretical and practical, corresponding to the double meaning of the term “history” as either “a sequence of events in time” or “our knowledge of past events”. The first concerns our attitude to human history. We somehow suffer from “historical indigestion”. We may have mastered Nature, but we have certainly not yet mastered History. Therefore it threatens to dominate us. The mass of past events is too much for us and for our memory, too many dates, too many facts, too many interesting or indifferent happenings. We cannot even keep pace with, or realize, all the important events which fill our own times, like world-wars, revolutions, counter-revolutions, inflation and deflation, with all the misery they imply. Consciously or unconsciously we feel ashamed of the human record, of the amount of cruelty, destruction, murder, and martyrdom inflicted on innocent beings. In spite of all this we cannot escape History. All the great events affect every human being. Moreover, historical knowledge permeates our education and is disturbingly growing from year to year, more in detail and in specialization than as a co-ordinated whole. We may react to this situation in one of three ways: (1) by filling our brain with this unco-ordinated mass of historical knowledge, and submerging our personality in it, (2) by becoming specialists and disregarding problems other than our own, (3) by ignoring the past altogether, and falling back into the state of nature and barbarism. We have witnessed all these solutions and their disquieting results.

John Locke is known within anthropology primarily for his empiricism, his views of natural laws, and his discussion of the state of nature and the social contract. Marilyn Strathern and Marshall Sahlins, however, have offered distinctive, novel, and broad reflections on the nature of anthropological knowledge that appeal explicitly to a lesser-known aspect of Locke’s work: his metaphysical views of relations. This paper examines their distinctive conclusions – Sahlins’ about cultural relativism, Strathern’s about relatives and kinship – both of which concern the objectivity of anthropological knowledge. Although Locke’s own views of relations have been neglected by historians of philosophy in the past, recent and ongoing philosophical discussions of Locke on relations create a productive trading zone between philosophy and anthropology on the objectivity of anthropological knowledge that goes beyond engagement with the particular claims made by Sahlins and Strathern.

The author provides a critical response to the social scientific literature that cast political interest and cleavages as the projection of sociocultural dynamics onto the political scene. Sociopolitical cleavages in general, and nationalism in particular, are thus viewed as having taken form outside the partisan arena, and only subsequent to their societal formation do they take on political importance. Through a comparison of the development of political nationalism in interwar Scotland and Flanders, the author argues for the importance of political forces in defining and shaping the political and social meaning and significance of nationalism. In Scotland, despite the potential popular appeal of nationalism, it does not emerge as a significant and autonomous political cleavage, principally due to configurations of partisan programs and alliances, and a politically unfavorable “demographic geometry.” In Flanders, on the other hand, markedly different political conditions fostered the development and societal significance of nationalism. Hence, political nationalism did not emerge as a necessary concomitant to societal and cultural change; it was in part the result of political conditions and institutions that could foster or constrain the sociopolitical significance and meaning of nationalism.

