The problem of ensuring the necessary level of availability of narcotic drugs (NLP) in the Russian Federation, especially in the framework of palliative medical care for oncological patients is the area of special and constant attention of the Government and civil society. Recently, a number of necessary changes of the legislation aimed at simplifying the procedures for prescribing and issuing NLP have been introduced, and the possibility of optimizing the rules for their storage and accounting as well as improving the methods for calculating the needs for such drugs are being actively discussed.As part of the import substitution program in Russia, the new dosage forms for NLP are under development. Such process is accompanied by clinical studies with a number of features that take into account the specific chemical composition of finished products.

In the current international environment — with fashion on international sanctions, in particular, limiting the possibilities of purchasing high-tech equipment from abroad and dependency of the exchange rate of the ruble against various political provocations — the Russian Federation has faced with the necessity of re-industrialization of the ‘raw’ model of the economy and stimulation of the development of its inner potential. It should be noted that, in accordance with the Plan for promoting import substitution in industry No. 1936-r of 30 September 2014, approved by the order of the Government of the Russian Federation, the Ministry of industry and trade of the Russian Federation has developed and is implementing 22 sectoral plans for import substitution in selected industries of the Russian Federation. In this regard, it is particularly important to study international experience in the field of import substitution policy. The validity and reliability of presented study are achieved by applying a systematic approach and scientific methods of analysis and synthesis, deduction and induction, as well as regulatory, empirical method, etc. As a result of the analysis of international experience, it was possible to identify measures that can improve the efficiency of the state policy of import substitution, including through the use of offset mechanisms in civilian industries and the development of the institution of public procurement, certification, and standardization. In conclusion, the author proposes measures that can improve the policy of import substitution. The practical significance of the article consists in the possibility of applying the results of the study in the elaboration of industrial development programs and further research.

The course of the government of the Russian Federation for the development of the sea and river fleet is determined by a number of Federal target programs. These programs provide for the modernization of the composition of the sea, river and fishing fleet. The article provides analysis of the current state of the civil fleet of the Russian Federation, as well as an overview of engines that are part of the power plants of the vessels in service. There are considered prospects for the development of shipbuilding in Russia on the basis of plans for construction of different purpose vessels. Achieving the goal set by the fovernment should be ensured taking into account the policy of import substitution of the most important elements of sea and river technology. The authors state that the solution of the tasks is impossible without the development of ship propulsion engineering in Russia. The article presents the review of engine-building enterprises of the Russian Federation and products manufactured by them, most attention being given to engine rotational velocity and output. The authors give a comparative analysis to diesel engines produced in Russia and engines of leading foreign manufacturers, which is based on main technical and economic parameters, such as specific effective fuel consumption, average effective pressure, specific gravity, etc. The results of analysis helped to establish the most promising domestic manufacturers of diesel engines capable to compete with foreign manufacturers of marine diesel engines. The article shows the prospects of converting versatile engines produced at domestic enterprises into marine engines, with appropriate modernization of their systems and use of domestic components in their design which meet modern requirements. The article shows the most promising engines of Russian manufacturers, their technical and economic characteristics, which ensure competitiveness; gives the dimensions of advanced engines. The article contains recommendations for ensuring the developing and production of competitive marine engines intended for sea, fishing and river fleets in the Russian Federation.

Introduction: under the conditions of economic sanctions imposed by foreign countries against Russia, the issue of import substitution was sharply raised. Its mechanisms are stipulated, among other things, in the Article 14 of the Federal Law «On the contract system in the procurement of goods, works, services for the provision of state and municipal needs» (hereinafter – Federal Law No. 44): prohibitions, restrictions and conditions for admission of foreign goods, works, services on the territory of the Russian Federation. These mechanisms find reflection and development in the decisions of the Government of the Russian Federation, which create difficulties in their application by business entities. The article makes an attempt to analyze the legal framework on this issue, to identify problems and suggest ways to solve them. Methods: the general scientific methods of research (formal and dialectical logic, systemic) and private-science methods (comparative legal, formal-legal) were used in the article. This allowed to determine, on the basis of analysis of international legal acts, Russian legislation and law-enforcement practice, the limits of restrictions, prohibitions and conditions for admission of foreign goods, works, services to the Russian market. Analysis: the article analyzes the institution of national public procurement regimes enshrined in international legal acts, regulatory legal acts of the Russian Federation, including resolutions of the Government of the Russian Federation in which prohibitions, restrictions and conditions for admission of foreign goods, works, services in the territory of the Russian Federation are established; the problems that are caused by the unsystematic nature of Russian legislation are revealed. Results: the analysis of the legal framework on the national regime of public procurement made it possible to come to a conclusion about its imperfection and the need for carrying out its comprehensive expertise that would identify all the problematic aspects in this area and suggest ways of eliminating them. Moreover, it is necessary to develop a single set of issues that should be reflected in all decisions of the Government of the Russian Federation on prohibitions, restrictions, conditions for admission of foreign goods, works and services within the framework of the national public procurement regime.

