The article assesses the implementation and impact of the Eisenhower Foundation's Neighborhood Program in ten communities. Most organizations successfully implemented the program and generated a level of participation that compares favorably to other programs. Despite successful implementation, the programs had only modest community impact. Fear of crime and concern about local problems declined slightly in some communities, but there was no documentable evidence of change in communities' crime or perceived quality of life. Of the Eisenhower Foundation guidelines, technical assistance was most clearly linked to program success, although the community planning process and advisory councils may have increased participation. Possible reasons for the small program impact and policy implications of the demonstration project are discussed.

Engaging peer-interviewers in qualitative inquiry is becoming more popular. Yet, there are differing opinions as to whether this practice improves the research process or is prohibitively challenging. Benefits noted in the literature are improved awareness/acceptance of disenfranchised groups, improved quality of research, and increased comfort of participants in the research process. Challenges include larger investment in time and money to hire, train, and support peer-interviewers, and the potential to disrupt peer recovery. We illustrate, through case study, how to engage peer-interviewers, meet potential challenges, and the benefits of such engagement. We draw upon our experience from a qualitative study designed to understand men’s experiences of problem gambling and housing instability. We hired three peers to conduct semi-structured qualitative interviews with 30 men from a community-based organization. We contend, that with appropriate and adequate resources (time, financial investment), peer-interviewing produces a positive, capacity building experience for peer-interviewers, participants and researchers.

Experience has shown that the attitude of the person assuming the management functions in the school is a key and decisive element in the quality of the change processes in the school. Of these ideas is born, the concept of distributed leadership (DL). The research design is a case study. The main objective is to understand the four dimensions of DL and the actions of the Principal through representative cases of two schools. The techniques used to collect information were documentary analysis, questionnaires, in-depth semi-structured interviews, and observation. An analysis of the data and conclusions are provided.

Existing locally unwanted land uses (ELULUs) are disproportionately located in low-income communities of color. As ELULUs fall into disrepair, can planners redevelop them in ways that advance environmental justice and, if so, how? Through a case study of a San Francisco ELULU redevelopment planning process, this article highlights the central role of community-based organizing in generating policy changes that promoted certain environmental justice outcomes. A reconceptualization of the agency-neighborhood relationship was key. Findings also identify the obduracy of infrastructure and directed redress as central planning considerations and tensions.

Urban Planning is a multi-disciplinary process. Social-economic, environmental and natural resources issues need to be considered to ensure urban sustainable development and to enhance the quality of human life. As a result, it is necessary to investigate different urban planning techniques and possible new ways to facilitate the urban planning process. In this context, ePlanning, an important section of eGovernment, emerged. In order to enhance the capability of ePlanning, different ePlanning systems have been developed for different planning tasks and purposes. However, the state of the art in ePlanning practice is mainly limited to text or 2D maps. 3D visualization is rare, especially interactive visualization for public participation. Based on the preliminary research in an EU-funded project (i.e. Virtual Environmental Planning Systems), this chapter presents an online 3D public participation system for urban development called OPPA 3D, and its potential benefit to Rosensteinviertel regeneration in Stuttgart.

This article describes a systematic process of geographic and strategic planning for healthcare services as a part of a regional development plan in the Israeli Galilee. The planning process consisted of three stages: (a) assessment of needs, demand and existing resources; (b) prioritisation of initiatives; and (c) scheduling of theoretical priorities. For many years the region has suffered from inequities and inequalities regarding the availability and accessibility of a regional healthcare system, resulting in high mortality and morbidity rates and low quality of life. The aim of the healthcare strategic plan was to suggest initiatives and actions to be taken in order to improve healthcare provision and the health and wellbeing of local residents.