RESUMONesses escritos são retomadas algumas passagens da educação pública no estado do Maranhão, desde os anos em que o Brasil esteve sob a égide do regime militar, instalado pela força em 1964, até a retomada democrática no país, realizada a partir dos meados da década de 1980. Tem-se como objetivo analisar os embates que se produziram entre as forças políticas estabelecidas no aparato estatal e os trabalhadores em educação nesse controverso período histórico. Imbuídos dessa perspectiva, os autores buscam delinear o percurso educacional vivenciado pelo maranhenses, a partir da compreensão crítica do contexto sociopolítico daquele momento, da análise das disposições políticas educacionais no domínio federal e sua incidência na esfera localizam as possíveis modificações ocorridas no ensino com a ascensão de novos sujeitos políticos ao governo, como também os pontos nevrálgicos que estão presentes nas lutas deflagradas pela valorização da docência num tempo social reconhecidamente conturbado. Com o estudo dessas trajetórias e suas repercussões nos movimentos associativistas e sindicais dos trabalhadores em educação, procura-se contribuir para ampliação de pesquisas de cunho históricoeducacional e, sobretudo, da história social daqueles que fazem a educação no Maranhão em sua cotidianidade.Palavras-chave: APEMA. Maranhão.ABSTRACTIn these writings are taken some passages of public education in the state of Maranhão, from the years when Brazil was under the aegis of the military regime, installed by force in 1964, to the democratic revival in the country, held from mid- 1980. Which objective is to analyze the conflicts that took place between the political forces established in thestate apparatus and workers in education in this controversial historical period. Imbued with this perspective, the authors seek to outline the educational journey experienced by maranhense people, from the critical understanding of the socio-political context of that time, the analysis of education policy provisions in the federal domain and its impact on the state level; thereby locate the possible changes occurredin education with the rise of new political subjects to the government, as well as the hot spots that are present in the struggles triggered by the appreciation of teaching in an admittedly troubled social time. With the study of these trajectories and their impact on associative movementsand unions of workers in education, it seeks to contribute to expand research of historical and educational character and, above all, the social history of those who make education in Maranhao in its daily life. Keywords: APEMA. RESUMEN: A lo largo de 100 años, la constitución mexicana de 1917, se ha ido adecuando a los nuevos tiempos, circunstancias y exigencias de la sociedad, ampliándose sus derechos fundamentales, fortaleciéndose los mecanismos para su defensa, y ajustándose la relación entre el Estado y una sociedad plural, diversa y compleja. Sin embargo, en esta trayectoria el texto constitucional no ha estado exento de claroscuros motivados por las constantes reformas que ha sufrido en las últimas dos décadas. Esta conmemoración es una excelente oportunidad de mirar al pasado para revalorar los orígenes del pacto social.ABSTRACT: Over 100 years, the Mexican constitution of 1917, has been adapting to the new times, circumstances and requirements of society, expanding their fundamental rights, strengthening mechanisms for their defense, and adjusting the relationship between the State and a plural, diverse and complex society. However, on this path the constitutional text has not been without of chiaroscuro motivated by constant reforms that has suffered in the last two decades. The study analyzes the categorical apparatus related to the concept of administrative activity of the State Migration Service in Ukraine, namely the categories «administration», «public administration», «public administration», «administrativeactivity»andothers.Thedefinitionoftheconceptof«administration» in the encyclopedic literature, in particular in the Legal Encyclopedia, highlights the main features of the administration, public administration. The term «public administration» is analyzed, the positions on definition of this definition by researchers O. Shatylo are given), it is indicated that this term is used in two meanings (narrow and wide), the definitions of public administration of V. Averyanov, R. Kravtsova, S. Chernov are also given. A. Zelentsov’s position on the characteristic features of public administration that distinguish it from private administration is highlighted. The main attention is paid to the disclosure of the term «administrative activity», the definition is defined in the reference literature, namely in the Great Ukrainian Encyclopedia, the Encyclopedia of Modern Ukraine. It is emphasized that the administrative activities of public authorities are implemented through the powers vested in the state, and from the state they receive the right to perform administrative functions, such powers are defined exclusively in regulations of the state and its authorities. Positions on the definition of «administrative activity» by M. Ishchenko, E. Mishchuk, A. Sorochynsky, S. Petkov and L. Spytska are given. Based on the analysis of legislation, bylaws and scientific literature on administrative law, the definition of the concept of administrative activity of the State Migration Service of Ukraine is proposed.

This text discusses some aspects of commemorative culture in our society. On one hand, commemorative culture belongs to the batch of ideas that make up the corpus of ideological ritualization of the past that divinizes the state (or, more precisely, divinizes a particular ideological order). However, the established commemorative culture in our country has been intrinsically fenced up by the nature of the ex-Yugoslav wars during the end of the previous century. It is essential to note that Serbia was not officially a participant in the wars which prevented the recognition of the social status of the people who actually took part in the wars. This fact further meant that it was even less likely that these individuals would be able to make their social position socially institutionalized which deprived them of their hard-earned social status, creating all kinds of unsolved social issues. These individuals remain unacknowledged nowadays as well. Those, as such, do not belong to commemorative culture. This is, at the same time, the rationale for the official non-recognition of the events and dates that marked the wars leading to the dissolution of the former Yugoslavia. The author of this paper thinks that it is necessary that a consensus be reached within the virtual boundaries of the now non-existent country about the nature of its commemorative culture. Only In such culture can all the newly founded states and relevant individuals be firmly grounded.