In the modern economy the import substitution is an exceptional and temporary measure in the modern term. All states use or have used protectionist policies in their history due to the fact that there is a positive relationship between protectionism measures and the growth of gross national income. Active course on import substitution taken in Russia in 2014 after the introduction of Russian and anti-Russian economic sanctions. On August 4, 2015, at a meeting of the Government of the Russian Federation the decision was made to establish a Government Commission on Import Substitution. Resolution of the Government of the Russian Federation of August 4, 2015 No. 785 “On the establishment of a government commission on import substitution”, in which the composition of the commission is approved, were signed by the Prime Minister Dmitry Medvedev. Analysis of the current state of the pharmaceutical and medical industry indicates its lag behind similar industries of economically developed countries in the range of products. While maintaining this trend the health of citizens of the Russian Federation as the most important component of the national security of the Russian Federation becomes dependent on foreign economic conditions. In this regard the innovative development of the domestic pharmaceutical and medical industry, especially for the production of drugs that are actively used in pediatrics, including neonatology, is one of the priorities of the modernization of the economy of the Russian Federation. Conclusion. Pneumococcal infection causes most severe cases of pneumonia, sepsis, meningitis, and otitis, especially dangerous for those for one reason or another weakened immune system. In this regard WHO recommends vaccination as the most effective way to prevent infectious diseases, including those caused by pneumococcal infection.

The current situation at the market for food and agricultural raw materials is difficult, and critical for some industries. The processes of import substitution, that is, shaking-out imported products from the markets and the growth of domestic production, have significant differences for segments of the food market. There was a significant differentiation of food markets in the following main indicators: the growth rate of domestic production, the share of imports in resources, the share of exports in production, and the amount of state support. However, 2020 showed that the course taken by the Government and the Ministry of Agriculture of the Russian Federation for import substitution was not fully implemented, and a large share of products is imported from third countries that were not included in the sanctions list. Economic and mathematical modeling can partially solve this problem. Analysis of scientific literature on modeling the equilibrium at agri-food markets showed the absence of any actual domestic development. The most famous foreign conceptual models dated back to 1990-2000. The Organization for Economic Cooperation and Development (OECD) and the World Bank have developed such general and private equilibrium models as RUNS (Rural-Urban North South), MRT (Regional Trade MRT, Harrison), AGLINK COSIMO, etc. These recursive-dynamic models make it possible to determine the equilibrium parameters for the main types of products for almost all countries of the world, including the Russian Federation and all agricultural markets. However, the introduction of sanctions has stopped work in this direction.

The article discusses the problem of improving the quality and competitiveness of MEMS based on the structural kinematic model built on new physical principles and laws. The relevancy is conditioned by Decree of the Government of the Russian Federation No.328 dated 15 April 2014 «On Approval of the State Program of the Russian Federation «Development of Industry and Improvement of its Competitive Ability». Russian MEMS-sensors, being part of import substitution, need a wide nomenclature of sensitive elements differing by construction principles, with an option of using the domestic element base and a partial refusal from conventional decisions. An example of the said solutions is a «converted» power sensor operating in the self-oscillations mode, which has simplified engineering manufacture solutions and guaranteed high power characteristics. The paper discusses algorithm for development of constructive-kinematic model of primary inertial sensor with magneto-electric or electro-magnetic compensatory converter.

The problem of import substitution in the Russian medical device market for in vitro diagnostics (MDivd) has not been solved, despite a number of measures taken by the government of the Russian Federation since 2011. The reasons hampering this process are the lack of modern analytical equipment of domestic production and deficiencies of the current regulatory system for MDivd circulation in the market. It is proposed the transition from licensing system of MDivd registration to notification system as a radical measure to solve the problem of import substitution.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

The purpose of the article is to consider the peculiarities of investigative and judicial actions that are caused by their postponement, the inability to attract a lawyer, as well as the suspension of the preliminary investigation during the period of emergency measures taken by the government of the Russian Federation in response to the outbreak of the coronavirus infection pandemic (COVID-19). The authorsanalyze the features of the courts activity in connection with the coronavirus pandemic, which is associated with minimizing the personal reception of citizens and submitting documents via electronic Internet reception offices of courts or by Russian Post, as well as the possibility of conducting online court sessions. The authors come to the conclusion that the judicial system was not sufficiently prepared for the pandemic, and therefore it is urgently necessary to adopt a special normative act that would regulate the implementation of judicial proceedings in emergency situations, allowing to continue to consider urgent cases, including materials on the election, extension, cancellation or change of a preventive measure.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.
