This study aims to provide a deeper understanding of the relationship between the discretion of street-level bureaucrats and their willingness to implement as well as between discretion and client meaningfulness by testing street-level bureaucrat theory in a different context. The effect of discretion on willingness to implement and client meaningfulness may differ due to perceived supervisory support. Data from 241 bureaucrats (labor inspectors) in the Malaysian Ministry of Human Resources indicated that discretion significantly influences bureaucrats’ willingness to implement and client meaningfulness. Critically, the moderating role of perceived supervisory support augmented only the positive impact of discretion on client meaningfulness; for example, this relationship is more significant among bureaucrats who perceive high supervisory support. This study sheds new light on the notable role of supervisory support in ensuring that discretion enhances client meaningfulness and willingness to implement.

The purpose of this article is to examine the role of a workgroup’s openness to diversity (WOD) in shaping employees’ perception of human resources practices (HRPs), by focusing primarily on three types of diversity, namely visible diversity, value diversity and informational diversity. The study also examines the moderating effect of group membership on the relationship. Cross-sectional data through a survey of 533 employees of various leading information technology (IT) companies in India are used. The results suggest that a workgroup’s openness to diversity is a strong determinant of the perception of HRPs. It is observed that the workgroup’s openness to visible diversity has no significant impact on the perception of HRPs, whereas openness to value and informational diversity has a significant positive impact. The results also show that group membership moderates the relationship. In terms of the originality of this study, we contend that, to date, there is a paucity of empirical studies linking a workgroup’s openness to diversity with the perception of HRPs. Hence, the present study addresses this gap by examining the relationship, as well as the boundary conditions on this relationship.

PurposeThe purpose of this study is to demonstrate the importance and influence of paternity leave on individual level organizational outcomes. Drawing on signaling theory, the study examines the relationship between paid paternity leave entitlement (PPLE) and organizational attractiveness (OA) through a mediating path of anticipated organizational support (AOS). Furthermore, the study proposes that this mediated relationship would be conditional on traditional masculinity ideology (TMI) such that the relationship would be stronger for individuals who score low on TMI.Design/methodology/approachThe study analyzed a moderated mediation model using the data from a survey experiment. Data were collected from 264 professionals enrolled in an executive education course and will soon be looking for employment.FindingsThe findings supported the mediating role of AOS between PPLE and OA. As predicted, the positive impact of PPLE on AOS and OA is stronger for individuals scoring low on TMI.Originality/valueThis study takes a multidisciplinary approach to understand the underlying mechanisms that impact decisions related to employers. It is one of the few studies that study paternity leave in the Indian context and makes important contributions to theory and practice.

Kata Kunci: anak buah kapal; IMO; ILO; keselamatan dan keamanan ABSTRACTExploitation of workers on the high seas, especially the ship's crew, is still common. Although not specifically regulated, the safety and security of the ship's crew can be linked to the 1982 United Nations Convention on the Law of the Sea (UNCLOS), Article 94. The purpose of this study is to explain the relationship between Article 94 UNCLOS and the protection of ship's crew, the role of International Maritime Organization (IMO) in the safety and security of ship's crew, and cooperation between IMO and ILO in dealing with the problem of exploitation of human resources in international shipping. From this study, it can be explained that in the 1982 United Nations Convention on the Law of the Sea, Article 94 Paragraphs 2 (b) and 3 (b) there was an obligation imposed on the Flag State to take responsibility if the ship's crew had a problem. Meanwhile, as a UN special agent, IMO has adopted an International Management Code to ensure human safety and avoid damage to the marine environment. IMO, ILO and Ad Hoc also formed tripartite cooperation to regulate matters related to employment at sea. Keywords: ILO; IMO; security and safety; ship's crew

The paper seeks to identify the role of cultural and social diversity in economic development. It starts by defining the terms that are critical to the analysis, including diversity, fractionalization, polarization, social diversity, cultural diversity and economic resources, as well as providing the most significant indexes thereof. The main body of the paper interprets the notions of cultural and social diversity in terms of being a valuable economic resource. Furthermore, it collects a vast body of literature to demonstrate the relationship between the cultural/social diversity and economic development with regard to adverse or positive impact on the latter. In regard to the negative impact of diversity, the paper identifies it in the area of social communication, social capital and networks, as it effectively causes a decrease in productivity and increase in social conflict and isolation. The positive link is demonstrated with examples in the areas of innovation, creativity, usage of complementary abilities and experiences, and their role in increasing productivity. The paper refers to numerous data sources, studies and indexes illustrating how the economic systems of various countries perform in the context of the paper’s subject-matter.

This article tries to explain how the relationship between Islam and politics after the conflict between the Government of Indonesia and the Free Aceh Movement (GAM). After the peace agreement between the two parties with the signing of the Helsinki MoU, the Indonesian government interpreted the agreement in Law No. 11 of 2006 concerning the Government of Aceh (UUPA). The presence of the act makes the ulama a partner of the government in running the wheels of government by giving fatwa on issues of government, development, community development, and the economy. Furthermore, after peace, the role of the ulama was not only to give knowledge to the community, some ulama participated in practical politics. This was one of the effects of the UUPA, where Aceh was given the privilege of establishing local political parties. At present some ulama have occupied various positions in party management, and even participated in the regional head election (PILKADA), where religious values are used as a means of gaining power.
